Minutes of the 1sl meeting of Technical Committee of Digital MSME scheme held on05.06.2017 at 11.30 A.M. in % DC (MSME)

1st meeting of the Technical Committee (TC) as constituted in the new "Digital MSME"scheme was held on 05.06.2017 under the Chairmanship of Shri Piyush Srivastava, AdditionalDevelopment Commissioner, 010 DC (MSME). List of participants is enclosed.

2. This being the first meeting, the members were informed that the Technical Committeehas been constituted as per "Digital MSME" scheme with an objective to evaluate the servicesbeing offered by Cloud Computing Service Providers (CCSPs) and giving specificrecommendations to Project Monitoring & Advisory Committee (PMAC). It was also mentionedthat during a scheme review meeting, Chaired by AS&DC, on 01.06.2017, the DC desired thatthe Technical Committee during its meeting on 05.06.2017 will also take stock of the progresson various parametersl activities in rio launching of the "Digital MSME" scheme on 27.06.2017.

3. In view of above, following issues were discussed and decisions taken:

(i) TClL made a demo on the prototype of the Portal developed to conceptualize operationof the scheme. It was desired that the home page of the portal should be informative andcontain guidelines for registration of MSMEs & CCSPs, scheme guidelines & brochure,details of CCSPs and their services along with cost comparison.

(ii) Details of MSME units getting registered will be auto populated from data in UdyogAadhar Memorandum (UAM) including Bank Account details (with the necessary legaland procedural safeguards) for transfer of subsidy through DBT route. Initially, a unitgetting itself registered will be communicated with a One Time Password (OTP) to itsregistered mobile number. However, initially, this information may be communicatedthrough registered e-mail id till the OTP arrangements are firmed up.

(iii) It was decided that TClL will inform 010 DC (MSME) by 06.06.2017 about theirrequirementsl inputs including virtual machines, server space etc. needed from NlC so asto launch the scheme immediately till the work of development of National Portal byTClL is completed.

(iv) TClL will submit draft brochure of the scheme incorporating the suggestions evolvedduring the meeting by 07.06.2017 positively.

(v) TCIL was also asked to submit schedule and time frame of each activity in riodevelopment of National Portal and other activities involved in implementation of thescheme.

(vi) TCIL will also prepare an inauguration action plan for 27.06.2017 programme.

(vii) TCIL putforth a list of 15 CCSPs alongwith their services and rates being offered. In thisregard, the Committee decided that TCIL should make a matrix of services offered byCCSPs alongwith its modules with standardized nomenclature and send it to all CCSPsfor checkmark. Only those CCSPs and their services will be considered who will respondwithin said time limit and the consolidated proposal evolved will be putforth by TCILduring 2nd meeting of the Technical Committee proposed to be held on 12.06.2017.Itwasalso decided that the services/ costs of serviceswill be reviewed by Technical Committeeon quarterly basis.
