INTRODUCTION
The 'Information Guide - World Edition' of the international Police AssoCiation has now been in use for a year. This Information Guide was an attempt of the PEa to provide the sectlons with im· portant information for the daity work. As we have had no com· plaints about the first Guide, we assume that it has been of some value to you in your IPA work. It has always been the intention of the PEa to assist you with the important work in the sections, because without well·functioning sections there would not be any IPA at all. The PEB therefore herewith presents you with the second edition of this Information Guide. We are aware of the fact that It is not yet perfect, but we need your assistance 10 im· prove it.
We therefore would like to request you again: please, let us know your ideas and your wishes concerning the contents of this booklet. Any remarks you might have are Important to us. We also ask you to inform our International Secretary General regarding all the changes within the sections without delay, 10 enable him to keep the Guide up-to-date. With your help we can still Improve this Information Guide.

Hcndbrooks are produced by some of the larger Sections to be made available to members of Notional, Regional and Branch Committees - not for general distribution to each member, in view of the confidenlialooture of names and addresses being published. Als sich die Dinge nnch dem Krieg wieder normnlisierten, nahm ieh Kontakt zu Polizislen in andercn Undern nuf, IIlcist in Holland , Belgien, Norwegen, Dfinemark, Deutschland und Frankre ich. Das fUhrte recht bald loll cillcm Sch neebn lleffek t, und ich bekam sogar einen Brieffreund in G h'lIla, dllS gCflldc seine Unabhilngikeit erhallen lmlte. Es zeigle :oich schne ll, dal3 das BedUrfnis nach einer Organisation bcstand, die siclt auswachsen kBnnte zu etwas, das zumindest im Nachk riegs·Europa wi rklich gebraucht wurde. Anderc Freunde auf dem Festiand, vor a llem in Holland und Bclgien, stimmten meinem Vorschlag ZU, wollten jedoch, daB ich die Initi<l tivc ergrif· fe. Ich hatle Briefe und Artikel geschrieben, die in Pol izeizei tschrif· ten publiziert worden: waren, die :Iber andere Thelllen behandelten. Darum sehrieb ieh inl Simmer 1949 e iuen Artikc l, der in der "Police Review" vnm 12. August 1949 vcr· 6rfen tlicht wurdc, mit dcm Titel .. Internntionale Polizei-Freundseltaft". Da ich an e ine r, positiven Aufnahme zwcifelte, sch rieb ich unter dem Pseudonym "A YTEE". Die Rea ktion war erstaunlieh, KOrbe von Briefen wurden vom I-I erausgeber an mich weitergelcitet. Nachdcm ieh al1es eingehend ge· lesen hntte, schrieb ich cinen Brief an den Herausgcber der "Police Review", der am 2. September 1949 puhliziert wurde, aber diesmal mit meinem e igcncn Nnmen und meiner Adrcsse und mit der Bitle urn wcitcre Kontaktc, wobei ieh auch die positiven Renklionen aul mei· nen Artikel erwl1 hnte.
Es wu rde besehlossen, im Oklober 1949 in' Bishopsgate in London ein Treffen zu organisieren. Ungefl1hr 20 Leute ersch iencn,
aber die mcisten kamcn aus der Umgebung von London. Zwei der Anwcsendcn schicne n das ga nloe Konzept abzulchncn, und ich entdeckle ba ld, daB sie die "Police Federat ion" vertraten , unsere Briti· sche Polizeigewerkschafl. Sie wollten nicht helfen und wurden gebc· len, die Zusammenkunft zu verlassen, damit dicjenigcn, die sell r wohl interessiert waren, fortfahren konn· ten. Wir kamen iiberei n, daB am I. Januar 1950 die Ak liviUiten anfangcn und die Aufnll hmc von Mitgtiedern beginnen sollte.

Es war rncine Rollc, UHS W,Ichs\U1ll ucr IPA nicht nu r in meinem eigenen Land , sondern auch in anderen Uindern voranzutreiben. !ch gesta ltete das Emblem und entwa rf die erste Satzung und die GcschMlsordnung der IPA. Mit der fina nziellen UnlerstUlzung einiger der ersten wen igen Mitglieder wurdcn Handloellel und Anmeldeformularc gcdruckt und vc rtci lt. Die IPA wuchs langsam, es gingen mehr als 2'12 Jahre vorbei, bis die erstclI 100 Mitgl ieder beigetreten waren. Wir c rdaclHen e in System, bei dem interessierte Leule in anderen Utndern als assoziierte Mitgliedcr der Brilischen Sektion bei· treten konn ten, bis es genUgend
Mitglieder in ihrem e igenen Land gab, um einc eigenc Nationale Seklion bilden zu kOnncn. Einige der e rsten Mitglieder vom Festla nd kamen aUs Holland; B"e·lgier,Norwegen, Frank re ich, Irland und Deutschtand. In den ersten Gr(indungstage n gab es keinen gcwllhtten Vorsland, und es war not wendig, Organisatoren in vCl'schicdcnen Teilen GroBbri tanniens e inzuselzen.
Ich erinnere mieh, daB ich eine groBe Wandkarle kaufte und sic· in sieben Regionen aufteil le: Schott· land war Nr. I, Nord irland Nr. 2. Nordengland Nr. 3, Wales Nr. 4, Midlands Nr. 5, London und die Home Counties Nr. 6, SlId-WestEngland Nr. 7. Kune Zeit sp!lter besuchte icll, manchmal allcin, manchmal mil einer I-Iandvoll anderer Mitglieder verschiedene Zentren, wie z. B. York, Binn ingham, Cardiff, Edingbu rgh, Southamp ton, London usw., um loka le Komitees zu organ isieren. Diese frUhen Tage waren krilisch, aber wir hallen das G llIck, einige der beSlen Mftnner zu wilhlen, die wir Oberhaupt hiillen aussuchcn kBnnen - Pioniere, die Teams Zllsammcnstelltcn unu <IUS dcr Britischcn Sektion eine dynamische Organisation machten .
Zu I-Iause haHe ich meine cigcnen Sorgen - mein t hief Conslabel beorderte mich ins Hnuptquartier und versueh te alles mOgliehe, mieh van weiteren Sehritten abzuhahen -, er drohte mir sogar mit Disziplinarstrafen. Die Sllche lag mir zu sehr am Herzen, als daB ich hatte nachgebcn kOnnen, und ich wurde mit Argusaugen beoblichte t - und mul3te auf e inem schr dUnnen Sei l balanciere'n. Es ka m noch schlimmcr. Das Inhen ministerium lieB unter den Chief Constables eine "Top-secre l"·Anweisung zirkulieren, um die IPA·Enlwieklung zu e rschweren un~ Senior Officers daran zu hindern, der IPA beizutreten. Ein bekannles Londo-

kam, sic von Kommun isten inspiriert sein mUBte. N,IlUrlich verloren wir ein paar Milglieder, aber wi r gewannen noch yid mehr, und bald konnten wir eine nationale Tagung einberuren, um dne Konstitution anzunehmen und einen Nntionnlen Vorstand zu wtlhlen. Wir tr<lfen uns im DienSlraum eines l3ahnpolizisten unler dem Waterloo I3llhn hof und wtlhlten unseren erstcn Priisi· denlen: Leslie Gordon Baker, ein Chief Superintendent bei der Polizei in Kent. Er war schon :tlter und sehr gebildet. undo er gab uns Selbstvcrttaucn. Ich erinnere mich an seine Wone, £l Is er die Tagung abschloB: "Dies ist unser erstes Trdfen . es muBte jedoch im Untergrund staltfinden - das nlichste Mal wird es in einem Polizciprasidium sein." So geschah es dann auch. und zwar in einem Metropolitan Section Haus. PrHsident Baker hatle spiHer bei unscrem ersten WeltkongreB den Vorsitz.
Wir slclltcn cine Akte auf, die wir unscre Satzung und unsere Geschiiftsordnung nannten. und sie wurden Modelt fUT die nachfolgen. den Sektionen. In dieser Akte W<lr festge tegt, d<lB bis zu eincm inter· n<ltionaten Trenen die Britische Sektion £lIs filh rendes Organ fun· gieren wU rdc, und dem stimmten die Mitglieder vom Festland brief· lich zu.
So weit, so gut. Jelzt muBlen wir wie Missionare in die Wett hin· aus. 1952 ging eine Gruppe von britischen IPA·Mitgliedern nach Holland und trafsich dort mil IPAMitgliedern in Den Hang, und wir verbrachten eine wunderbare Zeit, wurden bei Pionieren unlerge· bracht und zu Besichtigungen und AusnUgen milgenommen. Wir Ira· fen den Chef der Polizei, der damil einverSlanden war, daB wir in sei· nem Polizeiprasidium zusnmmen· kamen. Dort umriB ich Zweck und Ziele der IPA. und ich bnl um Handzeichen, urn beurteilen zu kannen, wer fUr die Bildung einer HolHindischen Sektion war - das waren lOO Prozent. !ch schlug vor. dn vorltlufiges Komilee zu wll.h]en, urn eine eigenc Seklion zu grUnden. und tals!lchlich leilele icll die Wah!. Anfang Januar 1953 war die HoU!lndische Sektion arbeitsflthig.
Einen Monnt spiitcr ging eine Gruppe lion hollandischen IPA· Mitgliedern nach Antwerpen, urn slch mit einer belgischen Gruppe zu tTeffen. und so wurde die 3. Nationale Sektion gegriindet. Inzwischen singen nndere britische IPA-Milgl icdeT nach Norwegen. Frankreich und Deulschln nd und verbreileten so die SiJat unter den IPA-Mitgliedern jener Ulnder'. Es war allge· mein beschlossen worden, daB die Britische Sektion £lIs exekutive Karperschaft fungieren wUrde, bis sieben Sektionen gegriindct wilren. Die Britische Sektion bereilete die Organisation des erslen internatio· nalen Kongresses vor. aber wir
wurden von Frankreich geschlagen. das im September 1953 die 4. Nationale Seklion gegrOndet hatte -dort gab es grtlBcren Komf.ort und vor !lUem die offizielle Urherstutzung der Autori@en. Es wJrde besch lossen, den ersten WeltkongrcB in Paris im September 1955 abzuhalten. Norwegen hatle sich im
. April 1954 angesch losscn, die Schweiz im Mai 1954, Deutschland im Mfirz 1955. !
Der erste WellkOngreB!rand in der Prafektur in Paris im Seplember 1955 statt, und sieben ISeklionen wnren vertreten, w1ihrend eine neue Sekli'oh 'sich uns· gerade""'an:schloB - nllmlich Irland. Der Prlisidenl der Britischen Sektion, Leslie Gordon Baker, hatte den Vorsitz bei den Arbeitssitzungen, und wir hatten das GIUck, daB ei ner der Pioniere der Deutschen Sektion, Teddy Mommsen, als Dolmetscher auflrat. Die schwersle Artki l war der Entwurf und die An nahme der ersten I nlernationalen Statuten. Seh r zum Erstaunen der FranzOsischen Scktion halte P{lIsident Baker sich an den Generaldirek tor deT Municipal Police, An4r6 Roches, hinsicht lich einer Nomin icrung als Internalionaler P}lisidcnt gewandt. Following a visit to the Ukraine and Russia some years ago, Ken Laidler, Chairman of Merseyside North Branch, has worked hard to Intensify links with members from both countries. This culminated in an invitation being sent, as part of Ken's Lily Leach Study Tour, to members in Moscow and Kiev.

6.-8. Oktobt!r 2006 ihren 2. NationaJcn Kongress ab und feier. te gleichzeitig ihr JOjahriges Griindungsjubileum. Der Einladung an die OSterreichische Sektion folgten die Vorstandsmitglieder AJois Kalcher und Willibald Elian. Im Programm stand vorerst ein Besuch der Polizeiakademie in Bukarest, der Kongress selbst wurde in Brasoy abgehalten. Unsere beiden Vertreter, sowie die weiteren 1-4 Delegation. wurden mit Polizeibussen in die 200 km endernte Stadt gebracht. Jeder Delegation wurde ein per. {ekt die Sprache beherrschender Polizeischii ler beigegeben. Den Hohepunkt bildete die EnthiilJung eines DenkmaJs fur die IPA vor der Polizeidirektion in Brasov. Beim Galaabend nahmen nicht nur der Internationale Prisident Michael Odysseos, son. dern auch hOchstrangige Beamten der rumanischen Polizei und weitere 400 Gaste teil. Mit Verwunderung nahmen wir zur Kenntnis, class die rumanische Sektion zwischenzeidich 38.000 Mitglieder Uhlen soil. was bedeuten wiirde, class nicht mehr Osterreich, sondem Ruminien die zweitmeisten Mitglieder hat. Verwunderlich deshalb, weil der MitgliedsbeiU2g \'on 24 Euro fur einen ruminischen Polizisten eine gewaltigeAusgabe ist. Wte auch immer, eine perlekt organisierte Veransa.ltung einer jungen Sektion.

WORLD LEADERS TOP AWARD LEADING politicians from across me globe were present when the IPA leaders presented the IPA World Police Prize at a prestigious ceremony in Vienna.
Heads of State and foreign ministers from 186 countries saw the prize awarded to the United Nations Office of Drug Control and Crime Prevention for exceptional Jervices to illlernQliollal policillg.
The award was due to be presented at the World Congress in Bournemouth. However UN bosses asked for it to be awarded in Austria because of its higher world profile.
International President, Armand Jaminet, the International Treasurer, Michel Theraulaz and secretary general Alan Carter presented the prize to Pino Arlacchi, Director General of the UN office in Vienna, at me l Oth World Crime Congress held in Vienna in April.
Afterwards Alan Carter said me UN clearly valued this recognition of their work in the field of international policing. " In accepting the
IPA World Police Prize, the UN has given its mark of approval to our Association," he said" This is a matter of pride for all of us and we should now work with renewed vigour to meet the requirements that memBership of UN Economic and Social Council imposes upon us."
