MEETING OF BIS OFFICERS ALONG WITH OFFICERS FROM CPRI & ERDA WITH THE STAKE HOLDERS/ ITMA MEMBERS ON 27TH MAY 2016.

After great persuasion with BIS and also after arranging a meeting of our members on 27th of May 2016, with BIS CMD-lll officers and the representatives from the Test Houses CPRI and ERDA at ITMA's office in Vaishali to discuss /interact on the issues of grouping guidelines for certification and other related matters, BIS has issued the revised guidelines for certification on 28th June 2016 which has since been circulated to the members. Members still have doubt on some of points in the various clauses such as: i) validity of type test report should hold good for 5 years as stipulated by discoms /utilities till there is no change in design ii)There should not be the requirement of furnishing of the type test certificate for certification of lower ratings of DTs under the grouping guidelines, as only undertaking from the manufacturer/applicant should suffice for BIS marking, however the test certificate for BIS record, could be submitted subsequently as it is pre requisites of the purchaser.

Shri K. B. Jain, MD, Indian Transformers & Electricals, Gurgaon circulated few points for attention of the members on various issues in guidelines for certification issued by BIS from time to time. After detailed discussions Shri P. K. Jain, MD, Kotsons Pvt. Ltd, informed the house that Department of Heavy Industries (DHI) has constituted a monitoring committee of stake holders and all these issues could be taken up in this monitoring committee for resolution. However he stressed that the representation should be from the manufacturers from various parts of the country so that the authorities could realize the seriousness of the issues. The monitoring committee has the representation from the Test Houses, BIS, CEA and both the industry associations ITMA and IEEMA, and should jointly take up the issues in the monitoring committee, with force for their resolutions.

MEETING WITH JT.SECRETARY (DISTRIBUTION), MOP, ON 29TH JUNE 2016-MOM CIRCULATED TO BE DISCUSSED W.R.T. DUPLICATE CERTIFICATION/ TESTING OF DTS SEPARATELY BY TWO GOVT. AGENCIES BIS AND BEE FOR ENSURING THE QUALITY OF ENERGY EFFICIENT DTS.

In a meeting with Jt. Secretary, (Distt.) MoP, ITMA had voiced the concern of our members for getting relief from dual certification as per IS:1180 Part 1/2014 of DTs by BEE through its S&L Programme for star labeling and BIS as per the quality control order on electrical transformers issued by DHI. It was stressed that the DTs being not a consumer item should be exempted and deleted from the mandatory certification of BEE. BEE offers the star rating of the equipments based upon their energy efficiency level i.e. most efficient equipment

is rated with star 5 rating . The star rating 1 to 5 is for the domestic consumers to purchase the better house hold gadgets based on the star rating in the open market from off the shelf , as no testing etc. could be carried out by the consumers.

However BIS also as per IS:1180 Part1/2014 is certifying the energy efficiency levels 1, 2 & 3, corresponding to BEE's star rating 3,4 and 5 and carry out the factory inspection, sealing of DT for testing to ensure the overall quality of the DTs before granting the licence for BIS marking. Further DTs is not an off the shelf consumer item for purchase in the open market, but is only procured by Discoms/Utilites/Consultants against their specifications and accepted after routine testing and inspection of the transformer at the works of the manufacturer, duly type tested from reputed NABL approved Test House before accepting the DTs for use in the electrification projects.

Thus only BIS certification should the considered for the ease of doing business by our members.

However Joint Secretary, MoP was of the view that for dual certification the matter shall be discussed at the level of Secretaries, of both the ministries.

The MoM of the meeting issued on 11th July 2016 has already been circulated to the members for information.

MEETING WITH SHRI PIYUSH GOYAL, HONBLE UNION POWER MINISTER ON 13TH JULY 2016 AT 4.00 P.M WITH ITMA AND OTHER STAKE HOLDERS ON QUALITY AND ENERGY EFFICIENT TRANSFORMERS

ITMA had requested Union Minister of Power on 1st June 2016 for a personal meeting to appraise him the various issues concerning transformer industry. The matter was discussed in the past also with Jt. Secretary, MoP on the various issues who had assured to get the issues resolved Shri Piyush Goyal, Union Power Minister called ITMA representative for a meeting along with other stake holders on 13th July 2016 at 04.00 P. M. Meeting was attended by the representatives from CEA, PGCIL, CPRI, BIS and BEE also present. The agenda for the meeting was (i) To stop unabated import of non-prime/ seconds CRGO material in the country even after implementation of the quality control order. (ii) Dual mandatory certification of DTs by BIS and BEE. (iii) Uniformity of specification for distribution transformers as per IS:1180 Part 1/2014. (iv) Standardization of the specifications for power transformers used in sub-transmission upto 132 KVA by discoms. v) Document on qualitative improvement in manufacturing practices of distribution transformers and guidelines for utilities/discoms on operation and maintenance. Hon'ble Minister discussed all the issues point wise and the decisions taken are as under:

i) To stop unabated import of non-prime/ seconds CRGO material in the country even after implementation of the quality control order.

Hon'ble Minister mentioned that he is already seized with the situation and requested the members to give the specific instances or any consignment being cleared so that necessary action could be taken. However he indicated that instructions shall be given to his officers to collect some details of import of spurious material and also asked Mr. Pandey, Addl. Secretary to get in touch with DRI on this issue.

ii) Dual mandatory certification of DTs by BIS and BEE.

President ITMA briefed about the mandatory duel certification of DTs by BIS and BEE to the Hon'ble Minister and its necessity to keep only one agency i.e. BIS for the certification for the ease of business for the manufacturers/our members. Shri Verma, Joint Secretary Power informed the Hon'ble Minister that meeting in this regard was convened on 29th in June 2016 wherein BEE had agreed to accept the BIS certification for granting the star label within 30 days after the receipt of test certificate from BIS. However Hon'ble Minister stated that since the procedure of BEE labeling has been simplified based on BIS certification there should not be any difficulty for the manufacturers to adhere to the BEE star labeling along with BIS certification, in order to ensure the quality energy efficiency of DTs.

iii) Uniformity of specification for distribution transformers as IS:1180 Part 1/2014.

President ITMA appraised Hon'ble Minister for the need of uniformity of specification across the utilities/discoms for carrying out the manufacture and supply of DTs to discoms/utilities smoothly with uniforms specifications at National level for ease of business. Chairperson CEA informed the Hon'ble Minister that they have already standardized specification of the transformers and asked the utilities/discoms to follow the same. Hon'ble Minister directed Chairperson CEA to hand over soft copy of the document to ITMA who should give any suggestions for change, in track change mode in the soft copy in different colour and submit in 7 days to CEA for finalizing the same in a joint meeting by CEA.

iv) Standardization of the specifications for power transformers used in sub- transmissionupto 132 KVA by discoms.

v) Document on qualitative improvement in manufacturing practices of distribution transformers and guidelines for utilities/discoms on operation and maintenance.

Chairperson CEA informed the Hon'ble Minister that ITMA has been requested to place these documents on website and invite feedback/suggestion from the utilities and other stake holders for considering adoption of these documents for reference purpose in view of the existence of BIS standard, CEA regulations/guidelines and CBIP manual. President informed the Hon'ble Minister that these documents are already on ITMA's website, however ITMA shall again request the stake holders and the utilities/discoms for their

feedback/suggestions for adopting these documents for reference purposes.

Hon'ble Minister however advised CEA to adopt valuable data/information for producing quality and energy efficient power transformer for use in sub transmission system, from these documents in the National interest by incorporating in the technical standard available with CEA. The adoption/deletion may be carried out by 1st week of August 2016 by calling the joint meeting of the stake holders by CEA.

M O N I TO R I N G C O M M I T T E E O F D H I O N T H E IMPLEMENTATION AND COMPLIANCE OF ELECTRICAL TRANSFORMERS (QUALITY CONTROL ORDER) DATED 7TH MAY 2015

Department of Heavy Industries vide its memorandum No.5 (2)/2009-PE-XI (vol.lll) dated 25th July 2016 has constituted a monitoring committee to monitor the implementation and compliance of the quality control order dated 7th May 2015 on electrical transformers. ITMA is also one of the members representing in the committee and has nominated four members in the committee vide letter dated 1st August 2016.

During the Executive Council Meeting of ITMA held on 10th August 2016 members were of the view that they are facing difficulties and are not feeling at ease for doing business due to the guidelines for certification issued by BIS on 28th June 2016. It was decided that ITMA should request DHI to convene the meeting of the monitoring committee with a proper agenda to thrash out the issues concerning transformer industry. A few agenda points were suggested after discussion in the council meeting and as under:

I) The ratings/ varieties of DTs which are covered in the scope of licence without testing, by virtue of grouping guidelines should be allowed to apply standard mark with due undertaking given by the manufacturer, who has already received the licence for higher rating of DT , after due verification of his works by BIS officials for his capacity and capability of manufacturing DTs.

ii) Dual certification as per IS:1180 Part 1/2014 of DTs by BEE through its star rated S&L programme and BIS through the quality control order dated 7th May 2015 on electrical transformers of DHI has increased the work load of our members and two BIS recognized Test Labs of CPRI & ERDA which is against the policy of Govt. of India to conduct business with ease. The BEE's certification should be dispensed with which is basically meant for the consumer house hold items whereas DTs are capital goods used only by discoms/utilities/industry .

iii) To assess the capacity and capability of BIS authorized test house i.e. CPRI and ERDA to carry out the testing of DTs as per IS:1180 Part 1/2014 and BIS guidelines for certification dated 28th June 2016.

In order to keep ITMA Secretariat up-to-date with the latest information of the utilities and Transformer Manufacturers in the State, all the office bearers/members of the association as well as the SEBs/Utilities and PSUs may forward the following information to ITMA secretariat, which shall be printed in the forthcoming News Letter for the information of all.

1) Any important event in respective areas along with transfer/posting of senior officers of the utilities in the state.

2) Any achievement of the ITMA members.

3) Invitation of tenders for transformers etc. by the Utilities.

4) Any other important news/Notifications/Circulars for the benefit of the transformer industry.

iv) Other Govt. NABL approved test houses in the country to be recognized by BIS as its authorized test labs for DTs to cater the requirement of test of DTs for certification.

v) The requirement of DTs at National level runs into lakhs necessitating the establishment of testing labs of DTs in all the states as the manufacturers have to transport DTs involving long distances and lot of time and expenditure & as such Govt. of India should establish test houses across the country.

Members are requested to give any other issues required to be taken up as an agenda item in the monitoring committee at the earliest so that after compilation the agenda points for the meeting could be forwarded by DHI for convening the meeting.

E M PA N E L M E N T O F N AT I O N A L T E S T H O U S E , GHAZIABAD (NTH) AS ONE OF THE RECOGNIZED TESTING HOUSE FOR TRANSFORMERS WITH BIS. ESTABLISHMENT AND OPERATION OF TESTING LABORATORY FOR TRANSFORMERS, IN THE EASTERN REGION OF THE COUNTRY.

ITMA has made a reference to CPRI, ERDA and NTH for establishing Test Labs for transformers in the Eastern Region of the country, with a request to CEA and MoP to impress upon these Test Houses for expanding their operations for testing of transformers in the Eastern Region of the country for conducting the business with ease by the manufacturers that region besides other zones, of the country. He further mentioned that the requirement of testing of DTs as per IS 1180 Part 1/2014 at National level runs into lakhs, necessitating the establishment of testing labs in all the states as the manufacturers have to transport DTs from East to North involving lot of time and expenditure. The other Govt. NABL approved test houses in the country should also be certified by BIS for testing of DTs to cater the requirement for BIS certification.

To keep abreast with the activities, having been taken up by the ITMA for the benefit of its members, a communication is the only way to keep them updated. President ITMA took the initiative to issue 1st such letter in January 2011 and till date, which was well appreciated by all.
