Tel Aviv-Yafo has long been known as a liveable and sustainable city and one of the world’s
leading hubs for technology and innovation. The city is notable for its openness to innovative
sustainability initiatives and its encouragement for improving urban experience.
The city persistently acts to ensure sustainable development while preserving the environment, and
strives to achieve a perfect balance between economic and social development along with
improving the quality of life in the city.

public in the design and implementation of sustainable urban development and enables learning,
creativity and sharing to achieve prosperity.

Describe the main environmental problems faced by the city due to geographical, social and
economic factors and what actions have been taken to face them (maximum 1 page).
is a growing city, in terms of population, resources, and economic activity. The city Tel Aviv Yafo
is the commercial and cultural center of Israel and the hub of the Dan Metropolitan area,
encompassing around 4 million people. It is also unique in it's environmental and ecological
characteristics – bound by the Yarkon river on the north, the Ayalon on the east and the largest
municipal costal stretch – 14 km. – on the west. The city's ecological footprint in 4.4 hectars,
comprising largely of energy and food resources.
The city faces three key challenges in terms of sustainability and wellbeing:
Air pollution due to transportation – over half a million cars enter the city daily, creating both air
pollution and Green House Gases.
Preserving the Coastline and natural resources – Continuing use and development are wearing

Superior and accessible local environment – To ensure that both citizens and visitors can enjoy a
healthy and affordable environmental; open spaces, beaches, environmental services, education and
food.
Consequently, some of the challenges the city is facing are: energy consumption, water supply,
wastewater, solid waste, pollution of water, air, soil due to industry, loss of green and natural
spaces, urban sprawl, Increase in traffic (air pollution, noise), problems of waste disposal sites,
concentration of population (air pollution, groundwater), declining water resources and
precipitation, Increasing heat waves, degradation of coastal cliffs.
Sustainability is one of three primary goals in the city’s annual plan, which is based on Tel Aviv-
Yafo’s strategic plan. The city has prioritized the promotion of sustainability, environmental
protection and expanding the city’s green spaces, with the focus on treating the problem of
recycling waste and on lowering of air pollution levels.
Under the umbrella of the strategic plan, there are leading plans being established per objective:
Reducing air pollution in the city with an emphasis on transportation - Promoting a
transportation program to reduce air pollution from transportation.
Reducing waste and encouraging recycling of paper, bottles, cartons and batteries

Creating Public commitment and partnerships in the community for environment
issues (businesses and residents)
Sustainable Neighborhoods – Promoting community involvement and municipal

achieve sustainable and healthy food consumption.

COASTAL SUSTIANBALE DEVELOPMENT The city is focusing on transforming the coastal area
into the City's environmental core. Significant investments have been made in rehabilitation and
construction; the Yafo Slope – rehabilitating a 20 acre waste dump into a green park, the Tel Aviv
Marina, the renovation of the legendary Gordon swimming pool, and the renewal of the Levant Fair
complex, the paving of dozens of bike paths and a flagship project - the makeover of the Lahat
Promenade and its transformation into an uninterrupted and accessible boardwalk.
PRESERVING OPEN SPACES There are a number of preserved open spaces in Tel Aviv, where one
can find a rich variety of natural seasonal vegetation that add scenery and natural beauty to the city's
landscape. The Municipality encourages and supports recreational, informational, and educational
activities through the "Resident Trustees of Nature" framework it created.
COMMUNITY GARDENS The Municipality helps groups of residents to establish community
gardens for the purpose of 'adopting' and cultivating a selected open space in the city. These gardens

are founded on ecological principles and on planting endemic vegetation that conserves water and is
more pest resistant.
MUNICIPAL SUSTAINABLE AND HEALTHY FOOR POLICY One of the main courses of actions in
Tel Aviv-Yafo’s Urban Food Policy is early childhood education. Several actions are being
implemented aimed at improving the nutritional value of food served in kindergartens, as well as
influencing food consumption habits to promote locally sustainable and healthy lifestyles.
MUNICIPAL RECYCLING A great deal of recycling is done in Tel Aviv, including: paper, plastic
containers, small beverage bottles, batteries, scrap metal in compliance with the vehicle dismantling
program, electronic waste, white paper (offices), cartons, textile/clothing – alongside educational
activities at the kindergartens and schools.
PRODUCING SOLAR ENERGY ON THE ROOFS OF THE CITY'S EDUCATIONAL INSTITUTIONS
Systems that produce green electricity and are used as solar power stations have been deployed at
about 30 educational institutions in the city.
STREET LIGHTING COMMAND AND CONTROL CENTER THAT CONSERVES ENERGY About
340 switch boxes have been connected to a single control center that manages all the street lighting
in the city, taking into account the varying hours of daylight. Lighting in public spaces is reduced
starting at 10:30 at night.
USE OF GREEN VEHICLES BY MUNICIPAL DEPARTMENTS The Municipality uses environment-
friendly garbage collection vehicles and trucks that adhere to the most stringent European standard
(4-5). Different departments make use of electric motorbikes, whereas the Beaches, Inspection and
Sanitation Divisions use electric bicycles. USE OF RECYCLED MATERIALS IN MUNICIPAL CONSTRUCTION AND INFRASTRUCTURE
WORKS Substrate materials made entirely of crushed construction waste are used to upgrade
sidewalks in the city. About 10% of all paving materials and curbs incorporate crushed construction
waste. Up to 10% of the mixture used to upgrade roads contains crushed glass waste that increases
the intensity of roadway lighting.
MUNICIPAL COMPOSTING PROGRAM The Municipality encourages residents to join the circle of
people who separate organic waste. About 800 composters, intended for organic waste that
decomposes into fertilizer and can be used in the building's yard, were distributed to occupants of
apartment buildings and single family homes, public institutions, and community and public
gardens in the city.

2017 - Tel Aviv-Yafo is among the Greenest Cities in the world, ranking No. 7 on a
prestigious list compiled recently by MIT researchers in collaboration with the World
Economic Forum.
2015 - Tel Aviv Yafo's beaches receive Blue Flag Award. The city has joined the Blue
Flag Program with 9 beaches and 2 marinas winning the coveted Blue Flag Award.
2014 - Tel Aviv-Yafo wins World Smart Cities Award at Smart City Expo World
Congress in Barcelona. Tel Aviv won the award based on the DigiTel project, which is a
civic engagement project focused on Smart engagement with the residents. Since then, Tel
Aviv--Yafo has developed a smart city vision that totally focuses on the residents in order to
improve the quality of their life.
2011 - Tel Aviv-Yafo was awarded by The Israeli Ministry of National Infrastructure,
Energy and Water Resources for distinctive municipal management .
2010 - The Miami Herald Considers Tel Aviv-Yafo to be the Latest Green Destination.

Protecting coastal and marine ecosystems
In 2014 the government established the National Corporation for
the Protection of the Coastal Limestone Cliff, which includes the
Tel Aviv Yafo cliff.
Atarim - the municipal owned corporation responsible for the
planning and development of the coastline, is in the process of
implementing a Submerged detached Breakwater using Sand
Filled Containers. An interdisciplinary task group was sent to
number of destinations around Europe, to explore best available
technology for preventing coastal erosion, around the world to
assess which solutions and contractors are most suitable to the
city’s coastline.

high natural values on the northern and the southern border of

The city has a sustainable flood and storm water management
plan and instructions. The 800 acres of the rehabilitated Sharon
Park and environs, one of the biggest environmental
rehabilitation projects in the world, are designated as a flood
area. In 2014, a pilot project for sustainable storm water
management, was built in the norther part of the city.

Promoting green urban areas (e.g. m2 per

The city has invested substantial resources in the sustainable
development of the green urban areas of the city, these include:
Development of a new 3 acres sustainable inner-city park with
extensive community participation.
Development of the new birdwatching center at the Rosh Tzipor
Forest in Tel Aviv's Yarkon Park, which includes a 1.2 acre lake
and another 2 acres of open land.
Limiting coastal urban sprawl
The new city Masterplan (TA5000, 2016) reaffirms the national
Protection of the Coastal Environment Law (2004), prohibiting
buildings within 100 m. of the sea. The norther part of the city
coast and adjacent areas, are developed as a coastal park
stretching for about 7 km. and preserving valuable natural
habitats.
Free access of public to the shore/beaches
There is free access to all 13 supervised municipal beaches. In
2015 the city instated an affordable beach services program,
subsidizing beach chairs, umbrellas and basic food and
beverages.
Mixed use neighborhoods
Mixed use is a guiding principle of the Tel Aviv Yafo
masterplan (TA5000, 2016). The city's prominent new 3700 plan
for a 12000 units neighborhood is based on sustainable and

mixed use concept
Guidelines dictate that at least 25% of any commercial plan will
comprise of housing units, in addition all main streets are
obligated to include commercial fronts.
Private enterprises are required to allocate at least 40% for
public use, mainly green areas.
Demonstration of easy access to basic services
All households are connected to water, electricity and sewage
systems.
80 free WIFI spots across the city.
Barrier-free urban design for disabled groups
All 13 municipal beaches are accessible to the disabled. In 2013,
the city adopted a progressive accessibility program, expanding
the national legislation. The completion of the plan is planned
for 2021;

Promoting walking, cycling and public transport
Tel Aviv Yafo is a pioneer in adopting biking as a viable mobility
option in Israel. In 2007, 7% of daily journeys were by bike, by
2016 - 16.8% were biking.
In 2005 there were about 60 km of bike lanes, by 2016, there are
close to 150 km, with a metropolitan bike highway in planning.
In 2011 the city launched the TelOfan, a municipal bike rental
scheme, by 2016' there are 2000 bikes available, 200 docking
stations and over 3 million rides per year.
Public transportation – a reform and development of the rail
service has resulted in a 200% increase in usage in the last decade.
Designated public transportation lane – the Ministry of
Transportation in cooperation with the city is in the process of
allocating 350 km. of designated lanes.
Light Rail – the Metropolitan Light rail system is in construction,
planned to open by 2023.
Promoting car-free settlements
The city is promoting and expanding car free public spaces that
are both cultural and commercial hubs. The Nachlat Binyamin
Pedestrian Mall was opened in 1987 and is the first and biggest of
its kind in Israel. In the last five years three additional spaces
were designed, including the restored Templar village of Sarona.
Limitations and management of access of private
cars to the city
In 2011 "park and ride" lot was opened on the main highway from
Tel Aviv Yafo to Jerusalem in order to decrease the number of
cars entering both cities. Free shuttle service is offered to the city,
along the main business areas.
The metropolitan light train is in development, scheduled to open
by 2023, and reduce city traffic by around 60%.
In 2005, a comprehensive state program was instated to address
the massive traffic build up and limited public transportation. By
2014, the main components of the plan were already in place, with
Tel Aviv Yafo being the main rail hub: 2005 - 28.6 million
passengers, 2015 - 53 million passengers, 2005 - 941.5 km, 2015
- 1277 km.

The city's main challenge is air pollution from
transportation. There are 7 air pollution monitoring
stations in the city, working under the joint
supervision of the municipality and the ministry of
environment. The national Clean Air Act of 2008,
which is in accordance with the European Union's
standards.

Tel Aviv Yafo's waste water is treated by the Shafdan facility
since the most advanced mechanical-biological facility of its
type for purifying wastewater in the entire eastern Mediterranean
Basin. The Association has been promoting the adoption of a
land-based solution for since 2011, thereby completely
discontinuing the discharge of sewage sludge into the
Mediterranean Sea, putting an end to marine pollution. Recycled
water is near in quality to drinking water, about 96% is used for
agricultural purposes.

The establishment of the the street lighting command and control
center in 2005 enabled the municipality to conserve significant
energy: About 360 switch boxes have been connected to a single
control center that manages the lighting across the city, taking
into account the varying hours of daylight. Lighting in public
spaces is reduced starting at 22:30 at night.
In the last 5 years the municipality has been saving
approx. 15% of the electricity consumption of street lighting.
Street lighting electricity consumption cut by 50% of the total
electricity consumption of municipal institutions.
The selected street lightning is in accordance to the European
Standard EN13201.
Recently, the municipality has started in massive replacement of
the standard lighting headlamps with LED technology. This is
expected to save electricity consumption over 50% without
lowering the intensity of the lighting.
Measures to reduce noise level in city, including
the marine areas
Currently a mapping process is underway to identify the
problematical areas and devise an action plan to address the
deviations.

Waste is collected from 100% of households and businesses in
the city regularly.

A waste reduction program was instated in several stages in the
last decade, these are the main components:
2000-2017 Rehabilitation of the City open waste dump at Hiriya,
establishment of a recycling enclosure and a recreation park.
2016 – Opening of the first RDF plant in Israel, to treat Tel
Aviv-Yafo's waste, planned to treat 20-25% of the metropolitan
waste and to reduce Green House Gas emissions by 70,000 tons
per year.

Waste segregation put into place
The city of Tel Aviv was given the distinctive title of “Recycler
of the Year,” in terms of recycling per capita in 2015.
The award, given by the ELA Recycling Corporation was based
on the amount of bottles recycled per capita, for which Tel Aviv
residents recycled 53.5 liters worth in 2015.
According to the company’s data, the amount of waste recycled
in 2015 went up by 15 percent since 2000 and rose by 2% from
2014. The efforts have amounted to 125 tons of packaging being
recycled, which is 20% above the average for the rest of the
country per household. Currently around 70,000 apartment
buildings and homes in the city have the orange bins,

Availability and affordability of water for

100% of the population is connected to regular potable water
supply. The Municipal water corporation monitors water quality
regularly.
Efficient and sustainable water demand The city is rehabilitating 10 local wells to be added to the 6

management (e.g. % of city population
benefiting from rain water collectors)
which are currently in use. Reuse of condensation water from
acclimatization systems mandatory in medium-large new
buildings. Mandatory water efficiency measures required in new
buildings according to Israeli green building standards. To date,
97% of the gardening sites in the city have been connected to a
smart irrigation system, that tracks and controls the amount of
water allocated to each section of the garden. Educational
programs on water conservation are instated in schools.
Moreover, in 15 (with an additional 5 joining in September), the
residue water from air conditioners is collected for gardening
needs. Tel Aviv – Yafo Water association is constantly
monitoring water loss as results of leakages. More water-
efficient measures that the city implements in routine are: In the
municipal wells, we use water smart metering; Optimizing
delivery fuel mix of water supply; Xeriscapes- low water
landscaping design.

Promoting/demonstration of energy conservation
in buildings
Public Demonstration Sites:
The Porter School for Environmental Studies Building, Tel
Aviv University. This is a milestone for sustainable building in
Israel, an iconic space for research, and demonstrations of
environmental technologies. This is a LEED Platinum Certified
Building - designed to maximize the efficient use of energy,
water and materials and incorporates: photovoltaic power and
solar collectors; water recycling; natural ventilation; bioclimatic
design; use of recycled and environmentally-friendly
construction materials; "green roof" climate research and
monitoring; and public displays on water and energy
consumption.
The Beautiful Israel Outlook Center - a Visitors' Center at
Hayarkon Park in Tel Aviv dedicated to sustainability. The
building demonstrates solar energy' a green roof and a variety of
technologies and practices in additions to an educational 3d
experience.

Promotion of local and recycled materials
In 2016 we used 6000 m³ in second-class substrate made from
shredded and building materials used about 1000 tons of
material has been scrubbed . About 15% of all paving materials
and curbs incorporate crushed construction wastes.
Focusing on reuse of brownfields for urban
transformation
Redeeming polluted land is an important municipal policy line.
The largest project in recent years is the Jaffa slope project –
redemption of a waste dump, adjacent to the sea. The area
encompasses 50 acres which have been turned into a green park.
Altogether 1.2 million tons of building waste was recycled to
create the park and rehabilitate the dump.
In addition to the Jaffa Slope project the southern side of the city
which had less open spaces is seeing extensive development in
recent years, including the Hurshot Park, an 8 acre neighborhood

In 2003, the United Nations Educational, Scientific and Cultural
Organization (UNESCO) declared Tel Aviv's White City a
World Cultural Heritage site. The White City refers to a
collection of over 4,000 buildings built in a unique form of
the Bauhaus or International Style with certain building
restrictions.
Following the declaration, a new preservation plan of Tel-Aviv
was established and at least 1,000 were slated for preservation
and restoration.
In 2015, through cooperation with the German Government, a
Bauhaus Center is under development, in the city’s Max
Liebling House, this center is intended to serve as a hub for
experts involved in planning and overseeing restoration work.
Numerous studies are being conducted on urban preservation
and conservation of buildings.

Sustainable consumption and production
The city of Tel Aviv - Yafo, created a “Green Label for
Restaurants, Bars and Cafes.” In 2016, 20 businesses were
awarded the Green Label. The certified businesses can boast of
important accomplishments, such as the annual reduction of 400
MWh of electricity, 15,000 cubic meters of water consumption,
30 tons of organic waste, 2,000 delivery days and nearly 1
million disposables! In 2017, another 40 businesses are
expected to receive the Green Label. In 2018 the Municipality
is planning to expand the Green Label program to other sectors,
such as supermarkets and hotels. The Urban Green Label project
will bring economic benefits to the businesses and the city in
addition to environmental benefits, such as; less traffic, less
noise, and less air pollution.
Eco-innovation, sustainable employment and
green jobs
The city of Tel Aviv is a global start-up center, including varied
Eco innovations enterprises. The Sustainable Transport
accelerator is part of the Porter School for Environmental
Studies at the Tel Aviv University, focusing on green mobility
solutions.
The new strategic plan includes a strategy goals for development
of a Cleantech Cluster in the city.
Promoting local market, short channels, and the
circular economy principles
As a city always aiming for innovative solutions, and with the
efforts of tackling high costs-of-living and ever growing
environmental impact, the city of Tel-Aviv has been trying to
promote better use of existing materials and resources vs. the use
of new raw ones, through Circular and Municipal Economy.
Though in very early stages, the city is now taking its’ first steps
in the field, by joining the global City Network for Circular
Economy managed by the Ellen MacArthur Foundation, hence
learning from the experience of cities like Phoenix, London or
Vancouver on how to implement CE programs within the city’s
structure. Moreover, in September 2017, a global, wide-scope
session will be held on the topic as part of the city’s DLD
conference, with the hopes of launching a pilot project in 2017.
Promoting women entrepreneurship
There are various projects in the city which promote women's
entrepreneurship, along with activities relating to gender
diversity intended to make Tel Aviv-Yafo a Fair- Shared City for

Urban planning
The new city Masterplan (TA5000, 2016) defines the future

The plan sets environmental guidelines for building and
development in the city. The outline plan incorporates
environmental aspects in all areas, and sets clear environmental
instructions for building and development / The plan
incorporates the Urban Nature survey of 2012 and the Green
Building Standard. The plan advocates for sustainable and clean
transport and urban mobility.
ICZM (national or local) existence and

Renovation of the Shlomo Lahat Promenade (2010-2018), which
is a central component of the renewal of the coastal strip, re-
establishing the connection between the city and its beaches by
removing the sea wall and replacing it with a series of seating
areas spread along the promenade, as well as upgrading the
buildings on the beach and turning their roofs into inviting urban
balconies. This has created a new coastline that allows the beach
to be easily accessed from anywhere, giving the public a number
of ways to enjoy the view spreading alongside the city.
Since there are no new areas in this crowded city, the link
between the city and the beach had to create something out of
nothing - a space that creates a new place and a new coastal
culture in Tel Aviv-Jaffa.

Tel Aviv –Yafo put transparency, accountability and integrity at
the heart of local governance.
The municipality encourages citizens to participate in and
influence policy design and implementation, and hold officials to
account for municipal decisions. The municipal officials and
stakeholders act effectively in the public interest and are open
about their activities and take responsibility for them.
Also the municipality constantly develops its Smart City
Strategy, incorporating crowd-sourced wisdom, public
participation, and collaboration between residents, businesses,
NGOs and local government.
Developed and implemented as a pilot in 2013, the initiatives
DigiTel has positively impacted the lives of 160,000 residents so
far by reducing the cost of living in the city by offering discounts

The DigiTel platform incorporates demographic data which
enables the municipality to prioritize the communities it offers
discounts and free tickets to, creating a more equitable, balanced

Partnerships with NGOs and other stakeholders
Tel Aviv-Yafo is constantly working to create a climate that

learning, creativity and sharing to achieve prosperity. In 2012,
the city established the Sustainability Forum as a platform for
partnership with varied stakeholders to promote sustainability in
the city. The Forum meets 3 times a year to evaluate and assess
the city's plans and actions.
The city directly supports the environmental organizations in the
community, through dedicated grants and ongoing training and
support.
The city's Environmental Committee operates through the City
Council, headed by two council members. The committee holds
bi-monthly meetings to develop and promote sustainability

wildflowers and flowering tours according to the seasons of

Green leadership in elementary schools operates in 53 schools

addition, the Authority supports the activities of Yarokhik in
about 250 kindergartens in the city.
• The "Baitavun" program - an innovative program to promote
accessibility and awareness of healthy food and is held in the
municipality and in the educational system. Since its launch in
August 2016, 100 days of training have been provided to
create change agents among municipal employees, education
staff and residents.
