PRESIDENTS COLUMNDevelopment of Entrepreneurship Culture
The concept of
entrepreneurship has evolved
over time and is often used to
mean or emphasize different
features. Starting for-profit
business is the most common
idea associated with the term.
However, this is a very limiting
definition and not appropriate
for discussion. If we assume that promoting an
entrepreneurial culture is a desirable means of
achieving social and economic development, thenwe must clearly define what elements, behaviors,
traits and characteristics we want to encourage
and value. In academic circles people now combine
notions of innovation, catalyzing change, seizing
opportunity and demonstrating resourcefulness
into the definition. Often people ascribe a
particular mind-set to entrepreneurs that exhibit
common traits such as single-mindedness, drive,
ambition, creative, problem solving, practical, and
goal-oriented.
It is essential to understand the background ofthis concept and its evolution in different culturesbefore moving on to develop strategies to promote
an entrepreneurial culture among youth. The termentrepreneur originated in French economics as
early as the 17th and 18th centuries. Frencheconomist Jean Baptiste Say used the word
entrepreneur to describe the venturesomeindividuals who stimulated economic progress by
finding new and better ways of doing things.Entrepreneurs shifted resources from lower to
higher yields. Our overriding challenge is to foster
an entrepreneurial culture that encourages andsupports people, particularly young women andmen, in the context of creating decent work for all.
While gaining political consensus on this objectivemay not be easy, the more difficult question is how
best to accomplish it. It is not possible to haveblueprint or a one-size-fits-all formula. However,
significant lessons have been learnt from the lastcenturies about what does and does not work.
Given these caveats, for entrepreneurial culture itis to be ensured that we must consider how we see
work and peoples relationship to it throughout their
life cycle. This new architecture of work also has
profound implications for social and economic
policy.
Globalization seems to have shifted theemphasis of the struggle from simply having a job
to having adequate income to live. Work is notonly a means of survival and meeting basic
livelihood requirements. It is also a means of self-expression, self-actualization and a vehicle for
meaningful engagement in ones community. It isto be ensured that we must shift the focus of
todays dominant neo-liberal macroeconomicpolicies from primarily fighting inflation and
protecting investors to promoting decent work andemployment-intensive, environmentally sustainable
growth. Today, a number of academ-ic and policyquestions are beginning to emerge as to what is
the most appropriate way to deliver
entrepreneurship education and training (i.e.
issues of pedagogy) and what types of education
and training have the greatest impact (i.e.
effectiveness and appropriateness).A variety of
pedagogical tools can be used in entrepreneurship
education and training, such as lectures, readings, entrepreneurs testimonies, case analysis, case
development, journal writing and computer
simulations.
Entrepreneurship education and training mustprimarily include process and action-oriented
approaches. Students and would-be entrepreneurseffectively learn only if they take part in the process.
The approach must be multi-disciplin-ary.Discovering, evaluating and exploiting business
opportunities requires a variety of knowledge and
skills related to the technical, financial, legal, andmarket dimensions of the project. While there seemsto be agreement in terms of how to develop
entrepreneurial behaviours, there is a lack ofconsensus as to how to measure the outcomes from
such activities particularly with how to defineentrepreneur-ship education and training and how
to develop a coherent body of thinking which can beused by training organisations and education
institu-tions to encourage more entrepreneurialactivity.
