I. REFERENCE:

II. PURPOSE:

This IMPLAN sets forth the guidelines and procedures for the Crime Laboratory personnel in the conduct of scientific investigation services and other technical support to the PNP during the observance of the traditional All Saints’ Day and All Souls’ Day.

III. SITUATION:

Every first and second days of November, the country celebrates “Araw ng mga Patay”, “Todos Los Santos” or “Undas” in collective remembrance of the dearly departed.

These annual events are expected to bring an influx of people from all walks of life to the cemeteries. Others take advantage of the occasions to have a vacation. The movements of people, utilizing all forms of transportation, usually create traffic jams/congestion along major thoroughfare and roads leading to transport terminals (bus stations, airports and seaports). In these situations, the possibility of accidents is also high.

Like in the past years, various threat groups, to include terrorists and criminal elements/gangs, may take advantage of the situation to carry out their nefarious and illegal activities. As the situations differ from year to year, the need to review as well as update the security and traffic plans based being implemented by the PNP is necessary.

It is likewise necessary to re-establish partnership with concerned government agencies, NGOs and radio groups to enhance coordination. It is also essential to conduct information drives through print, broadcast and internet media on the precautionary measures to be undertaken by every citizen, based on the lessons learned from the past, and the prevailing situation.

During the 2011 observance of All Saints’ Day and All Souls’ Days, a total of 4, 862 Public Assistance Hubs were established nationwide and 9,951 police personnel were deployed as Road Safety Marshals in various parts of the country, particularly in places where people converge.

As this year’s celebrating coincides with a long weekend, from November 1 (Thursday) to November 4, 2012 (Sunday), enhanced security measures may be needed as people are expected to be in the streets and areas of economic activities for a longer period.

IV. MISSION:

The PNP Crime Laboratory, in line with its mission and functions shall provide scientific investigation services and other technical support to the concerned law enforcement agencies, local government units (LGUs), non-government and other volunteer organizations through fieldwork, scene of crime operations, forensic laboratory services, and perform other tasks as directed by the Higher Headquarters.

V. EXECUTION:

A. Concept of Operation

CRIMELAB forensic services shall be made available on 24-hour operations. SOCO personnel shall be dispatched immediately to the area of operation to provide forensic assistance in the conduct of scene of the crime processing. Laboratory analysis on physical evidence collected shall be conducted immediately and assure the release of laboratory findings/results on time.

B. Tasks:

a. DDO

1. Overall supervisor of this activity;

2. Coordinate with the AFP (DCS for Operations, J3) for augmentation in Metro Manila and other places

nationwide, if the need arises; and

3. Perform other tasks as directed.

b. OMD

1. Supervise and monitor the implementation of this IMPLAN;

2. Coordinate with the District Crime Laboratory Offices and Regional Crime Laboratory Offices if the need arises;

3. Update D, CL on the progress of this activity;

4. Coordinate and submit report to Higher Headquarters; and

5. Perform other tasks as directed.

c. LMD

1. Provide Logistical Support to RCLOs/DCLOs/PCLOs, whenever needed; and

2. Perform other tasks as directed.

d. BFO

1. Provide additional fund support for the HQs,RCLOs, DCLOs and PCLOs SOCO Teams especially when there are deployment of personnel as requested by DPOs, PROs, PPOs and the AFP Units; and

2. Perform other tasks as directed

e. Chief, SOCO

1. Alert the SOCO Teams if called upon to assist;

2. Assist OMD to supervise and monitor the program and activities of the tasked CL Units in the implementation of this IMPLAN; and

3. Perform other tasks as directed.

f. ARMD

1. Perform tasks as directed.

g. Chief, MLD

1. Prepare to conduct DVI in case of mass casualties; and

2. Perform other tasks as directed.

h. Chief, Other Technical Divisions

1. Conduct appropriate laboratory examination on collected pieces of evidence from the field; and

2. Perform other tasks as directed.

i. Chief, DCLOs, RCLOs and PCLOs

1. Alert and dispatch SOCO Team to support the PROs, DDOs and PPOs;

2. Participate in the case conference if called upon by their respective RDs, DDs and PDs;

3. Submit After Activity Report to NHQ CL (Attn: OMD); and

4. Perform other tasks as directed

VI. COORDINATING INSTRUCTIONS:

a. Operational Procedure and other applicable SOPs in the conduct of operations must be strictly observed at all times.

b. Close coordination with the PROs, DPOs and PPOs is highly encouraged.

c. Strict adherence with the Crime Laboratory Operational Procedure and other existing rules and regulations shall always be emphasized in all SOCO/FLW dispatches.

VII. EFFECTIVITY:

This IMPLAN shall take effect immediately upon approval.
