A formalized system of ‘utilities helping utilities’
who provide mutual aid during emergency situations.
What is FlaWARN?
FlaWARN• Network of Utilities Helping Utilities
–Not a corporation, partnership or a governmental unit
• Open to all water and wastewater utilities• Quick response operation• Designed to help protect public health and
the environment
FlaWARN Mission• Prioritize, assign and track scarce utility
resources• Coordinate with State and Federal
Agencies as additional resources become available
• Provide training to our membership
FlaWARN Mission• Provide assistance and protection to
water supplies as top priority
• Help minimize wastewater spills that can contaminate water supplies and cause widespread disease
• Northeast Florida Municipal Emergency Planners Group was formed in response to: • Hurricane Floyd, 1999 • Sept. 11, 2001 event
• Original focus on Security Information Collaborative
Brief History
• Hurricanes Charlie, Frances, Jeanne and Ivan accelerated formation of statewide network in fall of 2004
• FlaWARN was created in April 2005
• Steering committee composed of six member agencies

FlaWARN has staff at the State EOC in Tallahassee at ESF 10 (FDEP) and ESF 3 (Public Works)
Mutual Aid Agreement– Sharing agreements• Designates Authorized Representatives• Procedures for matching emergency
equipment and personnel utility resources to a member’s needs during an emergency and period of assistance
• Supervision and control of personnel and equipment
Mutual Aid Agreement• Voluntary commitment from member utilities
to respond to other member’s emergencies• Reimbursement provisions – FEMA or
otherwise agreed upon rates• Liability and workman compensation
provisions• Dispute resolution– Recognition of qualifications and certifications

*Utilities Emergency Response TrainingThis course provides an overview of FlaWARN and an opportunity to prepare to respond to hurricanes. Topics covered include:• Rigging and transport of equipment (generators)• Single phase/three phase generator insatllation and hook-up• Emergency response equipment• Locating and addressing distribution and collection system
problems• Pump station manager, communication and SCADA• Pump station routes and assessments• Training and preparation

**EXERCISE** Hurricane JonesHurricane Jones is based on a modified version of TS Fay which occurred in August of 2008.
