Red dry river sand shall be used for the construction of foundation & in the ratio of 1:4 cement : sand mixture. White sand shall be used for plastering purpose in suitable ratio with cement. The L.T. Feeder Pillars shall be supplied with grouting stand & shall be used for grouting within the brick wall foundation with suitable mixture of cement / sand alongwith gravels in suitable size. The work shall also include the leveling/alignment & fixing /installation and testing etc. After installation/fixing of L.T. Feeder Pillar, the excavated earth shall be back filling/ ramming by the contractor at no-extra cost. The L.T. Feeder Pillar shall be supplied by the IWD free of cost but safe carrying of the same from IWD’s store to the respective site shall be the part of the work and no-extra payment shall be made by the Department for transportation. Contractor shall also be provided all the Tools & plants and other fixing materials i.e. hardware & consumables etc. for the execution of work at no- extra cost. The projected surfaces of brick foundation shall be painted with water proof good quality paint of post-office red colour in two coats at no- extra cost. Danger board shall be mounted wherever required to meet the relevant clause of Indian electricity rules and proper barricading wherever required shall also done by the contractor during execution of work at no- extra cost. Any damage done by contractor during the execution of work shall be made good by the contactor at no-extra cost. Any discrepancies come to the notice of IWD regarding wrong installation/fixing/laying during the execution of work or even after completion of work, for which contractor shall be responsible to correct it/them without any extra cost. The work which is not included in the scope but necessary for the successful completion of job shall be done by the contractor at no-extra cost.

1.1 L.T. Feeder Pillar No.-2 Overall Dimension (approx.) without rain hood & grouting stand: 1000(L) x 1150 (H) x 700 (D) mm.

2.0 Construction of the following earth station with GI earth electrodes of min. 10 feet length B class medium guage as per IS : 3043. The GI pipes shall be of QST/Jindal/make and shall have perforation & suitable holes for connection of earth strips. The top portion of the electrodes shall be enclosed in a 300mm. x 400mm. x 400mm. brick masonry enclosure and provide with RCC top cover slab, GI strainer etc. Earth station shall be complete with back filling & compacting with a homogeneous mixture of sand, charcoal & salt up to the level as per standard norms. All the materials required for earth station viz. GI pipes, bricks, strainer sand, charcoal, salt, concrete materials etc. shall be supplied by the contractor & shall be included in the prices. [For Earthing of Feeder Pillars]

2.1 Earth station with 50mm dia. single electrode in normal soil. 10 Nos. 3.0 Installation of GI earth strips/ wires in the following manner & sizes

complete with fabrication, jointing & tapping of earth conductors by welding & inclusive of all installation accessories & consumables. The earth conductors shall be buried underground at a depth of 400 mm. from the finished ground level including excavation of earth, backfilling and ramming. All the welded joints of earth conductors buried in ground shall be painted with anti-corrosive compound. Only GI Flat shall be supplied by IWD free of cost. [For Connectivity of Feeder Pillars to Earth Pits]

3.1 50mm. x 5mm. GI Flats in normal soil. 100 Mtr. 4.0 Excavation of Earth cable trench min. 900mm. deep & 450mm. wide

(approx.) & laying & dressing of the following LT power/lighting cables. The work shall include filling the trench with dry river sand at bottom & top of the cables with min. 75 mm. thick layer, covering with ‘A’ class burnt red bricks at sides & on top (approx 18 bricks per Mtr.) for protection of cables, back filling the cable trench after laying of cables with good soil & ramming. Supply of the above sand & bricks are in the contractor’s scope. Wherever the cable trench crosses the road, the contractor shall make good the damages done in the road during excavation work including back filling the trench with excavated earth & laying of above bricks of at least 2 layers on the road at no extra cost. The GI/MS/CI/RCC pipes of suitable sizes shall be laid in the cable trench for cable protection at road/drain crossing. The pipes shall be supplied by the purchaser free of cost but the same shall be transported to site from IWD’S store/yard by the contractor at no extra cost. The cables shall be supplied by IWD in drums free of cost but the contractor with his own transport & crane at no extra cost shall do the transportation, loading & unloading of the cables from IWD store/yard to site. Similarly, unused cables shall be returned to IWD by the contractor at his cost. The contractor shall also provide cable jack & shaft/turn table at site to facilitate cable laying before issue of cables from IWD store/yard.

4.2 1.1KV grade 31/2C x 185 Sqmm. AYFY cable (Double run). 1500 Mtr.

4.3 1.1KV grade 31/2C x 120/95 Sqmm. AYFY cable (Single run). 2000 Mtr.

5.0 Installation including laying & dressing of the following HT/LT power/lighting cables on ready cable Trench /brackets/supports/hangers/ concrete wall etc. with PVC sleeved Al./GI clamps & fasteners at suitable intervals. The clamps & fasteners shall be supplied by the contractor at no extra cost. The cables shall be supplied by IWD in drums free of cost but the transportation, loading & unloading of the cables from IWD store/yard to site shall be done by the contractor with his own transport & crane at no extra cost. The contractor shall also provide cable jack & shaft/turn table at site to facilitate cable laying before issue of cables from IWD store/yard including removable/refixing of RCC slab cover of 100mm. thick & M.S. Chequered Plate of 6/7 mm. (OP).

NOTE:

i. Department Supply: All the (HT & LT) cable, HT & LT jointing kit (straight through/outdoor & Indoor end termination), GI Pipe and earthing strip only.

ii. Shifting of Materials, Equipments from IWD store to work site with the help of Crane/Hydra, Truck/Tractor Trailer to be arranged by the contractor at no extra cost.

iii. Removal/refixing of RCC slab cover of 100mm. thick & M.S. Chequered Plate of 6/7mm. (OP) shall be done by contractor free of cost.

iv. Supply of Hardware, consumables including painting, Gas, Electrode, Nut-bolts, lugs/ferrule/socket (make:HEX/ascon) and cable gland (single compressor), (make : HEX/ascon) etc. are to be considered in the price.

v. All tools-tackles lifting arrangements, testing equipments shall be arranged by the contractor at no extra cost.

vi. Testing & commissioning of entire scope work shall be considered in above BOQ. vii. Quantity variation ±25%, however overall bill value shall be paid limited to +5% of order

value against actual work done. viii. Valid Electrical Contractor license must be submitted alongwith quotation.

2. The quotation forms complete in all aspects should be submitted in sealed envelope along with tender fee of Rs. 500/- in the form of demand draft drawn in favour of the Registrar, IIT (BHU), payable at Varanasi.

3. The estimated cost of this work is Rs. 14,54,900.00. The earnest money deposit of Rs. 30,000/- shall be submitted in the form of FDR or DD in favour of the Registrar, IIT (BHU), payable at Varanasi. The EMD of successful bidder will be retained till the completion of work and shall be returned after the payment of final bill & deduction of security. The EMD of unsuccessful bidders shall be returned after the final award of work.

4. The works will be executed on Agreement/work order basis. 5. Institute reserves the right to reject any quotation or all quotation without prejudice, assigning

any reason or giving any explanation. 6. If quotation is submitted without clearly writing the rates then quotation will not be considered. 7. Quotation not signed by the contractor or his legally authorized agent will be considered invalid. 8. Security deposit @ 5% shall be deducted from each bill. The security deposit of 5% deducted

from all the bills will be refunded after completion of the defect liability period i.e. 6 months from the date of works completion. The date of issue of work completion certificate will be treated as the work completion date.

9. 1% water tax will be deducted from each bill if applicable. 10. Electricity charge will deducted as per actual consumption. 11. 5% Trade tax and 2% Income Tax will be deducted from each bill. 12. Amount and quantity variation: Quantity may vary as per actual work execution/site

requirement/end user suggested changes during execution but the final bill value shall not exceed more than 5% of order value.

13. All the materials/equipments provided by the vendor will be checked by IWD before installation.

14. Work completion period: Within 30 days from the issue of work order/date of agreement. Work completion certificate shall be issued by the IWD after obtaining a satisfactory work done report from the user. A period of 10 days will be added to the work completion period for completion of above procedure.

15. Late work completion penalty: If work in not completed within the given time, penalty will be

deducted as per institute norms.

16. Any damage caused to the building/site shall have to be made good by contractor at no extra cost & without any delay. Sd.

ANNEXURE –I INSTRUCTIONS TO THE TENDERERS

1. Sealed Tenders shall be submitted by the Tenders along with the following:

a) A copy of tender documents as mentioned above duly signed & stamped on the each page as

a token of your having read, understood and accepted all the terms & conditions mentioned

therein. Bids not duly signed & stamped on each page are liable to be rejected as

unresponsive.

2. Tenderer must submit price break up strictly as per the bill of Quantities.

3. The price shall include all taxes etc. and shall remain FIRM till the completion of the job.

4. The quantities of work indicated in ‘Bill of Quantities’ are approximate only and may vary

+ 25% during actual execution of work. However, payment shall be made on item rate basis for

the actual quantities of work executed at site & duly verified by the designated Engineer of

IWD, IIT(BHU). No extra payment will be admitted for incidental and contingent work, labour

and /or materials for successful completion of the work. The total work may be splitted to more

than one contractor at the lowest quoted rates.

5. Unit prices for each item must be quoted in words as well as in figures failing which offers may

be rejected. In case of any contradictions between prices mentioned in the figures & words, the

prices mentioned in words shall be considered as final. Also in case of any arithmetical error in

regard to the total amount and individual amounts, the individual rates shall be taken as final

and the total amount shall be computed accordingly.

6. Tenderer shall have to satisfy the Institute that they possess adequate resources and the requisite technical expertise/experience in executing similar jobs as called for in this tender enquiry on item rate basis. (Self certified copies of similar nature work orders executed by the firm along with work completion certificate should be attached as proof.)

7. Contractor to submit Valid Electrical Contractor’s license and forward the name of supervisor having license of competency who will look after the above work.

ANNEXURE –II

RELEVANT TERMS AND CONDITIONS OF CONTRACT

1. The work shall be carried out completely in the neat manner & all the installation shall meet the requirement of the latest amendment/revision of the Indian Electricity Rules and other statutory regulations as applicable to IIT (BHU) as far as safety, earthing etc. are concerned.

2. All safety rules & codes shall have to be followed without any exception.

3. The entire work shall have to be supervised by competent supervisors of the contractor.

4. Safe keeping of free supply materials issued to the contractor shall be the responsibility of the contactor till the same is handed over to the purchaser without any extra cost. The Institute shall in no way be responsible for any loss/ damage to the materials on any account.

5. The contractor shall be responsible for quality of workmanship rendered by them. Any defect/deficiencies pointed out by the Engineer of IWD, IIT (BHU) during or after erection shall be made good as directed without any extra cost to the purchaser.

6. The successful tenderer shall be responsible for the repair jobs of any damages made by him during erection of equipment.

7. All necessary tools, tackles and equipment required for execution of the work shall be supplied and maintained by the contractor at his own cost.

8. The tenderer shall also include in his scope such materials which are not categorically mentioned in the bill of material but are required for the completeness of the work.

9. The unit prices in the bill of quantities against the item of work shall be inclusive of all installation accessories, services, consumables, e.g. saddle, flats, fasteners, terminating, materials, paints, welding etc. necessary to complete the said work within the contemplation of contract.

10. The acceptance of all equipment/materials in the scope of contractor’s supply are subject to inspection & approval at destination/site by IWD and the rejected materials shall immediately be removed by the contractor from site at his own cost. The equipment/materials shall only be installed after receipt of clearance to this effect from the Engineer In charge of IWD.

11. Throughout the execution of the work, the contractor shall perform clean-up on a day-to- day basis. Contractor shall be responsible for regular removal and cleaning of spillage/debris/ fall-outs etc., if any, from the operational, maintenance areas etc. consequent to and arising out of his work by removing & disposing spillage/accumulation as may be necessary and/or directed by IWD at his own cost and arrangement to dumping site for refuse etc.
