A. Executive Summary

I. Brief of the VCICDP:

1. ADB supported the preparation of a conceptual development plan (CDP) and a regional perspective plan (RPP) for the VCIC, which included an infrastructure strategy to drive economic growth and the identification of nodes for industrial development, high-potential industrial sectors, and a set of priority projects. The CDP indicated that VCIC, with its long coastline and strategically located ports, provides multiple international gateways to connect India with vibrant global production networks. The proposed Visakhapatnam–Chennai Industrial Corridor Development Program (VCICDP) will complement the ongoing efforts of the Government of Andhra Pradesh (GOAP) to enhance industrial growth and create high-quality jobs. The VCICDP comprises:

(i) a proposed multitranche financing facility (MFF), (ii) a proposed policy-based loan (PBL), and (iii) a proposed administration of a grant to be provided by the Urban Climate Change

Resilience Trust Fund (UCCRTF) under the Urban Financing Partnership Facility.

2. The proposed investment program will involve development of infrastructure in selected industrial clusters; improve transport infrastructure, such as connectivity of nodes to ports, urban areas, other nodes and critical hinterland areas; develop and improve power infrastructure, such as establishing substations, strengthening of transmission and distribution system; and improving critical urban infrastructure in selected urban areas. VCICDP will complement the on-going efforts of the Government of Andhra Pradesh (GOAP) to enhance manufacturing sector growth and create high quality jobs in the state of Andhra Pradesh. The envisaged outputs of VCICDP include: (i) ease of doing business improved; (ii) Visakhapatnam-Chennai Industrial Corridor (VCIC) infrastructure strengthened; and (iii) institutional capacities and program management strengthened. 3. The State of Andhra Pradesh acting through its Department of Industries (DoI) will be the executing agency. The Directorate of Industries within the DoI will be responsible for the daily coordination and execution of both the Program as well as the MFF. A program management unit (PMU), established in the DOI, will be responsible for planning, implementation, monitoring and supervision, and coordination of all activities under the Program and the MFF. Project implementation units (PIUs) will be established in APIIC, APRDC, APTransco, and GVMC, and will be responsible for implementing the MFF. The respective PIUs will be responsible for screening subprojects, categorisation based on involuntary resettlement and indigenous peoples impacts, conducting the social assessment, preparation and implementation of Resettlement Plans and Indigenous Peoples Plan as required, and as outlined in this Resettlement Framework. 4. The envisaged outputs of VCICDP include: (i) ease of doing business improved; (ii) Visakhapatnam-Chennai Industrial Corridor (VCIC) infrastructure strengthened; and (iii) institutional capacities and program management strengthened.

II. Scope of Work

5. The State of Andhra Pradesh acting through its Department of Industries and Commerce, Andhra Pradesh Road Development Corporation (APRDC), Andhra Pradesh Industrial Infrastructure Corporation Limited (APIIC), Greater Visakhapatnam Municipal

Corporation (GVMC), and Transmission Corporation of Andhra Pradesh (APTransco) are wholly responsible for the implementation of ADB-financed projects. The outputs area as under: -

o Corridor management strengthened and ease of doing business improved. o Visakhapatnam–Chennai Industrial Corridor infrastructure strengthened and more

resilient. o Institutional capacities, human resources, and program management strengthened.

6. Detailed components of MFF investment are as under a) Investment in Industrial Infrastructure b) Urban Investments: Water Sector for GVMC c) Investments in Connectivity- Roads d) Investments in Power Sector

7. Project Management Unit (PMU) has been headed by the Project Director, Andhra Pradesh, Department of Industries & Commerce with the support of Project Management and Construction Supervision Consultant for the components of MFF investment under following Project Implementation Units (PIUs) are:-

(i) Andhra Pradesh Industrial Infrastructure Corporation (APIIC) (ii) Andhra Pradesh Transmission Corporation Limited (APTransco), (iii) Greater Visakhapatnam Municipal Corporation (GVMC), (iv) Andhra Pradesh Road Development Corporation (APRDC)

8. The following are the main entities of the state to implement industrial sector activities:

a) Department of Industries and Commerce. This is responsible for governing the overall industrial activities in the state;

b) Directorate of Industries. This is the apex department, assisting industries in setting up industrial units, obtaining the approvals, sanctioning incentives and providing marketing assistance;

c) Andhra Pradesh Industrial Infrastructure Corporation (APIIC). Nodal agency for development and operation of industrial areas, parks, and estates in the state with all attendant infrastructures

d) Supported Sector: For skill development through multiple government and other institutions like Andhra Pradesh State Skill Development Corporation (APSSDC); Andhra Pradesh Productivity Council (APPC); National Skill Development Corporation (NSDC); Skill Development Center under the Commissioner of Technical Education; and Micro, Small and Medium Enterprises (MSME) Development Institute, Hyderabad.

III. Resettlement Framework

9. The Resettlement Framework has been prepared conforming to the National laws, the State laws and the Asian Development Bank’s (ADB’s) Safeguard Policy Statement (SPS), 2009. The policy framework describes the principles and approach in avoiding, minimizing and mitigating adverse social impacts that may arise in implementing subprojects proposed under VCICDP.

10. The Resettlement Framework also describes the process for: (i) screening subprojects; (ii) assessment of involuntary resettlement impacts; (iii) categorization of subject based on significance of involuntary resettlement impact; (iv) structure and process for consultations; (v) approach and methodology in undertaking census and socio-economic surveys; and (vi) preparation and implementation of resettlement plans. 11. All sub-projects proposed under Tranche-I of VCICDP have been screened for social impacts, in compliance with this framework. The VCCIDP Tranche -1 project is classified as Category “’A”’ for IR impact in accordance with ADB's Safeguard Policy Statement (SPS). ADB’s SPS covers both temporary and permanent impacts to both titled and non-titled persons, and includes both physical and economic displacement. This Resettlement Framework will be reviewed and updated from time to time to reflect the changes in applicable State and/or National laws.

B. Background of the Report and Project Description

The following table describes the subproject components and the land acquisition and

involuntary resettlement impacts. The list of subprojects proposed for Tranche –I are mentioned

in Table-3 as under:

I. DDR-Subprojects APIIC-01

14. Subproject components (civil works) proposed under the package APIIC/01 include construction of effluent treatment plants at Atchutapuram and Naidupeta industrial clusters. Naidupeta industrial cluster is a mixed industry type.

15. No involuntary resettlement impacts are assessed at identified sites for sub-project components, as both CETP sites belong to APIIC and adequate vacant, presently unused land is available within the APIIC SEZ compounds for the CETPs.

II. DDR-Subprojects APIIC-03

16. This land acquisition and resettlement due diligence report is prepared for the proposed tranche 1 package APIIC/03, under which construction of internal infrastructure in Naidupeta industrial cluster is proposed under VCICDP.

17. The total land in the Naidupeta industrial clusters under APIIC’s possession is 4556.84 acres. APIIC’s land possession certificate for its lands in Naidupeta. Components proposed under the subproject include internal road network, storm drains, power transmission and communication lines and internal water distribution pipelines and a one-stop service centre. Sites of 1 acre each required for the 4 proposed power substations is available within the bounds of APIIC Naidupeta industrial clusters, and all four sites are vacant, unoccupied and unused. A site of 2.05 acres has been identified for the proposed one-stop service centre building within the APIIC industrial zone in Naidupeta, which will have a built-up area of 1640 sq m; this site is vacant and unused as well.

18. Since all proposed facilities are proposed on vacant, unused APIIC lands that had already been acquired for the purpose of setting up industrial clusters, industrial parks and SEZs, no involuntary resettlement or indigenous impacts due to the proposals is anticipated.

III. Subprojects APIIC-04

19. This Resettlement Plan is prepared for investments proposed for subproject components of providing bulk water facility and summer storage in Naidupeta Industrial cluster subproject under tranche 1 of VCICDP based on detailed design and detailed measurement survey. It addresses the IR impacts of the proposed subproject components and is consistent with the agreed Resettlement Framework and ADB’s SPS 2009.

20. The total land requirement for the intake and summer storage tank has been estimated as 63.50 acres. Intake land is owned by Irrigation and Command Area Development Department and the land proposed for Summer Storage Tank is owned by Andhra Pradesh Industrial Investment Corporation (APIIC). No land acquisition is envisaged for proposed components and alignment.

21. Efforts have been made in detailed design to avoid or minimize resettlement impact through careful design of pipe alignments for transmission mains through available, existing right of way of the Venkatagiri-Naidupeta road. Potential impact of 17.800 km proposed transmission main was assessed through detailed measurement survey and no relocation or permanent economic impact has been identified as a result of proposed pipe-laying activity. Only potential temporary income loss to 8 shopkeepers and 2 kiosks for transmission main pipelaying activity for a period of 15 days each has been identified

22. The Resettlement Plan proposes assistance for temporary loss of income to affected persons based on the entitlement matrix prepared for the project. Mitigation measures are also included in the Resettlement Plan cost. Potential losses that can be avoided/mitigated through proper scheduling of work, avoidance of impact to businesses where possible, provision of planks for access to shops and businesses and traffic management plans to avoid disruption have been proposed.

Proposed subproject components for GVMC 24x7 water supply involving civil works include: (i) construction of 3 elevated level service reservoirs (ELSR): 1 ELSR of 3000 KL capacity at Ramamurthy Pantulupeta; 1 ELSR of 2500 KL at Varahagiri Colony and 1 ELSR with 800 KL capacity at Abidnagar (ii) construction of 2100 KL balancing reservoir at VUDA Colony, Madhavdhara; a 1100 KL reservoir/sump at Madhavdhara VUDA Layout; (iii) construction of 1 GLSR with 2200 KL capacity at Indira Nagar, 1 GLSR of 800 KL at Narsimha Nagar, and 1 GLSR of 2200 KL at Sweeper’s Colony near Bapuji Nagar; (iv) 30.46 Km of transmission mains/feeder mains (v) 326 Km of water supply distribution network, which includes replacement of 265 km of old pipe network and laying of 61 km of new distribution lines; and (vi) provision of 72802 house service connections.

25. Measures to avoid and minimize private land acquisition and involuntary resettlement impacts include identification of government land for construction of each of the proposed 8 reservoirs and municipal/government road right of way for laying of all pipelines.

26. The total land requirement for new reservoirs has been estimated as 1.07 acres. Seven proposed reservoir sites (0.95 acres) and alignments for subproject components are owned by GVMC, while 1 proposed reservoir site (0.12 acres) belongs to state government.1 No land

27. The following mitigation measures are proposed to avoid and/or mitigate temporary impacts to businesses and residents during linear works:(i) provision of advance notice to community, (ii) conducting awareness campaigns on the proposed project, its benefits, potential temporary impacts and mitigation measures, grievance redress mechanism, etc., (iii) maintaining access by providing planks and leaving spaces to avoid disturbance to residents and businesses, (iv) managing traffic flows as per the traffic management plan prepared by the contractor in coordination with local authorities and communities, (v) undertaking civil works at night along congested commercial stretches and limiting the amount of time of open trenches, (vi) placing details of telephone hotlines and contact information of PIU offices in signages in visible places, (vii) providing assistance tomobile vendors and hawkers to shift to alternative nearby locations.

II. DDR -UCCRTF/Lake/04

Water shed development and Rejuvenation of Mudasarlova lake.

28. The subproject Rejuvenation of Mudasarlova Lake is falling under Vishakhapatnam node. Subproject components proposed under the rejuvenation of Mudasarlova reservoir and desilting and lining of the inlet channels to the reservoir include (i) desilting of the reservoir, (ii) desilting and lining of 2958m long channel in the western side of the reservoir, (iii) desilting and sectioning of 400m long channel in the northern side of the reservoir (iv) disposing of desilted soil in the northern side of the reservoir and (v) contour trenches on the foothills

29. The subproject also involves planting of 7500 trees in the foreshore of the reservoir in the northern side and western side and inside the reservoir area in the southern side. On the existing bund of the reservoir, grass laying and stone pitching will be done. Further, 75 recharge wells are proposed in the public buildings of the catchment area.

30. Provision for sitting and solar lamp post on reservoir bund. Installation of automated water level recorder for surface and ground water and a climatic station in the reservoir to record the data and plan for decision making.

31. All subproject components are proposed in the reservoir area and adjoining land belonging to GVMS that free from any encumbrance and there are no non-titleholders in these lands. The Simhachalam hill in the southern side is under the control of Simhachalam Devasthanam (Temple trust).

III. DDR -UCCRTF/ENE/05

Developing a 3MW Solar Energy Park at Mudasarlova/ Meghadri Gedda

32. The main objective of this subproject is to design erect, commission and operate a grid connected 3 MW floating type solar power project on Mehadrigedda reservoir in Vishakhapatnam. The proposed project brings in advantages of producing clean, pollution free energy, demonstrate use of reservoir area for solar power generation and provide employment to the people living around the area.

33. Subproject components proposed under the 3MWp grid connected floating type Solar PV Power Project include (i) installation of solar panels floating on the reservoir, (ii) feeder line to 33kV Narawa substation and (iii) floating walkway for access to solar unit.

34. The floatation device will be prefabricated and designed for simple mechanical on-site installation. There shall be no requirement of welding, masonry or complex machinery at the installation site. The floatation device will be modular, such that the installed assembly can be easily expanded and scaled up if required. Each module/combination of maximum two modules should support at least one solar panel. All modules should be standardized and independently created.

IV. DDR -UCCRTF/e-vehicle/06

Procurement of E-vehicles along with supporting Charging Infrastructure Including

Operation & Maintenance for a period of 5 years

35. The objective of subproject is Procurement of E-vehicles along with supporting charging infrastructure including Operation & Maintenance for a period of 5 years. The procurement of e-vehicles will be done by the GVMC to substitute in-use vehicles for solid waste collection, Buses and Cars under use for operational purpose on a pilot basis. GVMC has proposed to introduce e-vehicles in its key operations. The following areas are being considered in the initial phase:

o Solid waste collection using E-Rickshaws o E – Rickshaws for passenger movement at Beach road. o Buses on BRTS on a pilot Basis

36. This will also serve as a demonstration phase for monitoring the operational performance and the accrued environmental benefits particularly relating to the GHG

reductions and mitigation of high carbon pattern of growth through such sustainable transport initiatives. The project will also help in capacity building of local operators and charging stations.

37. The proposed subproject is procurement of environment and climate friendly e-vehicles that will replace in-use petrol and diesel vehicles. The project will bring positive environmental and socioeconomic benefits because the e-vehicles will not generate any air or noise pollution and will replace gasoline powered cars, vans and buses that use lead acid batteries.

38. The subproject is unlikely to cause any adverse impacts because it involves procurement of environment and climate friendly e-vehicles. The subproject will have positive impacts in terms of reducing GHG emissions from the replacement of petrol and diesel vehicles and setup and demonstration of electric vehicle charging facilities in the city of Visakhapatnam.

39. For Solid waste collection using E-Rickshaws: Land for parking and maintenance of e-rickshaws belongs to GVMC at Shanti Ashram near MUPP colony. No involuntary resettlement impacts are assessed at the identified sites

I. Resettlement Plan APTransco-01

Augmenting power distribution capacity for meeting Industry demand at

Kapuleppada, Nakkapalle/ Chandanada and Achutapuram locations – AP Transco

43. The proposed subproject (package Andhra Pradesh Transmission Corporation Ltd (APTransco) 01) involves construction of three substations, one of 132 kilovolt (kV) capacity and two of 220 kV capacity, and related laying of transmission lines of length 24 kilometer (km) and underground cable of 26 km length.

44. For future load requirements of the industries within the clusters identified in Vizag node, APTransco and Andhra Pradesh Industrial Infrastructure Corporation (APIIC) have identified the need to create and/or upgrade substations at three locations within the node, for which 7.6 ha of government land is identified. The capacity proposed are 132 kV and 220 kV sub-stations and associated transmission lines for meeting the load requirements in the specified clusters coming up with in/vicinity of VCIC. This involves setting up new sub stations

and/or strengthening existing substations and laying /strengthening transmission lines and cables primarily at 220 kV and 132 kV voltage level and then augmenting downstream distribution network as necessary. The proposed overhead transmission towers leading to Nakkapalle SS are estimated to require an additional 1.23 ha land, of which the alignment will be finalized by the turnkey contractor in consultation with APTransco and other stakeholders, hence ownership is not yet known. The intervention will benefit the public and industries in: (i) improved voltage profiles of the regions; (ii) additional load growth of about 1,350 Megawatt (MW), met by constructing proposed substations; (iii) reduction of system losses of about 100 MW due to erection of proposed substations; (iv) industry and population gets reliable power supply; and (v) quality and quantity of power ensured over wide geographical area.

45. The subproject is likely to require to use private land for erection of transmission towers (1.23 ha),and is also likely to cause damage to crops during erection of transmission towers and lines. Temporary disruption to access during underground cable laying work, resulting in potential temporary loss of income to an estimated 48 shop owners/vendors and 16 employees, for a maximum period of 10 days each during implementation, as well as temporary access disturbances to residents living along and/or having land along the corridor of transmission line, is assessed.

II. Resettlement Plan APTransco-03

Augmenting Transmission Infrastructure in Yerpedu-Srikalahasti Node

47. Subproject (package APTransco 03, for Yerpedu-Srikalahasti node) under tranche 1 of VCICDP multitranche financing facility (MFF) aims to augment power distribution capacity to meet industry demand at Rachagunneri, Naidupeta and Yerpedu locations. Proposed civil works under the subproject include construction of three substations, one each of 132 kilovolt (kV), 400 kV and 220 kV capacity, and laying of 111.271 kilometer (km) transmission lines.

48. The Resettlement Plan has been updated for a subproject is based on technical information, maps, and drawings available with APTransco. The subproject is classified as “Category B” for Involuntary Resettlement impact as per ADB’s Safeguard Policy Statement (SPS), 2009.

49. The proposed subproject will involve involuntary resettlement impacts such as resumption of assigned land for substation, use private land for erection of transmission towers and is likely to cause damage to crops during erection of transmission lines. Land has been resumed for the construction of substation in Yerpedu and Rachugunneri. The 9 assigned landowners affected due to resumption of land for SS Yerpedu and 18 assigned landholders for SS Rachagunneri, totaling 27 landholders have been compensated. The subproject involves reconstruction and widening of 29.600km stretch of the Samarlakota to Rajanagaram section of Kakinada to Rajanagaram road, also known as ADB Road, which connects the Samarlakota town with the National Highway-16 (Old NH-5) at Rajanagaram. The start point of the corridor is Samarlakota near the RoB junction at chainage 26.400km and ends at chainage 55.970km at National Highway in Rajanagaram

village. The road is the main artery of Kakinada Port and is one of the most important roads in the East Godavari district. The proposed corridor traverses along 11 villages.

53. The subproject involved acquisition of private land measuring 74.32 acres, will impact 437 private structures comprising of 129 residences, 229 businesses, 79 residences cum business Involving compound wall and portion of the structure. Further 80 tenants, 211 agricultural landowners and 28 common property resources will also be affected.

54. The subproject involves reconstruction and widening of 8.700 kilometers (km) stretch of the External Naidupeta Industrial Cluster road, also known as Asian Development Bank (ADB) Road, which connects the Venkatagiri – Naidupeta road with the National Highway-16 (Old NH-5) at Thimmaji Kandriga village. The start point of the road is Thimmaji Kandriga village at chainage 0.000 km and ends at chainage 8.700 km at National Highway -16 in near Pandluru Village. The proposed corridor traverses along 6 villages.

55. The subproject road falls entirely in Nellore district of the State of Andhra Pradesh and traverses through 3 revenue divisions. Nellore district (officially: Sri Potti Sriramulu Nellore

district), located in Coastal Andhra region, is one of the 13 districts of Andhra Pradesh. The district is bordered by the Bay of Bengal to the east, Kadapa district to the west, Prakasam District to the north, Chittoor district and Thiruvallur district of Tamil Nadu to the south. The district is located between 13.30- 15.6 Northern latitude and 70.5-80.16 eastern longitude.

56. The subproject APRDC-04 involved land acquisition 33.072 ha (81.71775 acres). Out of total 33.07 ha, private land acquisition is 24.48 ha and govt. land acquisition is 08.59 ha. As per LPS & baseline survey, sub project will impact on 13 structures and 72 agriculture land owners, Out of 18 affected structure 13 are private structures comprising 10 residential, 03 commercial and 5 common property resources (CPRs) affected along the road.

57. The subproject APRDC-04 involved land acquisition 33.073 ha (81.71775 acres). Out of total 33.07 ha, private land acquisition is 24.48 ha and govt. land acquisition is 08.59 ha. As per LPS & baseline survey, sub project will impact on 13 structures and 72 agriculture land owners, Out of 18 affected structure 13 are private structures comprising 10 residential, 03 commercial and 5 common property resources (CPRs) affected along the road.

III. Resettlement Plan APRDC-05 External Connectivity to Routhusuramala Cluster, Chittoor District road

58. The subproject road widening of 9.207 km stretch for the Connectivity of Routhusuramala Cluster (Part of South Block of Proposed Yerpedu – Srikalahasthi Node). The proposed road connects the National Highway SH-61 at Neleballi. The project road passes mainly through two districts from 0+000 Km to 3+200 Km comes under Nellore district and remaining part of the road falls in Chittoor district. The project road passes mainly though plain and rolling terrain. The topography of the region is mixed type with combination of horizontal and vertical curves. The land use is mixed type with sections of agricultural land on plains and small/medium size industries in clusters. There exists a tar plant and stone quarry beside the project road. Roadside plantation is observed a few places on the project road.

The project would lead to the improvement of road connectivity leads to improved connectivity between the State Highways and National Highways will facilitate faster movement of goods and material to and fro from the port to the nearby industrial areas, special economic zones and coal based power plants. It also provides access to Rayalaseema region, Karnataka State, with the coastal corridor roads. The proposed road Connectivity is to Routhusuramala Cluster (Part of South Block of Proposed Yerpedu – Srikalahasthi Node). The road passes mainly through agriculture dry lands at some locations passes through the horticulture crops. Further, it will also reduce the travel time to the residents of this area to work place, schools, hospitals and markets. Agriculturist too will benefit by being able to quickly transport their produce without delay and buyers coming to their doorstep to procure food grains. Industrial growth will also generate employment opportunities to the people and new townships will be created to meet the demand for housing. 60. The subproject APRDC-05 involved land acquisition 15.074 ha (37.25 acres). Out of total 15.07 ha, private land acquisition is 11.86 ha and govt. land acquisition is 03.21 ha. As per LPS & baseline survey, sub project will impact on 06 structures and 66 agriculture land owners, Out of 06 affected structure 03 are private structures comprising 02 residential, 01 commercial and 3 common property resources (CPRs) affected along the road.

IV. Resettlement Plan APRDC-06 External Connectivity to Nakkapalli Industrial Cluster Road

61. The sub project involves reconstruction and widening of the 4.700 kms long road corridor, which connects the State highway at Kagitha to Nakkapali town. It provides access to Costal region, Orrisa & West Bengal State, with the coastal corridor roads. The proposed road Nakkapali Cluster is a process to connecting State Highways and National Highways. The road passes mainly through agriculture dry lands. 62. However, the sub project will require private land and removal of encroachments and squatting for improving the corridor, resulting in negative impacts to some people living along the corridor.

63. The subproject APRDC-05 involved land acquisition 18.225 ha (45.0226 acres). Out of total 18.22 ha, private land acquisition is 16.07 ha and govt. land acquisition is 02.14 ha. As per LPS & baseline survey, sub project will impact on 06 structures and 43 agriculture land owners, Out of 08 affected structure 03 are private structures comprising 03 residential, and 5 common property resources (CPRs) affected along the road. 64. The Resettlement Plan will be updated and finalized upon the finalization of detailed engineering design and joint verification survey for land acquisition process during project implementation.

C. Consultation, Participation and Disclosure

65. ADB’s SPS defines meaningful consultation as a process that (i) begins early in the project preparation stage and is carried out on an ongoing basis throughout the project cycle; (ii) provides timely disclosure of relevant and adequate information that is understandable and readily accessible to affected people; (iii) is undertaken in an atmosphere free of intimidation or coercion; (iv) is gender inclusive and responsive, and tailored to the needs of disadvantaged and vulnerable groups; and (v) enables the incorporation of all relevant views of affected people and other stakeholders into decision making, such as project design, mitigation measures, the sharing of development benefits and opportunities, and implementation issues. Ensure the following issues/agenda and outcomes during Public Communication/Public Consultation

meetings, is being organized by the PIUs:

o ensure the Contractor has abide by the Environmental, Health and Safety (EHS) measures/norms. o establish rapport between the project affected persons and other stakeholders for the success of the project; o build an environment where people understand and appreciate the need and importance of the VCIC project; o learn from the people about the issues in terms of the regional linkages, safety, and other social dimensions of the region/ area that need to be considered while execution of the project; o facilitate the partnership and ownership of the community through their involvement in the decision-making process; o sensitization and coordination with the engineering teams on road safety, priority for engagement of local labor focusing on female, including gender equality and child labor issues. o Sensitization and coordination with bank authorities for opening of bank account with spouse for all affected persons. o sensitize for entrepreneurship development, skill upgradation training, etc. in the line with VCIC projects o awareness on HIV/AIDS related issues and analyze the hot spot in convergence with APSACS. o gather and document information on practices / issues that could provide feedback into project design for future projects. o understand and incorporate the views of the people in the execution process in order to minimize the future resistance and delays. o recording/registering the grievance for redressal by the competent authority/stakeholders.

66. Particular attention is paid to the need of the disadvantaged or vulnerable groups, especially those BPL, the landless, the elderly, female headed households, women and children, Indigenous People/ Scheduled Tribes (if any), and those without legal title to land. The key stakeholders consulted, during the project preparation phase and during the Resettlement Plan updating and implementation, include the following: 9i) Heads and members of households likely to be displaced, (ii) Physically and economically displaced households belonging to the vulnerable groups, (iii) Host communities (if applicable); (iv) Women in the displaced as well as host communities, (v) Local self-government leaders, and, (v) Government line departments. In the reporting period, 98 focus group discussions, stakeholder meetings and awareness campaigns were held, with a total of 4607 participants, including 38.5% women.

D. Grievance Redressal Mechanism

I. Common Grievance Redress Mechanism (GRM)

67. Project grievance redress mechanism has been established to evaluate, and facilitate the resolution of affected persons’ concerns, complaints, and grievances related to social and environmental issues of the project. The GRM will aim to provide a time-bound and transparent mechanism to voice and resolve social and environmental concerns linked to the project. 68. A common GRM is in place for social, environmental, or any other grievances related to the project. Every grievance shall be registered and careful documentation of process with regard to each grievance undertaken, as explained below. The PIU environmental and social safeguards officers will have the overall responsibility for timely grievance redress on environmental and social safeguards issues, including keeping and maintaining the complaint and redress records. Public awareness campaign will be conducted to ensure that awareness on the project and its grievance redress procedures is generated. 69. Affected persons will have the flexibility of conveying grievances/suggestions by sending grievance redress/suggestion in writing, through telephone call to Divisional Engineer, GVMC/ APTransco/ APRDC/ APIIC PIU’s safeguard manager, or by filling forms for complaints/suggestion by email in the VCICD Project site to be installed under the AP Transco/ APRDC/ APIIC/ GVMC websites. The Resettlement Framework provides the sample grievance registration form. Careful documentation of the name of the complainant, date of receipt of the complaint, address/contact details of the person, location of the problem area, and how the problem was resolved will be undertaken. The PIUs’ safeguard officers will have the overall responsibility for timely grievance redressal on environmental and social safeguards issues and for registration of grievances, related disclosure, and communication with the aggrieved party.

II. Grievance Redressal Committee (GRC)

70. GRC has been established at two-levels, one at district level and another at state/PMU level, to receive, evaluate and facilitate the resolution of displaced persons concerns, complaints and grievances. The GRC will provide an opportunity to the affected persons to have their grievances redressed prior to approaching the jurisdictional sub court. The GRC is aimed to provide a trusted way to voice and resolve concerns linked to the project, and to be an effective way to address affected person’s concerns without allowing it to escalate resulting in delays in project implementation. 71. The GRC will aim to provide a time-bound and transparent mechanism to voice and resolve social and environmental concerns linked to the project. The GRC is not intended to bypass the government’s inbuilt redressal process, nor the provisions of the statute, but rather it is intended to address displaced persons concerns and complaints promptly, making it readily accessible to all segments of the displaced persons and is scaled to the risks and impacts of the project. 72. The district level GRCs will function out of each District where the subproject is being implemented. The GRC will be Chaired by Joint Collector and comprising of the Divisional Engineer acting as its member secretary and the following members: (i) Revenue Divisional Officer (RDO)/Sub Collector of the division; (ii) Project Director, DRDA; (iii) Chief Executive Officer, ZillaParishad; (iv) District Panchayat Officer; (v) District Education Officer; (vi) District Medical and Health Officer; (vii) District Level representative of DISCOM; and (viii) Superintendent, RWS Panchayat Raj Department.

73. The Project Director, PMU will be the appellate authority who will be supported by the PMSC and Safeguard Officer of PMU and concerned PIUs to make final decisions on the unresolved issues.

E. Institutional Arrangements and Responsibilities

A. Project Management Unit (PMU)

74. The State of Andhra Pradesh through the DoI will be the Executing Agency (EA) for the project and the Project Director; Directorate of Industries will head the PMU and will be in charge of overall coordination between the various PIUs and in prioritizing subprojects for subsequent tranches based on social safeguards compliance. A Project Steering Committee will be established to advise the PMU on policy, monitor the implementation of the Investment Program, and coordinate with PIUs on cross-cutting issues.

B. Project Implementation Unit (PIU)

75. PIUs will be set up in each of the implementing agencies. The road subprojects will be implemented APRDC PIU; the energy subprojects will be implemented APTransco PIU; the infrastructure subcomponents proposed in the industrial estates and special economic zones will be implemented by APIIC PIU; and urban infrastructure subprojects in GVMC area will be implemented by GVMC PIU. The respective PIUs will be responsible for screening subprojects, categorization based on involuntary resettlement and/or indigenous peoples impacts, conducting the social assessment, preparation and implementation of Resettlement Plans and/or Indigenous Peoples Plan as required, and as outlined in this Resettlement Framework.

76. APRDC: The road subprojects will be implemented by APRDC and the Social Management Unit comprising of the Sociologist (R&B) and Deputy Collector (R&B), at the head office of APRDC in Hyderabad, will be responsible for subproject compliance to social safeguards and concurrent internal monitoring of Resettlement Plan /Indigenous Peoples Plan (IPP) implementation.6 The role is to implement the policies and operational procedures of Resettlement Framework and IPP, and requirements under the Gender Equity and Social Inclusion (GESI) Plan.

77. APTransco: The energy subprojects will be implemented by APTransco. The subprojects of APTransco involve construction of substations, transmission towers and drawing/laying of transmission and distribution cables. The jurisdictional Assistant Divisional Engineer (ADE) will be designated Safeguard Manager, Social and Gender and will be responsible for social safeguards compliance. The Safeguard Manager, Social and Gender at APTranscoPIU will be responsible for subproject compliance to social safeguards and concurrent internal monitoring of Resettlement Plan implementation. The PIU will use the services of safeguards personnel from PMU and PMSC for support, as APTransco will be developing infrastructure on land transferred by agencies such APIIC/ Government. The role of APTransco PIU related to social safeguards is to implement the policies and operational procedures of Resettlement Framework and IPP, and requirements under the GESI Plan.

78. APIIC: The infrastructure subcomponents proposed in the industrial estates/special economic zones will be implemented by APIIC. The Deputy Zonal Manager (Electrical) at head office of APIIC at Hyderabad will be designated as the Safeguard Manager, Social and Gender and will be responsible for social safeguards compliance. The role of the Safeguard Manager is to implement the policies and operational procedures of Resettlement Framework, IPP, and requirements under the GESI Plan.

79. GVMC: The urban infrastructure subprojects in GVMC area will be implemented by GVMC. A PIU will be established in GVMC. The Executive Engineer (Projects) at head office of GVMC at Vishakhapatnam will be designated as the Safeguard Manager, Social and Gender and will be responsible for social safeguards compliance. The role of the Safeguard Manager is to implement the policies and operational procedures of Resettlement Framework and IPP, and requirements under the GESI Plan. The following are the responsibilities of the Safeguard Manager related to Resettlement Plan implementation:

F. Social Safeguards Implementation Arrangement

I. At PMU level 81. The Social Safeguards and Gender Officer (SSGO) in the PMU with assistance from PMSC Social safeguards consultant will:

(i) update resettlement plans7 in accordance with VCICDP Resettlement Framework, ADB’s SPS, 2009 based on final detailed designs and submit to ADB for review, final approval, and disclosure prior to award of contract;

(ii) Review and submit the final Resettlement Plans from PIUs to ADB for review and disclosure;

(iii) ensure payment of compensation, readiness of relocation sites and R&R assistances prior to commencement of civil works and physical and economic displacement of the affected people;

(iv) monitor resettlement planimplementation and rehabilitation of displaced persons prior to and during construction;

(v) conduct internal monitoring and assist the external monitor in external monitoring of the resettlement process to ensure smooth implementation;

(vi) Closely monitor and evaluate the status of socio-economic of the affected people in each subproject as reported in the monthly progress report from PIU, especially vulnerable/poor people that will experience (i) physical and/or economical displacements from road subprojects; (ii) the acquisition of assigned lands for substations; or (iii) losing value of the lands due to the construction of the transmission towers. If the affected households are becoming economically worse off due to the subproject activities corrective action plan will have to be prepared and implemented to bring back the economic status of the affected households into pre project level;

(vii) monitor the work of NGO or External Monitoring Agency recruited by the PIU and/or PMU;

(viii) review quarterly resettlement monitoring reports prepared by resettlement agency if applicable and take required corrective actions, if any and consolidate the reports of Category B or C subprojects;

(ix) Monitor the implementation of the corrective action plan prepared by the PIU for any unanticipated involuntary resettlement impacts or unforeseen negative impacts to the affected persons consistent with the safeguard framework and principles;

(x) assist and address escalated grievances through the GRM in a timely manner, and taking quick corrective actions where necessary to facilitate the redressal of grievances;

(xi) Assist PIU safeguard manager to engage in ongoing meaningful consultations with stakeholders and affected persons;

(xii) responsible for the implementation of project GRM and maintain the records; (xiii) for all Category A subprojects, recruit independent external monitoring agency with

endorsement from ADB; (xiv) ensure project compliance to resettlement framework of VCICDP and ADB SPS

including safeguards requirement on indigenous people and Indigenous Peoples Development Framework;

(xv) and prepare and submit semi-annual safeguard monitoring report to ADB based on the quarterly social safeguard/involuntary resettlement reports submitted by PIUs or resettlement NGO.

II. At PIU level

(i) Update the draft Resettlement Plans8 and preparation of Resettlement Plans implementation plan in consultation with affected people and the project manager;

(ii) Recruit and oversee the performance of implementation NGO; (iii) Mobilize community and initiate public consultations in coordination with the PMU

including public dissemination of project GRM ; (iv) Ascertain the extent of private land to be acquired and extent of government to

be transferred and liaison with the jurisdictional RDO and concerned government departments in getting possession of the same.

(v) Initiate engagement of a Resettlement Plan implementation support NGO/agency to assist the field units in Resettlement Plan implementation.

(vi) Review and approve micro plans, containing the list of displaced persons and their entitlements, prepared by field units.

(vii) Translate and disclose the final Resettlement Plans and/or micro plans into language and forms that are appropriate and understood by the affected people;

(viii) Obtain necessary approval for the micro plans and make necessary funds available for disbursement and for development of resettlement sites.

(ix) Coordinate with Joint Collector and field units in identifying suitable land for resettlement sites and monitor the progress of development of site and relocation of displaced persons.

(x) Prepare, review, certify progress and compliance of Resettlement Plan implementation to the project manager and/or Superintending engineer;

(xi) Closely monitor and evaluate the status of socio economic of the affected people in each subproject as reported in the monthly progress report from PIU, especially vulnerable/poor people that will experience permanent physical/economical displacements from road subprojects. If the affected households are becoming economically worse off due to the subproject activities corrective action plan will have to be prepared and implemented to bring back the economic status of the affected households into pre project level;

(xii) Ensure that disbursement decision takes into account the successful completion of the Resettlement Plan, GESI, and IPP implementation.

(xiii) Ensure complete payment, readiness of relocation sites and the required resettlement assistance provided to the identified affected personsprior to economic and physical displacement and starts of civil works/awards of contracts in the affected areas;

(xiv) Prepare and submit monthly social safeguard implementation and progress reports to PMU;

(xv) Undertake internal monitoring of the progress made in Resettlement Plan implementation through the NGO and take necessary corrective actions, if required;

(xvi) Participate, facilitate on the implementation of project GRM and problem solving; (xvii) Maintain Resettlement Plans and GRM data base; and (xviii) Ensure submission of final Resettlement Plans to PMU for ADB review, approval

and disclosure.

H. Follow up Actions, Recommendation and Disclosure

83. Challenges for Implementation of RP: Due to unavailability of implementing agency –NGO, most of R&R activities are awaited which could be done after mobilization of NGO.

84. As per Resettlement Framework (RF) & ToR, PMU has to procure/engage the Resettlement Plan Implementation Agency(RPIA)/NGO for carrying out the updation and implementation of Resettlement plan, it is essential to conduct identification & verification activities of project affected persons based on census & baseline survey of PAPs as per strip chart, topography survey/map & alignment. As per RPF, the 10-subprojects have been grouped into 4-groups and PMU proposes to appoint 4 agencies (RPISA) /NGO or 1 agency/NGO with four separate teams, with 1 agency/NGO or 1 team for each group.

85. Updation of RP:After the payment of compensation to the DPs under various subprojects, respective resettlement plans will be updated accordingly and will be submitted to ADB for approval.

86. Disclosure: The internal monitoring reports named as Social Safeguard Monitoring Report (SSMR) have been disclosed on the ADB website as well as the Program website. Social Monitoring Reports will be prepared semiannually and would be duly uploaded on the websites.

87. Minimize the Impact: During actual execution of civil works in the corridor where DPs are located, it is likely that impacts are minimized and avoided. 88. Contractors will be asked to ensure there is no loss to the access (leaving spaces for access between mounds of soil, providing walkways and metal sheets to maintain access across trenches) are being made to minimize such impacts by using proper work schedule (avoid busy business hours, phased construction schedule, working on one segment at a time on one side of the road) and techniques.

89. DPs will be provided advance information regarding the upcoming construction activities to ensure no or minimum disruption in their livelihood. If, and when required they will be assisted in temporary shift for the continued economic and livelihood activities. For example, the affected DPs will be assisted to shift to the other side of the road, where there is no construction activity. Ensuing there is no income or access loss during subproject construction which is the responsibility of the contractor.

90. Willing and vulnerable DPs/AFs would be given priority in project construction employment.

I. Gender Action Plan (GAP) Monitoring

A. Introduction

1. Gender Equality & Social inclusion (GESI) Action Plan for VCIC Project specifies that how VCIC project will promote gender equality across the multi tranche funding work, in alignment with the ADB SPS, 2009. It elaborates the gender dimensions of the programmatic results across the five goal areas of the Strategic Plan, as well as the steps to strengthen gender across change strategies and institutional systems and processes.

B. Objectives of GESI

2. Objectives of GESI to counter gender discrimination and promote equality between men and women. They also show how a combination of good practices in law and in social and economic policy can improve equitable employment opportunities, remuneration, and treatment for women and men at work.

3. The basic objective is to better employment and economic opportunities for men and women in the program impact area, as well as improved access to health, education, and social infrastructure facilities. o The program encourages and facilitates women’s financial and socioeconomic

empowerment and inclusion in direct program benefits such as: o Program-related employment opportunities during construction and O&M phases. o Gender-responsive design features for roads and industrial subprojects included

walking paths, service lanes, separate toilets for women, telephone helplines, adequate lighting, safety measures such as signage and demarcated road crossings, and well-lit and safe public spaces and industrial clusters.

o Indirect benefits included the promotion of equitable and gender-sensitive participation of women in dialogue during the design and planning of subprojects, decision making, information dissemination, and community consultation.

o GESI because the action plan has potential to ensure the participation of women and socially-excluded groups.

o Adequate resources and an implementation mechanism are provided for effective implementation of the GESI action plan.

C. Challenges

4. Increasing job opportunities and decent work for women are essential for advancing economic and social development, because many women continue to experience gender inequalities at work.

5. To counter gender discrimination and promote equality between men and women shows how a combination of good practices in law and in social and economic policy can improve equitable employment opportunities, remuneration, and treatment for women and men at work.

6. To afford better protection for the basic rights of workers, including their trade union rights; and second, to provide for a greater measure of flexibility for social partners to regulate the employment relationship in a manner that is more conducive to, and enhancing of, productivity and economic growth.

7. The main constraints on women in the labor market are domestic work and care burdens, and women's more limited access to resources, including education, training, government services, credit, and financial services. Women also face pervasive discrimination and lack of social protection in most aspects of their employment and work.

D. Scope of Work & Rationale for Targets set in GESI

8. The following points served as the rationale for preparation of VCICDP’s Draft GESI Action Plan:

o In order to facilitate use of the e-portal for applications for licenses, women and men entrepreneurs are likely to require handholding support.

o Special incentives for women entrepreneurs will be required to encourage entrepreneurship among women.

o Mentoring support is likely to be required by women applicants for setting up new factories/enterprises (Baseline: 8% of applicants comprise women; 0% women applicants have been able to implement their projects)

o Planning for skill training will require prior need and demand assessment of women who are presently employed as well as potential workers.

o Tie-ups with Industry/ business houses and academic institutes will be necessary for proper skill training for the women in manufacturing industries.

o No gender biases should color the type of skill training imparted to women. Safe transport facilities to training venues should be facilitated.

o Women work participation rate can increase substantially if public transport is provided. Large industries already make arrangements for transport.

o Women can also be engaged in the transport sector as unskilled laborer/workers, by public transport operators or companies that provide transport for their workers.

o Assured safe, 24x7 water supply will enable women and girl children to manage their time better and join gainful activities or higher studies.

o While ensuring quality water supply, water charge should be fixed keeping in view affordability of the users, particularly slum dwellers/ LIG families.

o Separate toilets for men and women workers should be provided in facilities designed and constructed under VCICDP, wherever feasible.

o Apart from roads, all industrial estates need well-lit and safe public spaces, to encourage women to join the workforce.

E. Agreed Implementation, Monitoring and Reporting Arrangements on GESI

o The GoAP will implement the GESI action plan with support from the PMSC, nongovernment organizations, and civil society organizations;

o The Social Safeguards and Gender Officer in the PMU with assistance from PMSC social safeguards consultant will ensure implementation, monitoring and reporting; and

o The PIUs (APIIC, APRDC, GVMC, APTransco) each be staffed with a safeguards manager (social and gender) and assisted by the PMSC specialist, will be responsible for making contribution to implement, monitor and report GESI activities assigned to the respective PIUs in accordance with GESI Action Plan Implementation Responsibility Matrix.

F. Awareness Generation on GESI in the reporting period

o A total of 19 public meetings and awareness campaign on GESI were held in the

reporting period. A total of 854 persons participated in these meetings, of which 48% were women. A sample of attendance sheets is provided in this SSMR. Complete details (all signature sheets, consultation photographs and meeting minutes) shall be included in the Quarterly Progress Reports for the concerned period.

o Monitoring of GESI activities using the reporting format provided in the FAM will be presented in the next Quarterly Progress Report.

220 KV Overhead line from Brandix SS to GIS Site at Atchutapuram

• The profile was handed over on 27.07.2018 and the check survey was also completed. The excavation work for first

tower location is in progress. The pile foundation drawing for tower foundation is awaited from the department

APTRANSCO.

132/33 KV GIS site at Kapuluppada and 132 KV DC Line with XLPE UG cable (13.8 Km)

• The site location for Kapuluppada SS was changed by APIIC and the revised location, Hill no. 2, Madhurvada IT

Park, with a level difference of 14 meter is shown from APIIC. This land, although less convenient for construction

for SS is yet to be transferred from APIIC to APTRANSCO.

• The detailed survey for 132 KV UG cable transmission line was completed and approved by CE (Vizag) on 25-08-

2018. The total quantity of UG cable (88.33 Km) is delivered at site and the work will be taken up after approval by

the concern authorities i.e. GVMC, NHAI and VMRDA.

220/132/33 KV AIS substation at Chandanada village in Nakapalle Mandal by making LILO of 220 KV VSS-

Kakinada SC Line and 220 KV Anrak – Samalkota line

220/132/33 KV Chandanada AIS SS:

• While the SS site is handed over on paper on 15-11-2018, the coordinates were transferred after one month. The

site is surveyed, and the layout / orientation is finalized. However, it is found with inadequate space on 220 KV side

for future expansion. The matter is being pursued with APIIC

LILO of 220 KV VSS-Kakinada SC Line and 220 KV Anrak – Samalkota line

• The detailed survey was carried out; however, the survey profiles have not been communicated. The profiles will be

handed over after decision regarding adequacy of the land for SS is discussed with APIIC.

• Due to delay in handing over of s/s sites, the contractor is not able to submit physical work plan including financial

plan, which is affecting the monitoring of works against planned /achieved

• HSE plan / EMP is not yet submitted by the contractor for approval of PIU- APTransco. The contractor had

confirmed that it shall be submitted for approval at the earliest.
