IOM provides capacity building support to governments and NGOs in host countries and countries of origin to:

Strengthen reception, screening and referral capacities in countries of disembarkation

Promote respect for international obligations and encourage best practices

Strengthen migration management policy and operational frameworks, including the provision of

Assisted Voluntary Return & Reintegration (AVRR) Assisted Voluntary Return & Reintegration (AVRR) supportsupport.

Equally important is the need to assist and care for migrants, including irregular migrants through:

The establishment of reception, screening and referral mechanisms; and

The identification of comprehensive and viable solutions for those rescued or interdicted at sea, having regard for individual situations, including assisted voluntary return when appropriate.

In coordination with concerned governments where maritime migration is particularly perilous, IOM provides tailored and comprehensive migration management support:

In Indonesia via the Assisting Irregular Migrants project and other related migration management projects

In Somaliland and Puntland, Djibouti, Ethiopia & Yemen via the “Improving Protection of Migrants travelling through the Horn of Africa” project

In Italy via the Praesidium partnership

IOM’s migration management projects provide support through various kinds of activities including:

Training on smuggling of migrants and trafficking in persons;

Capacity building initiatives on assisting individuals rescued at sea which build capacity to screen, counsel and provide care and assistance to migrants;

Provision of logistical assistance to marine police and coast guards in caring for irregular migrants;

IOM’s projects also provide assistance and support in the:

Screening and identification of vulnerable migrants including victims of trafficking and unaccompanied migrant children;

Referral to competent national authorities and UNHCR;

Medical and Psychosocial care, food and accommodation assistance;

Counseling, family reunion and assisted voluntary return and reintegration support;

Legal counseling to migrants on consequences of irregular entry; Monitoring of conditions at reception centres and general treatment of migrants.

Outreach and advocacy targeting migrants and host communities;

Community development activities in home and host communities;

Encouraging regional dialogue and cooperation including in the Bali Process, Budapest/Silk Route Process, Colombo Process, etc.

In locations where there are no targeted programmes, IOM also works with the concerned governments and partners to set up emergency structures to facilitate screening and assistance for those rescued at sea.
