Collection Site Quality Control By Barbara T. Martin, CSAPA

Collection sites are the front lines of any drug testing program. The integrity of the entire system rests largely on the shoulders of collectors. In 2007, the GAO released its well-known report titled “'Drug Testing: Undercover Tests Reveal Significant Vulnerabilities in DOT's Drug Testing Program.” Government officials reported significant failures on the part of collection sites, noting that testing programs are “vulnerable to manipulation by drug users.”

2

One good way to ensure the integrity of your own testing program is simply to conduct your own audits. Announced, scheduled reviews can verify training and calibration records, as well as afford the opportunity for discussions of atypical collection scenarios, such as tampering with a test or observed collections. These can provide valuable information about your collection sites and collectors.

A DOT covered employer must be able to demonstrate that oversight measures have been implemented to ensure vendor compliance to the regulations. One method of auditing is to act as a donor and observe the collector’s common practices firsthand. This may be easier to accomplish in a regulated program, because while there are guidelines for non-regulated collections, (continued on page 3)

“Mari juana Breathalyzer” Those of us in the drug testing industry recognize that urine and blood tests for drugs are limited to

the detection of the presence of drug metabolites in an individual’s blood or urine and cannot

measure the individual’s level of impairment at the time he/she provided the specimen. As such, law

enforcement is seeking a reliable means of determining recent use and/or impairment from marijuana

for roadside use, particular in states where

recreational marijuana has been legalized.

The Yost Research Group, based at the University of

Florida in Gainesville, is working with Cannabix

Technologies to assist in the development of a

FAIMS (field asymmetric waveform ion mobility

spectrometry) based marijuana breathalyzer. Testing

with human subjects was performed in March 2017

and showed real promise. For more information visit

the Cannabix Technologies website:

Breath testing is also being explored as a method of detecting lung and stomach cancer

these do not rise to the level of requirements for regulated collections. (See “tips” on page 6.)

In my experience, common findings have been lack of bluing in the toilet water, sink or toilet tank water accessible, items in the enclosure which could be used to contaminate a specimen, and paperwork errors such as the collector completing the certification that the collection was completed properly before the specimen is handed over.

I have also witnessed egregious errors while reviewing collection sites: At an urgent care clinic in Florida, after the collection cup was unsealed, I was handed a lab specimen cup and directed to exit to the waiting room and provide the specimen using the ‘public’ restroom. I had to wait for another person to exit, the collector did not accompany me, water was available, there was no bluing, and plenty of soap and cleaners were in the enclosure.

2

I could easily have had another person in the waiting room hand me an adulterant, or even provide the specimen! A northern Wisconsin site asked me complete Step 5, certifying that it was my specimen in the vials, while I was still at the front desk. Not all of my experiences have been negative; at a clinic in St. Paul Minnesota a collector performed a nearly flawless collection. Perfection is the goal, of course, but this collector was very close.

Employers are ultimately responsible for regulatory violations made by service agents. A compliant program is necessary to defend the integrity of the employer’s drug testing program and to avoid findings during federal audits. Building a rapport with your collection sites and conducting periodic inspections is invaluable for ensuring the quality of your program. – Barbara T. Martin, CSAPA

The Multidisciplinary Association for Psychedelic Studies (MAPS) is hoping to make MDMA an FDA-approved prescription medication by the year 2021

On May 11, 2017, MAPS was granted a “Type A” meeting with the Food & Drug Administration (FDA) to discuss comments regarding the special protocol assessment for Phase 3 trials of MDMA-assisted psychotherapy for posttraumatic stress disorder (PTSD). The purpose of the meeting is to ensure that the data from Phase 3 will be accepted at the time of the New Drug Application. MAPS reports that preliminary studies have shown that MDMA, (commonly referred to by the

street name, Ecstasy), in conjunction with psychotherapy can help people overcome PTSD and possibly other disorders as well.

Publishers Group West, LLC is a credible and economical resource for informational material on illicit drugs. The regulation was eligible for repeal by the Trump Administration via the Congressional Review Act. The Republican led Congress and Senate voted to overturn the regulation and President Trump signed the bill, HJR 42, on March 31, 2017.

An Obama administration regulation that went into effect in September of 2016 put restrictions on state’s authority to test unemployment insurance beneficiaries. The Department of Labor regulation mandated that states could only test applicants if they were looking for work in an industry that requires regular drug testing (such as DOT covered https://www.whitehouse.gov

What it Means to Become (Truly) Certified

Many training institutions and industry groups advertise that successful completion of

their training program will “certify” you in a particular training topic (such as “certified

specimen collector training” or “certified DER training”). However, what is actually

being offered is a training certificate. There are significant differences between a

certificate program and a true certification. It is important for members of our industry

to understand the differences so that our designations as CSAPAs and CDAPAs continue

to be recognized as the pinnacle of professional achievement within our industry. One key

to remember is that a professional certif ication is awarded by a third-party entity after a

standardized assessment of your experience, qualifications and knowledge has been performed.

CCDAPP offers the CSAPA certification as well as industry-focused certifications such as the CDAPA-

Transit, CDAPA-Motor Carrier, CDAPA-Aviation. To learn more, visit http://ccdapp.org
