IntroductionThis Addendum to the report Regional digital radio planning - Results of prediction and allotment studies for areas within 400 km of Sydney provides the results of additional studies conducted using the revised planning parameters1.

The effect of planning for national SFNs that correspond to the ABC programming areas is analysed with the revised planning parameters. This planning, which takes into account the ABC radio local programming areas, is then used as a baseline for comparison with some additional modifications with the aim of reducing the number of people affected by interference.

SFN studies considering ABC local radio programming areasFurther to the state-wide national SFN studies presented in the main report, which had no regard to ABC local programming area boundaries, additional SFN configurations have been analysed in this Addendum using the reduced power1 DAB transmission parameters and the revised planning parameters.

There are 12 ABC local radio programming areas: Canberra, Central Coast, Central West, Illawarra, Mid North Coast NSW, New England North West, Newcastle, Riverina, South East Coast NSW, Sydney, Upper Hunter and Western Plains. The ABC was asked to identify which local radio programming area each DAB transmitter site (as used in other related studies) should belong to (see Appendix A).

MethodologyIn order to optimise the frequency allotments for each programming area, assuming only two frequency blocks are available, the matrix of the pairwise interference studies, i.e. Table 6 in Appendix D has been adopted as a starting point. While it is understood that the commercial licence areas do not align with the ABC local programming areas, the commercial licence areas were still used as the basic ’building blocks’ so that the existing interference studies between the licence areas could be re-used for this study.

Where multiple commercial licence areas fall within a programming area, the mutual interference between the relevant licence areas is assumed to be zero. That is, the corresponding entries in the pair-wise matrix of interference were set to zero (see Appendix D Table 7 and Table 8). In most cases this is sufficient for the algorithm to allot the licence areas within the same programming area to the same frequency block. However, the algorithm was not modified to force the assumed groupings within programming areas onto the same allotment, and, in some instances the algorithm determined that might be better for some local programming areas to be split across two frequency blocks. For instance, for the Bega and Cooma licence areas (which are both within the South East Coast NSW programming area), the interfered population count between these two licence areas was set to zero. However, after the optimisation, it appears that a better result is achieved when Bega and Cooma are allotted different frequency blocks. In all of the studies in this Addendum these two licence areas were allotted different frequency blocks by the optimisation algorithm.

Setting the appropriate entries of the pair-wise matrix of interference to zero, while not perfectly representative of the local programming areas, was shown to be a good approximation, since in many of the programming areas the overall estimated self-interference appeared to be rather low. For instance, in the Central West programming area (which extends over six individual licence areas), after adjusting the timing delays, it was estimated that the overall population affected by self-interference was only slightly above 3,000.

However, there is a couple of exceptions to this approach of setting the pair-wise interference to zero. One case is the New England North West area, where it was noticed that although the possible SFNs between the individual licence areas were estimated to improve interference counts to some extent, they were still relatively high. Therefore, instead of setting the interference to zero, as described above, the pair-wise self-interference counts were used. For instance, if they are not in an SFN, the co-channel interference between Gunnedah and Tamworth was estimated to 52,940. However, if they are in an SFN, the self-interference of the new Gunnedah/Tamworth SFN was estimated to 17,649, which is the figure which was used in the new updated matrix in Table 7 in Appendix D. The pair-wise SFN self-interference for Armidale/Tamworth was also slightly improved decreasing from 4,982 to 1,978. The pair-wise 1 i.e. Effective radiated powers (ERPs) capped at 5 kW

SFN self-interference for Armidale/Gunnedah was estimated to be rather similar to the non-SFN case.

Another case is the Riverina programming area where an adjustment was made between Wagga Wagga and Young licence areas (both within Riverina programming area), where due to additional self-interference there was an estimated increase of 2,458 people , relative to the sum of the individual self-interference counts of the two licence areas. The reason for this adjustment is that it was noted that, due to its low level of interaction with other licence areas, Wagga Wagga may be allotted either block 9C or 8B. Therefore, in order to minimise the self-interference in the Riverina programming area, the above figure of 2,458 was used as the pair-wise interference (instead of 0), resulting in Wagga Wagga and Young areas being allotted different blocks after the optimisation.

Finally, it should also be noted that duplicated transmitters in Appendix A have only been used once. In Appendix A the site used is shown with an asterisk and the other is shown struck out. There are nine such sites with duplicate transmitters. For example, Wentworth Falls is listed under two licence areas – Katoomba and Lithgow and two programming areas – Central West NSW and Sydney. For the studies Wentworth Falls was considered to be part of the Sydney local programming area.

Baseline SFN configurationThe first SFN configuration analysed in this Addendum is based on the DAB transmitters being configured into national SFNs corresponding to the local programming areas as identified by the ABC, and this arrangement is referred to as the baseline SFN configuration.

The optimised frequency allotments for the baseline SFN configuration are shown in Table 1. The optimisation was based on the new matrix of pair-wise interference counts, which is shown in Table 7 in Appendix D. In this new matrix, the pair-wise interference counts between the licence areas within the same programming area were set to 0, as previously discussed. These allotments were then used in the CHIRplus software to estimate the overall interference count for the entire study area. The results of these studies are shown in Figure 1 to Figure 3. Figure 1 shows the result of the interference studies for Allotment 8 (block 9C), while Figure 2 shows the results for Allotment 7 (block 8B). Figure 3 is the combination of the two results which is obtained as the maximum of the C/I results. The overall affected population in Figure 3 is estimated to be 530,072 in the entire study area.

The most significant contributor to this count is interference between Sydney and Newcastle programming areas, where Newcastle sites are estimated to affect about 225,000 people in the Sydney programming area (counted within Sydney, Campbelltown and Katoomba licence areas only), while Sydney region sites (a combination of Sydney, Katoomba and Campbelltown) are estimated to affect about 165,000 people in the Newcastle licence area. These two counts are obtained by co-channelling Newcastle and the combined Sydney region transmitters and counting affected population within both the Newcastle licence area and the combined Sydney region licence areas. Limiting the count to within the licence areas avoids counting the affected population that would be covered by another programming area on a different frequency block (e.g. Illawarra and Central Coast NSW programming areas).

It should be noted that the co-channelling of the Sydney region with Newcastle is unavoidable since the alternatives are to either co-channel Gosford and Sydney, or Gosford and Newcastle. Both alternatives would result in co-channelling of immediately adjacent areas, which is estimated to cause even more interference.

Since the above affected population of about 530,000 people for the baseline SFN configuration is considered to be rather high and therefore likely to be unacceptable, further modifications have been considered in this Addendum which assume aggregation of some adjacent programming areas. These additional aggregations are introduced in steps and the overall interference counts were estimated after each step.

Modified SFN configuration (Gosford/Newcastle)The first modification assumed aggregation of the Gosford and Newcastle programming areas. In order to determine the optimised frequency allotment, the entry in the matrix that corresponds to the interference count between these two areas has been modified to 8,122 instead of zero (refer to Table 8 of Appendix D). The reason for not setting this entry to zero is that there would be an increase in the SFN self-interference of 8,122 people compared to non-aggregation self-interference within these two programming areas (this count excludes Sydney licence area). However, it should be observed that this adjustment had no practical implications since this new

entry was so low it did not affect the outcome of the optimisation process (given high interference counts for co-channellings in this area).

After running the allotment optimisation algorithm, new allotments were obtained (refer to Table 2) and CHIRplus studies were performed. The CHIRplus result gave an overall interference count of 207,283 people. This represents a significant reduction compared to the baseline SFN configuration, which assumed no aggregation between Gosford and Newcastle.

Further modifications to the SFN configurationThe next modification that was analysed included breaking up the baseline Central West SFN configuration by moving transmitters in the Goulburn licence area to the Illawarra SFN (Nowra and Wollongong transmitters). However, this modification offered a rather modest improvement of only about 5,000 people, i.e. the overall interference count was estimated to be 202,199 people.

Final SFN configurationThe final modification included aggregating the Muswellbrook programming area with the already aggregated Gosford and Newcastle programming areas, and after running the allotment optimisation algorithm, new optimised allotments were obtained. These allotments are presented in Table 3, and they were based on the matrix of pair-wise interference counts in Table 8 in Appendix D. This matrix includes changes to reflect that Goulburn licence area was moved to Illawarra SFN, and that Muswellbrook licence area was merged with Newcastle and Gosford. Therefore the pair-wise interference counts between Gosford and Muswellbrook, and Newcastle and Muswellbrook were set to zero.

In addition, some minor changes have also been made. First, the Murrurundi transmitter was moved to the Tamworth programming area, and second, the Gunning transmitter was moved to the Canberra programming area. These minor changes seemed rather natural given the close proximity of these two transmitters to the corresponding programming areas. Note that the same optimised allotments were used though, i.e. the ones obtained without these minor changes.

After analysing this final SFN configuration in the CHIRplus software, an additional improvement of about 50,000 people was achieved, with the overall affected population estimated to be 152,334 people.

The interference study results of this final SFN configuration are shown in Figure 4 to Figure 6, for each frequency block (9C and 8B) individually as well as the combined results as the maximum C/I in Figure 6, which is obtained by combining the individual results in Figure 4 and Figure 5.

It should be noted that if the Gunning and Murrurundi transmitters were kept in the Illawarra and Hunter (Gosford/Newcastle/Muswellbrook) SFNs, respectively, only a slight degradation of additional 3,000 affected people was estimated to occur, i.e. the estimated overall affected population would be 155,384.
