into the global economy, as well as formally acknowledging its status asan emerging global economic giant.

USTR Charlene Barshefsky and China’s Foreign Trade Minister ShiGuangsheng had been wrestling with the delicate details for many yearsof the key US–China bilateral agreement that was one of the necessaryprecursors to accession. In all, thirty-seven countries negotiated bilateralagreements in order to ensure that China’s accession to the multilateralsystem could take place. There was no doubt, throughout all of thesenegotiations, of the importance China placed, both politically and eco-nomically, on gaining accession. China’s leaders, during many meetings,frequently stressed WTO entry was ‘the biggest single economic step theyhad taken in fifty years’. Former European Union Trade CommissionerSir Leon Brittan recently observed: ‘In one of my meetings with [Premier]Zhu Rongji, he explained that everything we were asking the Chinese todo were things he wanted them to do anyway. If the Chinese didn’t reachagreement with Europe and the US, they would still do them, but in theirown time and in their own way.’3

down to Dr Supachai Panitchpakdi of Thailand and myself. Supachaiwas an old colleague, but sometimes it’s over-enthusiastic supporters incampaigns who take the battle to extremes. I could only laugh when atelevision personality in Thailand called on viewers to write my nameon a piece of paper and pound it with a stone, the better to advancethe prospects of their favourite son. Much more damaging, though, waslearning from the Thai media – much to my surprise – not only that Ihad a brain tumour, but that I was a Labour union leader. Although bothaccusations were false, the latter was infinitely more dangerous, given thesensitivity of labour issues in the WTO.

The USA, Sweden, France, Germany and eventually most of theEuropeans, Africans, South Americans, Economies in Transition andsmall island states in the Caribbean and Pacific indicated support. SomeAsians privately supported me. The British, Dutch, Japanese and ASEANwere Supachai’s main supporters. I was tarred as the American candidate,bringing my impartiality into question.

I was very happy to get support from Bill Clinton’s Democratic ad-ministration. Originally they were divided, with Treasury supporting
