1 MR. KOVACS: Good afternoon, 2 everybody. It's now 2:00, so we are going to get 3 started here. My name is Bob Kovacs, and I'm a 4 contracts coordinator here with DelDOT. 5 Today you are attending a pre-bid 6 meeting, and this is for Contract Number 7 T201880104.01, which is the Gravel Hill Sign Shop 8 Renovation Project in Sussex County. 9 I have a sign-in sheet going around 10 the room, so I please ask that you fill in all the 11 information. Just write as neat as you can. I 12 would appreciate it. 13 If you guys have any questions after 14 the meeting adjourns or in a day or two, just send 15 them to our DOT-ask e-mail box. If you don't have 16 that, I have it up here, and you can grab a piece of 17 paper on your way out. 18 I just want to go over a few things 19 real quick before I ask if you guys have any 20 questions. The main reason for this particular 21 meeting is that we have subcontractor categories we 22 have to come up with. 23 But, before we do that, I just want 24 to point out we have two bidder's notes that I want

1 to call to your attention. I'm sure you are aware 2 of it, as I'm sure you have read it all. But we 3 have Bidder's Note 11 and 12. Eleven talks about 4 the technical specifications, and 12 just talks 5 about an approved equal and what you would have to 6 do in order to submit an approved equal. 7 Just a reminder, the affidavit of 8 employee drug testing form, please make sure you 9 fill that out and notarize it and submit that with 10 your bid. 11 As far as our bid forms are 12 concerned, please don't leave any amount blank. 13 Please don't put a zero in any column. If a bidder 14 specifies a unit price of zero or fails to provide a 15 unit price for every pay item indicated, that bid 16 will be considered irregular, and it will be 17 rejected. So please use your EBS file that you all 18 should have. 19 Also as a reminder, our certification 20 page, our addendum acknowledgment page, our final 21 questions and answers page, and we also have an 22 affirmation page along with our bid bond page, just 23 make sure all those forms are filled out completely. 24 And any form that requires a notary or a signature,

1 I ask that you sign and get that notarized and 2 submit that with your bid, as well. 3 Before we get into the subcontractor 4 categories, does anybody have any questions about 5 the project, itself? 6 We have the project manager here, 7 Skip Sanders, and he should be able to hopefully 8 answer any questions you may have. Does anybody 9 have any questions about this project at all? 10 Nobody has any questions? Okay. 11 All right. The reason for the 12 meeting is per Delaware Code. There is a building 13 involved, obviously, which means we have to come up 14 with a list of subcontractor categories that all you 15 have to agree upon, or you can agree that you don't 16 want any. 17 Does everybody understand how that 18 works? (Some people are nodding heads) You have 19 been through that process before? 20 So, obviously, this is a building, so 21 you might want to say I want electrical and maybe -- 22 I don't know -- cement as part of the subcontractor 23 category list. 24 Does anybody want a particular

1 subcontractor category to be part of this project? 2 Yes, ma'am? 3 MS. DVORAK: Electrical. 4 MR. KOVACS: Can you state your name 5 and where you are from? I'm sorry. 6 MS. DVORAK: Lisa Dvorak, Dvorak 7 Construction and Design. Electrical, plumbing, and 8 HVAC. 9 MR. KOVACS: So electrical, plumbing, 10 and HVAC? Does everybody agree with that, since you 11 all have to agree on this list? 12 (Some people are nodding heads.) 13 MR. KOVACS: Does anybody not want 14 one of those items, or does anybody want to add to 15 that list? 16 MR. KSENICH: I'm Pete Ksenich from 17 Peninsula Acoustical. How much drywall in the 18 acoustical ceiling is in the job? 19 MR. SANDERS: In just the ceiling? 20 MR. KSENICH: Yeah, ceilings and 21 drywall. I haven't had a chance to review the plans 22 yet. 23 MR. SANDERS: Um, it's drop 24 acoustical tile ceiling, but you are wanting like a

1 square foot? 2 MR. KSENICH: Yeah. 3 MR. SANDERS: Um, give me ten 4 seconds. (Calculating on paper) 5 MR. KSENICH: Yeah. 6 MR. SANDERS: I would say 400 square 7 feet. And I'll take, if anyone else objects to 8 that, because that's a rough number -- 9 MR. JOSEPH: How much has it changed 10 from -- 11 MR. KOVACS: Sir, can I get your name 12 and where you're from? 13 MR. JOSEPH: Barry Joseph from 14 Delmarva Construction. 15 MR. KOVACS: Thank you. 16 MR. JOSEPH: From the original few 17 months ago, has it been changed very much? 18 MR. SANDERS: The project, or just 19 the drywall? 20 MR. JOSEPH: Well, we will just say 21 the project in general. Added components? 22 MR. SANDERS: Yeah. Am I allowed to 23 answer that? Because I know part of the reason we 24 changed things was to give a fair, you know, to make

1 it fair to everyone since this was bid on as a 2 letter bid earlier, but it came over to programming. 3 If I'm allowed to say -- 4 MR. KOVACS: Yeah, you're allowed to 5 tell them, yeah, what's -- 6 MR. SANDERS: It's mainly the tile 7 floor, and we added lighting in the large storage 8 area. That's the two things that come to mind. 9 But, yeah, nothing with the drywall change. 10 MR. JOSEPH: Similar? 11 MR. SANDERS: Right. 12 MR. JOSEPH: Yeah. 13 MR. SANDERS: Uh-huh. 14 MR. JOSEPH: But there is a fair 15 amount of drywall, then? 16 MR. SANDERS: Yeah. Yeah. Whatever 17 you had before, it shouldn't have changed. 18 MR. KSENICH: Again, it's Pete from 19 Peninsula Coastal. Then I guess, if that's the 20 case, maybe we need to put drywall in as a 21 subcontractor. 22 MR. KOVACS: Is everybody good with 23 that? Does anybody not want drywall? We are all 24 okay with drywall?

1 MR. REYNOLDS: Yeah. It has got to 2 be done anyway. 3 MR. KOVACS: So we have electrical, 4 plumbing, HVAC, and drywall. And everyone is good 5 with that; correct? Okay. 6 Does anybody want any other 7 categories, or are there any other questions 8 regarding the project or the subcontractor category? 9 MS. DVORAK: How about painting? I 10 mean, is that really listed as a subcontractor? 11 MR. KOVACS: It can be. Does 12 everybody want painting? 13 (Many people are saying no.) 14 MR. KOVACS: You don't want painting? 15 MR. REYNOLDS: No. There's so many 16 of them out there. 17 (The reporter asked Mr. Reynolds for his 18 name.) 19 MR. REYNOLDS: Me? Tony Reynolds? 20 MR. KOVACS: I'm sorry. I should 21 have stated, before you ask any questions, to please 22 state your name and who you represent so we can get 23 a good recording of it. That's my fault. 24 So we are not, as a collective group,

1 you don't agree on painting. Do you want me to -- I 2 can't put it in. Do you want me to -- is it going 3 to bother you if it's not in there? 4 (Ms. Dvorak shaking head.) 5 MR. KOVACS: Okay.
