R.I. BOARD APPROVES ELECTION PILOT PROGRAMME FOR

INDIA.

In the RI Board Meeting in May 2012 it was decided that

all the 31 Districts of India will have a uniform election

code for Selection of District Governor Nominees, starting

1st of July 2012. And that a governor-nominee election

pilot project be initiated for districts in India for providing

the uniform election procedure and encompass the

following points:

1. The DGN selection shall be held through a nominating

committee procedure.

2. Any challenge to the nominating committee decision

shall be through a ballot-by-mail or at the district

conference (under the terms of reference provided in

the pilot) as decided by the district.

3. Clubs chartered during the year shall not be eligible

to participate in the election process including but not

limited to proposing a candidate for the DGNC/DGN,

concurring to challenge or voting.

4. Club with any outstanding (previous or current period)

RI dues and/or district dues and/or magazine dues shall

clear the same by 30 September of the year in order to

participate in the election procedure.

5. The District Governor Elect will include a session on

the nominating committee procedure at PETS for

orientation of incoming club officers.

6. The pilot will be applicable from 2012-13 onwards;

districts that have already selected the nominating

committees shall select it afresh under the terms of

this pilot.

7. A district election committee shall oversee the

governor-nominee election procedure including the

draw of lots.

The District Nominating Committee shall be responsible

to seek out and propose the best available candidate

who is willing to serve as District Governor.

a) The Nominating Committee shall be constituted each

year as per the time schedule adopted by the district.

The nominating committee shall have (x) members, one

from each of the (x) zones as provided.

b) The zones will be decided by the district as follows:

o A minimum of seven zones.

o Number of total votes in the district will be divided

reasonably equally amongst the zones.

o The grouping of clubs in each zone will be done by

draw of lots which will take place at the same date,

time and venue as for the constitution of the nominating

committee members.

o Only clubs represented by duly authorized

representatives will be eligible to participate in the draw

of lots.

o At the time of draw of lots the election committee

shall arrange to place the names of eligible clubs in a

box and draw a lot from each group in the presence of

all the candidates.

c) The nominating committee shall serve during the

Rotary year of its constitution. Its term of office shall

cease when the committee members elect the governor

nominee, sign and submit its report through the chair

to the District Governor.

d) It shall be mandatory for all eligible clubs to send a

member and an alternate member to serve in the

nominating committee. If an eligible club fails to do so,

that club shall not

be eligible to participate in the electoral process for

nominating committee membership in the subsequent

year. Additionally, the club shall not be considered for

any recognition during the year.

The district election committee shall organize an

orientation meeting of all the valid candidates prior to

the draw of lots.

At the time of draw of lots the district election

committee shall arrange to place the names of eligible

candidates and their club name in each of the (x) zones

in a box and draw a lot from each group in the presence

of all the candidates.

A majority of members of the Nominating Committee shall

constitute a quorum. b) A candidate receiving 50%+1 votes

shall be selected and recommended as District.

15th October 2012 - Dead line for receiving club

resolutions suggesting candidates for members for DGNC

1st November 2012 - DG communicates valid proposals

to clubs concerned & informs date of DGNC meet

16th November 2012 - Orientation of DGNC candidates

Nominee 2015-16

18th November 2012 - DG notifies all candidates of the

decision. Governor publishes to clubs in the District by

letter and e mail the name & club of the selected

nominee and announces deadline for receipt by the

Governor of challenges on behalf of previously suggested

candidates.

2nd December 2012 - Dead line for receipt by DG of

resolution passed at regular club meeting naming

previously suggested candidate

3rdh December 2012 - DG publishes notice to clubs of

challenging candidates and asks clubs for concurrences

15th December 2012 - Deadline for receipt of

concurrences

17th December 2012 - valid challenges notified to clubs

29th December 2012 - Balloting at District Conference

Rotary club of Berhampur had proposed Rtn. PPP.V.V.R.N.

Rao & Rtn.PP.P.K. Rajeev as proposed members

representing Rotary Club of Berhampur as District

Governor nominating committee members. The District

nominating committee meeting was held at Rotary Club

of Sambalpur premises. Rtn.PP.P.K. Rajeev accompanied

by President Rtn.E.Siva Prasad Rao reached the venue

at Sambalpur to find the representatives of all the eligible

clubs at the venue. Rtn.P.K. Rajeev was asked by the

scrutiny committee to present his authorization letter

and thereafter was taken to a room where the election

committee members were present. The election

committee comprised of DG. Ashok Singh, PDG. Aswini

Kar, DGE. Nanda, PDG. Narendra Mishra and PDG Dilip

Patnaik. DG. Ashok Singh gave a power point presentation

on the process of nominating the District Governor on

the basis of the pilot project. Each representative was

given a slip with the number of words which was to be

dropped in a box and each slip was picked and divided

in to 8 zones by draw of lots. Each zone had 8 votes and

the zone which had Rotary Club of Berhampur had 2

other clubs with 2 and 1 vote respectively making a total

of 3 slips in the zone with 1/3rd chance to get into the

nominating committee.

Rtn. PP. P.K. Rajeev was lucky enough to get into the

committee along with 7 other members from different

clubs. The committee members were informed that in

case a candidate has selected from DGN election at

least 5 out of 8 members have to support / vote in favour

of the candidate to select him as the official candidate

for DG election after due deliberations and voting and

other formalities it was decided by the nominating

committee unanimously that Rtn. Sibabrata das would

be the nominating committee choice as the official

candidate for DGN 2013-14.

The District Governor Nominating Committees of RIDs

3261 & 3262 met at Sambalpur on the 16th of November

2012 have recommended the following names as their

choices for the District Governor Nominee 2015-16:

R I District 3261 - Rtn PP Baldeep Singh Maini of the

Rotary Club of Jabalpur

R I District 3262 - Rtn PP Sibabrata Dash from of the

Rotary Club of Bhubaneswar Royal

A club that has fielded a candidate earlier for selection

of District Governor Nominee and is not satisfied with

the choice of the nominating committee can challenge

this choice.

Such challenge should be in the form of a resolution

duly adopted in a regular meeting of the club (Quorum

being present) and passed by the house.

Such resolution duly signed by the Club Secretary and

endorsed by the Club President together with an

acceptance by the candidate indicating that he is

desirous of challenging the choice of the nominating

committee should reach the office of District Governor

on or before 2nd December 2012 in the form of Hard

Copy.

Club can file challenge only in support of its own member.

Seven Vows of MarriageHindu wedding is all about rituals and customs,

which teach us the actual essence of a blissful

married life. The seven vows of marriage

symbolize seven promises, which are sworn by the

bride and the groom during the auspicious

ceremony of wedding.

During the marriage, a sacred fire is created with

ghee and wooden sticks, in order to evoke Agni

(fire god), which serves as the witness to the ritual

of seven vows.

The priest, who conducts the wedding, chants Vedic

mantras. Amidst the blazing fire of the havankund

and the chanting of mantras, the bride and the

groom pledge their commitment to each other, for

the lifetime. Known as Saptapadi/pheras, seven

vows is a beautiful ritual observed in Hindu

marriages, although the act of taking the seven

vows varies from region to region, in India.

People following Hinduism believe that if a married

couple walks seven steps around the fire of the

havankund, they will remain together for the

lifetime. Generally, before taking the seven vows,

the bride is seated to the right hand side of the

groom. After taking the pheras, the bride shifts to

the left side of the groom - this symbolizes that

she is now closer to his heart. In most of the Hindu

weddings, the newly married couple takes seven

pheras, with the exception of Gujaratis and

Sindhis, who take four pheras around the sacred

fire. In the majority of the seven pheras, the

groom leads the first four pheras, while he is

preceded by the bride during the last three pheras.

Given below are the meanings of the seven vows of

marriage.

Seven Vows in Hindu Wedding"The bride and the groom take the first step of the

seven vows to pledge that they would provide a

prospered living for the household or the family that

they would look after and avoid those that might

hinder their healthy living.

"During the second step of the seven pheras, the

bride and the groom promise that they would develop

their physical, mental and spiritual powers in order to

lead a lifestyle that would be healthy.

"During the third vow, the couple promises to earn a

living and increase by righteous and proper means, so

that their materialistic wealth increases manifold.

"While taking the fourth vow, the married couple

pledges to acquire knowledge, happiness and harmony

by mutual love, respect, understanding and faith.

"The fifth vow is taken to expand their heredity by

having children, for whom, they will be responsible.

They also pray to be blessed with healthy, honest and

brave children.

"While taking the sixth step around the sacred fire,

the bride and the groom pray for self-control of the
