2, It may be noted that participation of MSME-Dls in the sub-committee meetingorganized by the Host Institutes/ Business Incubators is necessary. Only thoseinnovative ideas! proposals should be brought before the Selection Committee Meetingunder the Chairmanship of AS & DC (MSME) which have been endorsed /recommended by the respective Sub- Committee ( Commonly known as local SelectionCommittee),

3. The new innovative ideas! proposals recommended by the Sub- committeeshould be worth commercializing to an enterprise in a time bound manner within oneyear.

Minutes of 21st Selection Committee Meeting for monitoring of approved Host Institutionsand proposal of New Innovative Business Ideas for GOI funding as Grant-In-Aid under theScheme "Support for Entrepreneurial and Managerial Development of SMEs through

Incubators"

The 21st Meeting of the Selection Committee was held on 26/27.07.2016 at 10.00 AMonwards in the Conference Hall of DC (MSME) New Delhi under the Chairmanship of ShriSurendra Nath Tripathi, Additional Secretary & Development Commissioner (MSME).

At the outset, Chairman welcomed the participants. He briefed on the need of newinnovative ideasto come up from the incubatees on the basis of threats and opportunities inmarketing of the products after doing proper SWOT analysis. He told that simply submission ofideas is not the basic intention of the scheme. This, not only wastes the time of the Committeebut also wastes the time of the Incubatee and its associates. He was of the opinion that theformulations based ideas and mobile app based ideas do not lead to manufacturing MSMEs inmost of the cases. Therefore, manufacturing MSME ideas should be given preference. theChairman also opined that the idea should be presented by the Students I incubatees andnot by the mentors or faculty members. Realizing the difficulties of students/incubatees of farflung areas for presentation in-person due to travel time, travel cost,and or their pre-occupanciesdue to exam etc., the Chairman said that video conferencing may also be allowed whereverpossible. He also made it clear that the scheme is meant for the students/entrepreneurs andnot for the faculties of the colleges. Therefore, the ideas from the faculties of the institutionsetc. may not be entertained.

The representative of Department of Science & Technology, Dr Anita Gupta clarifiedabout the Scheme as to whether the applicant has to register the enterprise before gettingbenefit under the Scheme on Incubator. The doubts of the member were clarified that there is nosuch provision in the guideline that the applicant has to register before getting benefit as theScheme envisages the Incubation of innovative ideas before they could take a marketableshape. Therefore, the success rate on commercialization of ideas may not be as per theexpectations in all the cases.

Shri Piyush Srivastava, Additional Development Commissioner opined that the detailslike SC/STlWoman/NER etc. should also be available in the application in addition to otherinformation.
