The small and medium scale industries play a very important role in the Indian economy as they provide employment to about 14 million persons and contribute to 45% of the industrial production equivalent to 7% of the gross national product. Besides, the sector generates 35% of the direct exports. one of the mechanisms to promote SME development that has become popular the world over is the idea of industrial clustering. A cluster is sectorial and geographical concentration of enterprises in particular SME, employing similar process scale of operation and producing similar products but faced with common opportunities and threats.

MSME Definition In accordance with the provision of Micro, Small & Medium Enterprises Development (MSMED) Act, 2006 the Micro, Small and Medium Enterprises (MSME) are classified in two Classes (a) Manufacturing Enterprises: The enterprises engaged in the manufacture or production of goods pertaining to any industry specified in the first schedule to the industries (Development and regulation) Act, 1951). The Manufacturing Enterprise are defined in terms of investment in plant & Machinery. (b) Service Enterprises. The enterprises engaged in providing or rendering of services and are defined in terms of investment in equipment. MICRoFINANCE SCENARIoIndian MFIs are true to their mission of serving the poor strata of society. A stable 8 out of 10 clients have been provided loans sized less than Rs. 10,000.The loan segment between Rs. 5,000 and Rs. 10,000 has been growing strongest. This can be explained by two impulses: on one hand, microfinance customers mature to bigger loans over the loan cycles. on the other hand, urban microfinance starts with comparatively bigger loans than rural finance.In terms of outreach, the microfinance sector has reached 33 million clients. However, the potential is over 100 million clients as against the estimated potential of microfinance demand of Rs. 2 lacs crores (Intellecap 2009), the sector has reached only Rs. 24,000 crores in 2009-2010. There is need for expand the current portfolio by the factor of around 10 to realize the estimated potential. This requires continuous flow of on-lending financial resources into the sector.

a) Introduction

BENGAL WOMEN WELFARE ASSOCIATION (An Mfi For Rural Development And Women Welfare) has established complete packages for poor, disadvantaged families that help them to fight with the poverty and look forward for a positive future. In remote rural part of 24 parganas south district, villagers prefer to take loans from Micro Finance Institutions (MFI) which provide loans at a higher rate (average 24% p.A.) Sidelining the nationalized bank whose rate are much less. The reason behind that MFI’s loans are easily accessible and that too well in time.

PlaceAmtala is a census town under Bishnupur police station of Alipore Sadar subdivision in South 24 Parganas district in the Indian state of West Bengal. South 24 Parganas is an important district of West Bengal State with its district headquarters in Alipore. It has the urban fringe of Calcutta on one side and the remote revering villages in the Sundarbans.The present district of South 24 Parganas came into existence on 1st of March, 1986. It then comprised of two sub divisions- Alipore and Diamond Harbour and of 30 blocks. Presently there are five sub divisions (Alipore, Baruipur, Canning, Diamond Harbour and Kakdwip), 29 blocks and 7 Municipalities.

GeographySouth 24 Parganas is, indeed, a complex district, stretching from the metropolitan Kolkata to the remote riverine villages upto the mouth of Bay of Bengal.The Sundarbans, the largest mangrove forests on earth, are spread over thirteen of the twenty-nine development blocks in the district. Due to its peculiar geographical location and the dictates of geography, the means of transport and communication in this region are not well developed, with all the attendant consequences.

b) General Features

DemographicsAs of 2001 india census, Amtala had a population of 7599. Males constitute 52% of the population and females 48%. Amtala has an average literacy rate of 73%, higher than the national average of 59.5%; with 56% of the males and 44% of females literate. 11% of the population is under 6 years of age.

Educational InstitutesAmtala has many educational institutes in its vicinity, the major ones being: k.E.Carmel school, Amtala udayrampur pallishree school, Amtala nivedita balika vidyalaya, Bishnupur shiksha sangha,

TransportAmtala is on diamond harbour road (behala- diamond harbour, national highway 117) where, the transport communication is very good and it is a base of bus route like 235, gl 3, Amtala- Dkhsineshwar, Amtala- Howrah, 76a, 99 etc. Also here is lots of tracker and auto- rickshaw. Amtala is a huge economic center with people coming from all four directions i.E. From budge-budge in the west, kolkata in the north, diamond harbour in the south and baruipur in the east for trade.

c) Historical Background

The nomenclature 24-parganas has been in vogue since 15 july 1757 when mir jafar whom the east India company had just established as nawab of Bengal ceded to the company the rights of 24 mahals. The treaty by which the cession is recorded says that “all the land lying to the south of Calcutta as far as culpee, shall be under the zemindari of the english company; and all the officers of this zemindari shall be under their jurisdiction. The revenue to be paid by it (the company) in the same manner with other zemindari”. The parwana notifying effect to the treaty mentions the name of the 24 units of granted land.

The district of 24-parganas started taking shape under clause nos.2,3 And 9 of the regulation of 1793. The respective jurisdictions of the civil and criminal courts for the district and revenue jurisdiction of the district collector were demarcated by the regulations. This arrangement remained valid till 1800.The present district of south 24 parganas came into existence on 1st of march, 1986. Through its years of struggle against hunger, malnutrition and injustice, west begnal has been home to many inovation in tacking poverty since pre independence period. Bengal, an mfi for rural development & social welfare, founded by Shri Bimalendu kayal in march, 2008. our initial focus was on assisting the poor villagers specially below poverty level farmers and landless laborer. we broadened our focus to long term sustainable poverty reduction.

over the period, BwwA has established itself as one of the major micro finance institution in 24 parganas south & kolkata. our different program related to poverty alleviation and empowerment of the poor women encompasses a range of prime program in economic and social development, health and education service. Today BwwA is one of the largest NGo of South Bengal and employs more than 32 rural unemployed youth’s and reaches more than 4576 poor (women) families.

d) Evolution

Bengal women welfare Association (BwwA) was set up to address the dual objective of poverty alleviation and women empowerment. The microfinance activities are carried on by BwwA, incorporated under the Companies Act, 1956, Ministry of Corporate Affairs, Govt. of India. It started as a Micro Finance Institution (MFI) in March 2008 under the leadership of Mr. Bimalendu Sekhar kayal. Before establishment of Bengal, Sri kayal, an ex senior level bank officer with 24 years experience in rural financing, was giving consultancy support to local microfinance institutions working in west Bengal. But, while doing this, he realized that direct implementation into microfinance was important Bengal opened its first microfinance branch at Rajpur (near Narendrapur) in South 24 pargana district of west Bengal in march,2009. Bengal started with 2 branches in the year 2008-09 only in the state of west Bengal and today it has opened 8 branches across 3 district in west Bengal. Till date, it has disbursed a total of Rs. 160.76 lacs among 2484 poor women. Loan outstanding stands at Rs. 135.82 lacs. The repayment rate is recorded at 99.88%.

The organization provides financial help to the SHG group engaged in different works like:- Brush Making- Shola Cutting & Craft Making- Coconut Fibre works- Cane (Beint) works- Tie & Dye- Jari works- Embroidery- Soft Toys Making- Colour Fishing For Aquarium- Nursery- Agriculture- Cosmetic Distributors- Various Decorative works- Baked Rice (Mudhi)- Groceries Shops etc.

The Association lead by Mr. Bimalendu Sekhar kayal, started with assisting BpL level farmers and landless labourer later on the Association established itself as one of the major micro finance institution.some of the crucial developments have taken shape recently under his leadership. He is a leading social activist of kolkata, having below listed key features of BwwA’s growth:

As explained in the history, west Bengal has been home of many innovations in tackling poverty since pre independence period during its years of struggle against hunger, malnutrition and injustice.Thus, the Amtala cluster started with various brush products used in our daily life. They started with the natural fibres & hair brushes integrated with woods whichever was locally available. plastic goods and wire brushes were included in the process. Similarly, nylon, pp hair made brushes and diversion of wood with other wood have been added one by one in the cluster as per market demand, skill allowance and the material available. However, shoe brushes remains the main product range with maximum production and most profitable and with steep increase in demand.For the first phase of need assessment survey, Bengal women welfare Association has given me a list of 20 unit in which mainly natural and animal hair brush making units were prominent. However, in order to have a wholistic understanding and interdependencies, few plastic goods making unit, wire brush, nylon & pp hair brush, paint brush and art brush making units were studied.

The Colour application is uneven & dis-balanced, dripping colour from the wooden handle may spoil the other handle hanged lower side.

Earlier, they were using two different wood or different colour as a surface decoration which can be taken further.

Huge wastage of raw material, can be an opportunity to develop some new products using these wastage.

The loading methods, means of transport and roads condition are not good enough.

INFLuENTIAL ISSuES- Need to avoid improper loading which caused damages the products.- Community need to transport their products together hiring bigger vehicle to reduce small transport expenses.- Internal roads should more wide to ease transportation.

INFLuENTIAL ISSuES- Very few units have display rack, space of a good quality enough.- need to understand display and have to be proper awareness regarding visual merchandising and its effectiveness.

Cluttered display of brushes always affect the visual impact of party who is going to placed order.

d) INSIGHT- uNDERSTANDING oF THE CuSToMER pRoDuCT pRoDuCER MARkET RELATIoN FRoM DESIGN poINT oF VIEw

After a interactive session and studying Amtala cluster to the point of: customer-product-producer-market relation it is observed that, there as a big gap between their interdependency and linkages; which must need to be established with a proper business model and its regulatory bodies.when we goes more depth of the cluster business method, we find a series of missing linkage from products level to consumer level. For example:

The cluster is fully depends upon few fix client’s and their fluctuated orders. Also they are fully engaged with those certain ordered which is given by the clients. Also there is no connection between producer and the end users.

The client or market should need to be aware regarding customer demand, their need & usage and emerging life style. Thus need to motivate new design, product development and their genuine rates (purchasing rate & selling rate both)

So here is a scope for the cluster to expand their business in connection with adding new product development as a part time to increase their earning and production line gradually and look forward to new client and market for stabilizing their regular order.

The unit is currently running by Mr. pratap Bag which was started 25 years backs by his father when he was 11 years old only. Earlier they started with making bicycle rim brushes gradually sifted to manufacturing plastic goods specialized in toilet brush, basin brush and sink brush. He has an another unit also where only moulded plastic wire brush production happens.

The strength of the unit is to be specialized in manufacturing plastic goods (toilet, basin and sink & wire brushes). It could concentrate on cleaning brushes to established a renowned brand and diversify its existing product range in following ways:i) By improving its skill and finish, which would cater to a new market or different usage places.ii) New range of products by studying the need, usage & keeping in mind the life style of various communities.iii) Adding a new and contemporary look to the existing range without loosing the functional character and standardization of the products and which could be cater to another market.

The unit has its brand sticker which is printed from kolkata. The unit name, its registration number and product name is printed on the sticker. There is a scope to design a brochure for the unit keeping all the product images and its range with size descriptions and colour A brochure can be designed with better graphics, presentation and composition keeping in the mind its brand value.

g) DESIGN oppoRTuNITy IN woRkSTATIoN AND TooLING DESIGN

The existing practices are very make shift and not designed keeping in mind the work habits and ergonomic positions. Also, they have been put together to proceed with the process and do not consider safety, health and semantics. The units are unaware about these issues.All the small hair particles are dangerous for workers which may cause many internal disease and affect their health as well production too. The units are casual about the quality as they sell the products at less rates and also having more demand of non-quality products. The supplier, shopkeeper who placed the order are not care about finishes/brand and needs something that suffices the basic need in cheapest possible rate.

However , there is scope to redesign the workstation, the tools in use, keeping the fabrication space very organized and proper light vision which would maintain the quality even working at night sift also.

The manual injection machine takes hard labour and energy, also it is not

safe to operate continuous.

Better tools can be designed for the finishing

stage as this stage decides the grade of the product

and small negligence can decrease the quality of the

products.

A sufficient light and better tools need to be present at the workstation which

always enhance the work efficiency and product quality .

New tool can be designed keeping in mind the workers requirement who gives finishing to product. it may be rubber integrated in holding place & better ergonomically designed grip etc.

h) DETAILS oF MARkET AND CoMpETITIoN STuDy FoR DESIGN ADVANTAGE AND DISTINCTIoN

The unit is making few running products of toilet brush and its uSp is the variety of plastic goods such as toilet brush, sink brush & basin brush. The same could be used to its advantage and establish it as a brand. The plastic goods being produced right now are same as rest of the units, and being sold at competitive prices so that, New products, surface treatment and colors could be proposed keeping in mind the target community for market.

i) STuDy FoR THE NEED oF TRAINING AND SkILL up-GRADATIoN

Injection mould machine worker: The exiting number of mould machine workers are very limited, and they are quite good to operate manual injection mould machine. Still, Amtala cluster need more workers with well trained and skill set to handle the human error while working over casting, finishing and handling. The labour does not much aware about the critical aspects of finishing, They need to informed, explained and trained for the same.The cluster use to make there dye from kolkata only. where few design are coming made since many years so, The better dye, organized operation, and trained workers could increase dye life.

Sizing, shorting & finishing: Same, the family member or workers engaged in doing product sizing, shorting & finishing to manage the quality by few hand made simple tools where, those tool are not designed to fit with the tools that need. Thus those tool need to be modification or redesign achieve the quality up to the mark.

j) DESCRIpTIoN oF ERGoNoMIC AND ENVIRoNMENT FACToRS IN MSME pREMISE

Taking production from mould, workspace & colour mixing space, need to be upgraded with safety and health concerns. Sizing & Shaping Improvement: Finishing is time consuming, casual attitude or doing without any marking, traditional tools implies the human error, unaligned, uneven finish goods, improvise the skill and practices, develop jigs and fixtures for better material positioning during manufacturing process.

Drying Improvement: weather contact cause moisture and aging decrease the material quality, environment and materials quality concern and need to avoid it.

Treatment Improvement: Different colour as a surface decoration, colour application is uneven & dis-balanced, surface embellishment, water filtration need, environment issue- colour directly goes to open area causes pollution.

Colour Application Improvement: previously produced such good products are stopped which could be redesign or modify, need to , limited colour and patterns; could be developed keeping in mind usages and modern trends, product design and colors copied from the existing design of market.

packaging Improvement: using only plain box packing, lack of proper packing, no separate packing, no visual identity, grading and quality information over the packet, only few brands is leading the local market, could set own brand identity gradually & purpose the quality products with variations, need to use graphics and description over packet for enhancing visual message & products appeal.

Loading & Transportation improvement: The loading methods, means of transport and roads condition are not good enough, need to avoid improper loading which caused damages the products, community need to transport their products together hiring bigger vehicle to reduce small transport expenses, internal roads should more wider to ease transportation.

Exhibition & Displays Improvement: Cluttered display of brushes always affect the visual impact of party who is going to placed order, Very few units have display rack, space of a good quality enough, need to understand display and have to be proper awareness regarding visual merchandising and its effectiveness.

when this whole fact is taken into account, then as designer it will be imprudent to provide interventions which provide too much comfort to the cluster in terms of money saved or time saved etc. This is especially important in the absence of a mechanism provided to the people, to be able to handle their emotional aspiration which will rise

when given a chance.

Thus the design interventions have to be, at the initial stages, purely streamlining existing activities within each cluster context. once habituated to the effect of these interventions, their reactions can be mapped again and again and then further design interventions may be made.

If such micro-interventions are not done and lump-sum large scale interventions are put in place, there is a tangible risk of factors such as laziness, alcohols and such other consumption etc., or generally speaking, decadent behaviors may creep into the peoples’ lifestyles and may very well destroy the community too. Thus the task is of responsible
