What Is Indo-Africa Summit

• Official platform for the African-Indian relations. • Held once in every 3 years.• First held from April 4 to April 8, 2008 in New Delhi, India. • First such meeting between the heads of state and government of India and 14 countries of Africa chosen by the African Union.

Objective and Outcome of 1st Summit

Objective:● Enforce firm partnership in core areas – trade, energy and co-operation on

global issues such as UN reforms, terrorism and climate change. ● Enlist the support of African nations in international peace and security,

poverty reduction, and co-operation and partnership on human resources development, health, capacity building and ICT.

Outcome: Assistance to Africa in ushering a second green revolution.India’s state-owned Oil and Natural Gas Corporation Videsh (OVL) invested US$2

billion in eight African countries. ITEC civilian training slots to Zambia were increased to 80 for 2008-09. India offered a line of credit of US$ 50 million to Zambia for Itezhi-Tezhi hydro

power project.

Objective and Outcome of 2nd Summit

Objective:●Deepen the India-Africa strategic partnership to promote sustainable development.●Implement the outcomes of the First India-Africa Forum Summit, the two sides have jointly developed this Plan of Action, with a view to implementing the thematic areas that are contained in the Framework for Cooperation.

Outcome: The Indian Government’s announcement of about US$ 8 billion as Line of Credit to Africa for various sectors in infrastructure development, sustainable growth and agro-processing units is an initiative, which identifies Africa‟s requirement for self sufficiency.

The India-Africa Summit, which was scheduled to be attended by 53 countries in December 2014 in Gurgaon, was cancelled due to Ebola outbreak in Africa - UN Security Council declared the Ebola as a "threat to international peace and security”.

Objective Of 3rd Summit

Objective:●The objective of the summit was to significantly expand the relations between India and African countries, both at the bilateral as well as the regional level.

Participants: The five day-long third "India-Africa Summit" was attended by nearly 1000 delegates including Heads of Government, ministers, government officials, business leaders and others.•Chairperson of the African Union (AU)•Chairperson of the AU Commission•Chairpersons of the eight recognised Regional Economic Communities (REC's)•Chairpersons of the New Partnership for Africa's Development (NEPAD)• Heads of State and Government Implementation Committee (HSIGC)•The five African NEPAD initiating countries

Major Developments - I

1. Ibrahim Boubacar Keita, Mali President invited Modi to visit his country and sought India’s assistance in countering terrorism in the country.

2. Somalian president praised Indian Navy’s role in curbing piracy, and sought India’s cooperation in counter-terrorist activities. Modi offered to send counter-terrorism experts if need arises.

3. Manuel Domingos Vicente, Angola’s Vice-President invited India to do diamond business with his country.

4. Abdel Fattah el-Sisi, Egyptian president declared release of two Indians, as a goodwill gesture, under the transfer of sentenced persons agreement between the two countries.

5. He further invited more joint ventures in his country from Indian investors. He referred to the new Suez canal as a complete corridor of integrated development and said that a number of industrial zones in Egypt would be very enticing to Indian businesses.

Major Developments - II

6. Concerned with rising Global Warming, a plea was made to convene a meeting of ‘solar-rich’ countries ahead of the Paris Climate Summit.

7. India sought support from Africa to become a permanent member of the UNSC. India’s candidature was backed by Jacob Zuma, South African President who is also a member of G-4 Grouping.

8. India wished to deepen cooperation in maritime security and hydrography, as well as combating extremism and terrorism.

Major Decisions

Development initiatives●Both sides to work on Tripartite Free Trade Agreement for the expansion of trade and investment linkages and extend the framework to other regional economic communities.

Fast-track implementation of the Duty Free Tariff Preference scheme offered by India since this would play "a significant role" in increasing trade between the two regions.

Modi promised $10 billion in new credit, in addition to $7.4 billion in soft loans and $1.2 billion in aid provided since the first India-Africa summit in 2008.

India will grant aid of $600 million. Of that,

$10 million -India-Africa Health Fund; $100 million-- new India-Africa Development Fund.

Climate Change

Modi called on the assembled African leaders to join an alliance of solar-rich countries at next month’s Paris climate conference, where the international community will gather to try to hammer out a successor to the Kyoto climate protocol.

Implications

Indian telecom major Bharti Airtel announced its plan to roll out free internet services across 17 African countries, in collaboration with Facebook. It had earlier been working in various African countries since 2014 to enhance access to internet in an affordable manner.

"We may import about 3.5 lakh tonnes of tur from Africa in the next three-and-a-half months," said Bimal Kothari, vice-chairman of Indian Pulses and Grains' Association.

President Pranab Mukherjee on Wednesday said the ongoing India-Africa Forum Summit was a historic occasion.

Nkoana Mashabane, SA foreign minister said "As much as Make in India, also we can Make in South Africa, as long as it is in partnership and mutually beneficial". She further added that South Africa wants to benefit from its natural resources and attain the poverty alleviation goals as per Agenda 2063 of the African Union.

Additional Facts about the summit

Fashion● The Fashion Design Council of India (FDCI) had been provided the opportunity by The

Ministry of External Affairs to present a fashion show titled, 'Threads of Banaras', as part of the First Ladies' programme.

Security-The Indo-Tibetan Border Police was tasked with the security of the summit.

Between 1130 hours and 1800 hours on October 28 and between 0300 hours to 1230 hours and 1330 hours to 1730 hours no flights were permitted to take off and land at the Indira Gandhi International Airport, Delhi, and subsidiary airports within 300 kms zone of Delhi.

Two helicopters were be deployed round-the-clock as part of security arrangement during the four-day India-Africa Forum Summit.

Duration:● Significantly, after the IAFS this year, African countries have insisted the next

conference be held after five years, not three years.

Green CarsToyota Kirloskar Motor (TKM) provided nearly 55 Camry hybrid green cars for

transporting dignitaries during the third India Africa Forum Summit (IAFS) Oct 26-29.
