Cities and metropolitan areas have the potential tobecome the future powerhouses of the globe. Eventoday, the five largest cities in the US alone, ifconsidered as a single economic entity, would befourth largest economy in the world, and Asian citiesare developing at breathtaking speed. Attractive focalpoints for the world’s population or frighteningproblem zones – what will make the difference?

Challenges for the cities are and will bemanifold, including the supply of energy,water, housing, transport, education,finance, flexible and equitableregulations and service offerings forcitizens and businesses. Around theworld and particularly in the Asia Pacificregion with its strong pace ofurbanization, cities need to findecological and sustainable solutions forall these challenges, without an increasein taxes and charges, i.e. within tightbudgets. Solutions of this type areincreasingly seen as key differentiator in the competition between cities toattract talent and economic activitiesthat stimulate their development, sothey keep drawing investments, andcontinue to be perceived as attractiveplaces to live and work in and to visit.

In order to offer comprehensive andwell-conceived services at the lowestpossible cost, cities must make the mostout of their existing assets and bundlethem intelligently with complementaryofferings of local service providers.Bundling intelligently meansintegration, and integration needsInformation technology (IT).

IT cannot in itself provide solutions forthe societal and structural challengesfaced by cities, but an intelligent IT-infrastructure is the essential for highperformance: It is the basis for thecreation of comprehensive andcompetitive services. It accelerates their implementation, provides theagility needed to constantly adaptthem. The IT platform must itself beagile and capable of evolving in synchwith rapid technological progress, whileproviding stability to solutions built on top of it.

Apart from offering easy and rapidintegration facilities it must provide a global view to all service providers:Interdependent services can only beoptimized if operators and planners incity administrations, transport services,public and private companies, have aholistic view of their operations andthe environment in which they areembedded.

IT already is at the basis of manyservices today. E-services to citizensare but one of its new usages.Networks of smart devices measure and transmit data, helping,for example, in better energyconsumption (smart meters and smartgrids) and in organizing multi-modaltransport (cars, trains, buses, subways,trams and even taxis), to name buttwo important areas. The datacollected at many points via thosesmart devices like meters and ticket

readers not only help optimize services but also constitute a mine of information to be used in cityplanning, regulation of traffic orenergy consumption. (Fig 1)

Creating an IT system as theintegration platform for heterogeneousservices is a tough challenge, inparticular if the system needs to beagile enough to accommodate newservices that have yet to be invented.Facing the large scale investmentneeded, governments and cityadministrations are looking for a robust and future proof platform tosupport an evolving set of services athigh speed and optimal cost. Thecreation of such a platform requiresexperience and expertise that mostcities do not have, since they cannotgather it outside their own territory.

Our extensive research has shown theneed for an intelligent infrastructureplatform that is able to collect andprocess data from many sources (e.g. intelligent devices and transactionalsystems), to provide predictive decisionmaking capabilities, and to offer themeans for agile policy implementation,as, for example, in dynamic pricing oftransport services or energy supply(Figure 2). Such a platform must provideeasy integration facilities for intelligentdevices and IT systems of all kinds.

Based on its expertise, experience and research, Accenture can offer suchan Intelligent Infrastructure Platformthat enhances cities’ operationalefficiency, offers them agility byfacilitating innovation and collaboration,while reducing capital expenditure tothe necessary minimum.

The Accenture Intelligent Infrastructure Platform is operated in Infrastructure as a Service (IaaS) mode. It is based on openstandards, offering easy integration. Itsscalability allows cities to start smalland grow at the speed of their projects.Accenture takes care of evolving theIntelligent Infrastructure Platform asneeded – with regards to the number of users and transactions, computingpower, response times, and totechnological innovation. Cities only pay according to their usage.

The Intelligent Infrastructure Platformprovides a portal through which servicesare offered. The portal acts as a centralhub, enabling interoperability betweenservices via smooth, swift and efficientdata exchange. The example of multi-modal transport shows how interrelatedservices can offer a whole new level ofquality to their users.

Users—i.e. citizens, enterprises, visitors—can access information or buy servicesvia the portal. It offers them an easy-to-use, single access point to servicesthat become more and moreinterconnected and intelligent.

Cities and their services partners, on theother hand, can get information aboutthe usage of the infrastructure and theirservices and about the evolution ofusage over time.

A powerful and flexible pricing engineallows modulating prices based onstatistical data, such that cities canimplement regulatory policies, forexample in transport and traffic, and in energy consumption.

Accenture was part of the consortium that helped Trans LinkSystems in the Netherlands launch the world’s first nationwide,multi-modal electronic fare management system.

This system offers unique e-ticketing for nationwide passengertransport spanning trains, subways, buses and trams. The ticketreading devices initiate millions of travel transactions permonth, improving fluid passenger transport and providingprecious data for traffic infrastructure planning.

The groundbreaking nature of the project has caught theattention of a number of innovation leaders, including theComputerworld Honors Program, which in 2007 recognizedTrans Link Systems as a recipient of the 21st CenturyAchievement Award for its exceptional use of technology to better society.

Figure 3 presents an overview of theintelligent infrastructure platform anddifferent usage domains.

Integration of services into a singlehub reduces the risks and the costs ofmultiple two-way integrations. Theease and low cost of integration withthe platform, as well as the low-riskmarket access makes the platformattractive to service providers. And therichness of services available will makeit a valuable portal to users.
