Governor’s Letter

As more and more of us turn to the Internet for news, information, and business activity, I believe it is state government’s obligation to provide an effi cient, secure, and effective presence online. Earlier this year, the state’s offi cial Web site introduced a newly branded portal bearing the Natural State’s logo. The Portal also contains new features that allow citizens to search for government information online, via mobile Smartphones or on the new Arkansas.gov iPhone app. Arkansas also released the nation’s fi rst mobile and iPhone services that provide transparency for projects receiving funding through the American Recovery and Reinvestment Act. My administration recognizes government services must be accessible through the various channels citizens utilize daily.

Using technology to its fullest in providing services and information centered on our citizens, our offi cial Web site, www.Arkansas.gov, has once again been named among the top three state Web sites by the Center for Digital Government’s 2009 Best of the Web awards. Additionally, our recovery Web site, www.recovery.arkanas.gov, and program search application has been recognized with a Digital Government Achievement Award, also by the Center for Digital Government.

The new Universal Financial Aid Search and Application System with the Arkansas Department of Higher Education allows students greater access to more than 21 different funding programs supporting the opportunity to earn a college degree. A record number of students applied for fi nancial aid utilizing this streamlined system.

We are grateful for the success of our State Portal. My administration will continue working to improve the information and services provided by our agencies. Citizens and businesses are accessing government web sites and services in record numbers and in Arkansas we are working diligently to offer an effective presence whether online, via Telephone Interactive Voice Response, and now through mobile Smartphones.

The Internet is an important communication tool between government agencies and the citizens of Arkansas. The State Portal provides an effective means for the public and the government to exchange information, and for all levels of Arkansas government to offer its services whenever and wherever the public may choose to transact their business. Governor Beebe’s support of a common look and feel for State Agency web sites provides a consistent navigation experience for users accessing information and services across agencies. INA has been working to create new agency web sites with a consistent and predictable presentation of government services and content that facilitates effective online interaction. In 2009, INA developed an additional 98 online services and web sites, bringing our total services developed to over 648. In 2009, the Center for Digital Government ranked the Arkansas.gov portal third in the nation among state web portals. The state also won a Digital Government Achievement Award for our Recovery.Arkansas.gov web site and program search iPhone Application. The Information Network of Arkansas (INA) Board was created in 1995 and operates under the authority of Arkansas code 25-27-101 et. seq. with the statutory responsibility of assisting the state in exploring and improving citizen and business access to public information and services. INA is a State Governing Board that consists of individuals from both the public and private sector that represent different communities of interest.

The objective of INA is to improve the accessibility of Government in the form of public information or electronic transactions. These transactions may be between Citizens and Government, Businesses and Government or between Governmental Agencies and offi ces. INA manages the State’s web portal www.Arkansas.gov and provides secure online payment processing through Arkansas GovPay, the State’s payment portal.

Operating under a self-funded model, the INA network, its infrastructure, employees, offi ce space and equipment are fully funded through portal convenience/transaction fees associated with information requiring limited access by statute and electronic fi lings that require a fee. The State does not appropriate any funds for this network. State services that do not have a fee remain free to businesses and citizens. State and local agencies do not pay for the development or hosting of the online services. If agencies need expedited development services, INA may charge rates consistent with state published rates for each biennium.

In 2009, INA developed 98 new services and web sites for the citizens and businesses of Arkansas and processed more than $1.2 billion in transactions for state and local agencies. INA also made signifi cant investments in the portal by implementing a Microsoft SharePoint environment for web site content management along with a new common look and feel for agency web sites. The solution allows agencies to keep content fresh and relevant for the citizens of Arkansas.

The Information Network of Arkansas provides non-partisan support for more than 252 government agencies, boards, and commissions and has created more than 648 online services at no cost to the agencies or using state appropriated funds. The Arkansas.gov web site was named one of the top three state web portals in the nation for 2009. At INA we are proud of the work that has been accomplished on behalf of the State of Arkansas.

INA County ServicesINA County ServicesPersonal Property and Real Estate Tax Payments:Personal Property and Real Estate Tax Payments: The Information Network of Arkansas continues to work with County offi cials in order to expand their online services throughout the state. In 2009, INA developed an additional 21 Property and Real Estate tax payment services for six new counties. The tax services include Online, Telephone Interactive Voice Response (IVR) and Over-the-Counter (OTC) payment options for citizens. These new services will allow county residents to pay for their property and real estate taxes with a credit card or electronic check. Currently 36 counties offer the ability to pay personal property and real estate taxes using the Arkansas.gov GovPay payment engine. These 36 counties represent almost 75% of the State’s population.

Hot Check Restitution Payments:Hot Check Restitution Payments: This service enables online restitution payments via credit card for hot checks written and prosecuted for restitution. The service gives defendants the ability to pay their restitution and fees online. Offenders can go online to make restitution and possibly prevent a warrant from being issued for their arrest. INA is currently providing this service to 40 counties in Arkansas.

Court Records:Court Records: The online court records application allows businesses and citizens to search the county court records index for free. Court images may also be purchased and downloaded from the service.

Traffic and Court Fine Payments:Traffic and Court Fine Payments: This service allows courts, sheriff and police agencies to accept court, traffi c and parking fi nes online. Payments may be made either by credit/debit card or by an electronic check. INA also provides payment processing services for the Arkansas Administrative Offi ce of the Courts eTraffi c portal.

All of these services were created using the INA self funded business model. The counties do not pay for any development, maintenance, customer support, hosting or payment processing of these applications or services.

Secretary of StateSecretary of StateThe Arkansas Secretary of State (SOS) engaged INA in a multi-year project to develop a new back offi ce enterprise system that inter-connects the business divisions. The Secretary of State Business and Commercial Services Management System (SOSBCS) replaces disparate legacy desktop systems with a fl exible and easy to manage web based system.

The system provides comprehensive workfl ow processing, document imaging and manipulation features, fi nancial processing, and reporting functions. By consolidating the business functions of the offi ce into one system, enhanced online services are available to the public such as real time Uniform Commercial Code (UCC) fi lings, fi ling and document searches, and secured party searches. Business name availability searches, entity fi lings, notary and trademark processing complete the system.

The UCC module was the fi rst to be completed in August, 2009. The intuitive user interface guides offi ce clerks through the steps of entering required information for fi le processing. Workfl ow functionality enables clerks to perform data entry using a scanned image rather than processing paper documents. Clerk productivity has increased by eliminating the need to move paper documents physically from desk to desk.

The Business Entity module operates in the same manner as the UCC application and utilizes the same workfl ow and imaging components of the system. The system automates processing of Incorporations, Dissolutions, Mergers, Records, Certifi cates of Good Standing, and other SOS services. The Business Entity suite supports the Franchise Tax fi ling process for more than 80,000 companies doing business in Arkansas.

Universal Financial Aid Management System

Department of Higher EducationDepartment of Higher EducationThe Arkansas Department of Higher Education (ADHE) worked with Governor MikeBeebe and the General Assembly to improve the fi nancial aid process for students looking to attend college for the fi rst time or continue with their education.

Millions of dollars in fi nancial aid and scholarship funds went unused in Arkansas due to a cumbersome paper process and more than 21 different programs requiring individual process and documentation. Students, parents, and counselors were not always aware of various programs or how best to gain access and apply.

In a matter of minutes, students answer a few basic questions and the “YOUniversal” Financial Aid System determines aid for which they may be eligible across all 21 programs. Students may then submit one application, simplifying the process into one easy step!

The fi nancial aid, scholarship and loan awarding process is managed through the system and electronically notifi es the student. Students manage their fi nancial aid profi le throughout their higher education experience within a secure student module.

Finally, the Department of Higher Education personnel manage the eligibility and award process for all aid programs within the administrative components of the system which replaced outdated disparate databases and systems previously used. Integration with third-party sources is a key success factor and includes federal level FAFSA (family income) data, state level TRIAND High School Transcript data, higher education institution enrollment verifi cation data, and state fi nancial integration for automated disbursement of funds. Data integration eliminates manual processing and errors and expedites the review and award process.

This year, 125,000 applications were received through the system, an increase of more than 441% over the previous year! $150 million in aid was awarded to over 50,000 college freshman, traditional and non-traditional college students due in part to recent passage of the Arkansas lottery, and legislative changes that expanded many of the fi nancial aid programs. In the fi rst year of operation, every eligible high school graduate applying for aid received an award through the system.

Arkansas Recovery Portal and Mobile ServicesGovernor’s Recovery Office and Department of Finance and Administration Governor’s Recovery Office and Department of Finance and Administration The State of Arkansas Recovery Portal, mobile and iPhone services provide transparency into the allocation and expenditure of funds received under the American Recovery and Reinvestment Act. The Arkansas Recovery search applications are the most comprehensive in the nation. The mission was to provide citizen’s with full transparency of their federal stimulus monies and how the state and local governments are managing them. Recovery.Arkansas.gov is a fully dynamic site with a project and program keyword search and location mapping that is updated quarterly as funds are expended.

Arkansans are able to search projects and programs that received funds, fi nd contact information, search how funds are being spent through dynamic graphs and maps, get questions answered through an online tracking system and receive notifi cation as information in their area of interest is updated.

Enterprise Web Site Content Management SystemIn 2009, the Information Network of Arkansas (INA) made a signifi cant investment in a Web Content Management System (CMS) to host and manage agency web sites and the State’s Portal, Arkansas.gov.

Microsoft’s Offi ce SharePoint Server CMS allows non-technical agency users the ability to login and maintain their own content with the fl exibility to assign varying levels of access and approval before publishing site changes. As part of this implementation, guidelines for a Common Look and Feel (CLF) standard for agency department, board, or commission web sites was created and is supported by Governor Mike Beebe’s administration. Templates will allow State of Arkansas government agency web sites to comply with guidelines and/or standards promulgated by the Department of Information Systems (DIS). The guidelines are created to produce a more cohesive look and easy, consistent navigation for all of Arkansas’s government entities. Templates with common look and feel options, layouts and colors are available to agencies when moving their site to the new system. This will offer citizens a consistent and recognizable presentation of Arkansas government services and content, which will assist in effective online interaction.

The new CLF initiative was developed to refl ect modern practices on the Web, changes in technology, and improve navigation and usability for the citizens of Arkansas.

The system also has the fl exibility to make available non-standard web sites when needed. At times, there are government web sites that are used to promote services such as tourism, along with other activities and services. INA has the option to offer custom design where appropriate.

The INA investment in Microsoft Offi ce SharePoint Server was funded through the self-funded business model and at no cost to the taxpayers of Arkansas.

Hunting Game Check Service and Mobile Applications

Arkansas Game and Fish CommissionArkansas Game and Fish CommissionHunters in Arkansas now have the ability to check their harvested game (deer and turkey) electronically. With the new Arkansas Game and Fish Commission’s (AGFC) Game Check suite of services, hunters have the ability to check their harvested game online, over the phone (IVR) or on the AGFC iPhone application as well as any Smartphone mobile device. The game check suite is easy and convenient for hunters, but also provides AGFC with real time harvest numbers for the wildlife management offi cers.

Throughout the past 71 years, the AGFC has collected deer and turkey harvest information using physical check stations located throughout the state. These check stations required the hunter to fi nd a check station near their hunting area and drive to that location in order for them to check their game. For AGFC to collect this data, wildlife management offi cers had to drive around the state to collect the game check cards on a regular basis. Even though hunting season begins in October, it was typically January or February of the following year before meaningful statistical data was available to the wildlife management team.

AGFC implemented 100% electronic game checks for deer and turkey harvest for the 2009-2010 hunting seasons. The agency knew a percentage of hunters would not have easy access to the Internet, so part of the solution had to include the ability to check game over the telephone. Telecheck, the Interactive Voice Response (IVR) system was developed and a toll free number was provided to hunters. With Telecheck, a hunter with a mobile or land line telephone can call the toll free number and check their game. A Call Center operator is always available to assist the user if they have problems with the automated system.

In addition to the online and phone systems, AGFC wanted to make general information available to hunters and fi shing enthusiasts, and also provide an iPhone game check application for hunters. To do this, INA developed and released the fi rst iPhone application with these capabilities. The AGFC Game Check component was the fi rst iPhone application in the nation that lets a citizen complete a transaction with a government agency. www.agfc.com

SecurityInformation and Payment Processing SecurityInformation and Payment Processing SecurityThe Information Network of Arkansas takes its responsibility as the state board providing e-government services in Arkansas very seriously. INA recognizes that not only should there be a focus on the government more effi ciently conducting its business, but also on the citizens being assured that all possible efforts are being made to ensure that their information is used solely for the purposes they intended.

Portal Information SecurityPortal Information SecurityEmployees, project requirements, development practices and infrastructure hosting services must meet rigorous security standards to protect our state and local government partners. A security review is required and conducted on all new and modifi ed software code before being released to the public and adheres to strict privacy guidelines.

Payment SecurityPayment SecurityAs the payment processor for the State of Arkansas, INA complies with the Payment Card Industry/Data Security Standard (PCI/DSS). PCI/DSS contains more than 60 specifi c requirements for ensuring the integrity and confi dentiality of payment information submitted. INA conducts a full re-assessment of its compliance with PCI/DSS annually and receives quarterly scans from an approved scanning vendor. In 2009, INA securely processed over 3.9 million payments for the State of Arkansas. These transactions accounted for over $1.2 billion through the portal’s payment processor.

In addition to compliance with PCI/DSS, INA holds additional security certifi cations. The INA partnership with Arkansas State Police and the Arkansas Crime Information Center mandates that INA comply with the FBI’s Criminal Justice Information Services (CJIS) security policy. INA also undergoes an enterprise-wide security assessment as part of the Verizon/CyberTrust Security Management Program (SMP).

In recognition of all of its ongoing achievements and innovation in security, INA received an Excellence Award for “Innovation in protecting the privacy and integrity of citizen information” from the National Electronic Commerce Coordinating Council.

eGovernment GlossaryApplication - A service that allows users to interact electronically with government.

Blog - A Web site that provides commentary or news on a particular subject and often combines text, images and links to other blogs and Web sites. Many blogs also feature an interactive format that allows readers to leave comments.

Content Management System (CMS) - A system that allows users to build and manage Web sites without requiring technical knowledge or complex software programs.

Constituent – Citizens, businesses, and government employees who use INA’s online services.

Database - A database is a structured collection of records or data that is stored in a computer system. Security can be enforced through access control, auditing, and encryption.

eGovernment – A platform for delivering government services via the Internet, telephone, mobile and over-the-counter methods.

Encryption - Encryption is the process of transforming information using an algorithm to make it unreadable to anyone except those possessing special knowledge, usually referred to as a key. Encryption can be used to protect data in transit, for example data being transferred via networks, or to protect data “at rest”, such as fi les on computers and storage devices.

Interactive Voice Response - IVR allows customers to access a service via a telephone touchtone keypad or by speech recognition. IVR systems can respond with pre-recorded or dynamically generated options to further direct users on how to proceed. Services and secure payments and be completed using an IVR solution.

Mobile Application/Site – A mobile application or Web site is designed to run on a handheld device such as a personal digital assistant (PDAs) Smartphone. It is typically a scaled down version of an existing application or Web site.

Over-the-Counter – When government offi ces use card-swipe technology to accept Credit card payments that are processed through INA’s secure payment-processing solution.

Partner – A state, county, or city government that works in cooperation with INA to deliver information and services electronically.

Payment Card Industry/Data Security Standard – Often referred to as PCI/DSS, the Payment Card Industry Data Security Standard is a worldwide information security standard assembled by the Payment Card Industry Security Standards Council. The standard was created to help organizations that process card payments prevent credit card fraud through increased controls around data and its exposure to compromise.

Portal – A central Web site through which a wide range of government services can be accessed.

Self-Funded Model – This business model allows government to offer eGovernment services without using upfront taxpayer funds. Arkansas uses a proven self-funded business model that applies a modest fee to a handful of online services. This has funded the development of more than 600 free services for the state.

Smartphone - Mobile phone which includes functions similar to those found on personal computers. Operating platforms include the iPhone, Blackberry, Google Android, Windows Mobile and Palm.

Social Networking – Web sites in which Internet users can create profi les and build personal networks to connect to other users.

Subscription – A feature that allows high-volume users of eGovernment services to receive access value-added portal applications with a secure login and password and monthly billing services.

Transaction – An end-to-end process in which information is transferred electronically between government and a constituent.

Usability – The combination of content, technology, functionality, navigation, and information architecture that allows users to quickly and easily accomplish what they are trying to do on a Web site.

Web 2.0 – An emerging trend in Web development that encourages creativity, collaboration, and two-way communication between Internet users by effectively implementing wikis, blogs, Web, video, podcast, RSS feeds, and other social networking technologies. Web Video – Digital video clips that can be posted, downloaded and linked to on the Internet. Government agencies are now making use of Web video clips as a new opportunity to get their messages out to a larger audience.

Wiki – Collaborative Web sites that allows users to create, edit, and link content together to offer robust online information sources.
