REFRESH, REFLECT & REGROUP
Like most of us, my summer was filled with everything from family get togethers, to professional events, to a daily office life. After what now seems like
a blurry couple of months, the summer is about to end. For LIBI, August is a time to refresh, reflect and regroup. After our Phillips/Lavine legislation on Article 78 only passed the State Senate, LIBI sought out a meeting with Assemblyman Lavine to discuss the reasons why the Assembly failed to pass the bill. During our discussion with him, we outlined a few different tactics with the legislation and how our industry could finally accomplish the relief that we are seeking. One of the suggestions was to review the language and attempt to draft new language which would be more appropriate and effective. I want to thank Glen Gruder of Certilman Balin Adler Hyman for leading this review.
In addition to our review, LIBI is preparing for the upcoming election season. This November, many of our local leaders (Mayors, Supervisors, Council people, Legislators, etc) are up for reelection. Our national political environment has created a unique setting for our local candidates to spin national issues into local concerns. With such an environment, many positions may get comingled with other positions, which may confuse voters as

to the actual positions of each candidate. As LIBI represents the building industry, we will be screening candidates in September to determine which candidates are best for our industry regardless of their other political positions. Once our screenings are complete, LIBI’s PAC will inform the membership as to who we feel will work for the best interests of our industry. Finally, as the summer fades away, we are reminded of our busy networking season ahead. In September, LIBI will be hosting a variety of networking events: starting with our annual Associate Appreciation breakfast on Sept 6th - to our Holiday Party in December. So, keep your eyes out for LIBI’s weekly emails detailing the upcoming events. For your convenience, I have listed the first 3 events below.

attending the screenings and the specific date and time they will be attending, but I would ask all of our LIBI members to give us one morning or afternoon during those three days to ensure that our voices are heard. Please attend a morning or afternoon session of the candidates in which your business is located or in which you live and bring your employees with you to the sessions. On September 13th at 9:00am in the LIBI offices, representatives of the Town of Babylon planning and building departments will be at LIBI to discuss locations in the town which are ready for residential or mixed use development and how to engage in the process. This is our fourth session of this kind, following sessions with officials from Brookhaven, Islip and Huntington, with more to follow. This is a free session to all LIBI members and I look forward to seeing you there.

One of the most important issues facing our developers in Suffolk County is the nature of the proposed requirements with regard to the mandatory installation of new advanced treatment septic systems in either new
construction or for the failure of an existing septic system. For the last eight months, LIBI has been working with representatives of the Suffolk County Executive’s office, the Suffolk County Department of Health Services, a number of towns and environmental groups and other stakeholders in trying to determine how to incentivize the ability of homeowners to purchase a new home with a new type of system or to replace their existing system which does not remove nitrogen flow into our waterways in the manner performed by the new systems. While it is essential to ensure that our waterways are clean, it must be done in a manner which takes care of the most important environmentally sensitive areas first and helps to clean up areas already negatively impacted.
As a result, your Long Island Builders Institute has fashioned a proposal which we believe accomplishes both of these goals in the most efficient and fair manner possible. Our goal is to protect the most environmentally sensitive areas by requiring all new construction in these sensitive areas to install new advanced treatment systems starting on a certain date. In addition, throughout the county, whenever a current system fails, a new advanced system should be required to be installed now. This proposal was accepted by the Town of Southampton which passed legislation implementing our proposal within the town and we are continuing to work with Suffolk County to implement the same type of requirements. We will keep you posted on our progress.
One of the most important responsibilities of LIBI is to ensure that our elected officials understand the importance of the residential home building industry to the Long Island economy and support the industry through the workings of their individual municipalities. With this in mind, in this local election year, LIBI’s Political Action Committee will be holding candidate screenings for a number of the most important local political elections on Sept 18, 19 and 20th in both the morning and afternoons at the LIBI offices. In this way each LIBI member will have the ability to question your candidates with regard to their views on the very important issues affecting our industry. I will soon be sending out the entire slate of candidates who will be

The Long Island Builders Institute has lost one if it’s most important members with the death of Gerry Monter. His induction into the LIBI Hall of Fame in 2009 was only a small reflection of his commitment and support for LIBI over 70 years. Gerry was always available for his expertise and understanding of LIBI’s efforts on behalf of the home building industry. He will be sorely missed by all of us.
The Long Island community was saddened to learn of the passing of Gerald Monter on August 12th. As a member of the “Greatest Generation”, Gerry served with distinction in World War II and earned a Bronze Star and a Purple Heart. After the war, he returned to New York ultimately embarking on a path that would leave a lasting legacy on Long Island, founding THE HOLIDAY ORGANIZATION in 1951. Over the course of nearly 70 years, The
Holiday Organization and its affiliates have constructed over 8,000 homes, garden apartments, shopping centers and office buildings throughout Nassau and Suffolk County. But where his friends at LIBI are concerned, those accomplishments represent only the “bricks and mortar” of Gerry’s legacy. The Holiday Organization had been a member of LIBI since 1960 and Gerry served as president in 1965 and 1966. Through almost six decades of LIBI membership and, until the end, Gerry was always there when his advice, experience and leadership was needed. Goodbye dear friend, you will be missed!

forces are at work, making trade deficit reduction more difficult. That said, pushing nations with chroni-cally large trade surpluses to reduce them would be good because large trade surpluses are economically destabilizing. A trade deficit is always the result of a nation consum-ing more than it produces; that gap, or savings deficit, is what produces a trade deficit. By contrast, a trade surplus means a nation saves money by consuming less than it produces. As a result, while protectionism can alter those with whom we run trade deficits and surpluses, it cannot alter the size of our overall trade deficit.
Think about it: you run a trade surplus with your em-ployer, but a trade deficit with Costco, Target, and your mortgage company. If Target is unfair to you, you can reduce your trade deficit there by buying less, but you would likely increase your deficit at Walmart. The only way to reduce your deficit with retailers is to buy less stuff, meaning that you save more!
A country in recession is likely to run a trade surplus as the population pulls back on spending, allowing exports to rise, which is equivalent to saving more. Conversely, a nation enjoying an economic boom would normally run a deficit because domestic spending would be very high, causing exports to decline and savings to fall. In the United States, we run chronic trade deficits because we consistently consume more than we produce, but the size of the deficit varies depending on domestic economic con-ditions. To rid ourselves of our annual trade deficits would require reduced consumption, which means consistently saving more, and absent substantial tax reform, that is unlikely.
Since the beginning of the 2016 presidential election cycle, President Trump has repeatedly ar-gued that trade deficits with other nations are indicative of unfair trade.
His contention is that if we just negotiate better trade deals, deficits would disappear, and economic growth and employment would improve. Regretta-bly, this view is simplistic; usually deeper economic

This is how trade normally works. However, some countries with strong economies run chronic trade surpluses, which requires cheating. Normally, such a country would see its currency rise, pushing down exports as they become costlier in foreign countries. However, between 2000 and 2013, China spent trillions of dollars artificially depressing its currency. That reduced imports, boosted ex-ports, forced savings to rise, and resulted in large trade surpluses. This financial repression should be fought and here’s how: if a nation deliberately intervenes to depress its currency, the US should intervene and strengthen that nation’s currency by selling dollars and buying the currency of the offending nation with the proceeds. Once offend-ers know what we will do, they will likely stop, pre-venting nations from running chronic surpluses. Instead, those nations will probably increase their consumption and save less, and, consequently, see their trade surplus wither. In the process, other na-tions will export more and see employment gains. Trade surpluses that result from cheating not only deprive workers in other nations of employment in export industries, but also destabilize the global economy. By manipulating their currency, the Chi-nese destroyed jobs here in the US (and Europe) and weakened our economy. As a result, when the Great Recession hit, it was worse than it would otherwise have been, and the recovery was weak-er because we could not increase exports as much as we should have been able to. In short, trade deficits normally result from too little savings. Because the amount saved by an economy changes over the business cycle, deficits and surpluses usually wax and wane and are thus reasonably self-correcting. It is only when a nation cheats and runs a chronic surplus that we should be alarmed, and in those cases, we should fight back. Next up is the 6th annual Long Island Home Builders Care Walk-A-Thon on September 17th. This is an amazing outdoor event attended last year by over one hundred walkers. As summer draws to an end, the Community Outreach Committee has already begun to focus on upcoming projects that will require our support. 2017 has been a very active year for our LIBI Builders. By attending and participating in the hearings, we are shaping the future for Long Island, our industry and our children. We can’t stress enough the importance of Community Outreach members to attend town hall meetings along with involvement in local civic groups Our goal is to have a town captain for each

The town captain will need to have knowledge and relationships with LIBI Associates that live in their township and can reach out to them when their assistance is needed. The Associate Members of LIBI work hard to provide our LIBI Builders with the best opportunities and support to help their projects move forward. We have seen an increase in loyalty from our builders to LIBI associates over the past few months. The Community Outreach Committee is working on creating an up to date list of upcoming projects. This information will be shared at the Community Outreach and Associate Council meetings.

I was recently asked to represent the NAHB at the National Association of Realtors (NAR) Sustainability Summit. The summit involved representatives from across the building industry including appraisers, banking and mortgage representatives, FANNIE and FREDDIE reps,
and representatives from non-profit and federal government
agencies. With that diverse a group all together some interesting statistics were presented: • 64% of consumers now believe that climate change is real. • 45% believe that purchasing eco-friendly products is important (51% of millennials) • 73% report searching for “greener” products. • 71% of realtors report that energy efficiency promotion is very or somewhat valuable in their listings • 71% of buyers are seeking comfortable living space • We are experiencing a transition from a petroleum based economy to a solar based economy While these statistics show an increasing awareness of, and desire for, more sustainable product, there is a discrepancy between what the buyer wants and how they purchase.
Suzanne Shelton, the market researcher whom I have quoted in the past, reported that with all that desire, only 45% of respondents admit to doing nothing to conserve energy. Her research further pointed to the market place confusion created by the mixed messages the industry has sent to consumers. For years we promised savings from energy efficiency upgrades and alternative sources of energy. For various reasons, consumers report being disappointed with the anticipated, or promised, savings. Her research has found that there has been a shift in the decision making process from energy efficiency to a more holistic approach. The new priorities center around comfort, health, and a concern for the environment. Her advice to builders, realtors, and the others in attendance was to focus on how the home is more comfortable, healthier, has a smaller impact on the environment, and, by the way, can result in more efficient operation. Buyers expect many of these features to be incorporated into the home or project. 40% of respondents report that they would pay extra for these features which leaves 60% expecting it at little or no additional cost. Successful developers and builders such as KB Homes, Meritage, and many custom builders have found ways to incorporate these features and then promote them as their building standard. Their marketing success is the result of a clear and specific message that meets the needs of their target market.

LIHBC 6th Annual
Snapchat My-Story Contest We are looking for high school and college students to help us promote our charity, LIHBC, which is a 501 (C)(3) non-profit organization, that was formed over 15 years ago as a means to give back to the Long Island community. LIHBC, Inc. has undertaken numerous projects such as handicap renovations and repairs, food and toy drives, affordable new homes, adopted a shelter for the holidays, and given over $100,000 in college scholarships. Come join us on September 17, 2017 at our 6th Annual LIHBC Walk-A-Thon and create the coolest my-story to help promote LIHBC. The great experience starts at 9:30 in field 5 of Robert Moses, which is just where the fun begins! The walk begins @ 10:30 ending at Surf’s Out restaurant in Kismet where there is great food, music, drinks and fun!
Looking to fill up your community service hours? This is the event for you. We are giving 8 hour credit to any student who wants to join! Entrance is free for the students who join the contest. Bring your family along, just $75 for family entrance!
All you have to do:

Walk the most beautiful scenic route in Long Island
Create a fun and original my story documenting the awesome event to help promote LIHBC
Create a video for LIHBC to use and put up on their website. All rights of video submitted by students held by LIHBC.
