Good Evening Dear Rotarian,Our R.I President 2013-14 emphasises on engaging Rotaryto change lives.Lets analyse the first part of the theme “ Engage Rotary”.How best can we engage Rotary to achieve the secondpart of the theme?Engaging Rotary means many things, one of which alsomeans Membership development.Membership development starts from the point ofbringing a non member into the membership fold, traininghim to be a good Rotarian and completes with engaginghim in the Rotary activities. We give a lot of stress in bringing in new members, butthe same energy is required to retain the member andmore then that energy is required for engaging him inour activities. Our R.I President says, “It’s not done until that newmember is engaged in Rotary, inspired by Rotary, anduses the power of Rotary service to change lives.”Its not only the club’s duty to achieve this, rather itsevery individual rotarian’s duty to accomplish it.One key area to increase interest of our members in ourclub activities is to involve them effectively.I know its very easy to be said than to be done. But itsnot hard atleast to hope for good. I hope we can increasethe active membership of our club and make each one ofour member to be a Rotarian as described by our R.IPresident.Our President Rtn. Satyadev Khemani’s one of the focusareas is increase in member’s involvement throughfellowship. Lets give him a hand of support and walkwith him.Editorial team of “The Chilka” extends its support forany activity relating to develop our member’s involvmentin our club activities.Thank you.....

CREATING A NEW GENERATION OF

PEACEMAKERS IN UGANDAFor more than 20 years, northernUganda lived in the grip of a civil warthat killed over 300,000 people, displaced 1.8 million more, andforced 36,000 child soldiers as youngas seven years old to fight in theresistance movement.Although a truce brought an end to the violence in 2006,much work remains to secure a lasting peace. In November, The Rotary Foundation awarded aUS$16,096global grant to the Rotary clubs of Rubaga,Uganda, and Lambert Airport, Missouri, USA, to providetraining in peace-building to 200 teachers and 1,300students at 10 high schools in the region. The sponsorclubs will work with theGreat Lakes Center for ConflictResolution in Gulu to carry out the project. The effortalso will create "peace clubs" at the schools, which willuse music, drama, and other means to provide ongoingeducation about conflict prevention and resolution to thesurrounding communities. The Great Lakes Center is the brainchild of twoformerRotary Peace Fellows, Robert Opira (2005-07) andGodfrey Mukalazi (2004-06), who came up with the ideawhile studying at the University of Queensland inAustralia. The nongovernmental organization is workingto address conflict and security challenges in the five-country Great Lakes region, where more than five millionpeople have died since the mid-1990s in conflicts in theDemocratic Republic of the Congo, Rwanda, and Ugandaalone. After the grant project is completed, the center willintegrate the training curriculum and peace clubs into itsactivities and continue to work with the 10 schools. Theknowledge and skills acquired by the teachers and studentswill enable them to become lifelong agents for peace intheir communities and the nation.

163 YEAR OLD INDIAN TELEGRAM

SERVICE IS SHUTDOWN

PERMANENTLY

Indian Telegram Service which is 163 year old wasshutdown officially on 14th July 2013 at 9 P.M . IndianTelegram Brings a lot of memories to the people whoused it when no alternate communication source in theolden days . Because of the advancement of Technologyand the usage of social networking sites and SMS hasfinally led Telegram service was closed from Sunday.

Although several countries continue with the telegramservice, India is the last to use it on a large scale.

"Taar" as it is called in India is inextricably linked withkey moments of his life: the nexpected death of a younguncle; news that he was admitted to a prestigious mastersin business administration program in 1971. The arrivalof a telegram always raised heartbeats. Receiving atelegram used to be a very major event in thehousehold….one used to wonder, whether it is carryinggood news, bad news.

For more than 130 years after being launched by India'sformer British rulers in 1850, the telegram was thebackbone of urgent communication. The terse messagesannounced momentous events: the death of a familymember, the birth of a child, news of a soldier on thewarfront. It is believed to have played a role in the

The project, which is aligned with the peace and conflictprevention/resolution area of focus under theFutureVision Plan, is supported by districts 1911 (Hungary), 5890(Texas, USA), 6060 (Missouri, USA), 6200 (Louisiana,USA), and 9200 (Eritrea; Ethiopia; Kenya; Tanzania;Uganda). The districts together contributed $14,597 from theirDistrict Designated Fund, and the Rubaga club provided$3,000.Rubaga club members helped plan the project's trainingcurriculum and will participate in the training and promotethe effort in the local media. They will also assess theproject's impact to help ensure its sustainability. The Lambert Airport club is monitoring the effort'sprogress and promoting it in the media. The Great Lakes Center "is grateful that it is working asa partner with The Rotary Foundation," says Opira, amember of the Rotary Club of Gulu. "There are a lot ofconflict and security challenges in the region. Throughthe family of Rotary, we can better serve our community."

country's history. Transmissions across telegraph wireshelped the British suppress a popular revolt against theirrule in 1857. Cutting telegraph wires later became apopular form of nationalist protest.

The service survived the advent of the landline telephoneand email because of low telephone density and verylimited access to the internet. But the proliferation ofmobile phones through the remotest corner of the countryduring the last decade finally made it obsolete. At theheight of the telegraph service in 1985, 60 milliontelegrams were punched. That number has shrunk to about5,000 a day. Plummeting revenues forced India's state-owned Bharat Sanchar Nigam Limited, which runs theservice, to close down the service from mid-July.

Shamim Akhtar, the general manager of the telegraphservice in New Delhi, said the service is no longercommercially viable with losses adding up to $250 millionin the last seven years. "These days there are so manyother modes of communication available to us, whichare more economical, faster and reliable, and BSNL wasincurring loss in the operation of this service. Since 2006we have incurred a loss of 1500 crores [250 milliondollars]," explained Akhtar.

As the service shrank, so did the staff. Once numberingmore than 12,000 employees, there are now less than1000. Most of them are men in their fifties, who havespent their entire working lives sending out countlessmissives of good and bad tidings. But the era ofdispatching urgent news is over. During a recent visit toa once-buzzing telegraph office in New Delhi, time appearsto hang still.

A handful of people sit before computers typing outmessages mostly sent by people who want an officialrecord of a communication for legal or other purposes. One is from a city resident to the police commissionercomplaining that a police station has failed to record hiscomplaint. Others come from lawyers, families of soldiersor government officials.

Having watched the rapid advances in technology overthe last decade, it is believed that anything is possible inthe future. Day by day communication is taking new shape. One scientist has predicted that in the years to come, every man will have an antenna on his head and eachnewborn will be given a telephone number, and newexchanges will be set up in space. For now, the state-owned BSNL has more modest ambitions to expand themobile phone network and broadband internet servicesto every corner of India.
