TheInternationalSmartGridActionNetwork(ISGAN)launchedtheAwardofExcellencecompetition(“Competition”)torecognizeexcellenceinsmartgridprojects,policiesandprogramsaroundtheworld.ISGANbringstogether24countriesfromacrossfivecontinentsandtheEuropeanCommissiontoadvancethedevelopmentanddeploymentofsmarter,cleaner,andmoreflexibleelectricitygridsaroundtheworld.TheISGANAwardofExcellenceseekstoleverageleadershipandinnovationinsmartgridstoaccelerateglobalexchangeofbestpracticeandpromotereplicationoradaptationofprovenconceptsinothermarkets,countries,andregions.Byprovidingashowcaseforexemplarsintheglobalsmartgridcommunity,theAwardalsodrawsattentiontothevalueofferedbysmartgridsystems.
EachroundoftheISGANAwardofExcellencecompetitionisfocusedonathemethathighlightsoneormorecriticalaspectsforpowersystems.ThethemeforthisAwardofExcellencecompetitionis“SmartGridsforFlexibility.”Inthiscontext,smartgridsrefertoarangeofadvancedinformation,sensing,communications,control,andenergytechnologiesthat,takentogether,supportamodernpowersystemthatintelligentlyintegratestheactionsofallconnectedusers–frompowergeneratorstoelectricityconsumerstothosethatbothproduceandconsumeelectricity(“prosumers”)–toefficientlydeliversustainable,cost‐effectiveandsecureelectricitysupplies.1Flexibilityreferstothecapacityofapowersystemtoadapttoshiftsinelectricitygeneration(supplyside)andconsumption(demandside),regardlessofcause,speed,ormagnitude,tobalancebetween

supplyanddemandinareliable,cost‐effectivemanner.2Entitiesengagedinsmartgrids(orgridmodernization)projectsthatexhibitexcellenceinimprovinggridflexibility,broadlydefined,areencouragedtoapply.
Winningprojectswillberecognizedduringaceremonytargetedfor2018attheannualCleanEnergyMinisterial(CEM),andalsoinISGANprogramsandproceedings.WinnerswillbegrantedalimitedindividuallicensetoadvertiseandpromotetheawardgrantedtotheprojectandalimitedrighttouseandrefertoISGANAwardofExcellencemark(i.e.,thelogo)andthephrase“ISGANAwardofExcellenceWinner”,subjecttotheOfficialRulesforthisCompetitionandanyguidelinespublishedbytheAwardsAdministrator(the“Administrator”).
AboutISGAN
TheInternationalSmartGridActionNetwork(ISGAN)waslaunchedatthe2010CleanEnergyMinisterialinWashingtonD.C.,USA,andformallyorganizedundertheImplementingAgreementforaCo‐operativeProgrammeonSmartGrids(ISGAN)in2011underaframeworkoftheInternationalEnergyAgency(IEA).ISGAN’smissionistoaccelerateprogressonkeyaspectsofsmartgridpolicy,technology,andrelatedstandards.ISGANpursuesitsmissionthroughvoluntaryparticipationbygovernmentsandaffiliatedinstitutionsinspecificprojectsandprograms.ISGAN’sactivitiessupportdevelopmentofabetterglobalunderstandingofthevaluethatsmarterelectricitysystemscanbring,addressgapsinrelatedknowledgeandtools,andcreateopportunitiesformorepeer‐to‐peerlearningandengagement.Aspartofitsmission,ISGANhasestablishedtheannualAwardofExcellencetorecognizeexcellenceinsmartgridprojects,policies,andprograms.MoreinformationonISGANcanbefoundatwww.iea‐isgan.org.
AboutGSGF

ISGANstrivestodrawattentiontokeyaspectsoftruly“smart”grids,including:
Flexibility:cost‐effectivelyfulfillingcustomers’needsbybeingabletoadaptquicklyanddynamicallytochanginggenerationprofiles,networkstatus,consumerdemands,andoutsidefactors(e.g.,weather)throughintelligentintegrationofavarietyofsupplysources,electricitystorage,demandresponse,andlinkstootherenergysectorssuchasheatandtransport;
Accessibility:grantingconnectionaccessforallusesandsourcesofelectricpower,includingvariablerenewablepowersourcesandhigh‐efficiency,distributedenergyresources;
Reliability:assuringandimprovingsecurityandqualityofsupply,consistentwiththedemandsofthedigitalage,withfewerandshorteroutages;
Resiliency:reboundingquicklyandefficientlyfromadverseevents,naturalormanmade,andanticipatingfuturehazardsanduncertainties;
CostEffectiveness:improvingoperatingefficiencies,betterutilizingexistinginfrastructure,delayingneedfornewinvestmentsingridinfrastructure,reducingnetworklosses,andprovidingbesteconomicvaluethroughinnovation,efficientenergymanagementand“levelplayingfield”competitionandregulation.
ThisroundoftheCompetitionfocusesonthefirstaspect,“Flexibility,”whilestilltakingintoaccounttheotheraspect.
AsnotedbytheIEA,“thephysicalnatureofelectricityimpliesthatgenerationandconsumptionmustbeinbalanceinstantaneouslyandatalltimes.Systemoperationneedstoensurethis,respectingthetechnicallimitationsofallsystemequipmentunderallcredibleoperatingconditions,includingunexpectedevents,equipmentfailureandnormalfluctuationsindemandandsupply.”3More,consumersarebecomingincreasinglydependentuponaconstantsupplyofelectricityand,thus,arelessforgivingofinterruptions.
However,asmorerenewableenergygenerationanddistributedenergyresourcesarebroughtontothegrid,andasthemarketforelectricvehiclesandotherconnecteddevicescontinuestogrowrapidly,thevariabilityofbothelectricitysupplyanddemandisalsogrowing,presentinganincreasinglycomplexpowersystemmanagementchallenge.Thisincreaseinvariabilitycallsforgreaterpowersystemflexibilityinwhichelectricityproductionorconsumptionissomehowmodifiedtorespondtobothexpectedand

unexpectedfluctuationsinsupplyanddemand.Inessence,flexibilityexpressesthecapabilityofapowersystem,measuredinmegawattsavailableforanupwardordownwardchange,tomaintaincontinuousserviceinthefaceofrapidandlargeswingsinsupplyordemandovertimescalesrangingfromafewminutestoseveralhours.4AsnotedbytheIEA,sourcesofflexibilityinclude(butarenotnecessarilylimitedto)rapidlydispatchablegenerators,energystorage,microgrids,demand‐sidemanagementorresponse,ancillaryservices(e.g.,frequencyandvoltageregulation),gridinfrastructureandadvancedgridoperations.5
Smartgridssystemsandapproachesfacilitatethisflexibility.Throughtheuseofadvancedsensor,communications,andcontroltechnologiesandtechniques,smartgridshelpkeepsupplyanddemandinbalanceand,thereby,supportthedeliveryofcleaner,morecost‐effective,andmorereliableelectricityservicestotheenduser.Forexample,fieldtestshavedemonstratedthatgrid‐responsiveresidentialappliancesequippedwithcontrollerstodetectunder‐frequencygrideventscanshedloadfromtheappliancesandpreventoutages.6Well‐designedsmartgridprogramsthatemploytheuseof“smart”grid‐responsiveappliancesthatreceiveandrespondtoinformationabouttheoutsideworldcanbothimprovetheflexibilityofthegridaswellasimprovetheuserexperience.
Smartgridsachievetheseflexibilityimprovementsinvariouswaysincluding(butnotlimitedto)thefollowingexamples:

Itisimportanttorecognizethatflexibilitycanbeappliedatvariousscales.Forexample,insomemarkets,powersystemoperatorsmightbefacedwithintegratinglarge‐capacity,transmission‐scalevariablerenewableresources,whileinothermarkets,theymaybemorefocusedongreaternumbersofsmaller,moredistributedgenerationresources.Similarly,somepowersystemoperatorsmayhavemoreopportunitytointegratedemandresponseprogramsthatutilizelargeend‐useandindustrialentities,whileothersmightmoreeffectivelyimplementdemandresponseprogramsonasmallerscaleemployingresidentialbuildingresources,suchasaprogramthatfocusesonshiftinghotwaterloadsandhouseholdapplianceloads.Atruly“flexible”gridcanoperateatmultiplescales,forexample,integratingproductionofelectricityfromlarge‐scalevariablerenewableenergyresources(acentralizedsourceofsupply)withelectricvehiclecharging(adistributedsourceofdemand).so

1. Smartgridtechnologiesandapproachescanhelpfacilitateflexibilitybyeffectivelydispatchingphysicalassets,suchasenergystoragesystems,distributedgeneration,fast‐rampinggenerationplants,andmicrogrids.
2. Smartgridscanimproveflexibilitythroughoperationalimprovements,suchasshorterdispatchintervals(i.e.,ancillaryservices)andtheintegrationofimprovedinformation,weatherdata,andsituationalawarenesstoforecastgridbehavior.
3. Smartgridscanimproveflexibilitythroughimprovedmanagementofdemandresponseresources,includingpeakcurtailmentandeffectivecoordinationwiththermalstorage(e.g.,waterheaters).
4. Smartgridtechnologiesandapproachesthatimprovetheoverallgridinfrastructure,includingfrequencyandvoltagecontrolandcapacityoftransmissionanddistributionsystems,canalsoincreaseflexibility,allowingoperatorstodrawonresourcesfromanexpandedregionalnetworkandmoreeffectivelybalancevariability.
Consideredbroadly,powersystemflexibilitycanbedefinedfrommultipleperspectives.Forexample,oneperspectivecouldbeanoperationsviewpointthatprioritizestheagilityoftheelectricalnetworktoadjusttoknownorunforeseenchanges,forinstanceinloadconditionsorrespondingtosharprampsduetoerrorsinrenewablegenerationforecasts.Astrategicinvestmentperspectivemightconsidertheflexibilityinexpansionplanningtorespondtonewregulatoryandpolicychangesortechnologicalbreakthroughswithoutincurringstrandedassetsorprematureobsolesence.Projectsthatdemonstrateexcellenceinsmartgridsforflexibilitycouldcomefromtheseorotherperspectives,coveringawiderangeofsystemtoolsandapproachesthataddressthesechallenges.
Recognizingthecriticalimportanceofsustainingaflexiblegridandtherolethatsmartgridscanplaytohelpsupportandimprovegridflexibility,ISGANhaschosen“SmartGridsforFlexibility”asthethemeofthe2018AwardofExcellence.

WhoShouldApply?
ThefocusofthisCompetitionistorecognizeoneormoreprojectsthatexhibitexcellenceinsupportingandimprovinggridflexibilityusingsmartgridtechnologies,systems,andapproaches.7ISGANisencouragingapplicationsbyentities,teams,andconsortiathathaveimplementedorareimplementingprojectsthatemploysmartgridstosupportflexibleelectricitysystems.Anacceptableprojectcouldemployanynumberofsmartgriddevices,systemsandapproachestohelpfacilitategridflexibility,suchas(butnotlimitedto)communicationsinfrastructure,smartmeters,demandresponseprograms,fieldsensorsandcontrols,communicationsandcontrolsstandardsandprotocols,cybersecuritymeasuresthataddressthreatstoaninterconnectedgrid,dataanalytics,trainingprograms,gridmanagementsystems,andenterprisearchitectureappliedtoelectricgridoperationstechnology.
Theprimarypurposeoftheoverallprojectdoesnotneedtobesolelyfocusedongridflexibility;however,thistopicmustbeasignificantprojectelementandthefocusoftheCompetitionapplication.Smartgridsmustbeemployedaspartoftheproject.Forinstance,aprojectfocusedonthedeploymentofadvancedmeteringinfrastructure(AMI)couldbeacceptableifandonlyifitcanbedemonstratedthatthesetechnologieshelpedfacilitategridflexibilityandtheCompetitionapplicationfocusesonthoseaspects.
TheCompetitionisnotlimitedtolarge‐scale,deployment‐levelprojects.Smaller,innovativepilotprojectsthataddresscriticalchallengesandmightleadtosignificantimpactsifimplementedatscaleareeligibleandencouragedtoapply.
Anyentityorteamofentitiesmayapply,butonlyoneentryperprojectwillbeallowed.Tothatend,forprojectsimplementedbyateamofentities(e.g.,aconsortiumofcompaniesorapartnershipamonggovernment,industryandcivilsociety),asingleentityshouldbedesignatedasthe“SubmittingEntity”andtheremainderoftheteamlistedas“PartnerEntities”(collectively,“theApplicant”).Similarly,itisanticipatedthattheteamresponsiblefortheproject,theApplicant,willberepresentedforpurposesofcommunicationbyasingle“PointofContact”(“POC”)whoispartoftheSubmittingEntity.
AlthoughitisnotrequirednorexpectedthattheprojectbefullycompletedatthetimeofapplicationtotheCompetition,itisexpectedthattheprojecthavedemonstrableresults,supportedbyevidence,toallowanexpertjudgingpaneltomakeareasonedjudgmentaboutthestrengthoftheprojectmeasuredagainsttheEvaluationCriteriadescribedbelow.

Potentialimpact(25points)‐Thepotentialimpactoftheproject,includingitsapproach,design,implementation,andsimilarelements,inparticularrelatedtothe

ApplicantandWinneracknowledgethattheISGANAwardofExcellencemarkandallotherintellectualpropertyregardingtheCompetition(collectivelythe“ISGANIP”includingassociated“BrandingMaterials”)areownedbytheAdministrator.Inthiscontext“Winner”includesallmembersidentifiedonawinningSubmissionasparticipantsinthatproject.roApplicantandWinneragreenottochallengeorseektoregisteranyintellectualpropertyassociatedwiththeCompetition.WinnerwillbegrantedalimitedindividuallicensetotheISGANIPtoadvertiseandpromotetheawardgrantedtotheprojectwhichwassubmittedforreviewfromthedateofaward.AlluseoftheISGANIPmustbeincompliancewiththeguidelinespublishedbytheAdministrator,asupdatedandpostedontheISGANwebsite(www.iea‐isgan.org/award2018),andasattachedtotheseOfficialRulesandincorporatedbyreference.WinneragreesnottousetheISGANIPormakeanymentionofwinninganawardthatisnotconsistentwiththeseguidelines,andtoimmediatelyceaseallinconsistentuseuponnoticeby theAdministrator.Winnermayonlypromotethatanawardpertainstoaspecificprojectwhichwasthesubjectoftheaward,andmaynotstateorimplythattheawardappliestoanyotherprojectsinwhichtheSubmittingEntity(orteammembersthereof,e.g.“PartnerEntities”)participates.WinnermaynotusetheISGANIPtostateorimplythattheAdministratororanyotherentityorpersonassociatedwiththe

AwardCeremonyandPublicity
ThisISGANAwardofExcellenceistargetedtobeawardedduringaformalceremonyattheCleanEnergyMinisterial(CEM)in2018.ApressreleasewillbepreparedforeachAward.ISGANreservestherighttochangethedateandlocationoftheawardceremony,ascircumstancesrequire.
Subsequenttotheawardceremony,WinnermayutilizeBrandingMaterialsassociatedwiththeaward(e.g.thelogoandsummarydescription)providedthattheyearoftheawardandlinkagetothespecificprojectisalwaysapparent.AnyuseoftheISGANAwardofExcellencemark(i.e.,theawardlogo)willbeaccompaniedbythenameoftheprojectforwhichtheawardwasreceived,asanintegralpartoftheimage,unlessauthorizedinwritinginadvancebytheAdministrator.UtilizationofBrandingMaterialsissubjecttootherprovisionsintheOfficialRules.
Exceptwhereandasmaybeprohibitedbylaw,participationintheCompetitionconstitutesexpresspermissionofanApplicantfortheAdministrator(andthoseactingpursuanttotheauthorityoftheAdministrator)touseeachApplicant’snameandthefact‐of‐applicationfortheCompetitioninadvertising,trade,andpublicitypurposedfortheISGANprogramandtheCompetitioninallformsofmedianowknownorhereafterdiscoveredordevised,worldwide,inperpetuity,withoutfurthernotice,revieworapproval,orcompensation.
GeneralConditions
ByparticipatingintheCompetition,eachApplicantfullyandunconditionallyagreestoandacceptstheseOfficialRulesandthedecisionsoftheAdministrator,whicharefinalandbindinginallrespects.ByparticipatingintheCompetition,eachApplicantwaivesanyrighttoclaimambiguityintheseOfficialRules.AnApplicantisnotWinneruntilithasfullycompliedwiththeseOfficialRulesandbeenformallynotifiedbytheAdministratorthattheyhavebeenselectedasWinner.TheAdministratorreservestheright,initssoleandabsolutediscretion,tocancel,terminate,modify,extendorsuspendtheCompetition,(inwholeorinpart)shouldnon‐authorizedintervention,fraud,orothercausescorruptoraffecttheadministration,securityfairness,orproperconductoftheCompetition.Insuchcase,theAdministratormaygrantawardsfromalleligibleapplicationsreceivedfortheCompetitionpriortoand/orafter(ifappropriate)theactiontakenbytheAdministratororviasomeothermeansdeterminedbytheAdministratorinitssoleandabsolutediscretiontobefair,appropriateandconsistentwiththeseOfficialRules.TheAdministratorreserves

(a)tamperwithanyaspectoftheoperationoftheCompetition,

(d)annoy,abuse,threaten,orharassanyotherparticipants,theAdministrator,anyrepresentativesofISGAN,oranyParticipantofISGAN,or
(e)actinviolationoftheseOfficialRules.
Insuchevent,theAdministratorreservestheright(inadditiontodisqualificationofsuchApplicant)toseekdamagesfromanysuchApplicanttothefullestextentpermittedbylaw.TheAdministrator’sfailuretoenforceanyprovisionoftheseOfficialRulesshallnotconstituteawaiverofthatprovision.AnyentitythatenterstheCompetitionthroughmeansnotpermittedbytheseOfficialRulesissubjecttodisqualification.TheAdministratorisnotrequiredtorespondtoquestionsabouttheCompetition.
GeneralReleaseandWaiverofClaims
ByenteringthisCompetition,eachApplicantherebyreleasestheAdministrator,ISGAN,itsparticipantsandalloftheirrespectiveparents,subsidiaries,affiliates,advertisingagencies,andalloftheirrespectivedirectors,officers,governors,employees,shareholders,andagents(collectively,the“Releasees”)from:
(a) anyandallliability,loss,harm,damage,cost,expense,orclaims,includingthirdpartyclaimsbasedonpublicityand/orprivacyrights,defamation,andintellectualpropertyassociatedwiththeApplicantorWinner’sparticipationinthisCompetition,andanyawardassociatedwiththisCompetition,and/oruseormisuseofanyawardinconnectionwiththeCompetition,including,butnotlimitedto,allreasonablecounselfeesandcourtcostsincurred
(b) anythingrelatedtotheCompetition,orexecutionofthisCompetition(orparticipationtherein),includingpreemption,cancellation,orrescheduling;and
(c) anythingthatmayoccurinconnectionwithacceptanceand/oruseoftheawardorwhileparticipatingintheCompetition,eveifcausedorcontributedtobythenegligenceoftheReleasees.

InternationalSmartGridActionNetworkGuidelinesforUseofIntellectualProperty
(1) Use of ISGAN Marks and References to the Competition.
SubjecttotheOfficialRulesfortheISGANAwardofExcellenceAwardsCompetition(the“Competition”),andusingthesamecapitalizedtermsasusedintheOfficialRulesunlessindicatedhereintothecontrary,pursuanttothesepoliciesandguidelines("Guidelines"),eachWinnershallhaveanon‐exclusive,non‐transferrable,restricted,revocablelimitedrighttouseandrefertothephrase“ISGANAwardofExcellenceWinner”(the"Phrase"),solelyinafactualmannerorcontext,andsolelyinconnectionwithmaterialsoractivitiesspecificallyrelatedtotheparticularwinningproject(the"WinningProject")that:
(a) havebeenpreviouslyreviewedandapprovedbytheAwardAdministratorinthefirstinstance;and
(b) mustcomplywiththeGuidelinesatalltimes.

Applicantagreesnottochallenge,oppose,petitiontocancelorotherwiseattackthevalidityoftheISGANnameortrademarkand/ortheISGANOperatingAgent'sownershipthereof.ApplicantacknowledgesthatApplicanthasnoright,titleorinterestinthePhraseortheISGANname,andthatnothingintheseGuidelinesortheOfficialRulesshallbeconstruedasanassignmentofanyright,titleorinterestinthePhraseortheISGANname,exceptthelimitedrighttouseandrefertothePhraseasprovidedinthisagreementandundertheseGuidelines.
TheOperatingAgentfortheImplementingAgreementforaCo‐operativeProgrammeonSmartGrids(ISGAN)(“ISGANOperatingAgent”),istheowneroftheservicemark/trademarkISGAN.ApplicantacknowledgestheISGANOperatingAgent’sexclusiveright,titleandinterestinandtotheISGANnameandwillnot,atanytime,doorcausetobedoneanyactorthingcontestingorimpairingsuchrights,titlesandinterests.ApplicantfurtheracknowledgethatthesolerightgrantedtoaWinnerundertheseGuidelinesandtheOfficialRulesistousethePhrasesolelyandspecificallyinconnectionwiththosematerialsoractivitiesassociatedwiththeWinningProjectandthatarepreviouslyapprovedbytheISGANAwardAdministrator(inconsultationwithISGANOperatingAgent)asaresultofwinningtheCompetition,andfornootherpurposewhatsoever.AnyandallgoodwillthatarisesfromApplicant'suseofthePhrasewillinuretothesolebenefitofISGAN.e

ApplicantacknowledgesandagreesthattheISGANOperatingAgenthascompleteauthoritytocontroluseoftheISGANnameormarks.ApplicantshallusethePhraseinstrictcompliancewiththeprovisionsoftheOfficialRulesandinconformitywiththeGuidelines,asamendedfromtimetotime.ShouldApplicantfailtocomplywiththeGuidelinesasoutlinedintheAppendix,orfailtomaintainproperqualitycontrolsand/oract,behaveand/ordoanythingtonegativelyimpactthegoodwilland/ortheISGANname,theISGANOperatingAgentshallhavetherightinitssolediscretiontoterminatetherightsgrantedundertheseOfficialRulesorGuidelinesatanytime.
ApplicantacknowledgesandagreesthattheISGANOperatingAgentshallhavethesolerightanddiscretiontodeterminewhetheranyactionshouldbetakentoterminateunauthorizeduseofthePhraseortheISGANname,orsettleanyproceedingbroughtbytheISGANOperatingAgenttoterminatesuchunauthorizeduse.AllproceedsfromanyenforcementactionshallbelongexclusivelytotheISGANOperatingAgent.
ByparticipatinginthisCompetition,ApplicantagreesandherebygrantstheISGANOperatingAgentpermissiontousestatements,quotes,testimonials,photographs,designs,models,and/oranyothermaterial(s)providedbyApplicantaspartoftheCompetitionentry,aswellasApplicant'sname,photograph,likeness,and,ifapplicable,thenameofeligibleApplicant’scompanyandaffiliation,foradvertising,and/orpromotionalpurposes,consistentwiththeISGANmission,withoutanyadditionalcompensationtoeligibleApplicantunlessprohibitedbylaw.ApplicantretainsownershipoftheProjects'intellectualpropertyrightsintheCompetitionentry,subjecttoISGAN’srightstoreprint,display,reproduce,performandexhibittheCompetitionentryforadvertisingand/orpromotionalpurposes.ByparticipatinginthisCompetition,ApplicantagreesthatanymaterialsgeneratedbyISGAN,itsagentorthoseactingatthedirectionoftheagent,inreviewingandaccessingtheProjectsisthesolepropertyoftheISGANOperatingAgent.
