IT in Tripura: Introduction

IT Policy, 2000: The IT Policy has 3 broad objectives,

namely:

Promotion of e-Governance for efficient and effective

delivery of Govt. services.

Promotion of IT Education for development of human

resources for IT.

Promoting investment in IT industry in the State.

Administrative set-up:

Directorate of IT was set up in April, 1999, followed by

formation of Tripura State Computerisation Agency (TSCA)

in 2001.

IT Infrastructure

State Wide Area Network (SWAN)

State-wide computer data/ voice/ video network set up on OFC

backbone; total project cost over 32 crores.

Connects State HQ, District HQs, Sub-divisional HQs and

Block HQs; 61 PoPs; about 200 IP phones.

NIC is the implementing Agency and the network operator.

BSNL is the bandwidth provider; PoPs are connected through 2

Mbps Leased Lines; recently enhanced to 4 Mbps for

connectivity between State HQ and District HQs.

86.27% uptime in August 2010; performance being monitored

through Third Party Auditor (TPA).

Tripura is 6th State in the country to implement SWAN and first

State to have TPA;

Agartala City Area Network (ACAN)

Horizontal Connectivity at State HQ; fully integrated with

SWAN.

20 Office /omplexes connected through OFC Network; in

addition, connectivity through BSNL Leased Lines and RF

Link.

Bandwidth - 1 Gbps and 10 Gbps.

Consultant - TCIL; Implementing Agency - HCL Comnet;

Project Cost - Rs. 8.00 crores.

New Capital Complex (Secretariat, Assembly, State Guest

House) also being connected to ACAN.

Need to expand horizontal connectivity at State level as well as

to lower levels for optimum utilisation of SWAN.

State Data Centre (SDC)

Central Repository for Data for all e-Governance applications

To provide secure data storage for all applications with back-up in a Data Recovery site.

Capacity- 16 TB; Project Cost- Rs.40.05 crores.

Sify Technologies selected as the Agency for setting up and operation of the Data Centre for 5 years.

Implementation started in Dec. 2009; equipments are installed and configured.

Expected to be commissioned by October, 2010.

State Service Delivery Gateway (SSDG)

Single-point delivery point for all e-

Services.

Project includes setting up of a ‘State

Portal’ and the ‘e-Forms’ Project.

Identified 29 Services among 8 Deptts for

immediate roll out by June 2011

Additional 6 services would be included in

the 2nd phase by Sept 2011.

CICs/ CSCs

Community Information Centres (CICs):

Set up in each Block to provide e-Services to citizens.

Presently being used mainly for providing data support for RD

functions of the Block.

Common Service Centres (CSCs):

To function as outlets for delivery of e-Services to citizens at

village level.

145 CSCs to be set up, each catering to 6 villages.

BSFL selected as Agency for setting up and running the Centres;

Govt. to provide limited viability-gap funding for 4 years.

Implementation started; 46 CSCs set up so far; target is to set up

all 145 CSCs by November 2010

Capacity Building

GOI providing capacity building support for limited period

till States build their own capabilities

Capacity Building (CB) Project sanctioned by GOI for

Tripura for 3-year period; Project Cost- Rs.7.36 crores.

Project components include:

Technical manpower support in the form of 4 consultants - to

function as State e-Governance Mission Team (SeMT).

Support for capacity building/ training programmes.

Support for outsourcing services like DPR preparation.

PWC selected to provide the Consultants; the Consultants

are working closely with various Departments since Jan.

2010.

Health: e-Hospital

(Hospital Management System )

Web-enabled, work-flow based comprehensive IT solution

Developed by NIC; Patient-centric system

Number of modules including Patient Registration (OPD/IPD), Clinics,

Billing/ Cash, Medical Records, Radiology, Blood Bank, Laboratory,

Ward/ICU/Cabin Management, Pharmacy, OT Management, Birth/Death

Record, Administration, etc.

Agartala Govt. Medical College & Hospital implemented

in 2004; TMC has also implemented with modifications.

NIC is popularising the solution as ‘generic application

software’ for Govt. Hospitals in other States

Application already replicated/ proposed to be replicated in other Govt.

Hospitals including Ram Manohar Lohia Hospital, Delhi, Ganesh Das

Hospital, Meghalaya and Ernakulum Hospital, Kerala.

Health: Vision Centres

Tele-ophthalmology (Vision) Centres set up in Blocks to

provide eye-care to patients at door-steps

linked to IGM Hospital through Tele-medicine infrastructure.

Started in April 2007; 35 Centres set up so far

5 Blocks (Korbook, Jampui Hills, Dasda, Chawmanu and Bishalgarh) yet

to be covered.

Over 71,000 patients screened upto August 10, of which

5,092 patients referred to Referral Hospital (IGM Hospital)

Average number of patients per Centre per month: around 100.

Unique Project implemented by Tripura; got National e-

Governance Gold Award for 2009.

Health: Tele-Homoeopathy

Tele-Homeopathy set up in Blocks to provide

health-care to patients at door-steps

Started in February 2010; 10 Centres set up so far

Connected with the Homoeopathy Hospital at

Agartala and the referral hospital is National

Institute of Homoeopathy, Salt Lake, Kolkata.

Health: Tele-medicine

DIT, Govt. of India, sanctioned a Project in 2005 for

connecting 17 Sub-divisional Hospitals/ CHCs/ PHCs to

GBP Hospital through Tele-medicine infrastructure, in 3

phases; Project Cost: Rs.8.50 crores.

10 Tele-medicine Centres already operational

Locations are Gandacherra, Chhailengta, Amarpur, Kanchanpur,

Kumarghat, Khowai, Kathalia, Belonia, Melaghar & Nutanbazar.

Over 12,821 patients treated upto 30.06.2010.

7 Tele-medicine Centres yet to be operationalised

Locations are Kulai, Chawmanu, Sabroom, Ompi, Hrishyamukh,

Damcherra and Takarjala.

Health: Other Applications

Online Blood Donor Information System:

Web-enabled application.

A citizen can see the stock status of blood in various

blood banks, can register as a voluntary donor and can

search for donor of his blood group.

About 500 voluntary blood donors have registered

Health Booking System:

Enables a patient to get advance booking for various

diagnostic tests and specialist consultations in the State

Hospital for a nominal charge of Rs.5.

Power: Energy Billing System

Web-based application developed by NIC for

computerisation of Energy Billing System.

Implementation started in 2004; 55 out of 65 sub-

divisions covered; remaining sub-divisions (except

Chawmanu) to be covered shortly.

Billing and consumer details available on net in

respect of 6 sub-divisions of Agartala.

Efforts on to start online payment facility.

CSI Special Recognition Award for 2009.

AMC: e-Pourasabha

AMC is the first Municipal body in the North East to

go for IT-enabled services to citizens.

Work-flow based applications developed by NIC;

includes Modules for Property Tax, Water Tax, Touji

Collections, Birth and Death Registration, Trade

Licence, etc.

Citizens can access details of property tax and water

tax, birth & death registrations, etc. on web.

Efforts on to implement a web-based integrated

solution and to start online payment facility.

Transport: Vahan Sarathi

Project under Scheme of M/o Road Transport &

Highways, Govt. of India; implementation started in 2004.

Modules developed by NIC under the Project:

Vehicle Registration

Issue of Driving Licence

Issue of Road Permit

Issue of Vehicle Fitness Certificate

Road Tax

Smart Cards being issued for vehicle registration and

driving licence.

The system operates through a vendor in PPP mode.

Citizens can see status of their applications over Internet.

e-Suvidha

Work-flow based application in SDM offices.

22 services offered through single window;

services include issues of various Certificates,

issue/ renewal of various licences, etc.

Initiated in SDM, Udaipur office in July 2000;

introduced in other SDM offices during 2004-06;

running in all sub-divisions except Santirbazar.

Citizen can see status of their applications on the

website.

Land Records and Registration…

Computerisation of Land Records:

Project initiated in 1991-92 in North District under scheme of M/o

Rural Development, Department of Land Resources; extended to

other Districts in 1993-94.

Software developed by NIC and updated from time to time; JAMI

Version 3.0 being used now.

Operational in 28 DC circles; 3 Circles (Sadar, Gandacherra and

Ompi) yet to be covered.

Process of digitization of maps carried out in Mohanpur circle; 185

maps digitized; process initiated for digitization of remaining 6,200

maps in 30 Circles.

Connectivity: 17 circles to be connected to SWAN shortly; rest to

be connected through Broadband over NICNET.

Land Records and Registration

Computerisation of Registration:

Project initiated in 2006 in 4 registration offices of West District,

namely, Bishalgarh, Sadar, Khowai and Sonamura.

Software called ‘CORD’ developed by NIC.

Project needs to be extended to other registration offices.

Integration of Land Records and Registration:

Need for complete integration of computerised land records with

registration process to achieve the goal of ‘updating of Land

Records on real-time basis’ and ‘conclusive land-titling system’.

PWC has prepared and submitted complete ‘Integration Plan’

including the Process Re-engineering required for this purpose;

The Report is under consideration of the Revenue Department.

Challanges

Lack of quality Resources

Inadequate funding for Backend Computerisation

Connectivity

Outside State:- There is only one route for connectivity to Guwahati

CSC could not be set up in time due to non availability

Most of the Panchayet offices not getting Broadband connectivity
