This section of the A63 currently suffers from the following problems:
• congestion, delays and long queues, particularlyat the Mytongate junction
• accidents, sometimes resulting in serious injuries and fatalities
• it creates a barrier between the city centre and the main shopping areas to the north and tourist and recreational facilities and developments to the south.
If no improvements are made these problems will get worse.
We aim to relieve congestion at the Mytongate junction, making the roads safer, decreasing journey times and improving access to the docks, whilst minimising the environmental impacts of thescheme.
The current problems can be resolved by providinga split-level junction at Mytongate and footbridges at key locations.

Preferred Options
We have developed two preferredimprovement options
• A63 in cutting at Mytongate Junction(the ‘Underground Option’)
• A63 on fl yover at MytongateJunction (the ‘Overground Option’)
Six options have been looked at for the improvement of the Castle Street section of the A63. Four ofthe options were considered tobe too expensive, poor value for money and would have a greatereffect on the environment.
Non – Preferred Options
a landbridge option, a cut and covertunnel option, a viaduct with pedestrianconcourse beneath and a long viaduct.
These alternatives have been assessedand the results of the assessment arepresented at this exhibition.

This option consists of lowering the A63 in the vicinity ofMytongate junction to pass belowFerensway and Commercial Road.
Between Mytongate Junction and Market Place, we would widen the eastboundcarriageway to three lanes with the nearsidelane marked for local traffi c. The westbound carriageway will remain at two lanes.
We would provide pedestrian footbridges over the A63 at Porter Street, Prince’s QuayShopping Centre and Market Place.
Direct access from the A63 to the Holiday Inn Hotel, Spruce Road and Waverley Street wouldbe closed. We will provide alternative access.

Economic benefi ts have been derived in accordancewith Government guidelines. Both options wouldprovide good value for money as the benefi ts outweigh the costs.
When calculating the benefi ts of a scheme option weuse a formula based on the projected benefits of ascheme option compared to the projected costs of ascheme option. This is known as the Benefi t Cost Ratio(BCR). If you would like to know more about how wecalculated this please speak to one of our members ofthe project team who will be happy to help.

The Highways Agency is committed to safe roads andboth options would improve road safety compared withthe existing situation.

EnvironmentalEnvironmentalNoiseBoth of the preferred options are predicted to bring about neet benefi ts in both the shortand longer term, with a reduction in people being affected bby road traffi c.
Air QualityAn assessment of the effect of road traffi c on local air qualityy for the A63 Castle Streetand the wider Hull Air Quality Management Area (AQMA) waas undertaken. It concludedthat neither of the options are likely to exceed the statutory AAir Quality Limits at sensitive
receptors along the A63 and the surrounding area. However withinthe road width of the A63 the Air QQuality Limit may be exceeded
at isolated points. The assessmment also concluded that more properties are likely to experieence an improvement in local
air quality with the Underground Option in contrast to theOverground Option.
Greenhouse GasesThe Underground Option would result in a reduction in carbon emissions; however the Overground Option
results in an increase in carbon emissions.

Town SettingThe work will affect the setting of the Old Town Conservation Area particularly in the vicinity of the historic docks and Trinity Church. The Underground Option will have the least effect as the A63 is lowered into cutting through Mytongate Junction. The visual impacts of the proposed footbridges are the same for both of the preferred options.
Water EnvironmentNeither of the options would have a signifi cant impact on the River Hull or the Humber Estuary.
Biodiversity The loss of habitat, e.g. mature trees androadside verges, is likely to affect protectedspecies such as birds and bats. Both optionsinclude measures to protect and enhance wildlifee.g. planting of native trees, creation of herbrich grassland areas, rebuilding of bat roosts.The Overground Option has a lower overall impact on wildlife as a smaller number oftrees will be lost from Trinity Burial Ground.
HeritageHull has a rich archaeological and historicalheritage. No Scheduled Monuments will beaffected by the works, however both options have the potential to damage archaeologicalremains beneath the footprint of the works.The Underground Option would impact lesson the historic environment as the A63 will be lowered into cutting at Mytongate Junction.

Pedestrians The footbridges will improve safety by reducing the exposure of pedestrians to vehiculartraffi c. However, the provision of a footbridge in place of the existing signalised crossingmay increase journey times slightly for pedestrians and particularly for vulnerable users who require physical assistance.
Demolition & Land UseTwo Grade II listed buildings (Earl de Grey and Castle Buildings) will be demolished to enable the scheme to be constructed. The north wall of the Humber dock will need to beremoved or replaced. Community Land within Trinity Burial Ground will be lost.
SeveranceThe A63 acts as a substantial barrier and creates severance between central Hull to the north and tourist and recreational facilities to the south. The non-preferred options solve the problem of severance better than the preferred options.
ConstructionBoth options would include measures to control noise, dust and other pollution, as well as measures to minimise traffi c disruption.
Local Road Users Both preferred options will keep existing access provision to local roads to the east of Princes Dock and Humber Dock.

EngineeringEngineering‘Underground’ Option
– A63 in Cutting Approximately 70,000m3 of material will needto be excavated. We will use piled walls toprevent groundwater entering the excavationand to support a new bridge to carryFerensway and Commercial Road over theA63.
Construction would take approximately 2 years and 3 months plus advance works. During theconstruction period two running lanes wouldbe maintained in each direction.
To enable construction, approximately 0.2ha of the cemetery ground will require clearing and the Earl de Grey and Castle buildings,which are both Grade 2 listed, will need to be demolished.
‘Overground’ Option – A63 on Embankment
Approximattely 25,000m3 of material willneed to be imported to construct the newembankments to support the A63. This optionwould take the A63 over Ferensway andCommerciaal Road on a new bridge.
Constructioon would take approximately 1 year and 10 monnths plus advance works. Duringthe construction period two running lanes would be mmaintained in each direction.
To enable cconstruction, the Earl de Grey andCastle buildings, which are both Grade 2listed, will need to be demolished.
For both options safe routes will be providedfor motorists and pedestrians during theconstruction period.

The A63 within the tunnel will remain as a dual carriageway. A single carriageway Local Access Road will run above the tunnel from Ferensway to Market Place and would serve the local roads, which at present connect to the A63. The Market Place Junction with the A63 would be closed with the exception of the eastbound entry onto the A63 and the westbound exit onto Queen Street. The remaining traffi c would utilise the new Local Access Road.
