Outline of presentation

I / Concepts of Disaster Risk Management (DRM)

II / “Inclusive” Disaster Risk Management, why and how?

III. Inclusive Disaster Risk Management & HI

I / Concepts of Disaster Risk Management (DRM)

Risk = Hazards X Vulnerabilities Capacities

There is no such thing as a 'natural' disaster, only natural hazards.

Exposure to hazard

Disaster risk (based on a social vulnerability)

Disaster risk (based on an economic vulnerability)

Disaster Risk Management cycle

DRR definition

Disaster Risk Reduction aims to reduce the damage caused by natural hazards like earthquakes, floods, droughts and cyclone, through an ethic of prevention. DRR reduces disaster risks through efforts to analyse and reduce the causal factors of disasters. (UNISDR)

“…every dollar spent on risk reduction saves between $5 and $10 in economic losses from

disasters”

II. “Inclusive” Disaster Risk Management

Inclusive DRM is an effort to minimize the impact of hazards by considering all possible

VULNERABILITIES (age, education, gender, disability) and ensuring participation of all groups in

the planning and implementation of measures to prevent, mitigate and prepare for disasters

II. Inclusive DRM: WHY

Immediate consequences of a crisis are amplified for vulnerable groups incluiding persons with disabilities

Reduced social participation with no participation in DRR initiatives.

Invisibility in emergency settings – not included in data collection, evacuation measures, etc. Basic needs response is often non adapted, and specific needs are ignored.

Environment disruption (material, physical, social, economical) with huge impacts for PwDs – barriers to their security and participation are increased

Physical and psychological health affected with risks to see disabilities increased (or new created), with decrease in function, etc.

Poverty/Disability vicious circle : precarious living conditions, lack of income – difficulties coping with disasters, fragile housing, etc.

Higher risk of abuse and violence, especially women and children

Non-recognition of vulnerable groups capacities also increases their vulnerability !

II. Inclusive DRM: WHY

Legal and International Frameworks

UNCRPD (Article 11)

Hyogo Framework for Action (2005-2015)

Sphere project Charter on humanitarian standards & ICRC Code of Conduct

II. Inclusive DRM : HOW ?

Recognize the specific vulnerability in time of disasters

Our approach – twin track applied to inclusive DRM

Basic principles for inclusion

Commit to being disability inclusive

Establish a base of information on disability

Reduce barriers to inclusion in DRM activities

Tackle attitudinal barriers

→ Always aim for inclusion, not tokenism !

III. Disaster Risk Management & HI

Projects :• Implementation of inclusive DRR projects• Integration of risk management in development and

emergency projects

Programmes:• Contingency planning for development programmes with

support between emergency & development units in time of disasters (small, medium & large scale disasters)

Advocacy• Inclusion of vulnerable groups in the post HFA !!

HI et RRCOn-going inclusive DRM projects

Project activities examples: Risk and Vulnerability Assessment

Accessiblity assessment as part of Vulnerability and Capacity Assessment in inclusive school (Pukdale - NTT)

Early Warning system

Discussion on Contingency Plan in sign language (Kupang – NTT)

Developing Contigency Plan

Snake & ladder game adapted to inclusive DRR in schools in Indonesia

Risk Awarness

An accessible water facility in Bangladesh

Accessibility of school buildings, shelters and Water and Sanitation facilities
