Presentation on Redevelopment of the former J.E.B. Stuart School Property

At the May 2019 CPRV Civic League meeting, Presi-dent Michael Langston informed us that he had re-ceived a call from Eric Tucker, Acting Director of the City of Norfolk’s Office of Real Estate concerning possi-ble redevelopment of the former J.E.B. Stuart School property in Colonial Place.

Although Mr. Tucker requested some details he shared be kept from the general public, President Langston was able to tell us that the City has entered into negotiations with Monument Builders of Rich-mond (not one formerly associated with the project) to renovate the property into a mixture of apartments and commercial space.

Because of concerns of possible flooding, the City is requiring both the basement and the first floor of the building be developed as commercial space, most likely retail shops and offices, while the remaining floors are developed into various-sized apartments for rent. Neighborhood Form Standards/Resiliency Overlay District Adopted by Council

On Tuesday, June 11, a number of CPRV residents attended the City Council

meeting in support of the adoption of the Neighborhood Form Standards and

Resiliency Overlay District. Among those attending were Civic League President

Michael Langston, Colonial Place residents Pooya Mohit, Glen Coats, and Leigh

Ana Crocker, and Riverview residents Breck Daughtrey, Norman Colpitts, Diana

Lundquist, Peter & Rosemary Zemanian, and David Spriggs.

President Langston, Glen Coats, Pooya Mohit, Breck Daughtry, and Norman

Colpitts all spoke eloquently in support of these measures, which are intended

to preserve the architectural integrity and historical character of our neighbor-

hoods.

The measures were adopted by Council in a near unanimous vote.

Hazardous Waste

Waste Management at Pineridge Road will no longer accept paint, pesticides, oil, automo-tive fluids and electronics for recycling. These items, with the exception of electronics, should be taken to SPSA, 3136 Woodland Avenue, Tues-day and Saturday from noon until 4:00 pm. Elec-tronics and shredding will be accepted at Tow-ing and Recovery, 1188 A Lance Road, which is off Raby Road.

Flag Retirement Ceremony Sunday, July 21 at 7:00pm at Mayflower & Newport

As I travel around CPRV, I am both heartened and impressed by the number of homes proudly dis-playing our national ensign. If, when a flag becomes

worn and faded, you fold it respectfully and stow it in a closet, you might like to know that there’s another way to honor your old flag.

Through Colonial Place resident Peter Stoll, your Civic League has arranged with Boy Scout Troop 24 to conduct our eighth annual official flag retirement

ceremony. It will take place on Sunday, July 21st, at 7:00 pm on the seawall at Mayflower Road and New-

port Avenue. We invite all residents of Colonial Place and River-view to gather their unserviceable flags and bring

them to this ceremony. If you cannot attend, you may drop off your flags at the home of Pete Stoll at 4709 Colonial Avenue. This is a stirring ceremony and a demonstration of patriotism for the Scouts as well as for the at-tendees. We hope to see you there.

Crime Prevention Committee News

School is officially out; crime rates are expected to increase. Here are some things to keep in mind to help keep us and our property safe: 1. Per the Code of Ordinances, Sec. 29-3.- Curfew for Minors, it is unlawful for anyone under the age of 18 to be in public places between 11pm and 5am unless accompanied by an adult. Please contact the nonemergency police number to

report those in violation. 2. Even if you are home, lock your doors. There have been reports of attempted and successful break-ins

while folks have been home with cars in the driveway. 3. Be careful of who you let work in and around your home and property. This includes door-to-door

salespeople. 4. If you are going out of town, ask a neighbor to keep an eye on your house. Make sure to stop your mail

or have someone pick it up.

If you are involved in an incident, FILE A POLICE REPORT. If a police report is not filed, the police do not know about it and resources will be allocated elsewhere. Colonial Place/Riverview Civic League General Meeting

Proposed Minutes of June 10, 2019 (Annual Meeting) (unofficial) President Michael Langston opened the meeting at 6:35 pm.

Kenny Van Hook of Elation Brewery (Colley Avenue) spoke about his background, the plan for Elation Brewery and the types of beer and food offerings that are and will be available. A number of questions were asked and answered.

The Secretary affirmed the presence of a quorum.

President Langston presented the proposed budget for the coming year. There being no questions or comments, the motion to approve the proposed budget was passed by acclamation. The President called on David Spriggs, as chair of the Nominating Committee, who conducted the election of officers for the coming year. There being no other candidates and no further discussion, upon a vote of the members present the following were elected by acclamation: Michael Langston as President, Jay Shurling as Vice President, Dave Wolfe as Treasurer, John W. Robertson as Secretary and David Spriggs as Neighborhood Representative (Riverview).

The previous month’s minutes were approved.

Reports

Social Events Committee – Plans were described for a Children’s Play Date and a meetup at Elation Brewery, with details to be announced as plans firm up.

Community Improvement – noted that various streetlights along Mayflower Road were inoperative after some damage by a contractor, who is conducting repairs. Vice President – we are planning to invite local businesses to speak at the meetings in July and August.

President Langston announced that there will be a representative from Monument Development at the July meeting, who will speak to us about their proposal to renovate the former JEB Stuart School property.

President Langston reminded everyone that there will be a City Council vote on Tuesday June 11th on the proposed revisions to the Zoning Regulations affecting Colonial Place and Riverview. Everyone is encouraged to attend and provide their opinion.

In response to a question from a member about the Civic League’s previous announcement of a presentation by the owner of the property management company ODU Rents, President Langston indicated that he believes there is no further need for his appearance but that he could be scheduled for a future meeting if there is an interest by the members.

Glen Coates announced an upcoming meeting to form a Garden Club as previously discussed.

The meeting was adjourned at 7:00 pm.
