Dear Readers,Greetings from MalaysiaSAFE!
A recent survey done by Bloomberg found that 76% of professionals in the country are confident that they would be able to cope with the advancements in AI technologies, provided that they continue to develop their digital capabilities. However, another re-search done by Microsoft and IDC Asia Pacific found that while seven in 10 professionals agreed that AI is instrumental for an organisation’s competitiveness, only 26% of organi-sations in Malaysia have actually adopted AI technologies.
So how ready are we to compete in the fast-moving digital economy? According to the IDC Asia Pacific research, although some progress has been made, we are still far from it. We run the risk of missing out on the competitive benefits that are enjoyed by other countries that have proliferated AI applications within their economy.
The main reason that we are still playing catch-up is the lack of critical infrastruc-tures to properly capitalise on AI benefits. The country needs to continuously invest in transformative technologies and skilled talents for the long-term success, even if it may not bring immediate returns. And to achieve that, we must adopt a culture that is more risk taking, proactive in innovation and committed to lifelong learning.
The 62th Merdeka Day which we just celebrated offers us an opportunity for retro-spection. It serves as a reminder of the struggles our nation’s founding fathers – Tunku Abdul Rahman, Tun V. T. Sambanthan and Tun Tan Cheng Lock amongst others, and the early Malaysians had to go through to achieve independence. They all fought together to end British administration in 1957, where soon after our beloved Malaysia was formed. Together, we have been shouting “Merdeka” every year since, but what we are now seeing more is the widening of racial divisions rather than a united and unprejudiced populace.
Social media has been maliciously used by certain groups to ignite strong emotions and sentiment between races. According to the police and observers, fake images and controversial speeches are being uploaded by opposition parties on social media to stir up racial and religious tensions. Even the Inspector General of Police, Dato Sri Abdul Hamid Bador, is finding the situation troubling. If left unchecked, this situation can turn dangerous quickly. Authorities must act decisively against those who misuse social me-dia, and avoid all risks of another incident like May 13.
In this issue, we bring news from events which happened within the region such as IN-TERPOL World 2019 and Secutech Vietnam. We also bring information on new products which can help prepare us for the future and changing security landscape. A special and interesting white paper is shared by the good people at NEC, on the role of AI and IoT in the creation of a safer city to live in.
Despite the challenges we are currently facing as a nation, let us all pledge to resolve and aspire for a better Malaysia. We are blessed at birth with a land of strong natural resources and relatively protected from many forms of natural disasters. So, let us not waste it with discord within our multiracial society. We should be celebrating the diverse cultures and leverage on each other’s strengths.

Hikvision Malaysia recently held a grand opening of their new branch office in Jelutong, Penang. Strate-gically located within close proximity to the inner city of
George Town, the Penang Bridge and the Free Industrial

The new office, which is over 250 square metres in size,
is dedicated to showcasing Hikvision’s core technologies and
vertical solutions such as Deep Learning, AcuSense, Machine
Vision, Intelligent Traffic Management, Smart Building and
City Surveillance. In addition to a large meeting space for
conducting discussions and trainings, the office also houses
a demo and testing area where customers can experience and

Gracing the ceremony to officiate the grand opening
was Madam Gong You Ying, Commercial Consul, Con-
sulate General of the People’s Republic of China in Pen-
ang. Also present were Hikvision’s key partners from the

According to Hikvision Malaysia Country Director,
Huckel Zheng, the company believes in keeping the best
standards in service and providing convenience for all its
customers. Therefore, apart from having a showroom at the
office that allows customers from the northern region to test
the products, there will also be a service centre next to it,
which is in the midst of completion. Huckel states that this
will be the company’s second service centre in Malaysia after
Subang Jaya.
When it comes to operating all of Hikvision’s offices and
service centres in Malaysia, the company is in favour of hir-
ing locally. Huckel explains, “We have hired local engineers
and sent them for training in China to familiarise with our
products and solutions. After that, we will have a mix of Chi-
nese and local staff working together in the Penang & KL of-
fices, providing technical support and product maintenance
services.” When asked about the experience of working in
Malaysia, Huckel said, “Our Chinese staff enjoy working in
Malaysia very much. The food and weather here are great.
And the people are hospitable; that makes us happy to sup-
port our customers to grow their businesses.”
Hikvision expects to continue solid growth in Malaysia
through expanding its local presence, providing technical
support to its burgeoning customer base, and continuing to
develop innovative solutions based on customer needs. The
company plans to set up more branches in Malaysia in their
effort to provide localised services.

Mixed-use office towers combine multiple workspaces and retail-ers under one roof. Providing consistent
fire safety for different tenants – each
with different floor plans in their office
spaces – can prove challenging from a
security manager’s perspective. This is
why premium developer W Group was
looking for an integrated system to en-
sure the highest level of fire safety for
its two latest office buildings in the fi-
nancial district of Bonifacio Global City,
Taguig City, Metro Manila.
Different tenants – different needs
The vibrant financial district of Boni-facio Global City in Taguig recently saw the addition of two new modern of-
fice towers. The project was realized by
W Group, a leading developer of office
buildings in the city of 1.8 million in-
habitants. The 25-story Citibank Plaza
building offers 50,000 square meters
of premium offices spaces. The W City
Centre boasts 55,000 square meters of
offices on 29 stories plus three stories of
retail space. The list of tenants is equally
impressive: Global financial services
provider Citibank occupies the entire
Citibank Plaza building, while W City
Centre leases office spaces to a range of
local and international enterprises.
Full visibility for security managers
Bosch Philippines won the contract to equip Citibank Plaza and W City Centre with a scalable, IP-based solu-
tion. At both locations, Bosch experts
installed optical smoke detectors – 2,000
units at Citibank Plaza and over 1,300 at
W City Centre – for quick and accurate
fire detection. Centrally managed via the
Modular Fire Panel 5000 Series, these
addressable smoke detectors are sup-
plemented by heat detectors and manual
call points for end-to-end fire safety.
Meeting a key client requirement from
W Group, the number and positioning of
detectors and other system components
can be adjusted and expanded flexibly to
meet every tenant’s floorplan.
For an added layer of safety, the IP-
based system provides full visibility of
the current situation to operators: Each
building floor is defined as its own zone,
while the networked smoke detectors re-
port the exact location of a fire down to a
specific room. For ease of maintenance,
the advanced detectors perform constant
self-monitoring and send cleaning or
replacement alerts to the Modular Fire-
Panel 5000 Series. At Citibank Plaza,
the solution is also part of the Bosch
Building Integration System (BIS). This
integration allows operators to use the
BIS Automation Engine as the graphical
user interface (GUI) for monitoring and
control of alarms.

configured easily and in a
matter of minutes. By com-
parison, manually creating a
point-to-point connection for
ten evacuation zones would
require up to two hours; or
several days for a project
of this size. During a fire or
emergency, the Smart Safety
Link allows operators to conduct an
evacuation by zones in order of priority.
Evacuation starts with occupants
closest to the threat then moving on to
adjacent floors. The PLENA VAS sup-
ports coordinated evacuations with
clear pre-recorded voice instructions
enhanced by simultaneous horn and
strobe alarms. This efficient
combination of fire alarm and
voice instructions has proven
to achieve time savings for
emergency responders.
In day-to-day operations,
the modular system is easy to
expand and adapt to chang-
ing needs of different tenants,
while the seamless interface
between fire alarm and public
address creates an end-to-end
safety chain from earliest detection to
orderly evacuation.

40x40x21.6mm, the MM100-WS
compact multipurpose module cam-
era is designed with high ISO sensi-
tivity of up to 12800 for movie and
6400 for still image. With a mini-
mum subject illuminance of 1 lux,
recording of bright images is pos-
sible with just the light source from
a single candle. The MM100-WS is
also designed to be dust and splash
resistant to withstand tough and un-
predictable weather conditions.
● LINKFLOW FITT360 SECURI-TY: The FITT360 SECURITY is a
body-worn camera that offers live

The INTERPOL World conference
was aimed at producing a global inno-
vation agenda outlining ways in which
police and private industry can combine
their respective talents to develop future
security initiatives.
“As the race between cybercriminals
and security providers continues, we
must consider how prepared we are for
a future which will see more connected
objects; more critical infrastructure be-
coming networked; unmanned technol-
ogy entering the mainstream; and more
systems being managed by ever-evolv-
ing artificial intelligence,” said INTER-
POL President Kim Jong Yang.
INTERPOL World saw 32 interac-
tive ‘co-creation labs’, where partici-
pants played an active role to discuss
the different challenges of the future and
brainstorm solutions, guided by experts
from law enforcement, the private sector
and academia.
Topics included drones, big data,
Artificial Intelligence, counterfeiting,
border security, 5G networks, virtual
and augmented reality, Smart Cities,
environmental crime, the Darknet, bio-
technology, predictive technologies,
Blockchain, and privacy.
“Since we last met in 2017, technol-
ogy has evolved at such a rapid pace that
yearly trend predictions are largely fail-
ing to anticipate what will hit us next,”
said INTERPOL Secretary General Jür-
gen Stock.
“The reaction time we can afford our-
selves is plummeting, to the point where
reaction is simply not an option. We must
foresee, we must anticipate, and we must
prepare for the next breakthrough. Our
citizens are counting on us to be protect-
ed, and it will take all of us to make this
happen,” added the INTERPOL Chief.
He encouraged the private security
industry to consider how state-of-the-art
technologies under development could
be harnessed to bring tangible solutions
to police in the field.

brainstorming sessions will contribute
towards a ‘global innovation agenda’
spearheaded by INTERPOL’s Innova-
tion Centre, which works with academ-

Kaspersky, a global cybersecurity company, and INTERPOL have signed a new five-year agreement to re-
inforce their collaboration in the fight
against cybercrime around the world.

In line with its drive towards building trust in the cybersecurity industry, Kaspersky recently announced the open-
ing of its first Transparency Center in
Asia Pacific, in partnership with Cyber-
Security Malaysia – Malaysia’s national
cybersecurity specialist agency. The
company’s third code review facility will
be located in Cyberjaya, alongside key
cyber-related government agencies and
companies in the country.
Like its counterparts in Zurich and
Madrid, the Transparency Center in Ma-
laysia will serve as a trusted facility for
the company’s partners and government
stakeholders to come and check the
source code of Kaspersky’s solutions.
The new center will also function as a
briefing center where guests will be able
to learn more about Kaspersky’s engi-
neering and data processing practices.
Government regulators and enter-
prise clients of Kaspersky can request

services including threat analysis, se-
cure review, and the application security
testing process. They can also review

The final report, issued by one of the
Big Four accounting firms, confirms
that the development and release of
Kaspersky’s threat detection rules
databases (AV databases) are pro-
tected from unauthorized changes by
strong security controls.
● Has been developing its Bug Bounty program. Since the announcement of
the program’s extension, the company
resolved 66 bugs reported by secu-
rity researchers and awarded almost
$45,000 in bounty rewards. The com-
pany also supports the Disclose.io
framework which provides Safe Har-
bor for vulnerability researchers con-
cerned about potential negative legal

THE ROLE of IoT and AINo longer just science fiction, the Internet of Things and artificial intelligence are important technologies in en-suring safety in a digitally connected city of the future.
From world-beating chess machines to self-driving cars,
artificial intelligence (AI) has captured the imagination in re-
cent years. What was once science fiction has begun turning
into science fact of late.
At the same time, the Internet of Things (IoT) is abuzz
with an increasing number of sensors and data collection
points, ranging from the smart devices carried and worn all
the time by users to cyber sensors that watch for unusual
online traffic in a network.
Together, AI and IoT have the potential to bring about a
dramatic transformation in the quality of life for citizens in a
smart city. By merging the physical with the cyber, the con-
nectivity among real world objects and people in an urban
environment is closer than ever.
The knowledge arising from the Big Data generated each
day – from the health statistics collected by a smartphone
user to the stress levels on urban infrastructure such as sub-
way train tracks, for example – is unprecedented.
The amount of digital data generated in a year is growing
from 4.4ZB in 2013 to an estimated 44ZB in 2020, accord-
ing to research firm IDC1. That represents a growth of 40 per
cent a year.
With that data, many smart city solutions can be devel-
oped. From ones that find the best routes for garbage trucks
in a neighbourhood to those helping city planners determine
where to locate factories away from residential areas, fresh
insights can be derived from the data are growing.
This is helped by increasingly sophisticated AI. With
machine learning, it can find new patterns and logic, zeroing
in on an answer to a tough question, say, the optimal way to
transport the largest amount of people during peak hour with
the smallest carbon footprint.
Indeed, by melding the physical and cyber worlds, city
leaders are increasingly able to plan and optimise the way
their city is run. In a digitally connected society, the benefits
to citizens are clear.
At the same time, as opportunities flourish for citizens,

so will openings be created for cyber criminals and state-
sponsored threat actors. As more facets of a population are
available digitally, the risks faced by citizens are higher as
well. While remote access to the physical world may bring
convenience, it also enables cyber attackers to gain easier
access to critical systems.
In 2010, the world caught a first glimpse of Stuxnet, a
malicious programme customised to attack the industrial
systems used to operate Iran’s nuclear programme. It looked
for certain control systems in a nuclear plant, then changed
the settings to sabotage them.
Believed to be written by state-backed authors, the soft-
ware has been taken apart and reworked by others so it can
now cause more damage elsewhere on machines that are not
protected.
In the years since, the sophistication of malware targeting
industrial systems, often those controlling critical infrastructure
such as power plants or telecom networks, has only increased.
Threats to Cyber and Physical World
At the same time, the setting up of IoT and digitalisation of business processes have meant more connected sys-tems over the past three years. While many also have more

security in place today, the digitalisation and “sensoring-up”
of systems may provide an attacker with a way to create ma-
jor damage should he be able to connect to these systems
remotely. This could be carried out through an exploit from
other connected systems, for example.
Alternatively, an attacker could choose a softer target to
create mayhem in a city. In a rush to deploy sensors and con-
nected devices in the city, many planners may not have had
set up an adequate level of security in place to prevent them
from being hijacked.
One of the biggest distributed denial of service (DDoS) at-
tacks in late 2016 occurred with the help of thousands of CCTV
cameras and digital video recorders taken over by hackers.
These devices were targeted by a malware called Mirai.
It looked for devices that had factory-default user names and
passwords, which were then used to send massive amounts
of traffic towards an online target to flood it and knock it out
of action.
The attack in October 2016 caused massive outage on
the Internet, preventing many users from reaching sites and
services hosted on popular cloud platforms, such as Twitter,
Netflix, Spotify and Amazon.
For many security experts, the attacks are a wake up
call that is long overdue. As cities and homes become more
digital – from using smart kettles at home to setting up flood
detection sensors in storm drains – answering the need for
stronger security has to be a top priority.
Unfortunately, there are already millions of cameras
and other connected devices already in the open. Many will
still have their passwords unchanged, while others cannot be
patched up to prevent future attacks because their manufac-
turers may not offer the updates.
The potential for a DDoS attack, possibly against a city’s
critical infrastructure, has to be taken into account as more
IoT devices come online. In an interconnected world with no
borders to prevent such cyber-attacks, it is imperative that
governments work closely together to tackle such threats.
One of the biggest challenge today for IoT has to do
with securing the devices. Increasingly, city planners con-
necting up their environments have to consider sensors that
have security built in. They have to be able to deliver the data
they collect securely and be resistant to being hijacked for a
DDoS attack on other parts of a city.
As the cost of IoT sensors fall, as with the maturing of
technologies, the emphasis of many vendors is on “baking
in” security in the hardware itself. This will make each con-
nected Thing on the network a lot less susceptible to be taken
over for malicious purposes.
AI and IoT for a Safer City
Keeping IoT devices secure is a top priority because these devices can also help detect unusual phenomena in the physical world. The warning they provide can make a
difference during an emergency.
For example, a sensor that detects air quality may be able
to pick up an unusual particle in the atmosphere that may
signal a chemical agent being released in a terrorist attack.
Individual sensors worn by users may also come in use,
for example, in sensing a major event. In 2014, during an
earthquake in California, wearers of fitness trackers were
awoken in their sleep in the middle of night. This caused a
spike in the percentage of people awake suddenly at the same
time, as recorded on their personal devices2.
The key in future could be finding a way to harness the
continuous stream of data users might want to provide to en-
hance the security of the city they live in. Drivers in Singa-
pore can now volunteer to share videos they record in their
car cameras with the police to collect evidence for a case3.
Smartphones in the hands of members of the public are
also important in the event of an emergency. A police app
lets citizens easily send videos and pictures to the authorities,
say, if they see a suspicious person in public. The increas-
ingly powerful sensors in personal devices make this a new
avenue that the authorities can seek greater citizen involve-
ment in.
For this to work, all the data that is coming in has to
make sense to the human operator or city leader. During a
crisis, he has to be presented with a clear picture of the most
important things happening, while having the noise reduced.
This is where AI will play a growing role in the future of
safer cities. Facing attacks that may not come from traditional
sources or follow familiar patterns, the deep learning that AI
is capable of now can quickly assist in deciphering a situation.
Already, AI-driven image analysis now enable law en-
forcement and homeland security forces to track persons of
interest across different locations that utilise different camera
systems. Coupled with other command and control systems,
the autonomous system can more easily identify and monitor
a suspect over vast stretches of physical space – every time

he steps into the eyes of a camera.
In the digital realm, AI is making an impact in cyber de-
fence as well. In fighting off future threats, the priority to-
day is not simply looking for known threats but also what is
unknown. Zero-day vulnerabilities, the newfound loopholes
that expose systems to attackers, are often the weapon of
choice of many sophisticated threat actors today.
What is required to counter threats that one may not have
faced before is to look out for tell-tale signs of a possible
penetration or impending attack. With AI, a defence system
filters out the “safe” or normal signs of everyday activity and
focuses on actions or behaviour on a network that may point
to an infiltration.
The system also unburdens the human operator from false
positives. If a sensitive cyber defence mechanism triggers too
many false alarms, it may end up being ignored when a real
threat occurs. With AI, the system learns what appears to be
regular activity and flags actions that may lead to a security
breach, for example, someone copying large files from a serv-
er onto a USB drive then deleting the files on the PC.
In an inter-connected city, AI is the smart defender need-
ed to pre-empt attacks, guarantee the certainty of informa-
tion and carry out secure hardware development. And as the
arms race with cyber attackers continue in the coming years,
smart cities also have to evolve their defences by tapping on
more sophisticated AI.
AI, after all, has been through three big leaps over the
past six decades. In the 1950s, the early version was more
akin to solving a “toy problem”, where humans had to tell
the machine what exactly to do. In the 1980s, as computers
became more complex, users could put together a set of rules
and let it follow them to find a solution.
The current iteration, in the form of machine learning, is
one where AI is able to derive rules from sets of data given
to it. So, by repeatedly showing a machine, say, thousands
of images of a cat, it will find the patterns to the object and
deduce that there may be, say, a 90 per cent chance an image
of a cat is indeed one.
However, there is still a limit to the understanding that
a machine can have. Researchers have, for example, added
noisy pixels to adjust just 1 per cent of an image and a com-
puter would wrongly identify an object, even though the im-
age still looks pretty much the same – of a cat – to a human.
The next big step is for a machine to not just recognise
patterns but understand and explain that a cat is identified by
its whiskers, face shape, colour and other features. In other
words, it works more like a human mind. It will not just be
able to identify a pattern but also understand the reason why
it can identify it, then repeat that learning to find new pat-
terns.
This means it can set its own rules for cognition. It may
be able to identify an object faster, for example, like a hu-
man child who can recognise a cat without having to be
shown 10,000 images of it. The capacity for deep learning
may characterise the next big leap for AI, something that re-
searchers are still striving to achieve today.
For smart cities, the implications are tremendous. The
rapid developments of AI, coupled with the learnings for
both man and machine in the field, mean that they will shape
the lives of citizens in future in more ways than many rec-
ognise.
For city planners, taking AI on board early today means
reaping the benefits early. From making sense of all the data
coming in from a network of sensors and devices to develop-
ing stronger defences against complex threats of the future,
it is a crucial technology in a safer city.
