    The Philippine TechnologicalCouncil (PTC) visited Batangas StateUniversity for a review of its Bachelorof Science in Electronics Engineering(BS ECE) program under the Collegeof Engineering, Architecture, Fine Arts

    and Computing Sciences (CEAFACS)which is subject for accreditationheld Nov. 27-29 at Gov. Pablo BorbonMain Campus II.

    Along with this is the accreditationof the Universitys Bachelor of Sciencein Electrical Engineering (BS EE)program under the same college.

    PTC is the sole accreditationand certication body in the

    Certication and AccreditationSystem for Engineering Education(CASEE).

    BatStateU was the rst institutioin the Philippines to be subjected foan accrediting review by the PTCThe visit was made to assess differencriteria that concern the degreprograms. Among them are program

    The University achieved an 80.56passing rate, surpassing the NationPassing Rate of 51.57%, as 29 out of 3Borbonians passed the ECE LicensurExamination bared by the PhilippinRegulation Commission (PRCOctober 24.

    ECE juniors showcased theirtalents during the program. Theyalso spearheaded group games

    The Junior Institute of ElectronicsEngineers of the Philippines (JIECEP)spearheaded a back-to-schoolBrigada Eskwela campaign for theBadjao community of Brgy. MalitamBats. City held May 25.

    The activity was focused toBadjao students who are studying inelementary and high school levels.

    Eskwela packages were givenaway which contained notebooks,pens, papers, pencils and other

    school supplies. Teaching supplieswere also given to the teachers ofthe community school.

    The school supplies camefrom the donations of themembers of JIECEP, Associationof Instrumentation and ControlEngineering Students (AICES) andMechatronics Engineering StudentsSociety (MEXESS).

    Engr. Amante added thathe organization will be back December for a Christmas outreacprogram.

    In order to reach out to the victimsof the monsoon surge that hit Luzon

    area, the Junior Institute of ElectronicsEngineers of the Phil. (JIECEP)spearheaded a relief operation,August 8.

    The organization initiated thecollection of donations like cannedgoods, clothes, medicines, sheets,footwear, drinking water, plasticsand cash. Student volunteers helpedpacking the donations.

    The collected goods weredirected to ABS-CBN TV10 SouthernTagalog Ofce located at Philam LifeBldg, Hlltop, Bats. City. The station willbe the one to distribute the donationsto the affected areas.

    This act of charity is indeed agreat reection of who Borboniansreally are. In behalf of JIECEP, Iwould like to thank those peoplewho donated for our brothers andsisters who were greatly affected bythis unfortunate catastrophe, saidAldreen Villapando, JIECEPs 4th yearrepresentative.

    Bachelor of Science in ElectronicsEngineering program of Batangas

    State University thus proves that thequality of engineering education

    of the university still rings a bell.

    The BatStateU teaching

    committee always looks for newstrategies of effective engineering

    education instruction. One of these newstrategies is the Output-Based Education

    system, otherwise known as OBE, which wasst t th a at f 2012.

    Through OBE, BatStateU engineering alumni will

    b ctt th chs a haoutstanding engineering and technical skills which they can

    use in competing with the ever demanding global paradigm.

    The OBE is far different than the conventional educationalsystem which was then implemented in the university. Before, the

    system was more focused on what the instructors teach and share with the students. But now,through OBE, classroom instructions will have emphasis on what students will learn and howwill they be able to apply those learning in real life situations. Moreover, hands on learning like

    laboratory works, industry exposure, design and researches will be given utmost importancethrough this new scheme of instruction.

    The Interface commends all the people behind the University administration for theoverwhelming efforts they are exerting to upgrade the quality and standard of engineering

    education in BatStateU. The university is indeed in sharp run in continuing the Pablo Borbon legacyof uplifting outstanding and excellent engineering education capable of being recognized in

    and out of the country.

    As an academician, Iam always after what willbe the best for my students.As much as possible, Ialways want to pursue

    classroom instructions andactivities that will make mystudents great engineersand professionals in thefuture. More than that, Iwant them to be legendaryand someone the nationwill truly be proud of.

    This is one of the reasonswhy I was in deep joywhen I was informed thatthe Bachelor of Science inElectronics Engineering (BSECE) Program of the ECE-ICE-MeXE department willstart the full implementationof the Outcomes-basedEducation (OBE) thisacademic year 2012 2013.

    This new scheme ofclassroom instructionfocuses more on studentlearning outcomes thanthe conventional way ofteacher instruction withpen and paper, board andbooks. Indeed, this will make

    students more accustomedto what they will be doing inthe future after graduation.Hence, this can be a greatace for them to be hired

    in their desired companies.Having been graduatedfrom a university withOBE type of instructioncan already be a freshgraduates advantageover other applicants insearch for a specic job.

    In OBE, curriculumcourses were mapped to thestudent outcomes. This is oneof the recommendations

    of the Phil. TechnologicalCouncil (PTC). With this, itis understood that studentoutcomes are aligned tothe program educational

    objectives which in turn areadherent to the universityvision and mission.

    Likewise, syllabi wererevised to incorporatemore appropriate learningand assessment methodsand rubric assessments.Continuous revision of syllabiis indeed important since theengineering industry is verydynamic and challenging.

    This continuous adjustmenwill help students cope-uwith the new trends of thglobal industry.

    Moreover, faculcommittees were createto manage differeassessments and evaluationof OBE elements like studenoutcomes, programeducational objectivecontinuous qualiimprovements, curriculumand syllabi review, anex a mi na t i o n/ s t ud enassessment review. Thesreviews will make faculmembers aware of whathey must teach and t

    which part of an instructiothey must most attento. This is necessary sincstudents and their outpuwill be the bases of this neweducational format.

    I believe that thimplementation of OBE necessary for the university. execution in the departmecan help in realizing my goaof producing outstandinand legendary ECEs.

    5OPINION AY 2012-2013To prepare my students

    for their professional careersis a constant challenge I, asan educator, tackle. Withone hand, I have to scoopthe students interests; withthe other, balance it withwhats good for them.

    In this academic year,my role as the departmentchair has so far beentaken into a full swingas the ECE-ICE-MeXEDepartment applied for theaccreditation of PhilippineTechnological Council(PTC).

    The PhilippineTechnological Council(PTC) is currently theumbrella organization of

    13 professional engineeringorganizations aiming tounify different elds ofengineering and createafnity among them topromote technologicaladvancement in thecommunity and serve thebenet of the public.

    While the department

    is still for the seize of theAccrediting Agency ofChartered Colleges andUniversities in the Philippines(AACCUP) recognition, thedepartment decided tojump yet another hurdle toassure that this departmentis offering only the best toour students.

    This matter requiredfull cooperation of thefaculty, the stockholders,alumni and especially mystudents. I have seen my

    co-mentors seek for thestrengths and pinpointwhat could be improvedin the department as thenew accreditation schemecommenced.

    I personally thank theadministration as wellas the stockholders whoassisted us through therst accreditation phase.Also, my appreciationgoes for the graduateswe consulted who now allpractice professionalism in

    their eld.

    But throughout thpreparation, I made surthat the students werdeeply involved so the

    may grasp what good thmay do to them. I havinvited them not just oncor twice in orientations temphasize the importancof this accreditation in thescholastic and professionyears.

    And while we arwaiting for what the PTwould grant to us, mathe students realize thhardships of the departmenfor their welfare and reecthrough the process wundertook.

    In the aim foachievement, the groundto be strengthened must noonly lie within the borders othe department but mualso extend beyond the hoof the University. Likewisthis must be related to hothe students must attain fowhatever they aim.

    Whether you live inFantines era or TiffanyMaxwells period, the world,ever since, ardently dreams ofperfection. We are now living

    in a world where every actionshoots towards betterment.Lapses and faults have noroom by now because whatwe all want are improvementand development.

    Though it might soundas an overstatement,development, as I see it,especially when pertainingto individual growth andwell-being, is the totalimprovement of mans every

    aspect.When I said total, I

    meant it as it is. A man,who has obtained greatimprovements in his physiquewith regards to age but stillacts like a child cannot beconsidered a developedman. Development is aterm near the context ofperfection.

    The end justifies themeans. I remember my highschool Social Studies teacherdwelling on this statement.She was asking the class

    regarding our views on thisassertionwhether we agreeor disagree. During that point,I at least had to composesome agreeable arguments inmy mind. Those were the dayswhen class recitation meansa high school students life ordignity, at least. I know that thisstatement is from a well-knownman of history. That piece ofinformation gave me the onlyground for deciding that the

    statement is acceptable.Today, I dare say: the end

    does not always justify themeans. Even if it implies thatI am against this great manfrom that golden era, Ill firmlystand for my conviction. It isntalways true.

    Consider yourself buildinga house. You started with justa couple of scrap woods.Then you began building thefoundations with a help of a

    few more tools but then youstopped without the wallsand the roof. Indeed, youvemade an improvementbut you didnt broughtdevelopment.

    If the house already hasceilings, walls, roof, doors,windows and pillars that willmake it strong, then that isthe point when you can saya house was built. You have

    made something useful,something that will be ofgreat help for ages. This iswhat development for me isabout.

    It is not about just beingthere, existing and livinglife. Human developmentis facing life, acceptingchallenges, learning fromevery experience andapplying every lessonacquired in the past in thetests of tomorrow.

    Being developed alsomeans that you know how to

    react in circumstances, hoto communicate with peopand how to feel for themBeing a developed mais being able to catch u

    with the pace of life withoforgetting to utter a simpthanks to the Creator whgave us life.

    Lets use the benet obeing a human of discontenLet us just not stick to whawe already have. Alwayaim for more, for the bettePerfection, though uneasy, still possible (even the closeform to it). What it only takes uis couragecourage to fac

    our weaknesses and fears.We know that college

    a battleeld we all cannoafford to lose. And we cannowin any battle withocasualty. In this war wherwe all joined, let us not forgethat we still have to contributfor development. May it bdevelopment in ourselves, our family, for the institution for the humanity.

    This world does not reallyrecognize ones efforts. Thisworld basically judges anindividual on what he hasachieved and only decideswhether one is high or low,1 or 0, black or white, goodor badwithout any furtherconsiderations.

    As students, we ultimatelyaim to finish a program in aperfect time. Graduating on

    time means completing theinstructors requirements ontime. If one fails to live up tothe criteria his instructors hadset for him, he is low, 0, blackand bad; he then waits untilhis ends are good becausethis is the only measure theinstructors may determine thestudents ability.

    The point now is, while weare being criticized by the

    end results of our every actiowe still must give value to omeans. A student may havcompleted the program time for the sake of completio

    alone. However, the journeis more important than thdestination. This I believe, whadistinguishes a learned froan educated.

    We should strive tbecome not only aeducated person but alsthe learned individualonwho keeps his values as hgrows and matures in aaspects. Success still doenot completely gauge a

    individuals value. We cannomerely judge a person bthe things he has attained achieved. Only because person did not succeed doenot mean that his ways aa failure and his means awrong.

    A team composed of ElectronicsEngineering majors bagged twoawards in the recently concluded8th Student Research Forumwith the theme Valuing QualityEducation in a Global Perspectivethrough Research held March 22at the Multimedia Room, CITE Bldg.,GPB Main Campus I.

    The team was composed ofKimber Alvarez (presenter), PatrickJan Aldrei Arcgea, RomelynDaaquigan and Mary JaneJolongabayan with adviser Engr.Albertson D. Amante. Their research

    was entitled A Combined Rainfalland Wind Speed Monitoring Systemwith Intensity CharacterizationUsing Fuzzy Logic.

    The team bagged the BestDevelopment Paper (Science andTechnology Category) and theBest Poster awards. They receivedcerticates and a cash price worthPhp 4,500.00.

    The project also aimed to raisawareness on the present situation othe river and how Batanguenos cahelp in its restoration.

    The activity started with a unitwalk in the main roads of the citwhich was then followed by a shoprogram in Brgy. Cuta. A clean-udrive in the riverside of Calumpanfollowed where volunteers cleanethe said area.

    MATLAB Refresher Course

    Train the TrainersA training for the utilization of the newly purchasedequipment for laboratory courses in communicationsengineering was held in the Universitys Electronics SystemsLaboratory, Dec. 17. This was attended by ElectronicsEngineering instructors of the dept.

    The training was composed of hands on instructionfor Digital and Analog Communications Trainer (ETEK DA-2000), Optical Fiber Communications Trainer (OFC-9000)and Transmission Line Demonstrator (TLC). It was led byEngr. Rejie Gustijo.

    Engr. Ralph Gerard B. Sangalang and Engr. AntonetteV. Chua of the ECE-ICE-MeXE Dept. attended the 2012Faculty Immersion Program of Smart Communicationsunder its Smart Wireless Engineering Education Program(SWEEP) held May 28 to June 8 at SMART Batangas FieldOfce.

    Engr. Sangalang and Engr. Chua were mentored byEngr. Efren Miravalles.The training focused in learning 2G, 3G,HSDPA and SMART Broadband technologies; familiarizationof test equipment like BER (Bit Error Rate Tester) and OTDR(Orthogonal Time Domain Reectometer).

    The examination was administered by the Phil.Instrumentation and Control Society (PICS) and was held Oct.19 at the University of the Phil. Diliman Campus.

    Meanwhile, the departments Mechatronics Engineers Engr.JayR Castillo and Engr. Louie Villaverde passed the assessmentand interview for Mechatronics Servicing NC III held Dec. 13.

    The training and certication was initiated by MechatronicsTechnologies Corp. (MTC) in cooperation with Mechatronics

    and Robotics Society of the Phil. (MRSP) and Society ofMechatronics and Automation Engineers of the Phil. Inc.(SMAEP).

    Players from team Undened Society of ECE 510ruled the Junior Institute of Electronics Engineers of thPhilippines (JIECEP) sports festival for academic year 20122013 held Oct. 13-14 at BatStateU Alangilan CampuGymnasium and Bauan Technical High School gym.

    Six teams vied for the top spot where team 4GSS oECE 4101 and Yellow Team of ECE 3201 ranked seconand third places respectively.

    To the poor man, continuance is an inevitable act; to the lucky man,

    continuance is only an option. At a young age, Ive come to realize the conceptof continuance and what it is to me.

    Fate has given me no other choice but to keep on walking without knowingwhat lies ahead everything will be worth it at the end. With each step, I remindmyself not to leave any regret even if fate gives me the blurriest of all situations.Ive learned to accept the fact that doubt will always be a foe and that whatI only have is what I could only use. No one would lift me up nor pull me tomake things easier. Nothing will be handed to me. With all that being said, I amreminded everyday that life will always be a constant struggle.

    Embracing all the struggles had been and is still the only way I know to getby. Through these struggles, I have learned that an individuals true charactercan be clearly dened when he is at his lowest point. Yes, life can be a real bitersometimes, and Ive been beaten lots of times. To be forced to grow up fasterthan everybody else, to always bend without breaking, to commit little evil to

    benet the greater goodthese things will never change and will always occurand be a part of who I am. I am the poor man who is lucky enough to not livea mediocre life.
