New Year : New HopeBythetimethisreachesyou,newyearcelebrationswillhavecometoanend.However,newyear–newhopeandhonesteffortsmustcontinue,soisthecaseatAIFMP.AftersuccessfullyhostingPAMEX2017and12thNAEP,TeamAIFMPisfullychargedtocontinueinthesamewayinthenewyear.

Ithasbeenunanimouslyagreedduring238thGoverningCouncilmeetingtogivemajorthrusttoprinteducation.Allouteffortsandsupportisrequestedfromtheprintfraternity.I amdelighted to informyou, an INRFifty Lakh fundhasbeencreatedatAIFMP fordistributionof scholarships andproviding support to studentsofprint education. Insupportof‘WomenEmpowerment’girlstudentsarebeinggivenmoreimportance.Itisproposedtointroduceshorttermcertificatecoursesandalsorefreshercoursesatmultiplelocationsinduecourseoftime.Hugetask!Agreed,butdefinitelypossibleifentirefraternitycontributesinbestpossiblemanner.

To create awareness amongst the small printers and to keep themconnectedwithmainstreamAIFMPhasdecidedtoholdregion-wiseknowledgebasedprogrammesforwhichasubstantialfundhasbeencreated.Tier2andtier3citiesshallbethefocuswhileorganisingsuchprogrammes.Ourregionalvicepresidentsaremakingextraefforts toconnectwithmaximumpossibleprintersoftheirrespectiveregions.

CollectionofPrinters’data isextremely important forwhicha special committeehasbeenformedandinitialresultsareveryencouraginggiventhatthisisaherculeantask.Isincerelyappealtoalltheprintersofourcountry,irrespectiveofsize,place,association,affiliation,pleasedoshareyourname(bothfirmandowner),detailedaddress,contactnumberandemailidwithfederationatfopaid11@gmail.com.Believeme,babystepsincollectingdatawillmakeusstrongandwewillbeheardatallandeveryplatform.Soletustakeapledgeofactivelysupportingthisnoblecauseof‘datacollection’.

DesignatedmembersofAIFMPare in touchwith various governmentdepartmentsandagencies forobtaining clarifications,pushingour legitimatedemands, submittingrepresentationsincludingpre-budgetmemorandums.IamoptimisticthatallourpendingissuesrelatedtoGST,Exports&Importsetc.willberesolvedinnearfuture.Requestallofyoutocontributebysuggestingnewideas,newways,newapproachesinfindingoutamicablesolutionstoallourissues.Thefederationisalwaystheretotakeupthejustcauseofprintfraternity.Merelysuggestingverballywillnotservethepurpose.Onemustwritepreciselywithsupportingdocuments,thiswillfacilitateinquickandeffectiveresponse.Remember,‘faintestofinkisstrongerthanthestrongestofmemory’.

TospreadPrinteducationandassistthestudentswhowanttopursuetheircareerinprintingindustryanamountofINR50lakhwouldbeutilizedtocreateaFDR.TheinterestderivedfromthisFDRwouldsolelybeusedforEducationalpurposeonly.

Printers’ Bhawan:OneofthemostambitiousprojectofAIFMPandbrainchildofMrSubhashChander,PastPresident,AIFMPISGETTINGFESHLIFEAGAININTHETENUREOFMrAMSGAshokanandteam.

edition of NAEP has been a wonderful journey and agreat learning experience, ArvindMardikar,OrganizingSecretaryNAEP2017quoted.“Interactingwithunknownfaces, understandinghumannature andfinallymakingfriendswasthebiggestgainofTeamPrinters’Guildwhileorganisingthismegaevent.

NAEP2017received1439entriesfrom108participantsin more than 100 categories separated group wise.Twonewcategories–Non-wovenBagsandprintingonless than50GSMsubstratewere introducedthistime.Judgingofentrieswasverycrucial.EminentpersonalitiesfromGraphicArtIndustrycametorescueandexecuteditinthebestpossiblemannerwithcompletefreedom.

There were many firsts this time – setting up of anaward gallery in PAMEX for the entire four days ofexhibition, an award ceremony to take place outdoorsin the beautiful and lustrous venue of JW MarriottMumbai and for all practical purposes awards weredistributed alphabetically. Based on this year’s NAEPeditiontheme‘EffortsAppreciated,ExcellenceAwarded’

TheNationalAwardsforExcellence inPrinting(NAEP)were instituted by theAll India Federation ofMasterPrinters,NewDelhi (AIFMP) in 1999 to celebrate thequestforqualityoftheprintingindustry.Theaimoftheseawards is to showcase Indian printers’ achievementsand contributions and to create awareness andrecognitionoftheircapabilities.Thisyearthe12thNAEPwascelebratedonDecember20,2017atJWMarriott,Sahar,Mumbai.Printers’Guild,NagpurwerethehostassociationofNAEP,theflagshipeventofAIFMP.

TheNAEP–2017receivedtopqualityentriesfrompanIndiaprintfraternity.Eminentgraphicartpersonalitieswere invited as juries and they evaluated the entriesveryscientificallyandprofessionallyandidentifiedtheexemplaryprintedproductsineverycategory.

Planninganeventisnevereasy.AlbertEinsteinrightlysaid “Plans are nothing. Planning is everything”. Theprocesscanbelongandoftenlitt lebumpyasplannerattempts to balance brand and sponsor interests,attendeemust-havesandotherhighvalueintegrationsbutitseemsforPrinters’Guildhostingofhistorical12th

DIRECT TAX COLLECTIONS FOR F.Y. 2017-2018 SHOW GROWTH OF 18.2% UP TO DECEMBER, 2017The provisional figures of Direct Tax collections up to December, 2017 show that net collections are atRs.6.56lakhcrorewhichis18.2%higherthanthenetcollectionsforthecorrespondingperiodoflastyear.

ThenetDirectTaxcollectionsrepresent67%ofthetotalBud-get Estimates of Direct Taxes for Financial Year (F.Y.) 2017-18(Rs.9.8 lakhcrore).Grosscollections (beforeadjusting for re-funds) have increasedby 12.6% toRs. 7.68 lakh crore duringApril to December, 2017. Refunds amounting to Rs.1.12 lakhcrorehavebeenissuedduringApriltoDecember,2017.

AnamountofRs.3.18lakhcrorehasbeenreceivedasAdvanceTax up toDecember, 2017 reflecting a growth of 12.7% overtheAdvanceTaxpaymentsofthecorrespondingperiodoflast

Blurring the lines between real and virtual

The rock star-likepresentationby theAssociateProfessorof Professional Practice at theUSEAnnenberg School ofJournalism,RobertHernandezbeganwithaquickquizanddistributionof three-dimensional viewingdevices toa fewwinners. Laterduring thepresentation, thesepeoplecouldexperiencethemagicofaugmentedreality(AR)andvirtualreality(VR)ontheirsmartphones,withtheuseofthedevice,muchlikeOculusorGoogleCardboard.“WeoftenuseARandVR interchangeably,but theyaredifferent. AccordingtoBhaikaShah,theFounderandCreativeDirectorofBeyondesign,“Printisevolving!Anddesigndisciplinesareblurring.Wearenomoregraphicorindustrialorinteractivedesigners:we are increasingly expected to design anddeliverexperienceacrossthemediums.”MsShahadds,“Thepossibilitiesinprintareendlessprovidedthedesignersandprinterstakeadvantageofthemattheopportunemoment.”Weallknowandagree,changeistheonlyconsistent,however,according toMs Shah, the key is to staywith the times,experimentandredefine.Convincedwiththepowerofprint,MsShahsays, “A littlewhileago,print changed theworld.Now,theworldischangingprint.”

Speakingof thetimeswhen theprint changed theworld,HemantRandive,VicePresidentof ProductionServices atFCBIndiasays,“Nodoubttheprint ischanging. Itmust,tokeepupwiththedemands,needsandtheaspirationsofthecontemporarybuyers.”Hesharednumerousexamplesofhowtheprint, especially the journeyofnewspaperadvertisinghasevolvedandbecomemoredynamicandinteractive.“Wehavedesignedanddeliveredfull-page,double-pageandevenadvertisementsonspecialpaper.Wehavealsodesignedanddelivered‘talking’ads,butthe nextisundoubtedlyalotmorepersonalised,”MrRandive says, “I envision thetime soonin the futurewhenyouwillreceiveyournewspaperwithyournameprinted on itand thenews itemsfeatured accordingto your preferenceand liking.” Surelytodaythisfuturemay

Inking a different ink

Perhapsthemostexcitingandcuriosity-invokingpresentationoftheconferencewasbyNikhilKaushik,Co-founderofGravikyLabs,who,amongother innovations,canturnairpollutionintoprinterinks.“Ifwehavetochangethepollutionlevelsinourcities,weshallhavetostartfrombottomup.Wecannottakecarsoffthestreets,wecan,however,stopthemfrompolluting.”MrKaushikexplains, “Airpollution in the citiesis largelycontributedbyvehiculartraffic,andit isprimarilycarbon.Wethoughtofcapturingallthecarbontoturnitintoinksowecouldnotonlydealwithpollutionbutturnitintosomethingweallneed.”

Through thedevelopmentprocess, themindsbehind theinnovationnotonlydevelopedasuccessfulproductprototypebutwonmanyaccolades.Moreinterestingly,theyhavewonmanyhearts–todayGravikyLabs’AirInkhasspreadover45countriesand1,000usersacrosstheworld.

Thereforethetermusedis‘OEM’,whichstandsforOriginalEquipmentManufacturer,which in this instance refers totheGermanpressmanufacturersforitistheywhoissuetheapprovals.

Is it only FOGRA that does this job? No.Therearemanypressroomconsumablemanufacturerswhoenjoy the statusof ‘self-certification’,which is, if theyhavethecorrecttestingequipmentandmethodologiesaslaiddownbythepressmanufacturerstheycancarryoutthetestsin-houseandself-certify.

Amajor issue facing this systemofapprovals is thateveryyearorsothepressmanufacturerstendtoamend(generallytighten)thespecifications-butnotretrospectively.Thismeansthatproductswhichwereapprovedyearsagoremainontheapprovedlisteventhoughtheywouldnotgetapprovaltoday.TheOEMsand the testing institutesareawareof this andhavebeenconsideringreapprovingofallcurrentlyapprovedproducts by 2016, however this presents an enormouslogisticalproblemforthetestinginstitutes.Aproblemthatisyettoberesolved.

In the recentpastTechNovahas installedcorrosion testingequipment’s in its state-of-the-art lab.Theseare the samemachinesusedbyinstitutionslikeFograandothers.Withthis,theareaofproductdevelopmentinIndiaisslatedtobecomeuptherewiththebestintheworld.

REFUND MECHANISM UNDER GST

TheCommitteenotesthatrefundshasstartedtotrickleonlyfrom themonth ofNovember, 2017 and the interveningperiodoffourmonthsfromJulytoOctober,2017hasbeenextremelytryingfortheexporters.Thesignificanttimelaginprovidingrefundshassupposedlyerodedthecompetitivenessofexportersbyaround1.2percentto2percent.Itisfeltthatifthestuckupcapitalreachesafigureof2025percentoftheworkingcapitalthenitwillresultinasteepdownwardspiralofourexports.(Para2.8)

TheCommitteenotes severaloperational issuesexisting intherefundmechanismmakingtherefund‘proceduretardyand cumbersome. TheCommittee feels that the optimalfunctioningof refundmechanism in theGST regime is ofutmostimportancetoensuresmoothfunctioningofexports.(Para2.15)

The refundsarebeingdisallowedon slightestpretext. TheCommitteeappreciatesthatduediligenceissinequanonforgrantingrefundsbutthiscannotbeoverplayedinasmuchasthatonecannotseethewoodforthetrees.(Para2.16)

TheCommitteedesiresthataformalmechanismforgrievanceredressalofexportersmustbeputinplace.Itisoftheviewthatadedicatedoffice/unitmaybeestablishedforcontinuousinteractionwithexportersandactasasinglewindowfortheirgrievanceredressal.(Para2.23)

DUTY DRAWBACK SCHEME (DBK) AND REBATE OF STATE LEVIES (ROSL)

TheCommitteefindsthatthenewDrawbackandROSLrates(posttransition,effectivefrom1stOctober2017)arelowandnotrealistic.Theydonotcapturethevariousblockedtaxesthatreducethecostcompetitivenessofvariouslabourintensiveindustries.(Para4.4)

TheCommittee is of the consideredopinion that suddenwithdrawalof the incentivesextendedearlier underDutyDrawbackSchemewillleadtothecollapseoflabourintensiveindustries.Thiswillhaveacascadingeffectonemploymentandlivelihoodofpoorworkersintheseindustries.(Para4.7)

TheCommitteerecommendsthattheDepartmentofRevenue,MinistryofFinanceextendthepre-GSTDutyDrawbackratestill301”June,2018ortillsuchtimetheDepartmentworksoutthereviseddutydrawbackrates.(Para4.8)

TheCommitteerecommends that theGovernmentprovideforadutydrawbackratewhichwouldencompassallthetaxesincludingtheGST/IGSTleviedaswellasembedded/blockedtaxandgiveachoicetotheexporterstoeitherclaimtheDutyDrawbackorfollowtheInputTaxCreditroute.ThiswillalsoreleasethepressureonGSTN.(Para4.9)

DUTY CREDIT SCRIPS

TheCommittee strongly recommends that theduty creditscripsmaybepermitted for payment ofGST in domesticprocurementsandthepaymentofIGSTonexportsandimportsofgoodsandservices.(Para5.3)

REFUNDS ON CAPITAL ASSETS/GOODS RELATABLE TO EXPORTS

AbsenceofenablingprovisionresultingindenialofcreditofCountervailingDuty(CVD)andSpecialAdditionalDuty(SAD)incaseofnon-fulfillmentofexportobligationmaybeaddressedonpriority.(Para6.5).

MERCHANT EXPORTERS

TheCommitteefeels that in thecasesof ‘HighSeasTrade’,wherethegoodsneverenterIndiaandaredirectlydeliveredtothecustomersoutside Indiaon instructionof the Indiansupplier,itwouldbepreferablethatsuchtransactionsarekeptoutsidethepurviewofGSTinIndia.(Para9.9)

REVERSE CHARGE MECHANISM AND EXPORTS

TheCommitteeisoftheviewthatinordertohavehasslefreeexportsaswellastogiveboosttosmallenterprises,reversechargemechanismmayberemovedonapermanentbasisintheprocurementmadeinrelationtoexportactivity.(Para10.2)

GST ON JOB WORK

SincetheGSTonjobworkforexportsisrevenue-neutral,theCommitteeisoftheconsideredopinionthatnoGSTmaybeimposedonjobworkforexports.TheCommitteeunderstandsthat theremaybeconcerns that itwillbedifficult tokeepa trackon suchproducts that theydonotenterdomesticmarket.Totacklesuchasituation,theCommitteefeelsthattheGovernmentmayprovideforcriminalpenaltyforanysuchbreach.(Para11.2)

TheCommittee iscertainthattheGovernmentwill takeallcorrectivemeasuresinthepresenttaxationsystemtoensureasustainedgrowthtrajectoryofourexports.(Para17.4)

GST: E-WAY BILL SYSTEM TO BE IMPLEMENTED FROM FEB 1TheGSTprovisionrequiringtransporterstocarryanelectronicwaybillore-waybillwhenmovinggoodsbetweenstateswillbeimplementedfromFebruary1tocheckrampanttaxevasionandboostrevenuesbyupto20percent.Afterimplementationof the Goods and Services Tax (GST) from July 1, therequirementofcarryinge-waybillwaspostponedpendingITnetworkreadiness.Thiswasdoneeveninthe17stateswhichinthepre-GSTerahadawellestablishedelectronicchallanore-waybillsystem,atopgovernmentofficialsaid.

Earlier,taxevasionwasrampantassomepreferrednottopaytaxbyresortingtocashdealing.Oncethee-waybillsystemisimplemented,taxavoidancewillbecomeextremelydifficultasthegovernmentwillhavedetailsofallgoodsabovethevalueofRs.50,000movedandcanspotthemismatchifeitherthesupplierorthepurchaserdoesnotfiletaxreturns,hesaid.

Theall-powerfulGSTCouncilhadonDecember16decidedtoimplementthee-waybillmechanismthroughoutthecountrybyJune1.

Theofficialsaide-waybillforinter-statemovementswillbeimplementedfromFebruary1andforintra-statemovementfromJune1.Theofficialsaidstateshavebeengiventheoptionof choosingwhen theywant to implement the intra-statee-waybillbetweenFebruary1andJune1.

Theyhavealsobeengiventheoptiontoexemptmovementof goodswithin10-km radius,he said, addingall essentialgoodshavebeenexemptedfromtherequirementofcarryinge-waybill.

Besidespluggingtaxevasion,thee-waybillwillboostrevenuesby15-20percent,hesaid.“Theexperienceofstateswhichhade-waybillsysteminpre-GSTerashoweda15-20percentriseinrevenue,”hesaid.

Theofficialsaidapilotofe-waybillhasbeensuccessfullyruninKarnatakaand the IT system is fullygeared tomeetanyrequirement.E-waybillisanelectronicwaybillformovementof goodswhich canbe generatedon theGSTN (commonportal).MovementofgoodsofmorethanRs.50,000invaluecannotbemadebyaregisteredpersonwithoutane-waybill.

Thee-waybill canalsobegeneratedor cancelled throughSMS, he said.Whenan e-waybill is generated, a uniquee-waybillnumber(EBN) isallocatedandisavailabletothesupplier,recipient,andthetransporter,headded.TradeandtransporterscanstartusingthissystemonavoluntarybasisfromJanuary16.

Therulesforimplementationofnationwidee-waybillsystemforinter-statemovementofgoodsonacompulsorybasiswillbenotifiedwitheffectfromFebruary1,2018.Thiswillbringuniformityacrossthestatesforseamlessinter-statemovementofgoods.

IPAMA Delegation to Explore Opportunities in Srilanka

The Indian Printing Packaging & Allied Machinery Manufacturers’ Association (IPAMA) will be sending a delegation to ‘Sri Lanka Print 2018” (Collate 2018) exhibition which is scheduled to be held from March 16 – 18, 2018 at Colombo Exhibition & Convention Centre, Colombo, Srilanka.
