2. Revised Substantial Completion Date
Due to a Downtown Oakville function, road closures in the area surrounding the PostOffice will be in effect. Vehicle access to the Post Office will be severely restrictedfrom Thursday, November 23, 2017 to Sunday, November 26th. The Contractor isstrongly advised not to work on these days. An additional 4 calendar days will beadded to the contract.Substantial completion date is hereby revised to be: Monday, December 4, 2017.
3. Asbestos Report
Please find attached report titled ‘Asbestos Reassessment’ dated August 11, 2017 foryour information.
4. Cash Allowance
There is a $30,000 cash allowance associated with this Tender, this amount is to beincluded in the Total Bid Price. Please replace Form of Tender page 46 with theattached revised Form of Tender page 46.
For a complete list of all services, building components, testing, etc., that are coveredunder Cash Allowance, please refer to “Division 01 – General Requirements/01 10 00– General Instructions” found on page 115 of 1.24 in the Specifications. Add thefollowing to the cash allowance list under paragraph 1.24.1; “Tactile Walking SurfaceIndicators” and “Additional Metal Works”.

5. Architectural Drawings
The following architectural drawings are hereby reissued and form an integral part of this addendum; A4 – Proposed Ground Floor Plan and Exterior Elevations A6 – Sections at Exterior Ramp and Stair A12 – Sections at Proposed Exterior Ramp and Details A13 – Handrail and Post Detail and Wall Mounted Handrail Detail The revisions to the architectural drawings include the addition of a galvanized steel guard at one side of the ramp and at the stair landing, the revision of the ramp slope to 1:20 and the location of the tactile walking surface indicators.
6. Questions and Responses Q1. Please advise if there are any mandatory contractors to carry during this tender,
including: controls, building life and safety contractors. R1. There are no mandatory contractors to carry on this project. There are no
controls, building life and safety contractors associated with this project. Q2. Is the project a union required site? R2. No. Q3. Is there a possibility for another site visit? R3. No. Q4. Is this a normal business hours project? R4. Interior work may take place 24hours/day, 7 days/week, at the discretion
and approval of the Town’s project manager. Exterior work will be limited to regular business hours with the possibility of extending working hours at the discretion and approval of the Town’s project manager. Note: the town will not pay extra for work performed outside of normal business hours beyond what is quoted in the Tender submission. Should the Contractor plan to work outside of normal business hours, those costs must be included in the lump sum tendered.
Q5. Our millwork supplier is looking for specification for the PL2 mentioned at
drawing# 7. R5. The specifications for the PL2 finish (plastic laminate) can be found in the
written specifications under Division 06 – Wood, Plastics and Composites starting on page 192 of 324.
Q6. As per finish schedule G101 is new flooring finishes. As per demolition plan we
should retain flooring at G101. R6. For Room G101 Existing Entry, disregard Note 27 and insert Note 8 in its’
place, anywhere Note 27 is found.

Q7. Please confirm that the contractor will have to carry for parking costs and that
the public parking lot across the street is available for contractor use. R7. There is no free parking available for the contractor at this facility.
Contractor must carry all parking costs within their bid price. There is a public parking lot across the street and there is also a public parking lot at the rear of the Post Office.
Q8. Please confirm that the sidewalk must remain open during construction, and
therefore no permit will be required. R8. Yes, the sidewalk in front of the Post Office must remain open during
construction. Q9. Please confirm that the loading area in the back can be used to hoard material,
provided it is moved same-day. R9. Correct, there is an overhead door at the rear of the building that can be
used to load/unload equipment, materials, debris, etc. But it can only be used on a temporary basis.

also to Item No. 2 of this addendum regarding Cash allowance. Q12. Please confirm post are to be of galv. steel and handrail stainless steel. R12. The handrail is brushed stainless steel and the post bars are galvanized
steel. Q13. On Drawing E-4, Notes (Number 3), what is the height from the G102 Existing
Customer Service Room to the ceiling space? R13. The height to underside of existing ceiling in G102 is 2910mm as noted on
architectural drawing A3. Q14. On Drawing E-4, Notes (Number 2), when it says "Provide a new fire alarm
strobe to match existing system and wire to existing fire alarm control panel." Which kind of wire is required there? Would it be #12? As mentioned in the electrical specifications towards the end of the document, it states that "The Minimum permissible size for branch circuit wiring shall be #12"

EXECUTIVE SUMMARY
Town of Oakville (Client) retained Pinchin Ltd. (Pinchin) to conduct an asbestos building materials
reassessment of Former Canada Post Building located at 193 Church Street, Oakville, Ontario. The
reassessment was performed on June 19, 2017.
The objectives of the reassessment was to confirm the locations of asbestos building materials that were
previously identified, evaluate their condition and develop corrective action plans as required for the
purposes of long term management. The results of this reassessment are not intended for construction,
renovation, demolition or project tendering purposes.
The assessed area was limited to areas of the building with previously identified asbestos containing
materials. The building was vacant at the time of the reassessment work.

1. Perform a reassessment of asbestos materials on an annual basis;
2. Perform a pre-construction assessment and remove all ACM prior to alteration or
maintenance work or if ACM may be disturbed by the work;
3. Follow appropriate safe work procedures when handling or disturbing asbestos;
4. Remove the damaged asbestos containing materials listed above. Refer to Section 4.0 of
this report for detailed recommendations regarding administrative and remedial actions.

3.1 Suspect Building Materials Not Found
The following types of building materials may historically contain asbestos but were not observed in the
building and are not discussed in the report findings:
• spray-applied fireproofing or thermal insulation;
• vinyl sheet flooring;
• firestopping;
3.1.1 Thermal Systems Insulation (TSI)
3.1.1.1 Pipe Insulation
Parging cement, containing chrysotile asbestos, is present on pipe fittings (elbows, valves, tees) on hot
water systems (previously sampled). Parging cement is a friable insulation, jacketed with canvas and is in
good condition, except for 3 fittings – see below for locations.
A white preformed block insulation (trade name Magnesia Block), containing chrysotile asbestos, is
present on straight sections of hot water system pipes (Previously sampled). Magnesia block is a friable
insulation, jacketed with canvas and is in good condition, except for 2 linear feet– see below for locations.

3.1.1.2 Duct Insulation
Ducts are either uninsulated or insulated with non-asbestos fibreglass and jacketed with canvas.
3.1.1.3 Mechanical Equipment Insulation
Mechanical equipment is not insulated.
3.1.2 Acoustic Ceiling Tiles
All ceiling tiles are determined to be non-asbestos (previously sampled) or presumed to be non-asbestos
based on the date of manufacture determined from the date stamp applied to the top of the tiles or the
age of the materials determined from the age of the building or the renovation. The tiles were
manufactured after asbestos stopped being used in acoustic ceiling tiles.
3.1.3 Plaster
Plaster is present on walls and ceilings in the building. Plaster does not contain asbestos (previously
sampled).
3.1.4 Drywall Joint Compound
Drywall joint compound was found to contain chrysotile asbestos in at least one sample (previously
sampled). Assume all drywall joint compounds to be asbestos-containing unless further sampling proves
otherwise. There is 28,000 SF of drywall joint compound present and is in good condition. Drywall joint
compound is non-friable while in place, but can generate friable dust upon removal.
3.1.5 Asbestos Cement Products (Transite)
Transite board is present as panel in Room M-11. Transite is presumed to contain asbestos based on
visual observation. All transite is non-friable and in good condition.

3.1.7 Presumed Asbestos Materials
A number of materials which might contain asbestos were not sampled during our reassessment due to
limitations in scope and methodology. Where present, these materials must be presumed to be an
asbestos material and are best sampled during project planning and preparation of contract documents
for their removal. Materials presumed to contain asbestos include:
• roofing, felts and tar;
• concrete floor levelling compound;
• elevator and lift brakes;
• vermiculite in concrete block wall cavities;
• caulking;
• mechanical packing, ropes and gaskets;
• fire resistant doors;
4.0 RECOMMENDATIONS
4.1 General
Perform a detailed intrusive assessment prior to building renovation or demolition operations. The
assessment should include destructive testing (i.e. coring and/or removal of building finishes and
components), and sampling of other hazardous materials (lead, mercury, PCBs, mould, etc.) and
materials not tested in this study (e.g. roofing materials, caulking, mastics).
4.2 Remedial Work
Perform the following remedial work to comply with existing regulations, due to the condition and location
of the material:

4.3 On-going Management and Maintenance
The following recommendations are made regarding on-going management and maintenance work
involving the asbestos materials identified.
4.3.1 Asbestos
Perform a reassessment of asbestos materials on an annual basis. The next re-assessment of ACM
should be performed prior to June 19th, 2018 to remain in compliance.
Remove all ACM prior to alteration or maintenance work or if ACM may be disturbed by the work. Follow
appropriate asbestos precautions for the classification of work being performed.

1.0 METHODOLOGY
Pinchin inspects the current condition of all accessible asbestos-containing materials (ACM) identified in
the most recent assessment. The surveyor makes reference to any existing assessment reports and
information provided by the Client regarding any newly identified ACM.
The re-assessment excludes the following:
• Articles belonging to the owner, tenant or occupant (e.g. stored items, furniture,
appliances, etc.);
• Underground materials or equipment (e.g. vessels, drums, underground storage tanks,
pipes, etc.);
• Building envelope, structural components, inaccessible or concealed materials or other
items where sampling may cause consequential damage to the property.
• Energized systems (e.g. internal boiler components, elevators, mechanical or electrical
components);
• Controlled products (e.g. stored chemicals, operational or process-related substances);
and
• Materials not typically associated with construction (e.g. settled dust, spills, residual
contamination from prior spills, etc.).
The reassessment is limited to non-intrusive testing. Concealed spaces such as those above solid
ceilings and within shafts and pipe-chases are accessed via existing access panels only. Pinchin Ltd.
does not conduct demolition of walls, solid ceilings, structural items, interior finishes or exterior building
finishes, to determine the presence of concealed materials.
2.0 ASBESTOS
Pinchin Ltd. conducts an inspection for the presence of friable and non-friable asbestos-containing
materials (ACM). A friable material is a material that when dry can be crumbled, pulverized or powdered
by hand pressure.
Asbestos materials are evaluated in order to make recommendations regarding remedial work. The
priority for remedial action is based on several factors:
• Friability (friable or non-friable);
• Condition (good, fair, poor, debris);
• Accessibility (ranking from accessible to all building users to inaccessible);
• Visibility (whether the material is obscured by other building components); and

• Efficiency of the work (for example, if damaged ACM is being removed in an area, it may
be most practical to remove all ACM in the area even if it is in good condition).
