    An Executive Order is an order given bythe President to federal agencies. OnAugust 11, 2000, the LEP Executive

    Order (Executive Order 13166) wasimplemented indicating that peoplewho are LEP must have meaningfulaccess to federally conducted and

    federally funded programs andactivities.

    Who is an LEP individual?

    Individuals who do not speak Englishas their primary language and who

    have a limited ability to read, write,

    speak, or understand English areconsidered Limited English

    Proficient, or LEP, and may be

    eligible to receive languageassistance with respect to a

    particular type of service, benefit, or

    encounter.

    Catholic Charities?

    All agencies that receive federal fundingthrough grants provided directly from theFederal government and through State

    contracts are mandated to have an LEP plan

    Recipients and federal agencies are required totake reasonable steps to ensure meaningfulaccess to their programs and activities by LEP
