INDC Process Costa Rica

• The process started in January 2015 with a workshopwith:– Sector technical counterparts, – INDC national team (DCC-consultants) and – Work Bank technical team.

• In each sector, the technical team has been working inthe identification of mitigation-sequestration options.

• Currently, sector workshops are feeding back themodeling process and the definition of mitigationoptions.

• Technical analysis of main drivers of emissions in everysector.

INDC Conceptual Framework• Contributions to be defined respect emissions of a reference year.• Feasibility of mitigation options (short and long term) to determine the

targets and year to set the contributions.

Main challenges:• Must C-neutrality be

target of the country contributions?

• Other emission levels (e.g. inventory 2010) can be the target as path to C-neutrality level?

• Which is the target year (2020, 2025, 2030, other?

• In forest sector the preliminary analysis focused in strengthen of environmental services payment system (private land).

• The cost are associated to payment and the type of transition (to secondary forest, medium growth forest or old groth forest)

INDC Process: Next phase

• The process is defining options in five sectors:– Electricity,

– Transport,

– Agriculture and livestock

– Industry, and

– Forest

• In July finishes the technical phase with inputs to begin a political validation phase.

• This INDC process has to be complemented with further studies in next stages to evaluate deeply other more ambitious mitigation options.
