1 INTRODUCTION
Control Systems Design & Integration Group (CSDIG) of CSC Entity, LPSC, Valiamala
has an assembly and test facility for “Umbilical Systems”. This facility is being operational since
2016. This Assembly & Testing facility which is available at LPSC, Valiamala is proposed to be
utilized for assembly, testing & delivery of Umbilical sub assemblies & Systems by a SERVICE
PROVIDER as per specification & requirements of LPSC (Valiamala). The Contract period is 2
years and extendable by another 3 years based on satisfactory completion and mutual consent
at the end of 2nd, 3rd and 4th year, after review and Department approval.
The machines and equipment which are available at the above facility are listed in
Section.4. CSC/LPSC shall select a Vendor hereinafter referred, as the ‘SERVICE PROVIDER’
and enter into a Contract/agreement for operation of this A&T facility, to realize Umbilical sub
assemblies & Systems as listed in Section 2.2.
Following activities are to be performed in the above stated A&T facility, to realize Umbilical sub
assemblies and systems:
• Technology Absorption
• Pre assembly operations
• Functional assembly inside controlled environment room
• Functional & leak/Fabrication acceptance testing
• Flight acceptance testing
• Documentation of all the activities
• Project Engineering

2 SCOPE OF WORK
2.1 Terminologies of Umbilical Systems
Umbilical:
- Device employed for remote servicing of vehicle at launch pad and gets separated
from vehicle during lift-off or at a predetermined time.
Functions of Umbilical systems in launch vehicle:
- Filling and draining of Cryogenic propellants (20-80K)
- Servicing of earth-storable propellants (288-308K)
- Tank Pressurisation & Venting.
- Purging of propellant lines.
- Gas bottle charging with pressurants (up to 330 bar)
- Chilling of engine systems with cold GHe. (40-50K)
- Supply and withdrawal of command fluids.
- Separation at intended time (by primary or secondary mode)
For information, minimum design requirements of Umbilical sub assemblies & systems for
various applications are:

2.2 Deliverables
The scope of work includes the assembly, testing & delivery of Umbilical sub
assemblies & systems as per the specifications and requirements of LPSC using
LPSC-Valiamala facilities.

2.3 Responsibilities
2.3.1 LPSC Responsibility
2.3.1.1 LPSC shall provide all the accepted & cleared machined parts (both metallic
& non-metallic) and bought out items, log books to be used in A&T of
Umbilical sub assemblies & systems.
2.3.1.2 LPSC shall issue the entire test fluids (GN2 & GHe), consumables (Greases,
Isopropyl alcohol, Trichloroethylene, snoop solution, thread locker, etc.) for all
the machines and equipments in the facility to the SERVICE PROVIDER, who
shall maintain proper records of the issued items along with the details of the
usage. The records shall be periodically verified by LPSC.
2.3.1.3 LPSC shall provide adequate PC’s, printers & associated consumables for
data generation & record keeping.
2.3.1.4 LPSC shall provide necessary formats for raising NC’s; Request generation
for FCD & Bought outs Inspection, EBW operation, TIG welding, Assembly
machining, Passivation and contamination checking, NDT evaluation; test
results document preparation, etc.
2.3.1.5 LPSC shall ensure that all the machines/equipments are in proper working
condition by doing all the necessary daily routine checks and maintenance as
per a predefined schedule.
2.3.1.6 All the necessary technical inputs, processes, technical documentation shall
be provided by LPSC.
2.3.1.7 Electricity, water & compressed air supply for the facility shall be provided by
LPSC.
2.3.1.8 LPSC shall carry out FCD & Bought outs inspection of parts as per Inspection
plan.
2.3.1.9 LPSC shall carry out EBW, TIG welding, pickling and contamination,
anodisation, NDT operations as part of assembly related machining and
assembly & testing, etc.
2.3.1.10 LPSC shall verify and approve the detailed Assembly and test procedure
delta documents submitted by the SERVICE PROVIDER.
2.3.1.11 LPSC shall be responsible for clearing of NCRs raised by the SERVICE
PROVIDER.
2.3.1.12 LPSC shall carryout assembly related machining during assembly and testing
at Department’s facility.

2.3.1.13 LPSC shall carryout mandatory quality surveillances during assembly and
testing, quality auditing, quality assurance and certification of the deliverables.
2.3.2 SERVICE PROVIDER’s Responsibility
2.3.2.1 Acquire the skills in terms of the functional requirements of Assembly,
Integration, Testing and documentation.
2.3.2.2 The SERVICE PROVIDER should provide minimum workforce (indicated in
this RFP in terms of man-hours) for A&T and deliver Umbilical sub
assemblies & systems as per drawings and processes, in the given schedule.
2.3.2.3 The SERVICE PROVIDER should position workforce with experience and
capable in handling such precision equipments, pneumatic systems, hydraulic
systems etc.
2.3.2.4 In case of exigencies of work, the persons deployed shall be ready to work
beyond office hours and on holidays as per the requirement of LPSC.
2.3.2.5 The SERVICE PROVIDER shall coordinate & follow up for FCD inspection,
assembly machining, TIG & EBW, post TIG welding NDT, contamination
checks, etc.
2.3.3 Major responsibility of Graduate engineer from SERVICE PROVIDER
2.3.3.1 Acquiring the technology involved in assembly & testing of
Umbilical sub assemblies & systems from Technical Task Team (TTT)/ LPSC
focal point.
2.3.3.2 Preparation of detailed assembly & test delta document based on the
assembly & test procedure document supplied by LPSC and the technology
acquired through TTT, within first 3 months.
2.3.3.3 Arrangement of test fluids with LPSC focal point.
2.3.3.4 Generation of NC’s observed during assembly & testing and convening
discussion with LPSC focal point.
2.3.3.5 To maintain attendance & payments details of SERVICE PROVIDER
employees.
2.3.3.6 Overall operation of the facility and management of its employees.

2.3.3.7 To Convene Joint Review Team (JRT) meeting and prepare minutes of
meeting. Obtain approval from Deputy Director-CSC, through LPSC focal
point.
2.3.3.8 To participate in real time assembly & testing.
2.3.3.9 To identify the technical and administrative bottlenecks in hardware
realization and communicating to LPSC focal point for clearance.
2.3.3.10 Prior intimation to LPSC focal point about SERVICE PROVIDER employee’s
absenteeism/leave.
2.3.3.11 Overall project management of the Contract
2.3.4 Major responsibility of Diploma engineer from SERVICE PROVIDER
“Diploma engineer of SERVICE PROVIDER shall work under the directive of
Graduate engineer of SERVICE PROVIDER”
2.3.4.1 Preparation of bill of materials for assembly & testing.
2.3.4.2 To generate stores issue request and submission to LPSC focal point for
approval.
2.3.4.3 Collection & logging of fabricated & standard parts from CSC bonded stores.
2.3.4.4 Before initiating pre-assembly activities, obtain approval from LPSC- SRQA,
for final parts list, through LPSC focal point.
2.3.4.5 Collection of consumables from CSC stores, through LPSC focal point.
2.3.4.6 Request generation for FCD & Bought outs inspection, TIG & EB welding,
Passivation & contamination checks, assembly machining, NDT evaluation;
submission of parts to respective LPSC Section, after obtaining approval from
LPSC focal point.
2.3.4.7 Verification of sliding clearance checks and logging.
2.3.4.8 Calibration of springs, visual inspection of standard parts, if any.
2.3.4.9 Supervision and recording of observation during proof pressure test,
functional assembly & testing, flight acceptance test activities.
2.3.4.10 Preparation of assembly & test results delta documents.
2.3.4.11 Maintenance of log books, for the issue of parts, consumables, test fluids, etc.

2.3.5 Major responsibility of ITI Technicians from SERVICE PROVIDER
“ITI Technicians of SERVICE PROVIDER shall work under the directive of
Graduate engineer of SERVICE PROVIDER”
2.3.5.1 Operation of high end equipments defined in Section.4.
2.3.5.2 To perform all assembly & testing activities defined in Section.3
3 ASSEMBLY, TESTING & PERFORMANCE EVALUATION
3.1 The assembly & testing of Umbilical sub assemblies & system in particular is a critical
technology, which shall be properly understood and absorbed by the SERVICE
PROVIDER’s personnel.
3.2 Acceptance criteria for each component realization during each activity shall be specified in
the respective assembly & testing procedure document. 8 types of Umbilical systems are to
be realized using LPSC facilities. Entire assembly & test activities required for ‘Umbilical
sub-assemblies & systems’ realization shall be categorized as follows:
o Pre assembly
o Functional assembly
o Fabrication acceptance testing/ functional & leak testing
o Flight acceptance testing (environmental testing i.e thermal & vibration
testing)
o Assembly & Test results document preparation and obtaining approval
o Convening Joint Review Team meeting for hardware clearance.
Pre assembly activities involved in realizing any type of Fluid control components &
modules are as follows:
� Collection of fabricated and bought out items from bonded stores.
� Visual inspection of parts.
� De-burring of holes, edges, corners, thread suiting.
� Cleaning and purging of parts.
� Microscopic inspection of parts (seats, seals, plunger, poppet,
sliding area, etc.).
� Lapping of seats, sliding parts, etc.
� Request generation for Surface treatment, Assembly machining &

FCD Inspection.
� Spring calibration.
� Proof pressure test setup preparation & proof testing.
� Supervision of proof pressure test activities.
� Post proof pressure test cleaning.
� FCD Inspection report verification & sliding clearance

� Assembly log sheet preparation and QA clearance.
� Ultrasonic cleaning of parts in clean room.
� Vacuum drying of subassemblies.
� Trial assembly & rework of flexi seal assembly
� Guide pin diameter verification through pin gauges
� Pressure transducer assembly & ambient value verification
Functional assembly shall be done inside room with controlled environment. Laminar flow
table of 10000 class is to used for critical clean assemblies.

4 FACILITIES AVAILABLE IN LPSC-VALIAMALA:

Following equipments/ machines are available in CSC facility. The service of these
facilities will be made available to “service provider” as & when required to assemble,
test & deliver Umbilical sub assemblies & systems:

5 TECHNICAL TASK TEAM
5.1 A core technical support team from LPSC shall be associated with the SERVICE
PROVIDER as the Technical Task Team (TTT), composed of Graduate engineers,
Diploma engineers, ITI technicians, etc.
5.2 The complete technical details of assembly, testing and delivery of the different types
of Umbilical sub assembly & systems shall be demonstrated by the TTT to the
SERVICE PROVIDER, with all relevant documents, in the first 3 months.
5.3 During the first set realization of each item, the TTT shall be closely associated with
the SERVICE PROVIDER for transferring the necessary skills including all major and
minor technical details. Subsequently the SERVICE PROVIDER should be able to
assemble, test and deliver independently without TTT. However, a focal point from
LPSC shall be available for any technical clarifications, clearance for submission of
parts to TIG, EBW, assembly related machining, assembly related inspection, etc.
5.4 All the necessary & relevant technical documents (including the standards as
applicable for various procedures) shall be provided by the TTT.
5.5 Any non-conformances, technical snags shall be addressed by the LPSC focal point,
for which the requests shall be raised by SERVICE PROVIDER.
6 PRODUCTION PLANNING & CONTROL (PPC)
6.1 The SERVICE PROVIDER should maintain job cards, documentation and traceability
for all the items realized in LPSC facility. Towards this, SERVICE PROVIDER shall
evolve a separate Production Planning & Control (PPC) team. This team may also be
entrusted the overall responsibility of configuration control of drawings & documents,

schedules, Payments, convening meetings for clearance of Non-conformance &
deliverables of items, etc.
7 ACCEPTANCE AND REJECTION CRITERIA
7.1 Responsibility for communication of acceptance and/or rejection of hardware’s at
various stages rests with the LPSC. The final acceptance of any of the Umbilical sub
assembly & systems shall be based on the conformity of items with all acceptance
standards and successful assembly & testing.
7.2 If deviations are noticed during tests, the same shall be rectified by the SERVICE
PROVIDER only after obtaining clearance from the LPSC focal point.
7.3 The SERVICE PROVIDER shall deliver the items only after obtaining clearance from
the LPSC focal point.
8 REPLACEMENT CRITERIA
8.1 Fabricated parts/Standard parts required, for replacement of any fluid control
component/ module assembly getting rejected during the course of assembly and
testing due to any inherent defect in the material, shall be supplied by the LPSC.
Additional man-hours invested towards disassembly, reassembly & testing shall be
presented by SERVICE PROVIDER to JRT (details of JRT is referred in Section
20.1) for review & clearance.
8.2 Fabricated parts/Standard parts required, for replacement of any fluid control
component/ module getting rejected during the course of assembly and testing due
to poor workmanship & handling shall be supplied by the LPSC, for which the
payment towards replacement shall be made by SERVICE PROVIDER to LPSC. In
this connection, payment for additional man-hours invested towards disassembly,
reassembly & testing shall not be considered.
8.3 Fabricated parts/Standard parts required, for replacement of any valve assembly
getting rejected during the course of assembly and testing due to technical reasons
beyond SERVICE PROVIDER purview, shall be supplied by the LPSC. Also,
settlement for additional man-hours invested towards disassembly, reassembly &
testing shall be presented by SERVICE PROVIDER to JRT for review & clearance.

9 CHANGES AND MODIFICATIONS
9.1 The Department reserves the right at any time to modify the qualitative and
quantitative requirements, specifications, patterns or drawings related to the work that
shall be covered by the Contract.
10 DOCUMENTATION
10.1 The SERVICE PROVIDER shall maintain proper records for all the issued
manufactured parts and bought out items along with the usage details. The records
shall be periodically verified by LPSC.
10.2 The SERVICE PROVIDER should maintain job cards, documentation and traceability
for all the items realized in the facility.
10.3 The SERVICE PROVIDER should maintain the log looks for all the consumables, test
fluids, machines, equipments, being issued by LPSC, etc.
10.4 The assembly & test documents have to be maintained for future reference. LPSC
shall issue all the stationery for the above activities.
10.5 SERVICE PROVIDER shall generate detailed delta document for assembly & testing
of Umbilical sub assembly & Systems, immediately after delivering the 1st set of
component in each category, based on technology acquisition. Also, this detailed
document shall be reviewed and approved by TTT, before initiating the 2nd set of
components realization in each category. Regular updating should be effected, if any
modifications are introduced.
11 PACKAGING, STORAGE & RECORDS
11.1 The SERVICE PROVIDER should properly pack all the assembled components and
store them appropriately as per LPSC Instruction. All packing boxes and material
shall be given by LPSC.
11.2 All the Umbilical sub assemblies & systems test reports, data sheets and all relevant
records generated should be submitted to LPSC.

12.1 The SERVICE PROVIDER shall provide all the required workforce (indicated in this
RFP in terms of man-hour) for the scope of work detailed.

Qualification criteria:
Graduate Engineer - B.E/B.Tech in Engineering (Mechanical)
Diploma Engineer - Diploma in Engineering (Mechanical)
ITI Technician - ITI (Fitter)
Since, the nature of job in precise assembly, testing & delivery requires skill and experience;
SERVICE PROVIDER shall position the requested workforce w.r.t ITI Technician category with
minimum 2 year experience, Diploma Engineer with minimum 3 years experience and
Graduate Engineer with minimum 3 years experience .
13 FACILITY UTILISATION FOR NEW DEVELOPMENTAL ACTIVITIES
13.1 The facilities established by LPSC in this facility are state of the art in nature and are
owned by LPSC. LPSC may take up any future developmental works or other critical
jobs in this facility.
13.2 The SERVICE PROVIDER should not have any objection to the type of job being
done by LPSC on the machine/equipment.
14 SECURITY
14.1 The SERVICE PROVIDER shall follow all the LPSC security instructions applicable
for people & processes prevailing at present and those issued from time to time.
14.2 The SERVICE PROVIDER shall ensure that the personnel deployed are all Indian
citizens only, character & antecedents of whom are duly verified by the Police. The
police verification certificate should be submitted to LPSC.

14.3 The SERVICE PROVIDER shall ensure that no child labour is employed at the
facility and the child labour law applicable in the State of Kerala shall be strictly
adhered to. All the relevant labour laws should be strictly adhered to.
14.4 The SERVICE PROVIDER shall ensure provisions of social security measures
under Employees State Insurance Act and Employees Provident Fund (Misc.
Provision) Act to the personnel employed by them.
If any of the workforces of the SERVICE PROVIDER misbehaves or commits
any misconduct, LPSC reserves the right to refuse permission to such persons
to enter LPSC. Any violation in this regard shall result in the termination of the
Contract without any notice.
15 SAFETY
15.1 Since, testing activities involves high pressure operations of the order of 500 bar,
the safety of all persons engaged by the SERVICE PROVIDER shall rest entirely
with the SERVICE PROVIDER and shall provide his employees proper personal
safety equipments, in consultation with LPSC. General safety precautions as laid
down by LPSC shall be strictly adhered to in all activities.
15.2 The SERVICE PROVIDER shall adhere to all statutory rules/labour laws &
regulations. Any violation in above statutory provisions; shall be the sufficient
reason for the termination of this Contract.
16 DISPOSAL OF WASTE
16.1 The SERVICE PROVIDER shall transfer the waste products/materials generated
during the process to a location identified by LPSC. LPSC shall organize further
safe disposal waste products.
17 SECRECY & PATENT RIGHTS
17.1 The SERVICE PROVIDER and all his employees shall abide by Indian Official
Secrets Act in vogue & shall provide confirmation of awareness of the above, in
writing.

17.2 The SERVICE PROVIDER or his employees shall not take any document/process
sheet/data of the results/floppy disks/CD/USB, etc issued containing work details,
outside the place of work.
17.3 The SERVICE PROVIDER or his employees shall not divulge any information that
is made known to him or he has come across to any person not authorized to
receive such information.
17.4 Any violation of secrecy, detected at any time of the Contract, by the SERVICE
PROVIDER or any of his employees may lead to termination of services of the
employee/Contract itself as deemed fit by LPSC. Any violation in this regard shall
attract serious action.
17.5 The plant designs, process of manufacture, etc whether or not protected by patent,
are to be strictly treated as secret & the SERVICE PROVIDER shall not disclose
any details of the above to any unauthorized person or to any other party not
directly linked with LPSC and shall not use the same for any other purpose.
18 GRIEVANCE REDRESSAL AND ARBITRATIONS
18.1 The provisions relating to grievance redressal mechanism, including the details of
the authority to whom a contractor/supplier may submit an application for review of
any decision or action taken by the Centre/Unit, shall be incorporated in the
Purchase Order/Contract.
18.2 In the event of any dispute or difference arising out of or in connection with any of
the terms and conditions of this Purchase Order/Contract, such dispute or
difference shall be settled amicably by mutual consultations or through the good
offices of the respective parties. If such resolution is not possible, then the
unresolved dispute or difference shall be referred to the sole arbitrator appointed by
Director-LPSC, in accordance with the rules and procedures of the Arbitration and
Conciliation Act of 1996 or any re-enactment or modification thereof. The decision
of the Arbitrator shall be final and binding upon the parties and the expenses for the
arbitration shall be paid as may be determined by the Arbitrator.
The Arbitrator may with the consent of both the parties extend the time for making
the Award. The Arbitration shall be held at Thiruvananthapuram, Kerala.

19 OWNERSHIP
19.1 The complete ownership of the facility shall be with LPSC, ISRO, Govt. of India and
the SERVICE PROVIDER shall at no point of time have any ownership rights on the
facility.
19.2 The manpower deployed shall be employees of the SERVICE PROVIDER and shall
not claim to have been employed by LPSC. LPSC has no responsibility towards the
SERVICE PROVIDER’s employees.
20 PAYMENT TERMS
20.1 A Joint Review Team (JRT) shall be formed by Director-LPSC (with representatives
from LPSC & SERVICE PROVIDER), which shall meet before 25th of every month,
to finalize the targeted man-hours and deliverables for the forthcoming month. The
monthly targets of man-hours and deliverables shall be a subset of the annual
quantities envisaged. Based on the mutually agreed target, the SERVICE
PROVIDER shall position required man-hours in respective category for realizing
the targets agreed up on. The mutually agreed targets have to be submitted to
Deputy Director-CSC, for approval before positioning of man-hours.
20.2 Payments shall be made for the submitted bills duly certified by JRT. The
performance of the SERVICE PROVIDER shall be reviewed by JRT, in terms of
hardware realization and man-hours spent.
20.3 Considering the learning curve for acquiring the technology involved in precision
assembly & testing of Umbilical sub-assemblies & systems, the targets for first 3
months, shall be low (which shall be defined by JRT) and it shall be progressively
increased by the SERVICE PROVIDER to meet the overall annual targets
envisaged within the next 9 months.
20.4 If targeted deliverables fixed for the month is not achieved, the payment shall be
reduced on pro-rata basis, even though the targeted man-hours are spent. In this
situation, man-hours proportionate to the achieved deliverables, shall be certified by
JRT for making actual payments. However, if targeted deliverables are achieved
using reduced man-hours than the target, payment shall be made for the targeted
man-hours fixed by JRT.

21 OTHER POINTS
21.1 SECURITY DEPOSIT:
Immediately on receipt of the work order, a bank guarantee equivalent to 10%
of the Total Order Value shall be submitted by Service Provider towards
Security Deposit from a Nationalized Bank in Rs. 200/- Non-judicial Stamp
paper valid for 60 days beyond the date of completion of purchase
order/contract. This interest free Security Deposit shall be returned to the
Service Provider on successful completion of all contractual obligations or
shall be adjusted/forfeited against non-fulfillment of any of the contractual
obligations.
Offers from SERVICE PROVIDER(s), who are not agreeing to provide Security
Deposit shall not be considered.
21.2 The SERVICE PROVIDER shall ensure strict compliance with the provisions of the
applicable Central/State Labour Laws.
21.3 The personnel shall be stationed only in areas identified for their work and shall not
trespass into other areas without proper permission.
21.4 All equipment and utilities entrusted to the SERVICE PROVIDER should be
handled with due care and caution and any liability whatsoever in nature due to
mishandling or otherwise would be borne by the SERVICE PROVIDER. It is also
agreed by and between the parties that in any case, any liability arises, neither
LPSC/ Department or representative of LPSC/Department shall be responsible for
the same. In case it is found that the damages have been caused due to
mishandling or otherwise by the SERVICE PROVIDER, the SERVICE PROVIDER
shall be liable to pay the entire damages to LPSC/Department.
21.5 In case of any accidents inside LPSC (during operation on the machines, material
handling etc.) first aid shall be provided by LPSC during the normal working hours
of LPSC. For further medical treatment and for any other emergency beyond the
working hours of the laboratory, the SERVICE PROVIDER shall make his own
arrangement.

Annexure-1
Instruction to the SERVICE PROVIDER regarding its employee emoluments:
1. Salary: Appropriate market based salaries,commensurate with experience and skill shall
be given to prevent attrition. Attrition shall be prevented since this precision job involves
lot of training from LPSC side and also due to security reasons. Salaries shall be directly
credited by the SERVICE PROVIDER to bank a/c of SERVICE PROVIDER employees,
before 5th of every month.
2. Normal working hours: 8.45hrs to 17.15hrs (Monday to Saturday)
3. Transport: Transport to & from LPSC is in the SERVICE PROVIDER scope.
4. ESI & EPF: Proper facilities & all mandatory benefits like ESI & EPF to be provided by the
SERVICE PROVIDER to his employees. The category of work force deployed by the
SERVICE PROVIDER for whom the ESI Act, 1948 is not applicable shall be covered by a
mediclaim policy from a reputed Insurance company with a reasonable annual coverage
& shall be submitted to LPSC for verification. Proof for remittance towards EPF & ESI
shall be submitted by the SERVICE PROVIDER to Accounts officer, LPSC every month.
5. Uniform & safety protective equipment: All the employees of the SERVICE PROVIDER
shall be provided with neat uniform and appropriate safety goggles, footwear, gloves, etc.
All the employees of the SERVICE PROVIDER shall compulsorily wear the uniform on all
working days. Soiled & torn uniform shall not be worn. Clarification regarding the safety
protective equipment shall be sought from LPSC.
6. The movement of employees of the SERVICE PROVIDER shall be restricted to their area
of work and related work centres only.
7. All employees of the SERVICE PROVIDER shall have security clearance certificate from
respective police stations.
8. Identification cards (ID cards) shall be provided by the SERVICE PROVIDER for all the
employees positioned by it. LPSC shall provide only the entry pass for a specific period.
9. Lunch: LPSC shall permit the workforce of SERVICE PROVIDER for using its Canteen as
per the rates fixed by LPSC.
