The inherent similarities of the two young girls was then and remains today, undeniable. Yet, that is the nature of twins, their physical similarities are indelible but their psychological differences can be as different as chocolate and vanilla ice cream. The photographer captured the images of the two girls at that instant when they were embarking on one of the most beautiful ages of womanhood, when they are emerging as a woman. The young women emerge from the chrysalises of their youth to unfurl their wings as a mature woman in such a breathtaking way. There are, of course, other ages when women are at their loveliest. Another such time is when a woman holds a newly born infant. Another priceless image of women is witnessed when she has lived beyond the youth of her children and she and her spouse embark on that new chapter of their lives when they are once again, a nation of two. Finally, women are loveliest when they smile in their later years and bearing the lines of recognition and they understand so much about their life and the lives of others so as to understand and marvel at the secrets of the universe. Those secrets explain the mythical smiles that older women adopt when someone that is decades younger has referred to some human act and claimed to have that infinite understanding of why the act occurred. The smile is knowing and subtle. The Shaffer Twins shared the smile of the innocent. They seem to have a sense of what might lay ahead, a boyfriend, one day later a spouse and then children. But, as they posed under their umbrellas they had so much less on their mind than their future. The two girls seem to portray a feeling that they were, somehow, prepared and ready for what would lay ahead. The 1880s was an era that moved at a slower pace than is the case today. Data flowing at bytes per second that would exhaust the fastest race car is often too slow for business and modern culture. In the 1880s and in the world the Shaffer girls populated, they were willing to move with patience. That is not to say that those that lived then were lazy or procrastinators but it is to say that many that lived in Belvidere in the 1880s were willing to take time to experience and to relish in the world. The Shaffer Twins chose to don different dresses on the spring day when they posed under their umbrellas. Photography today is as simple as turning a cellular telephone backwards from how the device would be held when making a phone call, checking the clarity of the image and pressing the screen to create what could become a permanent image of an instant in time. That is what photography is, the ability to capture a permanent image of a precise moment in time. The Shaffer Twins did move forward from that day with the photographer to advance their lives that included spouses and children and grandchildren. For the most part, they lived relatively common lives of those born in the later decades of the 19 th Century. So many millions of girls and boys, men and women and even twins live rather common lives that involve finding a spouse, procreating a family, living within a sense of an extended family and toiling in an occupation that provides the practitioner a degree of satisfaction, a means to create a living and, for some, the ability to be engaged in activities that are exhilarating and rewarding while being beneficial to others. We are uncertain if the Shaffer Twins, Addie and Edith, enjoyed such a life. But, we pray that they did. Their appearances benefitted one lucky photographer who captured them posing under their umbrellas. But, there were others in the lives of the twins who were lucky to have relished their beauty that was captured in an instant of time known as a lifetime. Osoria to Serve 5-Years in Theft By James Middleton Last week a special prosecutor from the Illinois state’s attorney’s appellate division announced the sentencing verdict in the case of The State of Illinois v. Donna Osoria. Ms. Osoria (58) heard her sentence pronounced after having been found guilty of committing the crime of theft of $10,000 or more from the Boone County circuit clerk’s office. The thefts occurred from March 15, 2010 until June 22, 2012 during the term of the employment of Ms. Osoria in the circuit clerk’s office. Ms. Osoria was sentenced to serve a term of five years in the Illinois Department of Corrections with the sentence being given by the honorable Judge Rob Tobin in the 17 th Judicial District Court in Belvidere who heard the original case. She remains in custody in the Boone County Jail and soon the Illinois Department of Corrections will request that Ms. Osoria be transferred to a state penal institution. When she arrives at that destination she will be tested and processed into the Illinois corrections system. A subsequent determination will be made as to where she will serve her five-year term of incarceration resulting from the body of tests that will be performed. After the arrest and initial county investigation, Ms. Osoria later admitted that she had taken bond money that was delivered by those representing criminal defendant’s. The theft of the bond money occurred without authority and the money was used by Ms. Osoria for her own purposes. It was further admitted by Ms. Osoria, during the entire process of these thefts, she would later transfer bond money from other cases to replace the earlier thefts that she had perpetrated. In effect a type of “Ponzi Scam” was created that required future thefts be made to cover for the earlier thefts. A review of the thefts was initially performed by the Boone County circuit clerk’s office. However, a later forensic audit was performed by Sikich. LLP. The result of that audit discovered that a total of $24,729 in funds had been stolen from the circuit clerk’s office by Ms. Osoria. Under an insurance policy that Boone County carries that is provided by CIRMA to protect against such incidents, $23,749 was reimbursed to the county that was subject to a $1,000 deductible under the terms of the insurance contract. Special Prosecutor Chuck Colburn tried the case on behalf of the Boone County state’s attorney’s office. Mr. Colburn was appointed after a request was received from the Boone County state’s attorney Michelle Courier to avoid any question of a potential conflict of interest in the prosecution of the case. On Monday, after some Parliamentary Procedures were initiated to get the vote correct, the city did alter that procedure but not in a manner that was originally imagined. The photographer captured the images of the two girls at that instant when they were embarking on one of the most beautiful ages of womanhood, when they are emerging as a woman. The young women emerge from the chrysalises of their youth to unfurl their wings as a mature woman in such a breathtaking way.

There are, of course, other ages when women are at their loveliest. Another such time is when a woman holds a newly born infant. Another priceless image of women is witnessed when she has lived beyond the youth of her children and she and her spouse embark on that new chapter of their lives when they are once again, a nation of two. Finally, women are loveliest when they smile in their later years and bearing the lines of recognition and they understand so much about their life and the lives of others so as to understand and marvel at the secrets of the universe. Those secrets explain the mythical smiles that older women adopt when someone that is decades younger has referred to some human act and claimed to have that infinite understanding of why the act occurred. The smile is knowing and subtle.

But, as they posed under their umbrellas they had so much less on their mind than their future. The 1880s was an era that moved at a slower pace than is the case today. Data flowing at bytes per second that would exhaust the fastest race car is often too slow for business and modern culture. In the 1880s and in the world

Osoria to Serve5-Years in Theft

attorney’s appellate division announced the sentencing verdict in the case of The State of Illinois v. Donna Osoria. Bidding from page...1in committee meetings are not designed to be advanced from those meetings with a final approval. Movement of measures from committee meetings either go forward to a future City Council meeting for final action or they are defeated in committee without moving forward and disappear.The effort to affect change in the purchasing and bidding procedures of the city came about from the public works department. That department is where numerous purchasing and bidding needs arise and the effort to alter the city code was designed to bring the city procedure nearer to similar procedure in place at the state level. Some of the difference between state and city policy are found in the threshold that must be passed to require a bid to be obtained. In the state code, that bidding threshold arises at $20,000 in estimated value. At the city level, the Belvidere code specifies that a $10,000 threshold would require a bid to be obtained. Any material purchase for the state that is below $20,000 would not require a bidding procedure. In Belvidere, a purchase of material that is valued at or below $10,000 would not require bids to be obtained.It must also be noted that the process to prepare documents and to be submitted for consideration by “responsible” bidders costs money. Often, a wide range of public works needs that must go through a bidding process must have the bidding documents prepared by professional services that charge a fee. For example, bidding documents for modern telephone and computer systems, software and highly technical products often require outside services to prepare those documents so that the correct products are bid for and obtained to manage the need of the municipality. In the former committee meeting, city attorney Michael Drella led the discussion of the matter. He indicated that it is not unusual for the city aldermen to need to waive the bidding process in order to advance a purchase need. In this Monday meeting, there was a need for a motion to waive the bidding process regarding the purchase of LED light bulbs that would be bought at a total cost of slightly over $19,000 to be used in the ornamental lighting fixtures in downtown Belvidere.Mr. Drella had told the aldermen that waiving the bidding procedure is not a method that is designed to be the manner by which the city does business. In the committee meeting, Mr. Drella said, “You should understand that to waive the bidding process is not supposed to be the common thing to do but an extraordinary step to take.”By the end of the committee debate, Alderman Daniel Snow (Ward 2) added an amendment to the motion for advancement. Mr. Snow’s amendment proposed that the bidding threshold in existence in the city be retained and not increased to the state threshold. In voice votes, the amendment and the primary motion were approved unanimously. In the Monday meeting this week, the question to alter the purchasing and bidding procedure came for a second reading that meant the question was up for final consideration. When the debate opened, Mr. Snow clarified, “We are leaving the dollar amount at $10,000?” Belvidere Mayor Michael Chamberlain answered yes, the dollar threshold would remain at $10,000.With that there was no further discussion before the vote that had seven aldermen in favor of passing the measure with one, Alderman Ronald Brooks (Ward 4), opposing the move. After the vote, Mr. Chamberlain recognized Mr. Brooks, who said, “I liked the original suggestion from the Council.”The Mayor answered, “Your opinion is not shared by your colleagues. I was absent from the committee meeting when this matter came up. We merely wanted to bring our policy in line with the state. Waiving the bidding process comes up often and we have another tonight when we must alter the bidding process. We wanted to conduct business more effectively.”Then, Alderman George Crawford (Ward 4) was granted the floor to say, “I want, your honor, to change my vote to Nay. I agree with Alderman Brooks and I want to change my vote to Nay.” Mr. Chamberlain consulted with the city clerk, Shauna Arco to confer if the addition of a second May vote would alter the final vote outcome. The second Nay vote did not change the outcome and the Mayor announced, “The City Council does approve the measure.”

HARVARD MILK DAYS 2015 Milk Days

Harvard Milk Days is just around the corner, with some events starting as early as May 9th. The th ree day Festival itself will be held June 5th through June 7th. This year’s theme is “80’s Looking To The Past To Create A Bright Future!

On Saturday, June 6th, Orion Samuelson of WGN Radio will once again be the emcee at the Brunch, whic h begins at 10:00 am at the Harvard Moose Lodge. This is open to the public; however, reservations are required and can be made by calling the Milk Days o ffice at 815.943.4614. The cost for the Brunch is $16.50. Also during the Brunch there will be an auction of the original 2015 Milk Days Poster, the first print of the poster and four (4) chain saw carvings done at last year’s Milk Days. We will also be auctioning a milk can with this year’s poster wrapped around it.

The Community Church service will once again be held on Sunday, June 7th. This will be held in the Entertainment Tent on the Milk Days Grounds. The public is invited to join at 10:00 am.

Milk Days Grounds This year there are two new attractions being added for enjoyment. On Friday, Saturday and Sunday the Pork Chop Revue Comedy Show will give several

performances. There will be two on Friday, three on Saturday and four on Sunday. Also appearin g on Saturday and Sunday only will be the Moo Mania Comedy Show . They will be giving five shows both days.

Wristbands Carnival wristband tickets will go on sale on Friday, May 1st. They will be on sale from the 1st th rough June 4th. They will be able to be purchased at Harvard

Milk Days Office, 201 W Front Street, City Hall, 201 W Diggins St and Brown Bear Daycare and Learnin g Center, 21007 McGuire Road. All locations will be open from 9�5 pm Monday through Friday.

Wristbands will also be sold during the Bed Race Preliminaries on Wednesday, May 27th, during the Bi g Wheel Races and Bed Race Finals on Wednesday, June 3rd. The F�NAL sales will be on Thursday, June 4th during the �outh Parade. They will be on sale until 7:00 pm. These sales will take place on Ayer Street.

Something very new and e�citing this year is that the wristbands will also be available online from May 1st until June 4th. Also new is that credit cards will be accepted for the first time at the Milk Days Office.

Wristbands will cost $18.00 for either Friday, June 5th or Sunday, June 7th. They are good during the hours of 6�10 pm on Friday and 1�5 pm on Sunday. Wristbands purchased for both days will cost $34.00, a discount of $2.00. However, online purchase s will have an additional $2.00 per transaction fee added.

Online purchasers M�ST bring their printed receipt with them in order to redeem it for a wristband. There will be a separate trailer for wristbands sold online. Also available at all three locations will be the parking passes. This three day parking pass cost s $10.00 and is good for all three days. There is a $5.00 daily

parking fee. These are all advance sales only. They will be available from 9�5 Mon. through Fri. and during the races on May 27th and June 3rd and the �outh Parade on Thursday, June 4th.

Prince � Princess The Harvard Milk Days Prince and Princess Contest will be held on Sunday, May 17th at 2:00 pm at the Richard D. Crosby Elementary School. The school is

located at 401 N Hereley Dr. �t’s open to the public. Boys from 4�7 and girls from 5�7 years of age are eligible to enter. Their costumes must be made of crepe paper. A list of the rules along with the entry blank is

available online at http:��www.milkdays.com�registration . The deadline for entering is May 1st. Children will be judged on their short on stage interview, originality of the costume, the color com bination, workmanship, poise and personality along with over�

all costume appearance. All participants will receive a Friday night wristband for the carnival rides.

Classic Car Show The 2015 Harvard Milk Days Classic Car Show will be held at Milky Way Park on Saturday, June 6th fro m 2�5 pm. �t will feature classic cars from throughout

the Stateline area. This event is free to the public and we invite you to come and see all the cla ssic cars and trucks from the 40’s, 50’s and 60’s. Bring the family and enjoy the show, just south of the parking lot at Milky Way Park. The show will not be held if it rains. Parade The 2015 Harvard Milk Days Parade will step off at 1:00 pm on Saturday, June 6th. This two plus h our parade will feature bands, drum and bugle corps, clowns,

floats, old tractors and cars and so much more. The theme for this year’s Milk Days Parade is “Looking To The Past To Create A Bright Future�. So let your imaginations soar. There will be a $250 award to

the best hand�made float and of course the “Best of Show� or Louis Simonini Award. The parade will begin at the Harvard High School, travel down Hart Boulevard to West Diggins Street, then continue down Ayer Street to Thompson Street and

will end at Rat�laff Street. Entry fee for the parade is $15.00 for a business; $50 for semi’s and $125 for politicians. There is no charge for non�profits, churches or Milk Days sponsors. entries will be accepted by approval of the chairmen.

Bed Races The 2015 Harvard Milk Days Bed Races will be held on Wednesday, May 27th and Wednesday, June 3rd. Teams must participate in the Preliminaries on May

27th to be eligible for the Finals on June 3rd. Teams consist of five members and can enter in one of four different categories: Women, Men, Mi�ed and Over 30. Each team will race against the clock and

must complete an obstacle course. The Preliminaries will give teams an idea of where they need pra ctice to improve their time for the Finals. Trophies will be awarded for the first place in each category.

Business E�po �endors are wanted for the Business E�po tent. This large commercial tent is divided into 10 � 10 spaces. �t’s also shared with the Food Court. �t’s the perfect way for a new or home business to let people know who they are and what they are of fering. The Business E�po is open on Friday, June 5th from 5:00 pm to 10:30 pm; Saturday, June 6th from 2:0 0 pm to 10:30 and Sunday, June 7th from noon to 10:00

Milk Run The 2015 Harvard Milk Days Milk Run�Walk will be held on Saturday, June 6th. Participants may enter the two mile walk, two mile run or the 10� run. There

will also be a �id’80�s Dash of 50M and 100M. Registration will be from 6:45 am to 7:45 am. The two mile walk�run and the 10� will begin at 8:00 am and the �id�s Dash will take place at 9:00 am. The Truth Is Not Always The TruthWe just finished a common and yet, a most unusual exercise last week that is repeated every year on the

same day, without fail, unless the person that fails to perform is prepared to pay a price. The exercise requires many hours spent poring over papers and filling out forms followed by a trek to the post office before the stroke of Midnight to mail a report to the federal and the state government that some claim is the result of a game of “Liar’s Poker.” The effort here for many is to produce a report that resembles the truth and yet, does not so deny the truth that a penalty is incurred. The balance needed to be successful is precise and narrowly construed. Of course, the effort must also resemble the truth in another realm so as not to incur another penalty imposed by the government. The game is the annual filing of an income tax return and for many, the document that is filed is the nearest many are willing to step to presenting the lie of their lives.

That is not to say that everyone lies when preparing their income tax return but then, the final question that must be answered by everyone making the report is, “Just what is the truth?” There are multiple shadings of the truth that can be employed by anyone to obtain a result that meets their needs.

The law is sometimes written in undefined terms, often employing vagaries that are clauses within the law that give lawyers a reason to draw a breath. By a recent count found in the Washington Examiner, April 15, 2015, under the byline of Jason Russell, more than 74,600 pages exists in the United States tax code. Further analysis by Mr. Russell reports that the tax code is 187 times larger than the code was a century ago.

One could argue that because the United States tax code is a law, there is wide latitude for interpretation of that law. After all, the more than 74,000 pages offer ample range for “interpretation. But, is interpreting the law, if done so correctly, a lie unto itself?

As is the case in so many questions of the law and attendant potential violations of the law, the intent is key to determine if the law was consciously broken or if the lie was followed. For example, if mortgage interest on a first and a second mortgage loan totals $5,660, is it legal to round the total mortgage interest paid to $5,700? Is it within the law to round that number to $6,000 or is it legal to round that mortgage interest calculation to $10,000? At which point has the lie been told?

To a great extent, everyone must answer these questions and often the correct answer is to calculate just what will pass the eye of an Internal Revenue Service examiner and/or what will catch their eye. The calculation and the balance is delicate.

Yet, if one consciously lies on their tax return they must acknowledge, to themselves that they are perpetrating a lie and a deception. That is not necessarily something that will cause one to lose the hair but to acknowledge to oneself that they have and will lie that must alter how one sees themselves when gazing at their reflection in a mirror. The primary question that taxpayers must also answer to identify the chances of them being caught in the lie by an income tax examiner.

Often, the primary question in the mind of a perpetrator of a crime, regardless of the crime is to answer, “What are the chances that I will be caught?” Many perpetrators will answer that question before the crime is committed and many of those that commit crime answer to themselves, “There’s no chance that I’ll be caught.”

Certainly if one is a gang member in Chicago and commits a drive-by shooting, the likelihood that they will be caught is slim if current crime statistics in Chicago can be trusted. There is, of course, significant difference between committing a drive-by shooting and lying on an income tax return but often the calculation or the motivation to commit either act is similar. The question resounds, “But, will I get caught?” There is seldom any consideration by the perpetrator of either crime regarding the ethics or the morality of the act or how the question could be settled if they were caught.

Often though, with an income tax report, the question is one of interpretation and not one of purposeful premeditation by the actor to deceive the government. The question is one of shading. The caution for the perpetrator is to understand that the full force and power of the federal government can be daunting when placed in motion. If anyone is unaware of that power they should as for Representative Jesse Jackson Jr. or former Governor Rod Blagojevich.

It is likely that everyone will shade the truth and everyone will also try to soften the lie. Shakespeare wrote the dialogue that answers the conundrum of how to tell the truth, or a version thereof, when filing 0nes’ income tax return. In his play Henry IV, in Part I, he wrote, “The better part of valor is discretion; in the which better part, I have saved my life.”

Leaving the RideAfter 36-YearsBy James Middleton

Some elements of a life and a career are repetitive. The days come and go along with the months and before one knows it, years have lapsed as one has moved through a career and a life. But, one can only know the value of that career by looking back from where one stands near the end and the result cannot be known at the start of a career by looking forward. So might conclude the existential philosopher, Soren Kierkegaard.

The assistant superintendent at Belvidere School District #100 for staff development and technology, Cheryl Giesecke is doing that review of 36 years of teaching as she anticipates her retirement. She began her career in education in District #100 and she is ending her career right where she started, but not exactly how she started. She noted recently how unusual her career had been, almost as if she was from a different age. More and more people today and perhaps more and more people in the future will have shorter periods of tenure in their jobs.

For many workers, five years or perhaps 10 years is recognized as an unusually long time to remain at one job or working for one employer. But, Ms. Giesecke noted that remaining, as she had, with one employer provided a high degree of satisfaction for having done the job and made a difference in the city and area where she grew up.

She graduated from Belvidere High School, earned a Bachelor of Science degree in teaching and mathematics from Illinois State University. Later, she earned a Master’s Degree in administration and a Certificate of Advanced Study from Illinois State. “I have been in Belvidere through all of my career,” she said, “I just never had cause to leave.” She also repeated a comment heard from many career teachers as they were matriculating into their retirement, “The students here kept me young.”

She came to District #100 to teach algebra and geometry but during her career, Ms. Giesecke became involved in all areas of curricula as a teacher and an administrator. To make that step from teacher to administrator, continuing education was a step she took voluntarily. She taught mathematics in Belvidere before she began to pursue her Master’s Degree in mathematics.

Soon after earning her advanced degree she said, “I decided I would switch to administration and I took a job as an assistant principal and I chose to fill the job.” Of course, changing from the classroom to the administration area of public school involves more than changing ones office. “I made the switch but I came to miss the daily activity with the students,” Ms. Giesecke added. She explained, the benefit being in the classroom with students was, “They will keep you focused.”

Ms. Giesecke served as the assistant principal at Belvidere High School from 1985 until 2007, a remarkably long time. Through those years she was on the forefront of administration

at BHS as well as being involved in the recruiting, the hiring and the replacement of teaching staff.

Today, the individual building administrators are involved in the recruiting and hiring of most of the teaching staff. However, she added, “In the case of a ‘high profile’ employee, such as a football coach, upper administration often become involved.”

Her work as an administrator in District #100 has also placed Ms. Giesecke in the forefront of making curricula decision in her specialty, mathematics. But, she also continues to be involved in the upper levels of other curricula decisions. She has a team of 10 instructional coaches that are engaged in curricula advisement and decisions. The upper administration at District #100 encourages and emphasizes a team concept in almost all that they do.

As she moves to enter a new chapter in her life Ms. Giesecke said, “When I leave for the last time I will miss being a part of a collaborative system that is doing good and essential work.” She added one of the benefits that teachers and administrators in public schools offer their students is to provide a means and a method for the students to navigate in the world.

Ms. Giesecke suggested that she is still deeply involved in her job and she attends every Board of Education meetings to be available to answer questions from Board members. She has no immediate plans for her future and added, “I think that I will take some time to decompress. I just need to give myself some time to relax a bit.” Of course, being involved in any activity at the highest level carries with the job a degree of stress and Ms. Giesecke indicated that she would welcome that change.

However, teaching is what she has done for her entire career and continuing to teach in a very different environment is something she has done for the last four years. This activity in what many might consider an alien environment has been an energizing experience for her. As she has done for four years, this summer Ms. Giesecke will return to the super maximum security penitentiary at Angola, Louisiana where she will teach some of the inmates.

She goes there to work with the inmates in a Bible survey course and to help them learn to read more effectively. She also might provide a little help with the inmates to improve their ability to handle mathematics. “I work with some men that have been inside for 35 years, many of them have been sentenced to serve the rest of their life there. These are men that have done some bad things,” but she said that she is invigorated to have the opportunity to help them learn. Some of them are barely literate but she continues to come back because of those that express a desire to learn and improve their lives.

She stays in Angola for usually one week and she will work with four groups of 25-men in each group. Ms. Giesecke said that so few can imagine the joy that she feels when she realizes that some of those she is working with comes to understand and appreciate what they are learning. To witness that moment of realization makes the trip and the experience worth the effort.

Ms. Giesecke will finish her 36-year career in the Belvidere School District #100 when school concludes in May. She will, as she said, decompress when the work is finished. However, we are not yet finished with her. Next week, we will speak with her to find her views on public education in Belvidere and how the educational system can be improved to better educate the young people. Just as Ms. Giesecke was open and willing to speak of her experiences so will she explain her views on how education in Belvidere can be improved. The City of Fulton is a quaint community, rich in heritage and charm. It is located along the banks of the Mississippi River. The first permanent Dutch settler arrived at what would become Fulton in 1835. The Dutch came in small numbers at first and in 1872 there were only 59 families. By 1881, the town had grown to 198 families. Nearly all of these immigrants were members of the Dutch Reformed Church. It has never been explained why so many Holland immigrants were attracted to this small Midwestern area.

In 1974 the Community Christian School Auxiliary organized the first authentic Dutch Dinner. From this Dinner transpired the annual celebration to keep their heritage and traditions alive. Since 1974 the festival has grown and evolved, encouraging any and all to come and enjoy what the festival has to offer. The event comes on the first weekend in May and the residents of Fulton come together to celebrate their Dutch heritage. Dutch Days now spans over two full days of celebration.

For those who want to learn more about the culture there are films and slides on Holland, Dutch Folk Art, and a style show of traditional Dutch clothes. For those that are food connoisseurs or just like to eat, you can attend the traditional Dutch dinner on Friday evening or try a fresh pastry on Saturday morning. After your morning pastry and touring the festival, enjoy one of the

many food vendors that will set up with authentic Dutch food. These vendors travel from over the region to participate at the festival. You can also spend quality-time looking through the more than 100 Arts & Crafts vendors.

Dutch Days is a festival where you just can’t miss the entertainment. Klompen Dancers appear in the streets to show you how to folk dance in their traditional wooden shoes. If one is inclined, they can even pick up a pair of custom made wooden shoes. The excitement begins in the afternoon when The Burgomaster, also known as the Mayor for non-Dutch speakers, and the Town Crier inspect the streets to see if they are ready and clean enough for the parade to commence. The street sweepers come through and water and brooms will fly down the street to prepare for the parade.

During the parade you will see authentic Dutch costumers, bands, floats and many other entertaining entities. Don’t leave in a hurry, for the first time, this year there will be an outdoor band following the parade and extended hours for the food, arts & crafts vendors. The Dutch Days Festival will extend from May 1st until May 2nd with the Dutch Heritage Parade running Saturday at 3 p.m.

The all day events held Friday and Saturday include: arts and crafts vendors; food and concession stands; de Immigrant Windmill Tours; Dutch dancing and costumes; antique tractor displays on Eighth Street and 14th Avenue; heritage canyon with early American crafters that will be at 515 North Fourth Street;

Dutch treasures display, Hindeloopen painting demonstration and sales, and the stippling display that will be at the Masonic Lodge, 1014 Fourth Street. Events will also be held at Heritage Canyon on May 1st and May 2nd, are the Early American Crafters who portray pioneer living. They will perform from 10 a.m. until 4 p.m. The cost is $2 for adults and $1 for children.

A free shuttle service to Heritage Canyon is available on Saturday, May 2, from 10 a.m. until 4 p.m. The shuttle runs continuously from Fulton City Hall to Heritage Canyon. Dutch Days is a wonderful educational experience for children and adults alike and very inexpensive. Grab your family and go learn the Dutch way in Fulton next weekend!

Source of Drinking Water:The sources of drinking water (both tap water and bottled water) include rivers, lakes, streams, ponds, reservoirs, springs, and wells. As water travels over the surface of the land or through the ground, it dissolves naturally-occurring minerals and, in some cases, radioactive material, and can pickup substances resulting from the presence of animals or from human activity.⇒ Microbial contaminants, such as viruses and bacteria, which may come from sewage treatment plants, septic systems, agricultural livestock operations, and wildlife.⇒ Inorganic contaminants, such as salts and metals, which can be naturally-occurring or result from urban storm water runoff, industrial or domestic wastewater discharges, oil and gas production, mining, or farming.⇒ Pesticides and herbicides, which may come from a variety of sources such as agriculture, urban storm water runoff, and residential uses.⇒ Organic chemical contaminants, including synthetic and volatile organic chemicals, which are a by-product of industrial processes and petroleum production, and can also, come from gas stations, urban storm runoff, and septic systems.⇒ Radioactive contaminants, which can be naturally-occurring or be the result of oil and gas production and mining activities.

Drinking water, including bottled water, may reasonably be expected to contain at least small amounts of some contaminants. The presence of contaminants does not necessarily indicate that water poses a health risk. More information about contaminants and potential health effects can be obtained by calling the USEPA’s Safe Drinking Water Hotline at (800) 426-4791.

In order to ensure that tap water is safe to drink, EPA prescribes regulations which limit the amount of certain contaminants in water provided by public water systems. FDA regulations establish limits for contaminants in bottled water which must provide the same protection for public health.

Some people may be more vulnerable to contaminants in drinking water than the general population. Immuno-compromised persons such as persons with cancer undergoing chemotherapy, persons who have undergone organ transplants, people with HIV/AIDS or other immune system disorders, some elderly and infants can be particularly at risk from infections. These people should seek advice about drinking water from their health care providers USEPA/CDC guidelines on appropriate means to lessen the risk of infection by Cryptosporidium and other microbial contaminants are available from the USEPA’s Safe Drinking Water Hotline (800-426-4791).

Source Water Assessment:

The source of drinking water used by Capron IL is Ground Water Active Well #1 (11311) 115 S. 4TH Street 231 gpm line shaft well Active Well #2 (01110) 205 ½ E. North Street 593 gpm line shaft well.Based on information obtained in a Well Site Survey published in 1990 by the Illinois EPA, several potential sources are located within 1,000 feet of the wells. The Illinois EPA has determined that the Capron Community Water Supply’s source water is not susceptible to contamination. This determination is based on a number of criteria including; monitoring conducted at the wells; monitoring conducted at the entry point to the distribution system; and available hydro geologic data on the wells. Furthermore, in anticipation of the U.S. EPA’s proposed Ground Water Rule, the Illinois EPA has determined that the Capron Community Water Supply is not vulnerable to viral contamination. This determination is based upon the evaluation of the following criteria during the Vulnerability Waiver Process: the community’s wells are properly constructed with sound integrity and proper siting conditions; a hydraulic barrier exists which should prevent pathogen movement; all potential routes and sanitary defects have been mitigated such that the source water is adequately protected; monitoring data did not indicate a history of disease outbreak; and the sanitary survey of the water supply did not indicate a viral contamination threat. Because the community’s wells are constructed in a confined aquifer, which should prevent the movement of pathogens into the wells, well hydraulics were not considered to be a significant factor in the susceptibility determination. Hence, well hydraulics were not evaluated for this system ground water supply.

MCLs are set as close to the MCLGs as feasible using the best available treatment technology.

Maximum residual disinfectant level or MRDL: The highest level of a disinfectant allowed in drinking water. There is convincing evidence that addition of a disinfectant is necessary for control of microbial contaminants.

Maximum residual disinfectant level goal or The level of a drinking water disinfectant below which there is no known or expected risk to health.

MRDLG: MRDLGs do not reflect the benefits of the use of disinfectants to control microbial contaminants.

Ryan Michael Benson February 4, 1996 - April 19, 2015

Ryan Michael Benson, age 19, of Belvidere, IL died suddenly on Sunday, April 19, 2015 at his home. He was born February 4, 1996 in Aurora, IL.

Ryan was a student at Belvidere High School where he enjoyed the everyday activities of the students and faculty. In his spare time he enjoyed Harry Potter and Dr. Seuss. He was a very special young man loved very much by his family and fellow students.

Ryan is survived by his mother Jenny (Steve) Clymer of Belvidere, IL, his… father Jeff (Laurie) Benson of Oswego, IL, brother Noah Benson of Belvidere, IL; maternal grandparents Laura and Wayne Nemetz of Oswego, IL, paternal grandparents Donna and Paul Benson of Oswego, IL; along with many aunts, uncles, cousins. He was preceded in death by his uncle Michael Peterson.

Visitation will take place on Friday, April 24, 2015 from 3:00 PM until the funeral service at 7:00 PM at the DUNN FAMILY FUNERAL HOME with CREMATORY 1801 Douglas Road Oswego, IL. Cremation will take place at American Crematory in Oswego, IL.
