Countdown to the Regional Conference In one month, students from seventeen universities with IISE chapters in the South Central region of the United States will gather at Wichita State University for their annual regional conference. The theme of the conference is Innovation in Industrial and Systems Engineer-ing. For the first time, professionals are invited to attend the conference as it expands its content to appeal to all IISE members. The conference will commence on Friday, March 6 with a full day of workshops, industry tours, a job fair, and an evening social. The schedule on Saturday, March 7 will provide the major ac-tivities of the conference with a student paper competition, technical and career presentations, and leadership meetings.
Capping the event on Saturday night will be a banquet featuring a keynote address by Mr. John Pilla, the Senior Vice-President of Engineering and Chief Technology Officer of Spirit AeroSys-tems, Inc. Mr. Pilla will speak on Spirit’s innova-tion in the aerospace and defense industry —highlighting opportunities in technical areas im-pacting engineering and manufacturing.
Awards for the student paper competition will be presented during the banquet. The winner of the competition will represent the South Central U.S. Region at the Student Paper Com-petition at the IISE Annual Conference in New Orleans, LA from May 30 – June 2.
The Wichita State Student Chapter of IISE serves as host of the conference with major support from the IISE Wichita Professional Chapter. Throughout 2019, the chapters collaborated on the program, resources, speakers, and communications about the conference. Through the guidance provided by Regional Vice-President, Niranjan Kulkarni, the chapters have taken the steps to help expand the coverage of the confer-ence to include sessions and activities that for both students and professionals.

A Message from the President
Chapter Membership
Industrial and Systems Engineers try to be as meticulous as possi-ble. We want to leave no stone unturned and no path unexplored. Like Santa Claus, we make our lists and check them (at least) twice. We go to great lengths to make sure that the guidance and decisions we provide are based on a thorough understanding of the problem at hand, the goals to be reached, and the data that supports our studies and conclusions. Too often, this takes more time than most people are willing to give us. We get accused of analysis paralysis; often urged to shortcut the decision-making process with approximations and by ‘going from the gut’. We also have to trust that the things we have little control or influence over will fall in place in a timely manner.
Sometimes it all works out. Sometimes it doesn’t.
As many of you know, we had a significant glitch the night of our recent Chapter Banquet. Despite dozens of hours of careful plan-ning and diligent effort by the Banquet Committee, we arrived that evening to find a room devoid of tables and chairs. Not wanting to eat standing up, we ended up scavenging the John
Bardo Center for enough furniture to accommodate 55 attendees. Only a bunch of motivated ISEs – with the help of Dean Dennis Livesay and his magic passkey – could save the day.
Lesson learned: Remind Plant Services they need to bring tables and chairs!
As we prepare for a change in the leadership of our growing chap-ter, we are devoting time to document our processes, define roles, and build tools to help us bring better quality to the chapter and more value to its offerings. A major current activity is turning the lessons we learned in the 2010’s into improvement for our future. I invite all our members to share their views about the chapter, its direction, its successes, and — most importantly — its misses and potential improvements. Please take some time in February to communicate your opinion and ideas to me our any of the other leaders in our chapter. Also, please consider your involvement in IISE and the Wichita Chapter. We have a full year of events and activity ahead of us. We can always use some helping hands.

The Chapter’s Banquet
The Wichita Chapter held its banquet on Saturday evening January 18 at the John Bardo Center on the Innovation Campus of Wichita State University. Spirit AeroSystems took center stage during the event receiving a special recognition for its support of both the Wichita Chapter and the Industrial and Systems Engineering profession. Ms. Cindy Hoover, Vice-President of Opera-tions Engineering at Spirit and President of the Society of Women Engineers served as the ca-reer keynote speaker for the event. Cindy presented her Ten Leadership Tips for Success. Other speakers included industry keynote Ms. Shannon Ferguson-Bohm of SJCF Architecture who present Wichita’s New Ballpark at the Waterwalk and Dean Dennis Livesay who presented an overview of new offerings from the College of Engineering at WSU.
The meeting was attended by over fifty IISE members and guests, including Mr. Robert Pugh who was honored with the Chapter's service award in recognition of his fifty-five years as a member of the Institute.

Randy Allenbach knew that he wanted to be an industrial engineer when he started at Wichita State University in 1979. Coming from the small town of Kiowa, Kansas, with a graduating class of thirty-three, WSU was a big change for Randy. Dr. Malzahn was the first person that Randy met at WSU in what was the start of a life-long connection educationally, professionally, and personally. He was a favorite professor and Randy’s thesis advisor when he earned his master’s degree.
Following graduation, Randy accepted a job at Boeing Military Airplane Company in the Opera-tions Analysis (OA) group. Several years later, his team separated from the OA group and moved to the commercial side of Boeing to do simulation, which became Randy’s new passion. In 1998, after much encouraging from John Huffman, Randy ap-plied and was accepted into the Boeing Technical Fellowship program. When Spirit was formed, Randy was asked to lead the Windows XP migration for 8,400 PCs at Spirit. While not simulation, it cer-tainly benefitted from IE skills honed over the years.
In 2001, Dr. Jan Twomey asked Randy if he would be interested in teaching the System Simulation class at WSU while she took a two year fellowship at the National Science Foundation. At first, Randy wondered what he had gotten himself into, but with Jan’s guidance and one class under his belt, he decided that it was actually fun. Fast for-ward 19 years later and he is still doing it. His biggest joy of teaching is seeing former students get jobs at Spirit, and watching them grow and excel in simulation and indus-trial engineering. Although he is the senior member in his group, the ‘kids’ that sur-round him keep him young! In July, 2019, Randy transferred from the IT organization at Spirit to the Core Industrial Engineering group so that he could focus on simulation and Industrial Engineering. Of all the moves he has made, this has been the best, and work is once again fun.
Outside of work, you might find Randy doing something to his house, practicing his piano, or spending time outside. Randy and his wife Joanie have four grown children and two Welsh Corgis that keep them occupied.

Editor’s comment: Randy Allenbach currently holds the distinguished position of Technical Fellow of Spirit AeroSystems, Inc. He has been a member of the Institute for over 35 years. Several times during his membership, Randy has served as an officer of the Wichita Chap-ter. In 2013, he was one of the team of chapter leaders that helped create the operational plan used to revive and grow the chapter. Until recently, he served as the chapter’s Vice–President. Randy still helps oversee the operations of the chapter and provides his exper-tise as a mentor to our young professionals. He is also very active in volunteer efforts for WSU, Holy Cross Lutheran Church, and in the Wichita community.

The theme of the conference – Innovation in Industrial and Systems Engineering – focuses on emerging practices and technology impacting Industrial and Systems Engineers. Chapter Activity Report Chapter Progress and Performance Report In the Fall 2019 issue of The Org Chart, we published a memo from IISE Headquarters that the artifact used for assessing chapters, the Chapter Activity Report (CAR), is being changed to a new method. The new Chapter Progress and Performance Report (CPPR) is now the basis for determining the health and status of IISE chapters. The CPPR is more qualitative in approach. Chapters present evidence of accomplishments in the form of data, processes, plans, and achievements. Certain minimal standards are set. Recently, IISE published on its website the basic qualifications for a professional chapter in order to be considered a GOLD chapter of IISE (in addition to other evidence requested in the CPPR form). Those basic qualifications are:
Hold at least four meetings – physical or virtual (providing approximate dates)
Contact members at least once per month (to be provided to HQ only upon re-quest)
Student to Professional Conversions – recruit at least two new YP members
Identify at least two members who agree to serve as a chapter leader/officer dur-ing the next year
Since the new minimum requirements were released in January 2020, IISE HQ realizes each chapter has had limited time to ensure each one is met. Therefore, by simply ad-dressing each of these in the CPPR for 2019, and explaining what the chapter actually did and how they plan to accomplish these in the future, the minimum requirement will be met.
The CPPR will be filed by the Chapter President by March 15 each year by sending it to the chapter’s Regional Vice-President and IIS Headquarters.
In addition to the CPPR, IISE HQ has introduced two new recognitions for chapters:
The Most Innovative Chapter Event recognizes chapter efforts where a new, inno-vative event was introduced and was successful.
The 50 Members for Five Years award recognizes a chapter for consistently main-taining active membership of at least 50 members for the last five years.
The former Chapter Newsletter Competition is being altered to be the Outstanding Newsletter / Media Competition.

Spirited Accolades Spirit AeroSystems, Inc. recently recognized the work of IISE Wichita Chapter member Mr. Stephen Kawonga for his outstanding efforts to improve the manufacturing pro-cesses at its Prestwick, Scotland plant. Ste-phen introduced new simulation models built upon Spirit’s standard discrete event simulation platform to analyze aspects of aircraft production. Spirit CEO, Mr. Tom Gentile, presented the Performance Excel-lence Award to Stephen at a company Town Hall event in December.

The Org Chart is Platinum Again
Participating and being recognized in the competition is a considerable achievement that is
reported during the annual chapter assessment. The assessment is part of the Chapter Per-
formance and Progress Report (CPPR).
For the second time in its two-year existence, The Org Chart — the official newsletter of the
Wichita Professional Chapter of IISE— has been recognized as a Platinum publication in the
IISE Chapter Newsletter Competition. Platinum is the highest honor in the competition and
can only be achieved through a perfect score in the competition.

A big improvement for the Wichita Chapter is on its way in 2020. In April, a new structure and approach to chapter leadership will be adopted that provides for succession, as well as alignment of leader terms to the Institute’s fiscal year.
Too often, chapters (like ours) commenced office terms at the beginning of the year. This left new officers with the task of providing data and artifacts that covered a period when others were managing the chapter. This led to confusion and sometimes cost the chapter recognition in assessments due to miscommunication. The new alignment provides a three month transition of leadership. Together, the existing leaders and the incoming leaders will create the chapter’s artifacts and keep our performance records up-to-date.
Also, the new structure provides a three-tiered approach to leadership that has become popular in engineering societies. A tier of Emeritus Board members will serve as a board to provide consulting to the standing officers of the chapter. The Officers of the chapter will follow a traditional slate. A new President-In-Training position is established to build a succession process for the highest office in the chapter. A third tier of Chapter Board members will serve as committee members working with the chapter’s directors. They may also be the future candidates for officer positions.
Since they have considerable visibility throughout IISE due to their years of service, Emeritus Board members will serve as both mentors to chapter officers and as representatives to the profession, with the objective of helping build the chapter’s network.
New Chapter Leadership
Besides helping to meet the chapter succession requirements under the new Chapter Progress and Performance Report (CPPR) pro-
cess (see story on Page 9), the new leadership structure allows for a wise transition of Young Professionals and Middle Career Engi-
neers into key positions in the chapter.

and Mr. Lloyd Wittman received Chapter Gold Award trophies
at the recent Chapter Banquet for their efforts over the last
seven years to revitalize the Wichita Professional Chapter.

From the IISE Chapter Link Practicing ISE: Spotting Talent
Talent is an organization’s biggest resource; and if that talent is overlooked, the organization is the loser for missing out on people with talent that are flying under the radar.
Interestingly and according to the article, 21st Century Talent Spotting written for Harvard Business Review by Claudio Fernández Aráoz, "For thousands of years, humans made choices about each other based on physical attributes - fitness, health, strength. Those attributes were easy to assess, and, despite their growing irrelevance, we still unconsciously look for them.
Talent-spotting of today's era is different. Success starts with focusing on what matters - helping your organizations to contribute more. With that in mind, when you are spotting talent and trying to understand whether someone can contribute more by lead-ing, ask these questions:
1. Are they bright enough to cope with a change in responsibility?
2. Are they good at getting support from other people and will seek out other resources than themselves?
3. If put in the deep end, will they swim or sink?
4. Do they actually want what you are offering them? Sometimes a talented person knows they can do a bigger job but has other things going on in their lives.
5. Will they deliver?
When spotting talent, look for someone with curiosity, engagement, passion, and artistic attitude. You need the right people doing the right job to achieve greatness.
