All monitoring devices offered by GPS Monitoring Solutions Inc. are specifically designed for electronic home detention and alcohol monitoring purposes. Said devices are widely used throughout the United States as well as other countries by law enforcement agencies and courts. All devices offered by GPS Monitoring Solutions provide twenty-four (24) hours per day, three hundred sixty five (365) days per year monitoring without interruption. All devices offered by GPS Monitoring Solutions Inc. do not pose a safety hazard and do not unduly restrict activities of participant.

Installation:

Device is easily installed on participant, utilizing a custom fit strap (either general strap or SecureCuff for high risk participants). Installation requires a custom proprietary manufactured torque wrench. Time for installation = approx. 2 minutes for ankle monitor

ReliAlert for home detention/gps – uses AC power supply/charger - NO replaceable Batteries required

Each ReliAlert device can be charged 500+ times before maintenance on device is required. Participant charges once per day for approx. 1 hour.

SecureCuff for High-Risk Offenders

The ReliAlert utilizes a hypoallergenic fiber-optic strap that detects tampering. Straps/Cuffs come in varying-sizes to fit each participant perfectly.

Tamper resistant straps:

Choice 1 - Tamper resistance of the general straps include a fiber-optic technology strap for tampering notification and specialized security screws to secure the strap to the device. In addition, straps have 3 steel braided cables lined inside the straps, making them even more tamper resistant. Choice 2- SecureCuff – SecureAlert’s patent pending SecureCuff™ is the only security cuff in the industry specifically made for high-risk offenders. It has encased, hardened steel bands designed to be highly cut resistant and provide officers an additional 10-15 minutes to be on-site before an offender can abscond. The SecureCuff™ includes a fiber-optic technology strap for tampering notification and specialized security screws requiring a proprietary torque wrench to install and remove to secure the strap to the device. At first attempt to remove the device, Monitoring Center is alerted immediately. Device cannot be removed without severing the strap. ReliAlert are not only water resistant but waterproof down to 15feet. In addition, ReliAlert is shock resistant and able to endure a very active lifestyle.

Data Collection / Storing:

Data is collected every 5 minutes via GPS/ Cell/or RF Communication. Data is uploaded and logged into Monitoring Center via secure transmission. Data is stored at secure location in Utah. Data collected shows date, time, and location of participant, along with current battery level of device. Data remains in archive without time limit for later retrieval when needed. Accessible via internet connection.Able to assign up to 300 separate rules per participant’s device remotely.

The first pocket size handheld photo digital breathalyzer to securely monitor breath alcohol. The device takes a picture of the user during the breath test to positively verify identity. The result, real-time photo, and GPS location are instantly transmitted from the device to a secure web portal. If the result shows alcohol present the website can be set to alert by sending a text or email.

The SOBERLINK device is patented under U.S. Patent Number 8,381,573 and uses a professional grade Dart fuel cell sensor to obtain a blood alcohol content (BrAC) reading from the user’s breath. The device has an embedded high resolution camera for user verification and a GPS antenna to acquire current location. The embedded cellular module transmits the photo, BrAC, and GPS to a cloud-based portal for remote access.

The monitoring center can be configured to send reminder text message to participants about their next breath test.

During the breath test, the SL2 takes a picture of the user

to confirm their identity. The real-time photo and breath

alcohol results are wirelessly transmitted on Verizon’s

Private Network to SOBERLINK’s monitoring website.

How does the testing schedule work? The monitoring site allows for a unique testing schedule to be created for each client. The schedule needs to be entered and saved 30 minutes prior to the scheduled test time in order to be processed as a “Scheduled” test. A “Scheduled” test means that the monitoring site gives the client a 45-minute window in which to send their test, starting 15 minutes before the test time and ending 30 minutes after the test time. However, the client can send a test at any time. If the test was not scheduled through the monitoring site, it will be labeled as an “Unscheduled” test.

MEMS3000VB AND VBR No phone lines or base station required -

MEMS3000 is a highly efficient monitoring unit, integrating breath alcohol testing (BAT), facial recognition and radio frequency (RF) presence monitoring into a single home unit. Allows law enforcement agencies to monitor offenders' breath alcohol levels remotely, as an independent measure, or in combination with a restrictive home detention schedule. Installation:

Device is easily installed on participant, utilizing an adjustable strap. Installation requires clips and clamp. Time for installation = approx. 2 minutes for ankle monitor

Utilizes a high resolution camera with 242 pixels x 200 lines that provides the monitoring center with a high resolution color image of the client. The Probationer’s image is digitally transferred to the monitoring center by pushing a single button. The camera is mounted behind a two-way mirror for the purpose of positioning the client's image properly prior to sending. When the image is transmitted to the Twenty-four-Hour Monitoring Center, the image is visually and digitally compared to the Probationer’s image file ensuring compliance with his/her home confinement program. Violations are confirmed by the Monitoring Center, and are immediately reported to the Supervising Officer for disposition. The E3 MEMS VBR At-Home Alcohol monitoring and integrated RF system operates exactly like the VB unit described above with one very important additional feature: built in RF capabilities. This is the equivalent of having two units in the home, one to test for alcohol and one to determine presence and absence from the residence, but much more economical and efficient for cost and staff time. The MEMS VBR utilizes the ElmoTech transmitter featuring multiple electronic strap tamper detection and evidentiary physical tamper detection, as discussed above. Tamper resistant straps – Tamper resistance is accomplished through the utilization of a variety of sensors embedded in the ankle bracelet i.e. body mass, temperature and an Infra-Red sensor. These sensors in the bracelet are “electronically tuned” to each participant and if any of these sensors are “tripped,” the E3 central system will be notified and an alert will be automatically be sent to the predefined person(s). The MEMS 3000 utilizes a hypoallergenic fiber-optic strap that detects tampering. Straps are adjustable to fit any size participant. At first attempt to remove the device, Monitoring Center is alerted immediately. Device cannot be removed without severing the strap. MEMS 3000 are not only water resistant but waterproof. In addition, MEMS3000 is shock resistant and able to endure a very active lifestyle.

The cell version allows offenders who do not have a landline system to still be monitored with all the features of the older MEMS landline version.

The VB unit will hold up to 12 pictures and test results in its non-volatile memory, then it must be within cellular communication and allowed to download all the results. The tests can be given at random times, predetermined times or on an on-demand basis as the program administrator determines.

Ankle monitor works via RF at a constant ping. Data collected is uploaded via Cell to the Monitoring Center and stored at secure location. The offender’s presence or absence is tracked constantly by signals from the transmitter to the MEMS3000 VBR unit. Data is stored and backed daily for later retrieval when needed. Accessible via Remote Desktop.

REPORTING CAPABILITIES

Monitoring equipment has the capability to identify the participant assigned to each individual unit. Each monitoring device has its own serial number. Each participant is assigned to their corresponding equipment/serial number for identification and monitoring. Sample Below:

METHOD OF APPROACH GPS Monitoring Solutions Inc. is a full service company, supplying all the necessary equipment, labor, and materials, at no cost to Pinal County. All cost of labor will be the responsibility of the vendor for maintaining the equipment and the offender’s use in complying with court orders. GPS Monitoring Solutions Inc. can provide full service Home Detention and/or Alcohol Monitoring Program to the Courts, and to its clients, including the installation, monitoring, reporting, and removal of the device (24) hours a day, (7) days per week including evenings and holidays to ensure the offender is in compliance with the court order. Reporting will be as directed by the court. (Common Practice, Upon Completion of monitoring, Report is sent to court clerk in charge of case load.) In event of violation, Non-Compliance report is sent to court, and Judge will summon offender to court (order to Show Cause) of violation. All requests for installations as ordered by the court are either handled same day, or within (24) hours from its receipt of order. GPS Monitoring Solutions Inc. has the capability to monitor and verify that program participants remain at home/work during specified time periods and shall report unauthorized absences, late returns, equipment malfunctions, verbal responses and other functions to a central computer system. GPS Monitoring Solutions Inc., through technological means can monitor a person’s whereabouts throughout the State of Arizona utilizing state of the art, GPS, Satellite, RF, and Cellular equipment. Prior to equipment going into service, testing is conducted to ensure for accuracy in tracking in certain areas which may not have the ability in utilizing certain devices. GPS Monitoring Solutions Inc. determines the participant’s ability to pay during the enrollment process. A sliding fee schedule shall be in place for those participants who are unable to pay for their court ordered monitoring. GPS Monitoring Solutions Inc. has the ability to monitor participant’s alcohol use through technological means by remote alcohol consumption technologies. GPS Monitoring Solutions Inc. has a strict confidentially policy between the courts, and the offender. All documents provided are kept in a secured filing cabinet which is only accessible by the on-site manager. At no time is personal information of any kind disseminated over the phone or in person without exclusive written permission by the courts or the offender or its agent. GPS Monitoring Solutions Inc. is able to provide participants with monitoring services anywhere in Arizona and provides mobile installation services to accommodate orders to install at jails, probation, the court, treatment centers, or even defendant’s residence.

day, depending on the time of day the install occurred During enrollment, data is entered into the monitoring center, complete with restrictions. Restrictions will be updated as amended orders are received, within 2-4hrs of receipt. An updated report will be

submitted to the court. Removal Reports will be faxed or emailed to the perspective court no later than by 9am the following business

day, depending on the time of day the removal occurred Reporting to the court to testify when necessary shall be handled by the assigned staff member of

GPS Monitoring Solutions Inc. per request of the court.

The staff of GPS Monitoring Solutions Inc. is able to fulfill any and all orders by the court on a 24/7 basis. As our staff performs mobile installations 24/7 including holidays, they are always on call and have internet access for enrollment, violations, and completions. Our staff is not limited to fulfilling, orders, enrollments, amendments, removals, or reporting etc. to general business hours.

GPS Monitoring Solutions Inc. continuously provides the latest technologies available for home detention and alcohol monitoring. All equipment is serviced by the perspective manufacturer on a regular basis.

ENROLLMENT PROCESS:

1. Upon sentencing by the court, defendants are issued an enrollment form which states when installation needs

to occur.

2. Defendant schedules an appointment with the staff of GPS Monitoring Solutions Inc.

for enrollment.

3. GPS Monitoring Solutions Inc. will install device at location requested by the court.

4. GPS Monitoring Solutions Inc. staff will verify identity by picture identification, government identification, driver’s

license, or passport; with corresponding minute order; address, and employment.

5. Defendant will sign lease agreement with GPS Monitoring Solutions Inc. and pay for initial set up and

monitoring fees. Monitoring fees may be paid via payment plan to fit participant’s budget.

6. Staff enters all client information into monitoring center

7. Staff enters all court ordered restrictions such as home detention

8. Defendant is equipped with alcohol and or gps monitoring device

9. Staff send enrollment letter via fax/email to the court

10. Staff will fax completion and or violation letters to the court on the same day of occurrence

11. Corporate office of GPS Monitoring Solutions Inc. will submit weekly and or monthly reports to the court with

requested details, including enrollees, completions, violations, etc.

The Enrollment process generally takes approximately 15 minutes.

ENROLLMENT QUALIFICATIONS:

All defendants who have been ordered by the court to enroll into our monitoring program are immediately and automatically accepted by GPSMS. Medically impaired defendants are monitored and equipped in the same fashion as defendants without medical impairments. In the event it becomes necessary for a staff member to perform enrollment procedures on medically impaired defendants at defendant’s home, the enrollment will be scheduled by our staff. In home enrollments shall be performed at no additional cost.

REPORTING:

We developed an offender management software/database. It captures all enrollees, start date, completion date, violations,

GPS Monitoring Solutions Inc. utilizes a web based monitoring system to verify participants remain at home/work during specified time periods with the use of the ReliAlert. The screenshot below illustrates current location of a participant and his curfew schedule for home detention.

Should the participant have an unauthorized absence of his/her curfew/Home detention and or work schedule, we are notified by the monitoring center immediately. In addition, we are able to expeditiously notify the court of late returns, equipment malfunctions, tampering and other events. This data is stored directly within the monitoring center and retrievable at any time. Violation reports for Alcohol Monitoring will include Participant name, location, photo of time of breath test, and current alcohol

level.

GPS Monitoring Solutions Inc. has a strict confidentially policy between the courts, and the offender. GPS Monitoring Solutions Inc. has English and Spanish speaking personnel. All other non-English speaking participants will be provided an interpreter if necessary at the cost of GPS Monitoring Solutions Inc. GPS Monitoring Solutions Inc. shall provide interpreters for defendants at no extra cost to the City/County or the participant. All program materials are available in both English and Spanish. During the enrollment process, GPS Monitoring Solutions Inc. will have participants sign a lease agreement and make payment arrangements at that point. Participants will understand their financial obligations to us at that point. As we understand not all participants will be able to make payment in full at the time of enrollments, we encourage them to have their fees due to us paid at the time of completion. In some case we provide the option of issuing a promise to pay letter if participants are unable to pay in full by the end date of their monitoring. Payments accepted: Cash, Checks, Money Order, Cashier’s Check, Credit Card/Debit Cards.
