They are aware that a republicestablished by bayonets andagainst tho will of the peoplo willnever be recognized by the Cleve-land administration aud they arealso porfectly well aware that thodispleasure of tho United StatesGovernment will mean the abro-gation of the reciprocity resulting in total ruin and financial

though tho price of tho stufl andtho few raids mado by tho policeprove that the contrband articlepasses through the gates andunder the very noses of thoCollector General and hisemployees ? While tho guardsdisplay great activity in

opening tho hand-bag- s andtrunks of passengers by the stea-mers, and whilo thev with owl-1'k- o

wisdom unpack aud scruti-nize every apple, peach or pearimported and theu eat most ofthem , they never happen tocomo across tho packages con-

taining opium. We do not knowif this is due to corruption or'tothe inability and ignorance of thopresent guards, but the fact re-

mains that tho town is simplyflooded with the drug and that,since the P. G. got intopower, there has boon importedenough opium to supply theChinese here for more than threeyours to come at a very .moderateprice. The police force is nobetter that the custom officials.An occasional, raid is of coursemake, and one or two tins ofopium seized or a fow Japanesehauled up for gambling, but thebig gmes are running with moreunpuuiiy than over, the opiumjoints are in full blast and everycoucovable kind of vagabonds,and vagrants are infestingthe town. Marshal Hitchcockwho is about the poorestofficial which we ever have haddevotes his time in listening to thedilapidated spies who stuff hisears with the most impossibleyarns aud make the poorgullible man see conspiraciesand smell treason in evory corneraud in every hooso. If the gov-

ernment ever expects to gain therespect leave alono tho confidenceof the community they shouldbegin to eliminate politics fromthe administration and lootforward to an efficient andhonorable execution of the oldlaws.
