Deputy Chris Coffey said he observed a 2004 Chevy pass him on the Richmond Road around 3:18 a.m. as he was pulling out of Save-A-Lot parking lot. He added the rear license plate was not illuminated so he attempted to make a traf- fic stop on it. He said the vehicle continued on until it finally pulled over at Stop and Shop. Coffey said he and Irvine Officer Jason Conrad could smell the odor of marijuana coming from the vehicle. A search was made upon the vehicle. The driver, Charles J. Nutter, 40, of Hood Avenue, told the officers that a black back pack was his. It contained several needles, a scale, and lots of baggies. Officer Conrad reported that he found an eye glass case in another back pack. A search of the vehicle and the back- packs reportedly turned up 40.46 grams of methamphetamine. Nutter allegedly had $46 in his possession. Continued on Page 13 An Estill County man was indicted June 28 by the Grand jury on a felony charge and four misdemeanor charges. Councilwoman Valerie Flinchum said that by no means was she accusing anyone of wrongdoing, but asked how they could ap- prove the financial report each month without see- ing a copy of bills and re- ceipts? She said that in speaking with Robin Powell at Irvine City Hall she learned that documentation is provided to council members during each council meeting. She was also told by Powell that city employees keep a log book that they sign each time that they get gas. Ravenna Police Chief Ken White said that he gets his gas from Ravenna Food Mart and keeps a gas log with receipts in his car. Flinchum asked that Ravenna council members be provided with receipts during the meeting each month, that way if there was a question regarding any- thing then they would be able to look at the receipts. Mayor Estine Tipton said that it would be impossible for copies of each receipt to be made for council mem- bers to view each month, be- cause they had already spent Continued on Page 13 Council discusses financial report FFA Student Gets $5,000 Shark Grant Page 14
