Sir, Klndly refer to your letter dated 27" April, 2009 along with Fqrm-l and proposed TORS

as per the EIA ~o%cat~on, 2006.

The above proposal was considered by the Expert Appraisal Committee in its 95" Meeting held during 15Ih - 17" June, 2009 for prescribing TORS for undertaking detailed EIA /EMP study.

The Committee prescribed the following TORS;

A. Project Description Executive summery of the project Compliance status to the conditions stipulated while according environmental clearance tb the existing projecffNOC granted. A filled in Questionnaire on the Industry sector as devised earlier

' Justification of the project. Promoters and their back ground Project site location along with site map of 10 km area and site d&ls providing various industries, surfacewater bodies, forests etc. Project cost Regulatory framework Project location and Plant layout. Existing infrastructure facilities including power sources.

Existin environmental scenario, stack emission data Total cost of the project along with cost fo environment protection measures. Water ource and utilization including existing and proposed water balance. Produ spectrum (Existing and proposed products along with production Capacity) and proces es List of azardous chemicals with their toxicity levels. t Storage and Transportation of raw materials and products. Mass palance of each product along with the batch slze Polliit~dn potential from the proposed products ~ e t a ~ l f j d scheme for waste water treatment along with characteristics of inlet and outlet waste ,water. The treatment scheme to meet discharge norms of APPCB. Final d~scharge point.

I B. Descriptiop of the Environment and Baseline Data Collection

water abstraction and its impact on water sources.

Solid waste quantification and disposal. Control of fugitive emissions

E. Environmental Management Plan

Details of pollution control measures * Environment management team

Proposed schedule for environmental monitoring including post project monitoring for Air, Water, Soil and Noise. Chillers should be provided for chilled brine CirCUlation to conde-nsgte the $.olvent vapors and reduce solvent losses.

= Solvent recovery plant should be installed to recover the solvents and solvents generated from the vents and in the work zone environment should be monitored

* Solvent should be stripped from the effluent before discharging into the evaporation pond for their maximum recovery.

- Industry should treat the effluent and treated effluent shall comply with the industry specific standards.

F. Risk Assessment Objectives, Philosophy and methodology of risk assessment Details of manufacturing process of proposed products Details on storage facilities Process safety, transportation, fire fighting Systems, safety features and emergency capabilities to be adopted. ldentificat~on of hazards Compat~bility studies and spec~al hazards Consequence analysis through occurrence &evaluation of incidents

r Select~on of incidents and consequence calculations Recommendations on the basis of risk assessment done Dlsaster Management Plan. Safety precautions for the storage of Chemicals and vapour condensation. Safety precaution for handling and transportation of Bromine.

G. Occupational Health and Safety Program for the Project

H. Information on Rain Water Harvesting

I. Green Belt Deuel~pment plan

J. Any litigation pending againstthe project and /or any direction /order passed by any Court of Law against the project, if so, details thereof.

K. Public Hearing

Action plan in the tabular form to the issues/suggestions made during the public hearing along with the implementation plan and allocation of funds.

It was decid that 'TORS' prescribed by the Expert Appraisal Committee (I) should be considered for the preparation of EIA I EMP report for the above mentioned project in addition to all the relevan information as per the 'Generic Structure of EIA' given in Appndix Ill and lllA in the EIA Notifi ation, 2006. As soon as the draft ElAlEMP report is prepared, the same may be subm~tted to f he Andhra Pradesh Pollution Control Board (APPCB) for conducting public hear~r.g/publ~c consultation as per EIA Notification, 2006. On finalization of EIAIEMP prepared as per TORS and address~ng and incorporating all concerns raised during public hearing I public consultatton, the same should be submitted to the MOEF for obtattiing prior anvironmental clearance

Yours faithfully,
