BACKGROUND

Islamic Relief is an international aid and development charity, which aims to alleviate the suffering of the world's poorest people. It is an independent Non-Governmental Organisation (NGO) founded in the UK in 1984.

As well as responding to disasters and emergencies, Islamic Relief promotes sustainable economic and social development by working with local communities - regardless of race, religion or gender.

TIC INTERNATIONAL LTD

Established in 1993, TIC International Ltd embarked on a textile recycling project. Within three years TIC's goods became highly sought after for the African, Middle Eastern and Asian markets. Soon TIC had orders 3 months in advance, and this continues to the present day.

Based in Birmingham, in the heart of England, TIC employs over 50 people and collects used clothing from across the UK. They have an exclusive agreement with Islamic Relief (TIC's parent company) to collect donated clothing. They also manage numerous charities shops on behalf of their parent company, Islamic Relief Worldwide.

One of TIC's main objectives is to reduce the massive quantities of used clothing currently being dumped as waste in the UK. They plan to coordinate their efforts with other environmental agencies to increase recycling, and reduce dumping into the waste stream.

Currently TIC process over 60 tons of clothing every week and maintains over 185 clothes banks situated around the country.

FACILITES DEPARTMENT, ISLAMIC RELIEF UK

The Facilities Department is responsible globally for maintaining fit for purpose sites, meeting all legal requirements placed on them and assisting in design and work, transferring briefs into action plans which are executed in minimum time and at the least possible cost.  It is also responsible for responding continuously to matters pertaining to infrastructure and operational maintenance and informing the client of new product and service development. 

Role & Responsibilities 

The Facilities Department provides an integrated approach to deliver cost effective services to Islamic Relief Worldwide and has responsibilities for the following areas:

THE BUILDING PROJECT

The TIC International building based on 49 Landor Street, Birmingham, B81AE is in use on a daily basis for the recycling of clothing. The building has helped support many projects over the years and is fundamental to their daily operations. The building has become deteriorated in recent years and is now in urgent need of repairs. Therefore, several projects around the building have become somewhat critical and the facilities department aims to help refurbish the concerned areas with immediate effect.

A suitable contractor is required to support the various projects, which are;

1. Concrete and building repairs2. Double glazing to the front elevation of the building3. Painting and general repairs

All interested contractors are required to read all documents thoroughly and contact the procurement department (on the email address beneath) for an onsite visit asap.

All contractors must familiarise themselves with the specifications beneath.

SPECIFICATION OF BUILDING WORKS

SITE & SURVICES SURVEY

To be read with Preliminaries/ General conditions.

GENERAL

Contractors to verify all dimensions on site before commencing any work or making any shop drawing and to allow for all its tolerances. The general contractor is to visit the site/premises prior to tendering. The general contractor is to examine the site to become completely familiar with the building, boundary conditions, existing construction services, drainage etc. prior to tendering. No additional costs will be allowed in respect of any additional works necessary due to failure to identify such elements. All works are to be undertaken in accordance with Building Regulations, British Standards and Codes of practice together with all relevant manufacturers written details.

EXTENT OF SURVEY

Location: within boundary as shown on Architects Site Plan.

Scope: Record condition prior to commencement of works.

Objectives: Point of time record.

UNFORESEEN HAZARDS

Unrecorded hazards and hazardous materials: Give notice when found. Do not disturb.

Damage: Give notice and notify service authority or owner of damage arising from the execution of the works.

Repairs: Complete as directed, and to the satisfaction of the service authority or owner.

HEALTH HAZARDS

Precautions: Protect site operatives and general public from hazards associated with vibration,

dangerous fumes and dust arising during the course of the Works.

AVOIDANCE OF NUISANCE AND DUST CONTROL

The Works are to be carried out so as to create as little nuisance as possible to adjoining occupiers and the general public. Keep public roadways and footpaths clear of mud and debris.

The work shall be so arranged as to minimise the noise. and all debris shall be well handled torestrict both noise and dust.

There shall be no burning whatsoever, of any materials on site unless approved in writing by the

Employers Agent and the Local Authority

ADJOINING PROPERTY/STRUCTURES TO BE RETAINED

Temporary support and protection: Provide. Maintain and alter as necessary as work progresses.

Parts which are to be kept in place: Protect

Damage: Minimize. Promptly repair.

- Leave no unnecessary or unstable projections.

- Make good to ensure safety, stability, weather protection and security.

Defects: Report when exposed or becoming apparent.

ASBESTOS CONTAINING MATERIALS

Discovery: Give notice immediately of suspected asbestos containing materials discoveredduring demolition work. Avoid disturbing such materials.

Methods for safe removal. Submit details and statutory risk assessments.

TEMPORARY SCREENS

Shall be erected where it is evident from the type and location of the work, that these will be necessary. Where their construction is not specified the construction of such screens will be at the contractors discretion provided they perform the function described i.e., weatherproof or

dust proof, and protect all third parties from injury or damage to property. Their appearance is to be approved by the contract administrator.

Suitable protective barriers and warning notices are to be placed across public footpaths when debris is loaded into skips or wagons located in the public highway and there shall be no indiscriminate throwing of materials out of windows or doorways directly into skips or vehicles

MATERIALS ARISINGCONTRACTOR'S PROPERTY

Components and materials arising from the demolition work: Property of the contractor except where otherwise provided.

Remove from site as work proceeds where not to be reused or recycled for site use.

EMPLOYER'S PROPERTYComponents and materials to remain the property of the employer: All security grills

Protection: Maintain until these items are removed by the Employer, reused in the works or the end of the contract.

Special requirements: None

WINDOWS

The manufacturer will be required to provide an agreement certificate for his product if in UPVC. All openings shall be fitted with high performance weather seals, stainless steel concealed friction hinges, be easy clean to allow cleaning from the inside. All ground windows to be fitted with restrictor hinges vents sized to the requirements of the Building Regulations, white in colour to be fitted.

All window design should take account of, and be fully compliant with the current Building Regulation Documents.

Window profiles, ironmongery and glazing to have a minimum 10 year guarantee.

All windows shall be provided with a locking facility built into the window fastener (unless deemed fire escape) in accordance with the Association of British Insurers, Guideline of Insurers minimum security requirements 1993.

2no Fire escape windows on opposite elevations shall be provided at a suitable location at first floor to suit window design and layout.

All ironmongery shall be colour coated white and easily operated and secured.

- All windows to be certified “Extreme” rated in terms of exposure categorisation.

Performance of windows and doors shall be in accordance with:

BS 6375-1:2004 – Classification for weather tightness and guidance on selection and specification with normative references

BS 6399-2:1997 Loading for buildings – Part 2: Code of practice for wind loads

BS EN 12207 Window and doors Air Permeability – Classification

BS EN 1026 Window and doors – Air Permeability – Test method

BS EN 12208 Windows and doors – Water tightness – Classification

BS EN 1027:2000 Window and doors – Water tightness – Test method

BS EN 12210 Window and doors – Resistance to wind load – Classification

BS EN 12211 Window and doors – Resistance to wind load – Test method

Wind loads are to be determined with particular reference to site location and conditions and inaccordance with BS 6399 Part 2 1997 or other recognised testing authority for the type of window to be used. Windows shall be reinforced in accordance with BS 7412 and fixed into chamber walls as stated in REHAU general fixing instructions for each system and the client’s requirements.

The exposure category of a window or door shall be classified in accordance with Table 1 as set out within BS 6375-1:2004

Expected categories can be as set out below:

WindowsAir Permeability: A pressure class of 2

Water Tightness: A pressure class of 7A

Wind resistance: Class 4 with 1/150 deflection - as laid down in BS 6375 Part 1 2004.

Static calculations and / or CAD details are available from the REHAU Area Commercial Manager.

Window Profile System REHAU Total 70C

Windows shall be reinforced in accordance with BS 7412, BPF 323/1 and fixed into chamber walls as stated in REHAU general fixing instructions.

Windows are to be reinforced in accordance with REHAU Reinforcement Instruction 703.695E, the requirements of BS 6375-1 Wind loading requirement.

WORKMANSHIP GENERALLYGlazing generally: To BS 6262.

Integrity: Glazing must be wind and watertight under all conditions with full allowancemade for deflections and other movements.

Dimensional tolerances: Panes/ sheets to be within ± 2 mm of specified dimensions.

Materials:

- Compatibility: Glass/ plastics, surround materials, sealers, primers and paints/ clear finishes to be used together to be compatible. Avoid contact between glazing panes/units and alkaline materials such as cement and lime.

- Protection: Keep materials dry until fixed. Protect from the sun and other heat sources.

GLASS GENERALLYStandards: To BS 952 and relevant parts of:

- BS EN 572 for basic soda lime silicate glass.

- BS EN 1096 for coated glass.

- BS EN 1748-1 for borosilicate glass.

- BS EN 1748-2 for ceramic glass.

- BS EN 1863 for heat strengthened soda lime silicate glass.

- BS EN 12150 for thermally toughened soda lime silicate safety glass.

Panes: Clean and free from obvious scratches, bubbles, cracks, rippling, dimples and other defects.

- Edges: Generally undamaged. Shells and chips not more than 2mm deep and extending notmore than 5mm across the surface are acceptable if ground out.

ProtectionProvide general protection - ‘Glazing Completed’ indicators. Traditional white marks or adhesive

stickers are permitted if they do not damage the glass surface. Whiting is suitable but not alkaline material (e.g. lime). Adhesive labels must be easily removable without scraping. Indicators are only permitted on the glass side of solar control glass.

CompletionKeep glass reasonably clean at all times. Clean and polish both sides of all glass and face of mirrors on completion, immediately prior to handover.

All windows and patio doors must be cleaned prior to handover of the sales area and again atpractical completion. During the period between the sales area handover and practical completion, the contractor must allow to regularly clean the sales glazing as and when instructed to maintain appearances and keep the glass free from builders dust.

PAINTINGGeneral Requirements

The paint manufacturer will be Crown Paints.

The specification summary can be found at the end of this section reference: Crown Paints Technical

Specification 14-046-bobr.

PREPARATIONPREPARATION GENERALLYStandard: In accordance with BS 6150.

Suspected existing hazardous materials: Prepare risk assessments and method statements covering operations, disposal of waste, containment and reoccupation, and obtain approval before commencing work.

Preparation materials: Types recommended by their manufacturers and the coating manufacturer for the situation and surfaces being prepared.

Substrates: Sufficiently dry in depth to suit coating.

Efflorescence salts: Remove.

Dirt, grease and oil: Remove. Give notice if contamination of surfaces/ substrates has occurred.

Surface irregularities: Remove.

Joints, cracks, holes and other depressions: Fill flush with surface, to provide smooth finish.

Dust, particles and residues from preparation: Remove and dispose of safely.

Water based stoppers and fillers:

- Apply before priming unless recommended otherwise by manufacturer.

- If applied after priming: Patch prime.

Oil based stoppers and fillers: Apply after priming.

FIXTURES AND FITTINGSRemoval: Before commencing work remove: Cover plates, grilles, and other surface mounted fixtures.

Replacement: Refurbish as necessary, refit when coating is dry

IRONMONGERYRemoval: Before commencing work: Remove ironmongery from surfaces to be coated.

Hinges: Do not remove.

Replacement: Refurbishment as necessary; refit when coating is dry.

EXISTING IRONMONGERYRefurbishment: Remove old coating marks. Clean and polish.

PREVIOUSLY COATED SURFACES GENERALLYPreparation: In accordance with BS 6150, clause 11.5.

Contaminated or hazardous surfaces: Give notice of:

- Coatings suspected of containing lead.

- Substrates suspected of containing asbestos.

- Significant rot, corrosion or other degradation of substrates.

Suspected existing hazardous materials: Prepare risk assessments and method statements covering operations, disposal of waste, containment and reoccupation, and obtain approval before commencing work.

Removing coatings: Do not damage substrate and adjacent surfaces or adversely affect subsequent coatings.

Loose, flaking or otherwise defective areas: Carefully remove to a firm edge.

Alkali affected coatings: Completely remove.

Retained coatings:

- Thoroughly clean to remove dirt, grease and contaminants.

- Gloss coated surfaces: Provide key.

Partly removed coatings:

- Additional preparatory coats: Apply to restore original coating thicknesses.

- Junctions: Provide flush surface.

Completely stripped surfaces: Prepare as for uncoated surfaces.

PREVIOUSLY COATED WOODDegraded or weathered surface wood: Take back to provide suitable substrate.

Degraded substrate wood: Repair with sound material of same species.

Exposed resinous areas and knots: Apply two coats of knotting.

COATED STEELDefective paintwork: Remove to leave a firm edge and clean bright metal.

Sound paintwork: Provide key for subsequent coats.

Corrosion and loose scale: Take back to bare metal.

Residual rust: Treat with a proprietary removal solution.

Bare metal: Apply primer as soon as possible.

Remaining areas: Degrease

ORGANIC GROWTHSDead and loose growths and infected coatings: Scrape off and remove from site.

Treatment biocide: Apply appropriate solution to growth areas and surrounding surfaces.

Residual effect biocide: Apply appropriate solution to inhibit re-establishment of growths.

Method of Removal of Coatingsa) Obtain approval for burning off. If approval is given, it must cease at least two hours beforethe completion of the day’s work. Fire fighting equipment is to be placed in the area of workand the contractors is to satisfy the employer that he has adequate insurance cover beforeany work commences.

b) Do not use paint removers that could harm the background.

c) Obtain approval for the proposed precautions for preventing paint removers damaging adjacent surfaces.

d) Obtain approval for blast cleaning.

e) Special procedures, where surfaces or paint containing lead are to be prepared. The procedures are:

i) Clean sound surfaces with wet abrasives.

ii) If stripping is necessary, use a chemical stripper.

iii) Collect strippings and treat as toxic waste.

iv) Forbid hot air or flame stripping i.e. toxic fumes.

CONTROL SAMPLESProcedure:

− Finalize component details.

− Fabricate one of each of the following designated items as part of the quantity required for the project.

− Obtain approval of appearance and quality before proceeding with manufacturer of the remaining quantity.

− Designated items: All components required for advance completion of sample area(s)

SITE DIMENSIONSProcedure: Before starting work on designated items take site dimensions, record on shop

Sample Panel AreaThroughout the contract there is a requirement for sample panel(s) to be developed ahead of the completion milestones indicated on the construction programme. This is required in order to approve workmanship and quality of materials, particularly where the Contractor may have proposed substitutions.

This will impact upon all of the products identified on the drawings and in the specification and the Contractor shall take account of this requirement when ordering materials.

The location of the sample panels shall be agreed with the Contract Administrator at the start of the project; however, as a minimum requirement the agreed sample area(s) must include 2 panels one located somewhere in the front of the building and the other on the rear elevation

INSURANCE

Valid insurance for the public and employers liability is mandatory, the minimum indemnity cover is as below;

Minimum indemnity for public liability insurance at £10 million (GBP)

Minimum indemnity for employer’s liability at £5 million (GBP)

Insurance cover must be in place prior to the commencement of the works, shortlisted contractor(s) will be asked to provide this by the evaluation committee.

TIMESCALES

All work is to be complete to standards and regulations within reasonable time scales from being appointed as the contractor by the evaluation committee of Islamic Relief Worldwide. The

completion date will be agreed between the project manager (or Facilities Manager) and the contractor prior to the works being carried out.

The contractor is to be notify the project manager (or Facilities Manager) of any possible delays to the completion date either due to the contractors own reasons or due to unforeseen circumstances at least two weeks (or earlier) prior to the completion of the works.

The project manager will notify the contractor of any variations or further alterations and a new completion date will be agreed if the project manager deems it to be necessary.

PRICING

A proposal is to be provided by the contractor in a written format with a complete breakdown of costs including VAT. Costs are to be separated as per ‘works requirements’ list above. All prices must be in sterling (GBP).

Where possible the contractor must break down the costs into the following categories;

1. Concrete and building repairs2. Double glazing to the front elevation of the building3. Painting and general repairs

All quotes are to be valid for a period of thirty days if possible.

The contractor is to include payment terms within the proposal and these are to be reasonable. Islamic Relief Worldwide pay invoices on net 30 days terms from receipt of invoice.

EMPLOYERS REQUIREMENTS

An established reputable contractor is required who has experience in building works, refurbishments projects and building construction within the commercial sector.

The contractor should also be suitable qualified to carry out the works as agreed and it is up to the contractor to ensure their staff including sub contractors are qualified and experienced to carry out the works.

All staff or subcontractors employed by the contractor are to be vetted/screened and if possible have a CRB (Criminal Records Bureau) or the newly formed DBS (Disclosure and Barring Service).

The contractor shall have sufficient funds to carry out the works. A company’s house check may be performed to verify this.

The contractor is to contact the project manager for a site visit any quotations being submitted without a site visit will not be accepted.

Any defects are required to be reported by the contractor immediately and remedies be agreed.

We expect the contractor to carry out the works during daytime, all works required to be carried out in the late evenings or weekends are to be pre agreed with the project manager.

The contractor to carry out a risk assessment prior to the commencement of works, a copy of the risk assessment to be provided when requested by the evaluation committee.

The contractor to supply a method statement prior to the commencement of the agreed works.

The contractor to carry out all works in conformance with the Health and Safety at Work Act 1974.

The contractor to carry out all works in conformance with the relevant regulations and it is up to the contractor to be acquainted with these.

All proposals are required to be submitted before 10.00am (UK time) on Monday 13th April 2015 pursuant to the attached guidelines for submitting a quotation and be returned to [email protected].
