    Is it that we no longer have the talentwithin bureaucracy that the governmentis looking to lease talent rom outside?The government has selected a panel o

    20 consultancy irms to assist the ministriesand departments in achieving their annualtargets at Rs 10,000 a day as retainership.

    The government has already established aperormance management division within thecabinet secretariat and it is headed by a p ro-essional, Prajapati Trivedi, handpicked bythe prime minister himsel. The ministriesand departments are preparing their ResultFramework Documents (RFDs) which are tobe submitted to this division or perormance

    appraisal. So when the ministries are them-selves setting their targets and already havehuge manpower ranging rom senior bureau-crats to employees under the central secre-tariat scheme (CSS), why do we need outsid-ers? Then there are specialist organisationslike the Planning Commission, National Advi-sory Council and Economic Advisory Councilo the Prime Minister to assist the ministriesin their planning and targets. There are alsoa plethora o committees/councils like thePMs Council on Micro, Small and Medium En-terprises, PMs Council on Trade and Industry,PMs Council on Climate Change and PMs Na-tional Council on Skill Development.

    And dont orget, there is an entire ministo statistics and programme implementatioPlus there are government-unded academic institutions like Indian Institute o PublAdministration (IIPA), National Institute Smart Government (NISG) and the Centre Good Governance (CGG).

    Government servants are well aware o thbottlenecks, which are usually due to the plitical dierences between the centre and thstates. Private consultants can be o litthelp in such cases. What can an external cosultant do i the Mayawati government in Utar Pradesh is not enthusiastic in implemening a centrally sponsored scheme?

    Yet, i individuals with pr ivate sector eperience are needed in the government, thgovernment should allow their lateral entinto the civil services. As it stands, the latemove looks more like a lateral entry or crny capitalism. The private proessionals atached to the various ministries can only bexpected to urther private interests. Theis no oicial word on how conlict o interewill be avoided when a proessional who avises, say, a telecom player, becomes a cosultant to the communication and IT ministrIn the asbcence o answers to these querieswould seem that this is just another exercisto add another layer o governance.

    NarnraMy scholarship was cancelled because I did not like to mention the name o the village in the application orm and hadwritten the name o a neighbouring village.

    PranI am making a living as a labourer because o this name. I let studies. I could not mention this name anywhere. The schoolhere has classes only till th. Then we go to a neighbouring village. We ll up the orm and they say he is rom Chamaron-ka-bas. I would have none o that. I was rather good in studies. So I wanted to seat on one o the ront benches but teachersused to say you are rom Chamars (Chamaron-ka-bas), seat in the back row. I oten got scolded or arguing with teachers.

    We, the undersigned, as members o the communityo scholars and writers, wish to draw the attentiono the Central Vigilance Commission to a specialaudit report o the Government o India concerningthe Nehru Memorial Museum and Library (hereaterNMML), a public body under the Ministry o Culture.The report notes serious inancial irregularities in

    the unctioning o the NMML (see The Hindu, 24thMay 2010). Among these are the transer o publicunds (to the tune o Rs 5 crore) to a private t rust,the irregular appointment o dozens o consultantswhen regular sta positions are unilled, unjustiiableexpenditure on dinner parties and m elas, etc. Atthe same time, the Report notes that the regularproessional work o the NMML, relating to research,publication and acquisition o rare manuscripts, hascome to a standstill.

    The NMML is an institution o national importance,and the main repository o the records o our reedomstruggle. Scholars and writers have been or sometime worried about its institutional health, and it

    may be noted that in May 2009 ity-seven leadingintellectuals had written a letter to the Prime Ministerdrawing his attention to the steady deterioration othe NMML. They had said then o the NMML that itsdecline is visible or all to see; its destruction will bea national calamity. We now ask you to immediatelyset in motion the steps necessary to save the NMMLrom becoming a ailed institution. The signatories tothat letter (published in its entirety in the Economicand Political Weekly, 27th June 2009) included sucheminent scholars as Proessor Rajmohan Gandhi,Proessor Partha Chatterjee, Proessor Tapati GuhaThakurta, Proessor Mushirul Hasan, ProessorMahesh Rangarajan and others. Now, the special

    audit reports suggests that their ears may havecome true. Given the evidence beore us, we urge theCVC to immediately constitute an enquiry into theinancial and other aairs o the NMML. A copy o thespecial audit report is being sent to you by post.
