The annual conference of the Illinois Police Association has come and gone again. This being an
election year, the following members have been elected to the Executive Board for the years
2018-2019.

Congratulations to all of the newly elected Executive Board Members. I’m looking forward in
working with these board members.
The first order of business for the board to deal with is that of membership, as membership is
down again. During the past two years, there has not been a membership report from the
membership chairman as to what he was doing to promote the membership throughout the State.
Everyone has to do their part but the Membership Chairman should be doing his best. The
Membership Committee is the most important committee we have, so whoever is appointed by
the President to Chair the committee, should be going out of his or her way in getting everyone
involved and signing up new members.
At this year’s conference it was voted on and passed to raise the dues for both Associate A & B

Memberships starting in 2019. New Associate A & B Memberships will be $35.00 and renewals
will be $30.00. (This goes into effect starting in 2019 and NOT 2018)
The law suit against the Sherwood Youth Camp is still on going. Attorney Jim Skinner, of
Galesburg, who is now representing us, is talking with the attorney of DZ Horses and is trying to
get the suit dismissed. I hope to have good news for everyone within the next several months but
I’m not going to bet on it. (After all, it’s only been five years since this -- -- has been going on.)
If anyone has any ideas or suggestions on how to bring in revenue, please feel free to contact me
at any time. The first and most important item is to increase membership. According to this year’s
Audit, membership is -15.4% compared to last year. Membership accessories, decals, magazine, is
-16.5%. IPA products, down -3.5% but on the good side, the solicitor income is +28.8% compared
to last year. Again I’m asking for every ones help in supporting the Association.
I can only do what I can do with what I have to work with. Everyone takes credit when things are
going well but when it doesn’t; the front office takes the blame. Where is the money going?
I want to thank President Chris Surdel for all of his hard work and dedication to the membership
during the past two years as your President. It was a pleasure working with Chris and wish him
the best. Thanks for your friendship.
In closing I want to thank everyone for your support in re-electing me again as your Executive
Director. I have done my best and will continue to work hard in maintaining the high standards of
the Illinois Police Association that want law enforcement officers to become members of the great
Association.
To all of our members and families, all law enforcement officers and first responders, have a
Happy Thanksgiving, a Very Merry Christmas and a Happy and Safe New Year.

It's hard to believe that this will be my last letter as President of the Illinois Police
Association. The two years as your President has flown by quickly. I can remember the
conference in 2015 like it was yesterday. I remember that my entire family was there to
support me during that weekend. Well time moves on, and John Idelburg is now your newly
elected President and I believe that he will do an excellent job.
First, I would like to thank all of the delegates who attended the Illinois Police Association's
Annual Conference in Gurnee Illinois. It was a small group, but we did accomplish some very
important things. We had two Vice Presidents and one Auditor seat to fill off the floor. The
Vice President's positions were selected and we had an election for Auditor. Welcome and
good luck to Fred and Calvin who are our newly elected 2nd & 1st Vice-Presidents and good
luck to the entire 2017 elected Board. Another item that the delegates voted on was to
increase the Associate A & B membership dues to equal the dues of the regular active
member. Dues for all members is now $35 for new members and $30 for renewals. I believe
that this new change was definitely needed and will start in 2019. Next step for the new
President is to select his Committee Chairman's and members.
Someone asked me "What did I accomplish as President? " I started a new Communication
and Technology Committee to try to increase communication to all members. I knew that we
have the information available online but rather than the members having to get the
information from our website; we send them the information directly when we receive it.
We need to "think outside the box" and keep up with the new and changing technology.
Again, thank you for your trust and support while I was the President and I would like to wish
you all farewell.

The August 1st, 2017 Executive Board Meeting was called to order by President
Chris Surdel at 09:30AM with the Pledge of Allegiance to the Flag and a moment of
silence for all of our departed brothers and sisters.
The roll call of officers was read by Director Ed Hoes. Excused were: Vice President
John Idleburg and Division Chairman Rick Iverson. Absent were: Vice President Joe
Feulner, Sgt at Arms Jason Shaw, Division Chairmen, Keith Chrastka, Jason Shaw,
Lindsey May and John Hassenstab.
A motion was made and seconded to dispense with the reading of the April 4th,
2017 Executive Board Meeting. Motion passed.
Attorney’s Report: No report.
Legislative Report: Director Ed Hoes reported the following:
PENSION BILL; HB418; PASSED BOTH HOUSES
This bill in its original form stated that if a law enforcement officer retires and collecting
a police pension and you go to work for another municipal police department as either a
Chief or an Officer, you must stop collecting your pension while you are working in the
new job. This original bill was defeated for the past several years. This year new
language was added. The bill provides that if a police officer is receiving pension
payments and returns to active service with any municipality that has established a
downstate pension fund, the officer may continue to receive those pension payments but
must not participate in a second pension plan. Instead, he or she can participate in a
municipality’s defined contribution plan as the bill requires municipalities to establish a
defined contribution plan.
SB58: Passed: Police Shooting-Drug Test; Would provide that each law enforcement
agency adopt a written policy regarding drug testing following an officer involved
shooting and have the officer submit to an alcohol and drug test.
SB31: Passed: Law Enforcement-Immigration: This provides that a law enforcement
agency or official shall not detain or continue to detain any individual solely on the basis

of any immigration detainer or administrative warrant or otherwise comply with an
immigration detainer or administrative warrant after that individual becomes eligible
for release from custody. If also provides that a law enforcement agency or official shall
not (1) give any immigration agent access to any individual, (2) transfer any person into
an immigration agent’s custody, (3) permit immigration agents use of agency facilities or
equipment, including any agency electronic databases not available to the public for
investigative interviews or other investigative purpose in executing an immigration
enforcement operation or respond to immigration agent inquires any individual’s
incarceration status, release date or contact information except insofar as the agency
makes that information available to the public.
HB351: Crim CD-Sexual Assault: This would provide that the sentence for aggravated
criminal sexual assault, which does not otherwise provide for an enhanced penalty, is a
Class X felony for which 5 years shall be added to the term of imprisonment imposed by
the Court. It would also provide that the sentence of predatory criminal sexual assault of
a child, which does not otherwise provide for an enhanced penalty, is a Class X felony
with a minimum term of imprisonment of 11 years rather than 6 years.
HB270: Investigation of Police; This would create the Law Enforcement Sexual Assault
Investigation Act: This would provide that allegations of sexual assault by a police officer
while performing his or her duties shall immediately be reported to the police officer’s
supervisory or command personnel and an independent law enforcement agency.
HB309: Sex Offender Reg Loss Employment: Would provide that a registered sex offender
who loses his or her job must report in person to the law enforcement agency with which
he or she last registered his or her loss of employment within 3 days of that loss of
employment.
HB233: Crim ID Sealing Records; Would provide that records of conviction for any
non-violent offense or any criminal offense that did not result in bodily harm or death to
another person may be sealed 10 years after the termination of the petitioner’s last
sentence.
HB217: Crim CD Cyber Bulling:
HB1581: CD Corr-Veh Wheel Load Finds: This bill reduces the amounts that truck owners

would pay by 33%, likely resulting in a loss of up to $1 million for police training each
year.
There are a number of PENSION Cutting Bills that are in the General Assembly. SB16,
SB704, HB4027 and HB4045.
These bills have (2) options:
(1) Accepting a delay and reduction in his or her cost of living annual adjustment
when he or she retires or (2) agreeing that his or her pension benefit would be calculated
using only his or her current salary, excluding all future pay increases from calculation of
his or her benefit. No matter which choice an employee makes, he or she would lose tens
of thousands or even hundreds of thousands of dollars over the course of his or her
retirement years.
The General Assembly acted in 2010 to significantly reduce the pension benefits of all
those hired after January 1, 2011 (Using option (2). The courts have consistently ruled
that only the benefits of current employees and retirees are constitutionally protected.
Benefit reductions-or even elimination, are legal for any employee not yet hired at the
time changes to the pension code is made. Contact your State Representatives and urge
them to vote NO on these bills or any other bills that cut pensions of public employees.

www.ilga.gov.
Motion was made to accept the report. Motion was seconded and passed.
Finance Report; Mr. Robert Roman, President of Investment Counsel, Incorporated read
the Death Benefit Funds Report. The account for 2017 had a 6.47% return year to date.
The portfolio is currently 57%% in the market and 43% in fixed income (Bonds) . Rob
reports that at this time he recommends that we not make any changes at this time.
After some discussion, a motion was made and seconded to accept the report. Motion
passed.
Conference Report; Director Ed Hoes reports that everything is set for this year’s Annual
conference September 15th & 16th, 2017 at the Holiday Inn in Gurnee.

Death Benefit Report; Since the last April 4th, 2017 Executive Board Meeting, there were
a total of 25 claims submitted for review. 19 claims were approved for payments of
$400.00 each for a total of $7,600.00 and 6 claims were paid out at $600.00 each for a
total of $3,600.00. A grand total of $11,200.00 was paid out in payments. No claims
were denied.
Report was accepted by the board.
Constitution & By-Laws Report: No Report.
Sherwood Youth Camp Board of Officers Report; Director Ed Hoes reported that:
The law suit reference the Sherwood Youth Camp has been transferred down to Knox
County. Attorney Jim Skinner of Galesburg will be handling the case. We are waiting for
the complainant to file an appearance with the courts to get the case moving. The camp
has been taken over by some members who joined the Association just so they can fish,
are storing their boats on the camp grounds. Unknown person(s) took over the boat
house by placing their boats inside the house and locked the doors with their own lock.
The lock was cut off and the boats were removed and placed outside. The grounds are
not to be used as a storage area for boats or anything else. If you fish at the camp and
bring in your own boat, please remove them when you leave. Signs have been posted,
warning the member’s reference to NOT storing their boats and to remove them at the
end of the day and just to remind everyone, campers are NOT allowed on the camp
grounds at any time. The camp is closed for all activities, except fishing. Report accepted.
Membership Report; No Report
Special Membership Report: No Report
Public relations/Awards Report; No Report
Shoot Committee Report; President Surdel reported that the first shoot was held on
September 21, 2016. A total of 84 members participated in the shoot and the total
income was $702.00. The second shoot was April 19th, 2017 where 54 members
participated. 6 Active members renewed their dues, 3 New Associate B members and 2
Associate B members renewed. Total income for the shoot was $714.00. The third shoot
May 17th, 2017 65 members attended. 2 Active members renewed their dues, 1 new

Associate A member and 2 Associate B members renewed. Total income was $720.00.
The total expenses for the Shoot as of today’s date are $861.47, resulting in a gain of
$1,274.53.
A motion was made and seconded to accept the report. Motion carried.
Law Enforcement Memorial Committee Report: At this years’ service, May 4th, 2017 4
officers were added to the memorial and 8 historic names were added. Next year’s
memorial will be held on May 3rd. 2018.
Special Olympics Report: Vice President Robert Nichols reported that he has attended
several fund raising events throughout the year. He is selling Special Olympics
merchandise and if anyone is interested in purchasing items to see him after today
meeting.
Marketing Committee Report; Vice President Robert Nichols reported that because of
vacations, no meetings have been held. He and Jason Shaw did some research on best
membership software in 2017. Most of the membership software runs about $200.00 a
month and that is for the software itself and up to 500 members. One of the companies
they researched was Membership Works.com. A meeting with the committee will be
held sometime before the Annual Conference. Mr. Nichols wants to meet with the IPA
webmaster, the vice presidents and Executive Director to see if they can get this
program, whatever the program might be, up and running before January 1st, 2018.

A motion was made and second to dispense with the reading of the 115th Annual
Conference Minutes. Motion passed.
President Surdel introduced Catherine Barnes of Legal Shield/ID Shield who spoke to our
members above how important it is for them to signing as they provide attorneys for
legal problems and assist in helping you with identity theft. Information was handed out
to our members and will provide information on our web-site.
Attorney’s Report; Ed Pacilli reported that the law suit against the Association is still
going on at a slow pace. Records have been transferred to Knox County and more
information will be forth coming. Ed stated that he has been working with the Illinois
Secretary of State in trying to get the IPA License Plate Bill changed to assist the
Association’s financial income. Also, Ed has been working in appealing the main office’s
property taxes as each year they keep going up and up.
Death Benefit Report; Director Ed Hoes reported that 59 claims were reviewed by the
committee for their approval. 44 claims were approved for payments of $400.00 each,
totaling $17,600.00 and 11 claims were paid out at $600.00 each for a total of $6,600.00.
Grand total paid out was $24,200.00. 4 claims were denied for various reasons.
Competitive Shoot. Vice President John Idleburg reported that this year’s shoot program
went well. This year, 1 new Active member signed up, 8 active renewals, 1 new
Association A member, 3 new Associate B members sign up and 4 Associate B members
renewed their dues. Total income from the shoot from September through July was
$2,901.00. Expenses were $1,497.97, resulting in a gain for the IPA $1,403.03.
Auditing Committee: Past President Ken Thomason reported that the committee meet at
the IPA office on August 14th, 2017 and after reviewing the check book and all receipts of
the general fund, found everything to be in order.
Public Relations/Awards Committee; Vice president Bob Nichols reported that one award

was handed out for a Citizens award for Schuyler Melton, age 14 who saved the lives of
two people who drive into a lake and were unable to get out of their vehicle without the
help of Mr. Melton.
There are 4 types of awards that are handed out by the committee for the following. The
IPA members have to be a member in GOOD standing to receive one of these awards.
Valor, Life Saving, Law Enforcement Awards and a Citizens Award.
Conference Report; Next year’s conference will be held on September 14th & 15th, 2018 at
the Crowne Plaza Hotel and Conference in Springfield, Illinois. Rates will be $91.00 plus
tax for either single or double. More information will be forth coming.
Finance & Contract Committee; Robert Roman of Investment Counsel, Incorporated, sent
his report to our members. The performance of our investments were: Calendar Year
2016, % return 11.51%, 2017 Year to Date (through 8/30) 5.57% and 7/31/16 – 7/31/17,
10.29% return. The Investment group is pleased with the performance of the portfolio
given the balanced approach with 43% in fixed income, which offers some downside
protection. The Franklin Templeton Funds in the portfolio have done well when com-
pared to other mutual funds.
Special Olympics: Vice President Bob Nichols reported that the 2016 torch run rose over
$4 million dollars this year. Because of every ones support, the Special Olympics of
Illinois is able to provide services to more than 22,000 athletes and more than 20,000
young athletes’ ages 2-7 with and without disabilities.
Law Enforcement Memorial Committee: Bob Madura reported that this year’s services
were held on May 4, 2017, in Springfield. 4 officers were current honorees and 8 historic
names were added to the memorial.
Scholarship Committee: Mike Jackson reported that 5 scholarships were handed out this
year. The winners were; North Shore, Patrick Meadie, Trio-County, Mike Perry,
Blackhawk, Marisa Teske, Shawnee, Cristina Henson (Byrne) and from the Starved Rock
Division, Adam Sangston. Applications are on the IPA web-site at this time.
Marketing Committee: Vice President Bob Nichols reported that the committee is
planning to meet with the newly elected officer’s right after the first of the year.

Membership Dues: Past President Randy Benson made a motion that the dues for both
Associate A & B members be raised by $5.00. Starting for the year 2019, New Associate A
& B members, the dues will be $35.00 and for renewals, the dues will be $30.00 for both
A & B Associate members. Motion was seconded and motion passed.
