1 Introduction

1. The project-1 under the Vishakhapatnam – Chennai Industrial corridor has been

initiated under the ADB guidelines.

2 Project Description and Objectives

2. The proposed Visakhapatnam–Chennai Industrial Corridor Development

Program (VCICDP) will complement the ongoing efforts of the Government of Andhra

Pradesh (GoAP) to enhance industrial growth and create high-quality jobs. The VCICDP

comprises: (i) a proposed Multi-Tranche financing facility (MFF), (ii) a proposed policy-

based loan (PBL), and (iii) a proposed administration of a grant to be provided by the

Urban Climate Change Resilience Trust Fund2 (UCCRTF) under the Urban Financing

Partnership Facility. The VCICDP will support policy reforms and institutional

development in the state; and priority infrastructure investments in the Visakhapatnam–

Chennai Industrial Corridor (VCIC).

Impact, outcome and outputs

3. The impact of the VCICDP will be an increased contribution of the manufacturing

sector to the state’s GDP, trade, and employment. The outcome will be enhanced growth

and competitiveness of the VCIC. The VCICDP will have three outputs as follows. The

PBL will support output 1, and the MFF and the Grant will support outputs 2 and 3.

Output 1: Corridor management strengthened and ease of doing business improved.

Output 2: Visakhapatnam–Chennai Industrial Corridor infrastructure strengthened and

more resilient. This will include the development of (i) internal roads, water supply,

drainage, logistics, and industrial effluent treatment in selected industrial clusters; (ii)

roads for connectivity between industrial nodes, ports, and urban areas, and road safety

measures; (iii) power transmission and distribution system in the industrial corridor; and

(iv) smart cities planning with climate change resilience and continuous water supply in

Visakhapatnam.

strengthened.

4. The VCIC is proposed as a node centric development platform with four nodes:

(i) Visakhapatnam node, (ii) Kakinada node, (iii) Amaravati region node, and (iv)

Yerpedu–Srikalahasti node. Some of the critical industrial sectors shortlisted for

achieving the targeted outcomes are textiles, food processing, metallurgy, chemicals and

petrochemicals, electronics, pharmaceuticals, and automobiles. In the future, it is

expected to have sectors such as medical equipment, plastics, organic chemicals,

aerospace, and information technology or information technology-enabled services. The

VCIC is well poised to connect to global production networks of southeast and east Asia.

5. APIIC has prioritized two nodes, Visakhapatnam and Yerpedu–Srikalahasti, for

initial investments.

3 Environmental category as per ADB Safeguard Policy Statement, 2009

6. ADB requires the consideration of environmental issues in all aspects of ADB’s

operations, and the requirements for environmental assessment are described in ADB

SPS, 2009. This states that ADB requires environmental assessment of all ADB

investments.

4 Environmental category of each subproject as per national laws and

regulations

7. The nature of the environmental assessment required for a project depends on

the significance of its environmental impacts, which are related to the type and location

of the project; the sensitivity, scale, nature, and magnitude of its potential impacts; and

the availability of cost-effective mitigation measures. Projects are screened for their

expected environmental impacts, and are assigned to one of the following four

categories:

Category A

8. A proposed project is classified as category A if it is likely to have significant

adverse environmental impacts that are irreversible, diverse, or unprecedented. These

impacts may affect an area larger than the sites or facilities subject to physical works.

An environmental impact assessment is required.

Category B.

9. A proposed project is classified as category B if its potential adverse

environmental impacts are less adverse than those of category A projects. These

impacts are site-specific, few if any of them are irreversible, and in most cases mitigation

measures can be designed more readily than for category A projects. An initial

environmental examination is required.

Category C

10. A proposed project is classified as category C if it is likely to have minimal or no

adverse environmental impacts. No environmental assessment is required although

environmental implications need to be reviewed.

Category FI

11. A proposed project is classified as category FI if it involves investment of ADB

funds to or through a FI

12. The Project-1 under the VICICDP is categorized as Category B.

11 The Borrower shall do, or cause the EA to do the following: a. Submit semi-annual safeguards

monitoring report to ADB and disclosure relevant information from such report to affected person promptly upon submission ;

b. If any unanticipated environmental and or social risks and impacts arise due to construction, implementation or operation of the project that were not considered in the respective IEE, the respective EMP and the respective RP, promptly form ADB of occurrence of such risks or impacts, with detailed description of the event and propose corrective action plan;

c. No later than award of related works contract , engage qualified experienced external expert(s) under the selection process and terms of reference acceptable to ADB, to verify information produced through the project monitoring process, and facilitate

8 The Forest (Conservation) Act, 1980 (amended in 1988)

Forest Conservation Act has been enacted for conservation of forest and it mandates permission and clearance in case Forest Conservation Act is intervened.

9 Hazardous and Other Waste (Management and Transboundary Movement) Rules, 2016

The Hazardous and Other Waste Rules, 2016 regulates the use, transport, handling, storage and disposal of hazardous material. It mandates permission and authorisation from pollution control Board in case this rule is applicable.

10 Solid Waste Management Rules, 2015

Solid Waste management Rule regulates the disposal and treatment of solid waste.

11 Application of environmental legislation and its permissions

The environmental permissions or no-objection or licences required under government of India and government of Andhra Pradesh are explained below. The

Condition precedence – the condition precedence makes it mandatory to acquire the permission or license or no-objections

Condition occurrence – the condition occurrence makes the it mandatory to acquire when the condition requires to acquire the certificate or it is mandatory for the

14 Coastal Regulation Zone (CRZ)

Central Government have declared the coastal stretches of seas, bays, estuaries, creeks, rivers and back waters which are influenced by tidal action (in the landward side) up to 500m from the High Tide Line (HTL) and the land between the Low Tide Line (LTL) & High Tide Line (HTL) as “Coastal Regulation Zone” (CRZ), as per the provisions of the CRZ Notification 6th January 2011.

The main objectives of the Coastal Regulation Zone

Notification, 2011 are:

to ensure livelihood security to the fishing communities and other local communities living in the coastal areas;

to conserve and protect coastal stretches and;

to promote development in a sustainable manner based on Scientific principles, taking into account the dangers of natural hazards in the coastal areas and sea level rise due to global warming.

1 Public Communication Activities

The civil works at GVMC started on 14th March 2018 with the signing of agreement with the

contractor. It was planned to demonstrate the project in one district metering area (DMA). i.e.

Block 10 and the works are expected to complete by November 2018.

Women expressed the following during the meeting.

• Residents of the Madhavdhara are joyful about the 24 x 7 water supply work. Women are

happier because, it lessens their workload of bringing and saving water. They feel that as

the water is available throughout the day, they can take up better jobs.

• Colony residents did not face any major issue with regards to discomfort or safety. The

communicated that the digging, laying pipes and closing the trenches had taken only 3

days period. Women, senior citizen and children did not face any inconvenience during

execution of works. One day, when it rained, all the roads have become skiddy due to

mud.

• However, it was taking long time for BSNL and Cable operator to restore

• Women informed that many of the household have invested more than Rs.75,000 for

drilling of borewells and pipeline connections. They fear that, the investment may go

waste once they get 24 x 7 water.

• The GVMC is already collecting water tax of Rs.100 per six months. Women demand that,

GVMC should not collect both water tax as well metered bill.

• The women complain that, the municipal water they get is polluted and unclean. They

suffer from many diseases due to using polluted water.

and pollution.

• Signboards at worksites helping them to be cautious. Also, they noticed, security persons

diverting the vehicle riders to be cautious at some sites.

• They wanted the school to do such sensitization programmes regularly.
