MEMBERSHIP OF CHILDREN IN SCOTLAND AND DISABILITY SCOTLAND 1997/98
1. There was submitted a report dated 16 April 1997 by the Chief Executive requesting that the Sub-Committee consider renewing the Council's membership of Children in Scotland and become an associate member of Disability Scotland in 1997/98.
Decided:
( 1 ) that the Council's membership of Children in Scotland be renewed at a fee of f3'939.96 based upon the formula calculation linked to the population of North Lanarkshire;
(2) that the Council become an associate member of Disability Scotland at a fee of f293.75;
(3 ) that both membership fees be funded from the Chief Executive's Grants to Voluntary Organisations budget, and
(4) that promotional and information literature from both organisations, be deposited in the Members' Library.
GRANTS TO VOLUNTARY ORGANISATIONS 1997/98 - AIRDRIE CITIZENS' ADVICE BUREAU
2. With reference to paragraph 17 of the Minute of the Meeting of the Policy and Resources Committee held on 25 March 1997 there was submitted a report dated 15 April 1997 by the Chief Executive regarding Airdrie Citizens' Advice Bureau Outreach Service 1 997/98 ( 1 ) detailing the current situation in relation to grant aid, and (2) proposing an alternative process for considering and awarding funding to the Bureau and the Outreach Service.

Decided:
( 1 ) that the proposed transfer of the budget identified to fund Airdrie Citizens’ Advice Bureau Outreach Service from the Planning and Development Department to the Chief Executive’s Department be noted;
(2) that it be agreed in principle to fund Airdrie Citizens’ Advice Bureau Outreach Service in 1997/98 at an equivalent level to the award in 1996/97 subject to the transfer of funds from the Economic Development Committee and satisfactory evaluation of the operation of the Outreach Service, and
(3 ) that this report be referred for information to the Economic Development Committee.
URBAN PROGRAMMEPROGRAMME FOR PARTNERSHIP VOLUNTARY MANAGED PROJECTS TERMINATING 1996197
3. With reference to paragraph 1 of the Minute of the Special Meeting of the Policy and Resources Committee held on 13 January 1997 there was submitted a report (docketed) dated 14 April 1997 by the Chief Executive concerning the termination of voluntary managed Urban Programme projects funded in 1996/97 and the disposal of the assets in relation to these projects.
Decided: that the Sub-Committee note the contents of the report.
PROGRAMME FOR PARTNERSHIP FINANCIAL IMPLICATIONS
4. With reference to paragraph 9 of the Minute of the Meeting of the Council held on 19 December 1996 there was submitted a report (docketed) dated 14 April 1997 by the Chief Executive advising that in regard to the Programme for Partnership award, the Scottish Office (a) had confirmed the allocation for 1996/97 and intimated indicative allocations for 1997/98 and 1998/99; (b) made no provision to carry forward an underspend from 1996/97 to 1997/98 on either the Priority Partnership Area or the Regeneration Programme budgets, and (c) offered the opportunity to transfer Urban Programme projects to Programme for Partnership.
Decided:
( 1 ) that the Chief Executive be authorised to write to the Scottish Office regarding carry forward from 1996/97 to 1997/98 and budget allocations for 1997/98 as detailed in the report;
(2) that a report be brought forward to the Sub-Committee, as appropriate, on the transfer of existing Urban Programme projects to Programme for Partnership, and
(3 ) that otherwise the contents of the report be noted.

5 . There was submitted a report dated 16 april 1997 by the Chief Executive advising of the Interim Community Grants Scheme budget allocation for 1997/98.
