Welcome to the CalStateTEACH Induction Program!

Dear Candidate,

We are delighted to welcome you to the CalState TEACH Induction Program, a California State University program that has been designed with you in mind. As a statewide program offered through the California State University system for more than 16 years, faculty is geographically available anywhere you are.

CalState TEACH Induction is designed to provide you the very best preparation while acknowledging the pressures and responsibilities you face. In fact, the program capitalizes on your teaching assignment and builds on it. By integrating your classroom experiences with your self-selected professional growth goals, video conferencing with your cohort, site-based support, electronic materials, and personal guidance from CSU faculty, you will learn and grow as a teacher. You will find that the boundary between “theory” and “practice” becomes less distinct as you progress through the program.

As you progress, you will find your knowledge and skills expanding, your ability to analyze student work sharpening, your instructional decision-making abilities being honed, and your commitment to lifelong learning strengthening. By the conclusion of the program, you will find that your understanding of the environmental context and the diverse students within that context has also deepened.

We know there is no greater way to influence student learning than through the efforts of well-prepared and deeply committed teachers. We are pleased to have you as part of our statewide learning community. Program Background and Overview

Program Description CalStateTEACH Induction Program, a California State University program, is a high quality, site-based online Induction Program offered through the California State University system. The program is designed for teacher Candidates who have a Multiple Subject or Single Subjects Preliminary Credential and wish to clear their teaching credential but do not otherwise have access to a district/county office or university Induction. Candidates can be found in just about every county of California. Employed teachers from a variety of settings and assignments – public, private, and charter schools thrive in the online environment. The CalStateTEACH Induction Program utilizes various technologies to provide the knowledge and skills necessary for professional classroom teachers. With a combination of self-study, web-based support, and personalized coaching and support, the CalStateTEACH student earns a Clear Teaching Credential. CalStateTEACH participants attend one (1) on-ground Orientation annually and two (2) synchronous collaborative sessions with peers during each of the program years.

The CalState TEACH Multiple and Single Subject Clear Credential Program represents the culmination of the professional teacher preparation program for classroom teachers. You will collect documentation of completing your Individualized Learning Plan which serves as evidence of your accomplishments. The Individualized Learning Plan Cycle of Inquiry promotes professional growth and is based on the California Standards for the Teaching Profession. The process of planning, assessment, and reflection is designed to ensure the greatest opportunity of a quality education for ALL students. Goals for each teacher Candidate must be developed within the context of the Individualized Learning Plan (ILP) within the first 60 days of the teacher’s enrollment in the program.

It is your responsibility as an Induction Teacher Candidate to submit all documentation as described on the ILP. Responses should be thorough, thoughtful and demonstrate the necessary professional knowledge and skills of a professional educator. You are now an employed teacher, and, as such, a role model for students and a representative of your school to the community. Any evidence that cannot be assessed because of errors in spelling, punctuation, and/or grammar will be returned for editing. Specific descriptions of required entries will be provided by the Lead Mentor and Colleague Coach/ Written and video instructions on how to submit your documentation for completion are in the Resource section of the website. The program was designed by the faculty and administration of the California State University (CSU) system.

Accreditation

CalStateTEACH is fully accredited by the Commission on Teacher Credentialing (CTC) and by the Western Association of Schools and Colleges (WASC).

Program Curriculum Sustained and intensive mentoring/coaching during the two-year CalState TEACH program compels teachers to evaluate their practice, try out new strategies, and record their new learning as evidence of development and growth over time. Foundational to the mentoring

process is the Individualized Learning Plan (ILP) supported and driven by the California Standards for the Teaching Profession (CSTP). The CSTP provides Candidates a vantage point from which to reflect during learning-focused conversations with the Lead Mentor and Colleague Coach. During structured conversations, Candidates consider their own teaching practices while engaging in self-directed learning, with the ultimate goal of improving learning opportunities for ALL students. The ILP supports job-embedded opportunities for monitoring and self-assessment, as it is grounded in personally constructed knowledge that is socially mediated and situated in professional action. Collaboration and communication occur both on-site and online with faculty and school-based support. Candidates gain significant personalized support from their assigned faculty Lead Mentors, who orient them and school site personnel to the program, provide Colleague Coach training for effective support, and review their growth in the CSTP Areas of Inquiry and online participation. Additionally, their on-site Colleague Coaches, who are credentialed teachers at their school site, provide valuable support and assistance to CalStateTEACH participants. The Induction program is divided into two years following an inquiry model that supports professional growth through a cycle of classroom planning, assessment and reflection. In addition to the virtual mentoring and collaboration, they receive an average of not less than one hour per week of individualized support at their school site. An Early Option Completion Option is available for experienced and exceptional Candidates is available (see below)0F.

The activities which Candidates complete during this program were developed to extend knowledge, skills and abilities learned in the Preliminary Program and then build toward highly complex instructional skills such as planning, teaching, assessing student learning, and re-teaching for maximum student academic growth in culturally and academically diverse settings. All program elements are appropriately integrated and sequenced to allow Candidates to increase skills through a cycle of professional learning and coached application to instructional practices, reflection, and analysis of future goals. In this way, the program mirrors the working life of a beginning teacher who works in a complex, multi-tasking setting from the first day on the job. Each Program Year the Individualized Learning Plan provides structure and content to keep Candidates on track throughout the CalStateTEACH Induction program.

It is important that Candidates set aside at least one (1) hour per week of supported time for CalStateTEACH Induction program. Candidates will meet regularly with site Colleague Coaches at their assigned school site. Although at times Candidates will work individually, participating in professional learning, designing lessons, viewing and annotating lessons, visiting a colleague, participating online, they will also be expected to interact regularly with Lead Mentor and peers during the CalStateTEACH Induction cohort video conferencing.

Each half-year of the program requires Candidates to observe a peer and provide two observations of their teaching. All the support received from the Colleague Coach is consistent with the school calendar. The Candidate must be committed to working two years in order to complete the CalStateTEACH program.

Curriculum Sequence

CalStateTEACH is a two-year, job-embedded program of support and mentoring that culminates with a Clear Teaching Credential and six (6) semester units of credit. Each

Program Year contains a variety of activities, organized by the ILP to support Candidates demonstrate progress towards mastery of the California Standards for the Teaching Profession. The program also includes one mandatory annual orientation and at least two of four video conferencing cohort meeting per year.

Early Completion Option The Early Completion Option is available for experienced and exceptional teachers (Education Code Section 44279.25). Early Completion Candidates can complete the program in one year. Year 2 is not required for those who qualify. When a Candidate is interested in attempting the Early Completion Option, they contact the Induction Director to discuss the option and its requirements as early as possible in order to make an informed decision and complete the application within the allowed time frame. Candidates who wish to undertake the Early Completion Option in CalState TEACH must:

• Have a valid Preliminary Credential and employment from a sponsoring school or district;

• Provide three years of evaluations demonstrating successful classroom teaching;• Earn a Exceeds Expectations on the ILP Holistic Rubric;• Apply for the Early Completion Option no later than the tenth week of Year One;• Receive a written recommendation for the Early Completion Option from the

Employer and Year One Lead Mentor.

A Candidate who fails to receive “Exceeds Expectations” on any ILP Holistic Rubric may

lose the opportunity to complete the Early Completion Option.

Credit Hour

As of July 1, 2011, federal law (Title 34, Code of Federal Regulations, sections 600.2 and 600.4) requires all accredited institutions to comply with the federal definition of the credit hour. For all CSU degree programs and courses bearing academic credit, the “credit hour” is defined as “the amount of work represented in intended learning outcomes and verified by evidence of student achievement that is an institutionally established equivalency that reasonably approximates not less than:

1. One hour of classroom or direct faculty instruction and a minimum of twohours of out-of-class student work each week for approximately fifteen weeksfor one semester or trimester hour of credit, or ten to twelve weeks for onequarter hour of credit, or the equivalent amount of work over a differentamount of time; or

2. At least an equivalent amount of work as required in paragraph (1) of thisdefinition for other academic activities as established by the institution,including laboratory work, internships, practica, studio work, and otheracademic work leading to the award of credit hours.”

A credit hour is assumed to be a 50-minute period. In courses, in which “seat time” does not apply, a credit hour may be measured by an equivalent amount of work, as demonstrated by student achievement.

Knowledge Base of CalStateTEACH California has specific frameworks and guidelines for elementary multiple subjects and

secondary single subjects. CalStateTEACH based its choices of expectations for mastery of knowledge and skills on a variety of well-established sources, such as the California Standards for the Teaching Profession (CSTP) and the California Academic Content Standards and Curriculum Frameworks from the California Department of Education. The program is designed to ensure that its graduates can teach the academic content required by the state.

In CalStateTEACH Induction Program, it is an expectation that as a professional educator, Candidates will self-direct their learning and research relevant resources. To provide foundational resources for a successful first two years of teaching, Appendices of resources is included to support the Candidate in developing an instructional approach for ALL students and as a professional educator. These include, but are not limited to:

California Standards for the Teaching Profession English Language Arts and Literacy in History/Social Studies, Science, and

Technical Subjects English Language Arts/English Language Development (ELA/ELD) Framework California Common Core State Standards Mathematics Next Generation Science Standards for California Public Schools, Kindergarten

through Grade Twelve (CA NGSS) Theories of second language acquisition advocated by Stephen Krashen, Rod

Ellis, Susan Gass, and Kenji Hakuta Classroom management models of Fred Jones, Lee Canter, and Rick Morris The multicultural work of Sonia Nieto

Necessary Professional Knowledge and Skills of an Effective Teacher

CalStateTEACH expects Candidates to develop the professional knowledge and skills necessary to effectively teach all students and to teach in culturally and linguistically diverse classrooms. Therefore, the competencies necessary to teach English language learners and those students with special needs have been integrated into the CalStateTEACH Candidate Lesson Observation Notetaking Guide. Of special importance is the knowledge of how children learn and how to apply that knowledge in the classroom.

CalStateTEACH assists Candidates in building professional skills and self-efficacy through collaboration with peers and presenting significant learning from the classroom. Candidates will seek out professional learning beyond immediate classroom concerns to examine professional objectives that have personal significance. Ultimately, the Program expects that its Candidates will make a significant contribution to the profession by improving classroom practices in their own classroom and school site.

Teaching and Learning Methods

Candidates’ initiative, organization, and ability to manage time will serve them well in the CalStateTEACH Induction Program. The program is designed for mature, professional individuals who are highly motivated to complete their Clear Credential.

CalStateTEACH is different from most other Induction programs in California. The program uses many different resources, including:

E-texts, and online materials Participation in live video conferencing with colleagues and faculty Personal observation and coaching by both faculty members and Site Coaches.

Technology plays a key role in the CalStateTEACH Induction program. Candidates will submit work electronically via the CalState TEACH web interface and communicate with faculty and peers. The Program provides technology support through CalStateTEACH Induction course website.

Support While in the CalStateTEACH program, Candidates are provided with continuous and supported learning opportunities from a variety of personnel.

All Candidates have assigned faculty Lead Mentors. Faculty are responsible for a small cohort of students. Faculty not only observe Candidates and provide annotated feedback, they also assist in developing professional growth goals and assess professional growth on those goals. The Induction program will identify and assign a Lead Mentor to teacher Candidate within the first 30 days of the enrollment in the program. The Lead Mentor will have experience in the Candidate’s grade level teaching assignment and/or subject area depending on the Credential outcome.

Candidates may have different faculty or they may remain with the same faculty throughout the program. In addition, a Colleague Coach, an experienced teacher at the assigned school site, will also observe Candidates and provide them with feedback on their teaching. The program may provide content specific assistance if necessary. The principal/site administrator may also provide formative feedback. Together, faculty, Site Coaches, and the principal/administrator, provide an intensive support network.

Assessment and Evaluation Evaluation for each cycle of planning and assessment described on the ILP is based upon a combination of the documentation submitted, attendance at required program events, and continued communication with the site Coach.

Following each cycle of planning, assessment, and reflection as described on the ILP, Candidates submit evidence for review and to demonstrate achievement in the California Standards for the Teaching Profession Areas of Inquiry. Faculty assess Candidates’ work in collaboration with the site coach. On the ILP Holistic Rubric, Candidates receive one of three scores: Unsatisfactory=1, Meets Expectations=2, or Exceeds Expectations=3. If receiving less than “Meets Expectations”, the work must be resubmitted and receive a passing score of “Meets Expectations” for the Candidate to progress to next cycle of ILP planning, assessment, and reflection.

Based on successful completion of the program and submission of proof meeting any additional requirements as stated on the preliminary credential, which are not met within the Induction program, Candidates are recommended for a Clear Teaching Credential.

The Induction Program Handbook is updated throughout the program. This handbook provides general information about important CalStateTEACH and CSU policies and procedures.

Program Technology Guide (Resources>Technology Manuals, QuickStarts & Guides>Program Technology

Guide) The Induction Program Technology Guide presents the technical requirements for beginning the CalStateTEACH Induction program and accessing its online components. These include a listing of the computer hardware requirements, a description of the basic computer skills necessary, a listing of the software required and instructions for its installation, instructions on how to connect to the internet, a guide to navigation of the CalStateTEACH Induction website, and the ongoing development of new features. The CalStateTEACH Induction program technology consists of three major components: the Induction website, webmail, and the observation annotation program.

Candidates’ understanding of required readings and other materials is essential to their success in completing CalStateTEACH activities. These materials are essential parts of Candidates’ professional learning and may be referenced to support goals in the Individualized Learning Plan.

CalStateTEACH Materials

E-Texts and supplementary materials have been selected by the faculty to provideessential foundational knowledge for program activities and to act as valuable resourcesthroughout Candidates’ teaching career.

Materials Policy

The CalStateTEACH Induction Program materials fee entitles participants to receive a 16GB iPad and E- Texts. Candidates are responsible for the recycling fee, taxes and shipping costs of the iPad. Candidates will receive codes to access the electronic materials beginning the third week of Term One or as soon thereafter as they have registered, paid fees, and submitted a signed Terms of Agreement and Materials Request form to the regional center.

If you decide for any reason to leave the program, you will have up to 14 calendar days from the time you receive your iPad to initiate a return. You are responsible for returning the iPad to Apple. Detailed information on returns and refunds is on the Apple website at http://store.apple.com/us/help/returns_refund

You can only receive a refund of the materials fee if you officially drop from the CalStateTEACH Induction program within 10 business days of the start of Term 1. If you drop from Term 1 after 10 business days from the start of the term you will be responsible for paying for the entire cost of the materials.

Addressing Concerns

General Concerns

It is unlikely you will encounter any problems that cannot be solved with the help of your Lead Mentor and Colleague Coach. They are your support team. If you have a concern, even if it seems small to you, contact them right away. Try to work through your concern with open and respectful communication.

If you are unable to solve the problem through your program support team and Faculty member, you should contact your Regional Director. In the rare case that your problem cannot be resolved at the Regional Center level, the Regional Director will refer it to the Systemwide Director of CalStateTEACH.

In the CalStateTEACH program, you are both a student and a professional educator. As such, it is your responsibility to take the appropriate initiative when and if you need assistance. Your Faculty Lead Mentor and program administrators are here for you and will do everything in their power to resolve any concerns or issues you may have.

Reassignment to New Colleague Coach The colleague working most closely with you on a day-to-day basis is your induction Coach, modeling a collegial atmosphere of learning and sharing knowledge. Through the application and selection process, your Colleague Coach has exhibited knowledge of teaching and learning; is dedicated to supporting novice teachers; and has demonstrated leadership as an exemplary educator. However, if the initial pairing is not supporting your ability to complete program requirements, clear procedures are established for reassignments when either the Candidate or Colleague Coach is dissatisfied with the pairing.

Colleague Coach Reassignment process is as follows:

1. 1.Contact your Lead Mentor to clarify issues surrounding the reconsideration ofColleague Coach assignment.

2. Based on your expressed concerns, the Lead Mentor will propose in writing a remedywhich may involve any of the following:a. Facilitating a meeting between you and your Colleague Coach to resolve presenting

problems.b. Working with your employer to facilitate assigning a new Colleague Coach.

c. With agreement from your employer, assigning a Colleague Coach from another school or district to conduct formative observations and to collaborate on program assignments.

The proposal will be jointly agreed upon and signed by the Lead Mentor and Induction Candidate. Upon receipt of the signed agreement, the Lead Mentor will take the agreed upon action to provide for a new Colleague Coach assignment in a timely manner

Reassignment to New Lead Mentor

If the initial pairing of Lead Mentor is not supporting your ability to complete activities as prescribed by the Individualized Learning Plan and program timeline, the Regional Director will facilitate the reassignment of a Lead Mentor. Through an interview, the Regional Director will seek to clarify what is very often difficult to quantify. Reasons for reconsideration of the initial pairing may include: fundamental differences of approaches to student behavior and instructional styles, inability to communicate effectively with each other, and extraprofessional conflicts of interest. Clear procedures are established for reassignments when either the Candidate or Lead Mentor is dissatisfied with the pairing.

Lead Mentor Reassignment process is as follows:

1. Candidate must contact the Induction Director.

2. The Regional Director conducts an interview with the Candidate to clarify issues surrounding the reconsideration of Lead Mentor assignment.

3. Based on the interview, the Induction Director will propose in writing a remedy which may involve any of the following:

Facilitating a meeting between the Candidate and Lead Mentor to resolve presenting problems, or

Working with the Lead Mentor to facilitate assigning a different program mentor.

The proposal will be jointly agreed upon and signed by the Induction Director and Induction Candidate. Upon receipt of the signed agreement, the Induction Director will take the agreed upon action to provide for a new Lead Mentor assignment in a timely manner

Program Design

Clear Induction Teaching Credential Newly Credentialed Preliminary Public School Teachers

In this option, Candidates are full-time contracted public school classroom teachers. Candidates receive support from a CalStateTEACH faculty Lead Mentor and a site Colleague Coach throughout the program. Two observations are made by the Candidate’s assigned faculty Lead Mentor and Colleague Coach. The Candidate confers at least one hour per week with the Colleague Coach consistent with the school calendar.

Employed Private School Teacher Option Candidates employed in the private school teacher option are full-time teachers of record. They are supported in their professional growth goals at their school site by CalStateTEACH faculty Lead Mentors and a credentialed Colleague Coach. If a credentialed teacher is not available, the program and school administration will work together to provide an appropriate credentialed Colleague Coach.

CalStateTEACH Technology Competency Requirement CalStateTEACH Induction Candidates are required to meet a technology competency requirement. Candidates will be able to:

1. Use technology as a tool to research, organize, evaluate and communicateinformation.

2. Use digital technologies, aligned with 21st century skills, to access, evaluate andcreate information.

3. Demonstrate an understanding of the ethical/legal issues about the access anduse of information technologies.

4. Use appropriate educational technology, providing equitable access to all

students, to engage all students and support their academic achievement.

5. Manage the use of appropriate educational technology in a K-12 classroom,assessing student learning, managing records, and providing feedback tostudents.

6. Practice and teach appropriate computer, network and Internet securityprocedures.

Candidates meet the requirement by: a) teaching with technology during the Induction Program or b) by submitting a verification that the knowledge was attained during the Preliminary Program.

The goal is to engage students in learning and or support their learning with the appropriate educational technology. Candidates have opportunity to design lessons for observation that uses technology to present content, create learning opportunities, or research content for students to discover, practice or create content.

Introduce CalStateTEACH Candidates to the routines and duties of everyday teaching, including the reading and understanding of cumulative student records.

Assist in the establishment of an inclusive classroom environment. Demonstrate, model and coach CalStateTEACH Induction Candidates regarding effective

teaching strategies, useful teaching materials, classroom management techniques, and non-instructional tasks that teachers must perform.

Provide targeted support in the teaching of English Learners and students with special needs in the general education classroom.

Observe Candidate’s classroom for English Language Development (ELD) strategies and Specially Designed Instruction for Academic English (SDAIE).

Introduce CalStateTEACH Induction Candidates to the school district procedures for the assessment and reclassification of English learners.

Inform Candidates how needed materials, texts, and equipment may be accessed. Assist CalStateTEACH Induction Candidates with designing lessons before

implementation. Observe lesson, providing appropriate and constructive feedback orally and in writing to

CalStateTEACH Induction Candidates. Facilitate opportunities for Candidates to observe model instructors that effectively teach

the state-adopted academic content standards.

Participate in coach training and other program activities as required.

Roles and Responsibilities of CalStateTEACH Faculty Lead Mentors Provide evidence of assessment of classroom performance and evaluation documents. Conduct a minimum of two (2) regularly scheduled observations/visits to the

CalStateTEACH Induction Candidate’s classroom during each half-year and conducting a pre-conference and a post conference for each observation.

Develop and implement goals within the context of the Individualized Learning Plan (ILP) within the first 60 days of the teacher’s enrollment in the program.

Advise Candidates about program activities and requirements leading to a Clear Credential.

Serve as a liaison to school-site personnel. Participate in and ensure the selection and support of appropriate site Colleague

Coaches. Orient Colleague Coaches and principals to the CalStateTEACH Induction Program,

requirements to be recommended for the Clear Credential, and distribute appropriate program materials.

Hold an orientation meeting with the Colleague Coach. Introduce the course website Provide them with the password for the website to register.

Confer, as frequently as is indicated with the Colleague Coach regarding the Candidate’s progress.

Inform the Colleague Coaches of the evaluation procedure and how to access due dates on the website.

General Roles and Responsibilities for CalStateTEACH Induction Director

Oversee relationships with public and private school site administrators and faculty. Assign each CalStateTEACH Candidate to a Faculty Lead Mentor for Induction within 30

days of enrollment in the program.

Approve Early Completion Option Candidates. Maintain the Terms of Agreement (TOA) with school district partners.

General Roles and Responsibilities for Site Principal and/or School

Administrator in the CalStateTEACH Induction Program Approve all Colleague Coach assignments. Ensures that CalStateTEACH Induction

Candidate has a coach before the first day of class. Support the coaches’ commitment to confer, observe, and provide constructive

feedback and other support services to the CalStateTEACH Candidate. Provide opportunities for the CalStateTEACH Candidate to observe expert teachers.

Provide Candidates with an overall view of the school. Make it possible for the Colleague Coaches to confer with CalStateTEACH Candidates

at mutually convenient times. Use the services of the CalStateTEACH faculty to communicate openly and freely,

asking for information and advice, and deciding who shall take certain responsibilities. Being willing to give time for conferences with Candidates and CalStateTEACH faculty. Report any incident that may jeopardize the safety of the teacher Candidate. The report

to the CalStateTEACH faculty must be within one business day of the incident.

Academics Standards

Administrative Grading Symbols and Grade Points Candidates in CalStateTEACH Induction Program are given Credit/ No Credit for each Program Year completed. Each Program Year, Candidates submit evidence of work described in the Individualized Learning Plan to demonstrate achievement on the self-selected California Standards for the Teaching Profession Areas of Inquiry. At the end of each program year, faculty assess Candidates’ work in collaboration with the site Coach. The ILP Holistic Rubric must receive a passing score of “Meets Expectations=2” for the Candidate to progress to next the year. Issuance of Credit or No Credit will then be made.

The following are the specific grading criteria for each year of the program.

Exceeds Expectations=3 translates to an A. Candidate performance has demonstrated a high level of competence.

Meets Expectations=2 translates to a B. Candidate performance has demonstrated a level of competence in conformance with expected standards for persons in the CalStateTEACH Induction Program.

. Unsatisfactory=1 translates to a C. Candidate performance is below standards for

persons in the CalStateTEACH program. If receiving less than “Meets Expectations =2”, the work must be resubmitted for additional review before the end of the Program Year. If receiving less than “Meets Expectations =2”, the work must be resubmitted for additional review before the end of the Program Year.

The following are the specific grading criteria posted for each year.

CR—Credit (not calculated in GPA) A grade of CR (which results in the Candidate receiving the number of units specified for the course) indicates work equivalent to a “Meets Expectations=2” or higher. A Meets Expectations=2 may be translated to a letter grade of B.

NC— No Credit (not calculated in GPA) A grade of NC (which means that the Candidate did not earn the units attributed to the course) indicates work equivalent to less than a “Meets Expectations=2”.

W—Withdrawal If the withdrawal occurs prior to the end of the second week of instruction, and approval is granted, the administrative symbol W will be recorded on your permanent record at the host CSU campus for your Regional Center. The W carries no connotation of quality of Candidate performance and is not used in calculating grade point average.

Authorization to withdraw after the second week of instruction shall be granted only for serious and compelling reasons. Such reasons must be documented by the Candidate. Poor academic performance is not evidence of a serious reason for withdrawal. If a withdrawal is authorized after the second week of instruction, a grade of W will be recorded.

WU—Withdrawal Unauthorized (0.00 grade points) WU indicates that an enrolled Candidate did not withdraw from the course but failed to complete course requirements. It is used when, in the opinion of the Faculty member, completed assignments or course activities or both were insufficient to make a normal evaluation of academic performance possible. For purposes of grade point average computations, this symbol is equivalent to an NC.

Candidates may petition for retroactive withdrawal from the term, provided they can document both the serious and compelling reasons that required the withdrawal and the date of such withdrawal. Such a petition must be filed within 30 days of the start of the following term. If approved, the negative effect of the WU grade will be removed from the grade point average.

Change of Grade

During a Program Year, Induction Candidates may resubmit work for a Grade Change at any time. Following the end of the Program Year review, a change of grade is the prerogative of the Faculty member. The Induction Candidate may not progress to the next Program Year with any ILP Holistic Rubric receiving less than a “Meets Expectations=2”. A change of grade may occur up to the end of the Program Year as a consequence of resubmitted work for faculty feedback. Should the grade go beyond the subsequent Program Year, the Induction Director will make a decision as to the appropriate action to take.

Grade Appeal Process Faculty have the sole right and responsibility to provide careful evaluation and timely assignment of appropriate grades. There is a presumption that assigned course grades are correct. It is the responsibility of the Candidate appealing an assigned grade to demonstrate otherwise.

If a Candidate believes that the final grade issued is based on instructor or clerical error, prejudice, capriciousness, arbitrariness or is not in alignment with established grading criteria in the course website, the Candidate may file an appeal and offer evidence to support the claim.

If the Candidate believes that his/her grade was affected by discrimination or sexual harassment, he/she shall be referred to the appropriate office at each regional center: Monterey Bay: Director of Diversity, Equity & Employment Practices; Fullerton: Director, Diversity and Equity Programs; Fresno: Office of the Vice President for Student Affairs and Dean of Students; and Los Angeles: Office for Diversity and Equity.

Prior to filing a grade appeal, the Candidate shall make every attempt to resolve the grade dispute with the instructor through the informal processes established by the CalStateTEACH Program. The Candidate must make a documented attempt to meet with the faculty member within 20 business days of the start of the following program to make every effort to resolve the issue.

If the Candidate is unable to reach informal resolution of the grade dispute, the Candidate may file a formal appeal of the grade within 10 business days of the documented attempt to meet with the faculty member.

The formal appeal process shall commence when the Candidate presents a written appeal to the Induction Director. A Grade Appeal Form is in the Induction Program Handbook, and is also available online at http://my.calstateteach.net/home.php?p=files . The appeal must directly and specifically address one or more of the criteria for appeal: instructor or clerical error, prejudice, capriciousness, arbitrariness or lack of alignment with established grading criteria.

Immediately upon receipt of the grade appeal, the Induction Director shall provide a copy to the instructor and the Systemwide Director. The instructor shall submit a written response to the grade appeal that must be received by the Regional Director and the Systemwide Director within 5 business days of the Regional Director’s notification of the appeal.

Within 5 business days of receiving the grade appeal, the Induction Director shall constitute an Academic Appeal Committee to review the Candidate's appeal. The committee shall be composed of two regional center faculty (one of whom will be designated as chair of the committee), one faculty member from the Systemwide Appeals Board, and one Candidate from the Systemwide Appeals Board.

The Systemwide Director shall be informed that a committee is being convened. Pursuant to Executive Order 1037, the appeal process shall proceed in a timely way and the authority of the Committee shall be limited to actions that are consistent with other system policies.

The Academic Appeal Committee shall meet at a mutually acceptable time within 10 business days of having been constituted to establish the hearing date. The Committee shall determine that a hearing will be conducted within 15 business days of the establishment of the hearing date. The Candidate and instructor shall be notified of the hearing date. The hearing shall be scheduled at a time when the Candidate and the instructor are able to appear.

The Candidate and the instructor shall present evidence to the Academic Appeal Committee regarding the grade dispute. Evidence may include graded Candidate work. If the Candidate does not appear for the hearing, the Committee may put the appeal aside and the original grade will stand as final. If the instructor does not appear for the hearing, the Committee may decide in favor of the Candidate.

Neither the Candidate nor the instructor shall be represented by legal counsel or other persons during the hearing. Only the members of the Academic Appeal Committee may be present when the Committee deliberates about its decision.

The Academic Appeal Committee shall arrive at factual findings and reach a decision regarding the proper resolution of the appeal.

The Committee may authorize the entry of a change, where appropriate, to the final course grade in the Candidate's academic record. This action shall be limited to instances where the Committee finds that the grade was improperly assigned. A report of the hearing, the evidence, the findings, and decision of the Committee shall be submitted to the Regional Director and the Systemwide Director within 5 business days of the close of the hearing. In compliance with the Family Educational Rights and Privacy Act (FERPA),

this report shall be maintained in the Systemwide Office.

The Induction Director shall notify the Candidate and the instructor of the decision of the Academic Appeal Committee regarding the appeal within 3 business days of Board’s decision.

Within 10 business days of notification by the Induction Director of the Academic Appeal Committee’s decision, the Candidate may appeal the decision by submitting a written rebuttal of the Committee’s decision to the Systemwide Director at (CalStateTEACH, CSU Chancellor’s Office, 6th Floor, 401 Golden Shore, Long Beach, CA 90802) The appeal to the Systemwide Director must indicate in what way the Committee improperly executed the procedures and/or misapplied the standards set forth in this policy. No new evidence may be introduced in the final appeal.

The Systemwide Director shall request the Academic Appeal Committee’s report and any written evidence from the Induction Director and send the materials to the Systemwide Appeals Board. Faculty from the region in which the Candidate is enrolled are not eligible to serve. If the due process procedures and standards set forth in this policy are found by the Systemwide Director and the Appeal Board to have been met, the Committee’s decision will be considered final. Within 10 business days of receipt of the rebuttal, the Systemwide Director will notify the Candidate of the final decision.

If the instructor of record does not assign a grade, or if s/he does not change an assigned grade when the Candidate has successfully appealed the grade, other qualified faculty (e.g. one or more persons with academic training comparable to the instructor of record) shall do so at the request of the Systemwide Director.

The Systemwide Director shall report to the Vice Chancellor of Teacher Education and Public School Programs by January of each year the number of appeals heard in the previous academic year.

Repetition of a Half Year Policy After reinstatement, a Candidate may repeat a half-year for which a failing grade (including a C) was earned. In computing the grade point average for a Candidate who repeats a half-year, only the highest earned grade and grade points will be used. That said, the original grade will remain on the academic record along with the new one.

Academic Integrity

CalStateTEACH, as part of the California State University, is committed to maintaining academic integrity. Academic dishonesty is a serious offense that can diminish the quality of scholarship, the academic environment, the academic reputation, and the quality of the CalStateTEACH program. The following policy is intended to clearly define academic dishonesty in the CalStateTEACH program and to state the responsibility of Candidates, faculty, and administrators relating to this subject.

All forms of academic dishonesty in the CalStateTEACH program are a violation of university policy and are considered a serious offense. Academic dishonesty includes, but is not limited to:

Plagiarism. Plagiarism is intentionally or knowingly presenting words, ideas, or work of others as one’s own. Plagiarism includes copying assignments, copying computer programs, using a work or portion of a work written or created by another but not crediting the source, paraphrasing another’s work without giving credit, borrowing or using ideas without giving credit, crediting oneself with a product produced by others, using others’ web postings as one’s own, and having others participate in online discussions on one’s behalf.

At many times in the CalStateTEACH program, Candidates will be encouraged to modify or use pre-existing lessons or unit plans. All ideas or materials collected or used from outside sources must be cited appropriately. Copying lessons or unit plans when original work is required and presenting this work as original is considered plagiarism.

Use of Unauthorized Aids. This includes using any material or sources of support

prohibited by the administrators or faculty members.

Falsifying Any University Document. This includes falsifying signatures on university forms (such as Drop/Withdrawal/Leave of Absence Forms, and Classroom Observation Forms), forging another’s signature (such as the Site Mentor’s or instructor’s or that of another Candidate), and falsifying prerequisite requirements.

The Candidate is responsible for reviewing all program policies, with special attention regarding the policy on academic dishonesty. The Faculty member can clarify any questions the Candidate may have about the policy. The Faculty member must report each instance of academic dishonesty to the Regional Director. The Regional Director may appoint a three-member faculty committee to review the alleged dishonesty and decide on the Candidate’s continued participation in the CalStateTEACH program.

Consequences for any form of academic dishonesty in the CalStateTEACH program may result in one or more of the following:

A failing grade for the assignment related to the instance Dismissal from the CalStateTEACH program

State Credential Requirements and Information

State Certification for the Clear Teaching Credential In 2015, California adopted the Induction Program Design for Mentoring Clear Teaching Credential Candidates. There are two program pathways to earn a Clear Teaching Credential – a Clear Program and an Induction Program. The Induction Program is the Clear Credential earned through the CalStateTEACH program.

Credentials Obtained Outside of California and Interstate Agreements The State of California has interstate (formerly reciprocity) agreements with some

states and may honor credentials from those states. Teachers with credentials from other states must apply directly to the Commission for issuance of the initial California Preliminary Credential. To check the interstate agreement status of any state, please contact the CTC or visit http://www.ctc.ca.gov. The CTC leaflet “Requirements for Individuals Prepared Outside of California” can be found at http://www.ctc.ca.gov/credentials/leaflets/cl561.pdf.

Note: The State of California may require substantial additional coursework and/or examinations to complete the credential requirement, even when there is an interstate agreement.

Substitute Teaching and the Induction Program According to Commission regulations, anyone holding a baccalaureate degree and verification of a passing CBEST score or a passing Multiple Subject CSET score plus a passing CSET Writing Score may substitute teach in the public schools with the recommendation of the school district. Some substitute or intervention may not be appropriate to fulfill the requirements of the Induction Program. Check with the Induction Director for further information.

Glossary

California Standards for the Teaching Profession (CSTP) A set of standards for professional teaching practice in California that provides a guiding framework for both the Candidate’s work in the CalStateTEACH program and his/her lifelong professional development as a teacher. Candidate An individual participating in a credential program, including for both teaching credentials and services credentials, whether for an initial or second-tier credential or authorization.

California Commission on Teacher Credentialing (CCTC) The purpose of the Commission is to ensure integrity and high quality in the preparation, conduct, and professional growth of the educators who serve California's public schools. Its work shall reflect both statutory mandates that govern the Commission and research on professional practices. (For more information: http://www.ctc.ca.gov)

Colleague Coach An experienced and fully qualified classroom teacher who provides professional guidance acting as a mentor and/or coach to a Candidate in his/her early teaching that includes collecting and analyzing evidence relating to the Candidate’s competence for the purpose of helping the Candidate satisfy program requirements. The Colleague Coach confers an average of one hour per week with the Candidate to provide formative feedback regarding the Candidate’s progress in the program and instructional practices. These individuals do not supervise or evaluate the Candidate.

Employed Private School Teacher of Record

A Candidate who is employed by a private school, having full responsibility for a classroom on a full-time basis is a Private School Teacher of Record.

Host Campus

There are three host CSU campuses, one for each Regional Center (CSU Fresno, CSU Los Angeles, and CSU Monterey Bay). The host campus is responsible for Candidate support functions for the CalStateTEACH program. It creates and maintains academic records, determines and allocates financial aid, and performs certain functions associated with the credentialing process. These campuses also administer program budgets and perform personnel-related functions for the Regional Center.

Induction Director

The Induction Director is the CalStateTEACH administrator responsible for the overall coordination of Candidates, Lead Mentors, Colleague Coaches, and training within a region. The Induction Director is responsible for verifying Candidate competence, including satisfactory completion of all Induction activities, support and mentoring, classroom teaching, and all other program requirements as well as for implementing the policies of the CalStateTEACH program.

Lead Mentor

CalStateTEACH faculty serve as faculty, advisor, mentor, and online facilitator for a group of CalStateTEACH Candidates. Faculty are responsible for consistent communication

with both the Candidate, Colleague Coach, and site administrator to support the Candidate’s efforts and retention in the profession. The Lead Mentor has primary responsibility for determining whether a Candidate’s academic progress and classroom practice are sufficient for the Candidate to progress to the next term and be recommended for a credential. In addition, faculty provide ongoing feedback on assignments throughout the program to support the Candidate’s academic success and assigns grades.

Online Video Conferencing

A synchronous, web-based forum facilitated by the Lead Mentor for Candidate and Colleague Coach exchange of ideas. Statewide, regional, and cohort-based forums are all available on the course website. Discussions are facilitated open to accommodate the immediate interests and concerns of the Candidates and coaches. Participation in the online video conferencing is a required part of the program and forms part of the basis for the calculation of a Candidate’s grade.

Regional Center

The administrative center for monitoring Candidate progress, processing applications, and maintaining program consistency and quality is a regional center. There are three Regional Centers in the CalStateTEACH program: Fresno, Los Angeles, and Monterey Bay.

Regional Director

The Regional Director is the CalStateTEACH administrator responsible for the overall coordination of Candidates, Site Mentors, Faculty members, and staff within a region. The Regional Director is responsible for documenting Candidate competence, including satisfactory completion of all academic work, classroom teaching competence and all other program requirements as well as for implementing the policies of the CalStateTEACH program. Regional Directors are also responsible for staffing and organizing the Saturday seminars.

Systemwide Director The Systemwide Director is the CSU administrator who is responsible for oversight of the systemwide CalStateTEACH program. This individual is responsible for staffing and budgetary decisions and oversight of curriculum, instruction, and assessment in the CalStateTEACH program. This individual works with the Regional Directors and Faculty members to ensure that graduates of CalStateTEACH have completed a high quality program that meets the CTC accreditation standards.

General Policies and Procedures

Student Complaint Procedure The California State University takes very seriously complaints and concerns regarding the institution. If you have a complaint regarding the CSU, you may present your complaint as follows:

(1) If your complaint concerns CSU’s compliance with academic program quality

and accrediting standards, you may present your complaint to the Western Association of Schools and Colleges (WASC) at http://www.wascsenior.org/comments . WASC is the agency that accredits the CSU's academic program.

(2) If your complaint concerns an alleged violation by CalStateTEACH of a state

law, including laws prohibiting fraud and false advertising, you may present your claim to the Systemwide Director, Sharon Russell, [email protected]. The Systemwide Director will provide guidance on the appropriate Program process for addressing your particular issue.

If you believe that your complaint warrants further attention after you have exhausted all the steps outlined by the Systemwide Director, or by WASC, you may file an appeal with the Associate Vice Chancellor, Academic Affairs at the CSU Chancellor's Office. This procedure should not be construed to limit any right that you may have to take civil or criminal legal action to resolve your complaint.

The Trustees, the Chancellor, the President, and the CalStateTEACH Systemwide Director are authorized by law to adopt, amend, or repeal rules and policies that apply to students. This catalog does not constitute a contract or the terms and conditions of a contract between the student and the institution or the California State University. The relationship of the student to the institution is one governed by statute, rules, and policy.

Candidate Terms of Agreement

Read the Candidate Terms of Agreement carefully and sign below. Make a copy for yourself and send the signed original with your registration materials to your Regional Center.

As a CalStateTEACH Induction Candidate, I hereby accept the following requirements and understand that:

▪ The Induction Program Handbook provides information on grading, withdrawal, probation and disqualification policies, Clear Credential eligibility, and program requirements. It also provides information concerning policies on personal conduct, sexual harassment, equal opportunity and various other subjects. It is accessible on the CalStateTEACH Induction course website (http://my.calstateteach.net/home.php), and I acknowledge that it is my responsibility to review these policies once I have gained access to the course website.

▪ All Induction Colleague Coach assignments will be made by my faculty Lead Mentor in collaboration with school district officials. While I may express a preference for a coach, the decision remains with the CalStateTEACH Induction program and the employer.

▪ If I am a private school teacher, I must have a Colleague Coach who is fully credentialed and may be a retired teacher not affiliated with my school

▪ I may not register for the succeeding Program Year until I have received a passing score on all work from the current Year of enrollment.

▪ Videos created for any program assignment are to be uploaded only to the CalStateTEACH Induction course website. Sharing videos that include students in any other venue is grounds for program disqualification.

▪ There is a mandatory charge of $500.00 for course materials to be paid at the beginning of Program Year 1. The fee will entitle me to receive codes to redeem for a 16GB iPad and the electronic texts to be used in the program. I am responsible for the recycling fee, taxes and shipping costs of the iPad. If I decide to upgrade the iPad, I am responsible for additional costs.

▪ I can only receive a refund of the materials fee if I officially drop from the CalStateTEACH Induction Program within 10 business days of the start of Program Year 1.

▪ If I drop from Program Year 1 after 10 business days from the start of the Program Year, I will be responsible for paying for the entire cost of the materials.

▪ If I drop from the program, I am subject to the refund of tuition fees policy of the host campus of my Regional Center.

▪ I must meet an average of one hour per week with my Colleague Coach consistent with the school calendar and attend at least two of four online video conferencing seminars each Program Year.

▪ My faculty Lead Mentor may discuss my overall progress but not disclose evaluations in the CalStateTEACH Induction program with my principal and/or other relevant officials of the district where I am employed.

▪ I must maintain regular communication with my assigned Lead Mentor and site Colleague Coach and respond professionally to email and telephone messages.

▪ I must use my CalStateTEACH Induction email address for any program communications.
