It has come to my attention that our once great empire has suffered at the hands of lackadaisical

management, and money that should have strengthened the war effort has been diverted to the

personal projects of barons, moffs, and governors with too deep pockets and too narrow views of the

future. Our once grand army has been outclassed and outmaneuvered by a rabble of farmers

reformed into warriors, and our strength has been sapped as our soldiers fall further behind intechnology. Unlike my predecessors, I will not underestimate this threat. As such, I hereby seize

the Imperial Treasury and embark on a new program of modernization that will not only bolster the

ranks of our military but also win the hearts of the worlds who even now dream of seceding. I give

you my grand vision, divided into several parts for the convenience of the readers.

Ground Forces

Since the beginning of our Galactic Empire,

the Emperor has kept humans and the rest of

the species apart. He went so far as to seek

cloning as an option to avoiding asking for

help. Despite his powers, he was shortsighted.

So, as my first order of business, I shall correct

what he left broken. From here on out, all

alien species are emancipated, free to seek

employment wherever they wish. For the first

time ever, the Galactic Forces are open as well

to their wishes, and they shall not be

segregated or in any way abused.

Now, it is time to discuss my plan to raise our

forces to the top of military might once more.

It is time for a radical redesign of our ground

forces. No longer will they be applied in

massive waves, meant to wash away the

enemy. Now, they will be finely trained, like

surgeons. They shall be professionals, selecti-

vely deployed and tactically used to win battles

with lightning quick attacks, deception, and

minimal collateral damage. No longer will the

Imperial Forces be synonymous with cruelty,

pain, and genocide.

For this to work, we need to completely

change the way our soldiers train. Rather than

the basic 3 week training of the old Empire,

now soldiers shall train for 3 months, and the

best of those will train for 3 more as Black

Order Troopers. For those who distinguish

themselves further, they will be chosen for the

Elite Guard, and they will invent their own

training, receive missions straight from the

Supreme Commander, and they will make the

New Republic pay from within their regions,

far beyond where we could grant them

assistance. Anyone can qualify, but only the

best will be chosen.

Further, the standardized armor shall be

redesigned to meet both the standard

specifications and these next ones based off of

battle commentary from our own fighting

forces:

Gloves will now be powered during hand to

hand combat via combat gloves

The suit shall have manual suit seals and

environmental controls, allowing up to 4 hours

of increased survivability in excessively hot

and cold environments, and even in space.

Thigh armor shall be more form fitted, and

reinforced with an alloy plate ridge

System Power Cells will be moved to near the

right knee, for ease of access. A backup

reserve will be fitted on the left knee.

Shins shall be reinforced, and padded inside

for comfort when firing from a kneeling

position and improved balance

IFF circuitry will be integrated into the

systems, allowing for quick identification of

allies and command purposes

A built in resonator to open secure doors on

the right gauntlet and a vibroblade in the left

The Helmets shall have holographic vision

processors and a multi-frequency targeting and

acquisition system with a full HUD displaying

weapon information and ally conditions

Further, they shall have built in comlinks,

advanced breathing filters (removing 99.99%

of airborne toxins), and voice controlled

cooling and atmospheric control systems

We have lost our shipyards at Kuat, but

we managed to evacuate the entirety ofthe Kuat Drive Yards Corps of Engineers.

With proper funding, they will develop a

new generation of star destroyers,

starfighters, and other ships. However,

due to time constraints and external

forces, we must employ our current fleet

in unconventional ways in order to stave

off our own destruction.

The Chimaera will hereby be my flagship,which will coordinate all of the attacks.

The remainder of the Imperial Class Star

Destroyers, Deaths Head, Inexorable,

Judicator, Peremptory, Nemesis, and

Stormhawk will each head their own

raiding task forces, hitting key shipping

lanes, trading ports, shipyards, and other

strategic targets, doing damage but not

enough to garner the massed attention of

the New Republic Navy. In the meantime,I will determine how to acquire more ships

at the New republics expense. Now, our interdictor cruisers will be reassigned. We do not need them to

keep enemy forces escaping, we will now use them to pull ships out of hyperspace, where we will board

them, repossess them, and their crews (if complacent) will be held for a period of a month before being

compensated for their ships and let go on a border world of their choice.

Further, we cannot look to the past on how we will reclaim our glory. We must look to research, science,

and our real conditions to succeed. As such, this new era requires a new approach to tactics, so the top

military tacticians and battle commanders will draft a new book on unconventional approaches to fleet

54warfare. Meeting in several conferences, it should be done in a few months.

The iMPerial Fleet

Our most valuable asset in the fleet are our

experienced pilots, but every time they go out,

many of them die due to inadequate starfighters

and safety measures. As such, Kuat drive Yards

have delivered plans for a new starfighter, the

Scimitar Assault Bomber, combining the agility

and antistarfighter power of an interceptor with

the concussive strength of a bomber. Armed

with a single engine, more powerful than thetwin engines of our TIE series, it is also quieter

making it ideal for stealthy bombing runs and

lightning quick assaults on cities.

Every pilot will be glad to hear that an escape

pod will be built in, so that experience will build

among the cadets and veterans will have a realis-

tic chance of passing on their knowledge. With

this sort of fighter, we can revive the reputation

of the 181st Imperial Fighter Wing and create

even more veteran wings capable of ending the

supremacy of Rogue Squadron.

Our fleet may be crippled for now, but with

experienced pilots, new tactics, and captured

vessels we can hold our own until our engineers

can develop plans for more powerful ships

capable of devastating the New Republic in any

engagement.

KNiGHTS oF The EMPiRE

The Force is returning to this galaxy, and the New Republic is embracing it. The Emperor tried to

monopolize it, but the truth is that it cannot be stopped. As such, I hereby offer amnesty to any

and all forcewielders, and extend the right for any who reside within our territories to live their

lives in peace. However, if they were a patriot who simply hid his or her abilities until this time, I

offer the opportunity to join the Knights of the Empire, who will work to further our cause while

also seeking to resurrect the old order on Korriban. With this power, combined with the military

rigor and training with of the Empire in starfighters and conventional weaponry, they will become

the pride of this Era. May this message be broadcast as wide as possible as none shall be forced

into our military, but all shall reap the benefits of equality.

These proposed changes will make our

Empire competitive once more. It will

remarkably distance this administration

from the prior one under Emperor

Palpatine. Diplomacy, Truth, and

Cooperation will define our policies, unlike

the self-aggrandizement and greed of the

prior one. The road will be difficult to

travel, expensive, but ultimately worth the

effort. The New Republic succeeded

because of similar efforts, but they lack

the foresight and power to hold their

confederation together. They lack the

capable men and women that only the

Empire can breed. As such, as

administrative leaders, it is our obligation

to ensure the survival and proliferation of

our government, and the old glory will be

recaptured and remade into a newer one,

grander than before.

As such, I, grand Admiral Thrawn, the

Supreme Commander of the Imperial

Forces and the duly selected head of the

Central Committee as well as the official

Leader of this Galactic Empire, confer the

below mentioned funds to this vision.

Though my signature is all that is

necessary to approve this, I also submit

the Act to the Central Committee of Grand

Moffs as a showing of solidarity. May

each Grand Moff lay his signature to this

paper and also commit his funds to the

effort, to show his belief in the success in

this effort. May each mans signature

show his belief that the Empire will be

resurrected. May your hearts cry out:
