• There is no ideal approach to apply the nexus because it is important to adjust projects based on a City’s specific needs and context as well as its surrounding environment. – Reliable data on availability of water, energy and food

resources and land are required to take the right decision particularly when tackling trade-offs.

– To fully realize the nexus, cities need vision developed with public consultations.

• Developing the Nexus Strategy Paper– Collaborative undertaking between GIZ and ICLEI– Menu of strategies and recommendations that local

• Institutional Strengthening– To consider a project “nexus-sensitive,” it should be multi-sectoral. – At the institutional level, this means various departments within one

local government are able to work together.• clear coordination and communication lines• allows for wider perspective in project development• creation of “Nexus Task Force” city champion

– Goal: All departments develop and implement projects which complement rather than compete and/or overlap with each other.

– Translates to better use of city budget, resource efficiency, and improved processes within the local government

• Conduct of National – Local Dialogues– Cities and municipalities hold responsibility within a certain

geographic boundary. The level of autonomy given to them vary per country.

• There are mandates which remain at higher level of governments, i.e., national ministries or regional bodies.

• National bodies often provide an overarching framework and/or strategy to address a certain development issue.

– Main challenge is how to translate such framework or strategies at the local level where the context is different from the macro-level perspective.

• Engaging in Peer-to-Peer Learning Activities– Anchored on the principle that cities often face similar

problems in terms of managing their water, food, and energy sources.

– Identify areas of synergy and points of convergence where cities can learn from one another.

– The value of peer-to-peer learning is not about replicating a strategy that worked for another city.

• How can one city customize a process or technology and adopt it to suit the local context?

• Employing the “clustering approach”– Effects and impacts of resource use transcend geographic

boundaries. Cities and municipalities must group together to address and find solutions to a common issue.

– Allows smaller cities and municipalities to undertake projects which may be deemed impractical if implemented within their jurisdiction alone.

– Successful clustering takes time and entails discussions and consultations especially when one considers the political dimension of running a local government.

• May be helpful to maximize existing institutions including regional bodies and metropolitan authorities when trying out this approach.

• Embedding the Nexus within Local Government Plans and Policies– Nexus can be institutionalized once it is tied to a vision. Examine the

city’s vision and identify elements relating to nexus. – From there, a city can start to identify “wish list” of nexus projects

which will then influence strategies for implementation and support.

– Nexus principles should be embedded within local government plans and policies. These include relevant planning documents.

• Entry points can also be identified for the building code, environment code, as well as other guidelines and regulations to ensure that urban planning considers nexus
