“Sino-Europeancommonchallenges”
1. Financing basin management in a context of strong budget constraints (use ofeconomic tools and principles: incentive water pricing, cost-effectiveness andcost-benefit analysis, cost-recovery and the polluter/consumer pays principles),
2. Institutional reform for the integration and coordination of inter-dependentpolicies (water, energy and agriculture of course, but also industry, transport,land-use, urban and development planning),
3. Regulatory reform for the control of diffuse pollution at source: focus on diffuseagricultural pollution,
4. Quantitative management: controlling demand (abstraction permit, incentivewater pricing) and developing offer (water reuse) without compromisingecological flow,
5. Development of water monitoring networks.

Phase 1: April 2011- March 2012Dialogue on water management in France and in China formutual comprehension
Phase 2: April 2012 – Mars 2016Adaptation and transposition of Integrated Watermanagement tool and methods in the Zhou river pilot basin
Output:- Creation of a coordination group at the basin scale,- Diagnosis of the situation (main issues, trends, …),- Management plan (main objectives and guidelines),- Programme of measures (list of concrete actions toimprove the overall basin status).

Phase 3: Ongoing (2016-…)- Cooperation highlighted as an example and promoted byministries of both countries for the excellent relations wovenbetween partners as well as for quality of results obtained.Phase 3 signed during COP21 in Paris in presence of frenchMinister Ms Royal.
- Scale-up, improve and replicate previous actions in theLuan river basin (55 000 km²)

Lessons learnt so far:
• Coordinated management between administrations (agriculture, industries,etc.): takes time to overcome challenges (compartmentalization) but quickuptake and tremendous progress once demonstrated the interest for concretetechnical issues (e.g. comprehensive monitoring and diagnosis of the waterresources),

Fragmented institutional settings is one of themain challenges of a good water managementin China.In order to address this challenge, it is requiredto strengthened information and data sharingbetween local administrations in charge ofrelevant sectors (water ressources,environmental protection, agriculture,industry, etc.).Developing solid knowledge of the basin willhelp take the optimal water managementdecisions.

Lessons learnt so far:
• Monitoring and diagnosis of the water resources:good technical capacities which requiremethodologies (e.g. mass balances) and strategy(monitoring networks at basin and sub-basin levels) todeliver,
• RBMP at basin level or sub-basin level: a clear andwell operationalized concept in the Hai and Zhou riverbasins which requires adaptation to take into accountartificialization such as inter-basin transfers, channelsor reservoir-dams (management of an often widersurface area than that of the « natural » river basin),
• Environmental objectives (good ecological status,eflow): interest for the benefits expected from theseobjectives (e.g. treatment capacity of ecosystemservices), translated into actions (e.g. experimentationof ecological engineering techniques), also needtranslation into RBMP objectives.
