My theme for this newsletter is “thank you team” After last year’s successes at PPM, our team was under considerable pressure to keep on performing in 2014. The year certainly began well, and was better than the beginning of last year, but we experienced a number of challenges in the pit. One of these involved the reef, which came out slowly. As a result, production in ounces did not meet expectations. The end of this year is now in sight, and I am pleased that we have been able to overcome most of the challenges by continuing to work as a team, putting us firmly back on track. Let me clarify what I mean by team. For me, team includes PPM employees, the residents of the surrounding communities, the BBKTA, our shareholders, the board of Sedibelo Platinum Mines (formerly Platmin Limited) (Sedibelo) and all other stakeholders. Each one of you has played a part in overcoming the challenges. Your efforts have contributed to our success, and I would therefore like to thank everyone on the team. There are some exciting new projects in the pipeline. Some are relatively short-term (six months) and others are longer-term (12 to 24 months). One of the short-term projects is the opening up of a new pit at Wilgespruit which will be the same size as the current pit. This means that PPM will grow, and it will result in new opportunities. The relocation process (see story on page 2) is in progress and we are making every effort to ensure that it takes place as smoothly as possible. During the first half of the year PPM sponsored a number of sporting events including soccer tournaments and cross-country events. These were a big success and once again, thanks to the team for making them happen. There is one area that requires more focus. Our team needs to pay close attention to our lost time injuries (LTIs). We accumulated far too many of these during the past nine months and so I appeal to you to stop, think, and refocus. Our strategy is clear: it is safety first – always! RELOCATION: The careful process of crafting a ‘win-win’ outcome

When there is a need for change of usage of property or land, the law requires detailed negotiations with the current land-users.

One of Sedibelo’s mineral rights areas includes Wilgespruit 2JQ farm, where exploration has identifi ed the potential for another mine. The investment partners have decided to develop this property.

However, in order to continue with the development and start construction, the current land-users on the Wilgespruit Farm must be relocated.

The negotiations with the land-users date back to 2007 and have been informed, among other things, by consideration of the benefi ts that will result from mining.

In considering the relocation of the farmers, it was established that prior to the planned mining development, 49% of the land-users at the Wilgespruit 2JQ farm had been grazing their cattle at Wachteenbeentjeslaagte (WBL), because Wilgespruit is overgrazed.

The relocation plan and processes have been aligned to South African legislative requirements and World Bank Best Practice Guidelines, and a Relocation Action Plan has been developed.

In order to manage the relocation process effectively, a Relocation Task Team was appointed. It includes members from the Bakgatla Ba-Kgafela Traditional Authority (BBKTA), Bakgatla Ba-Kgafela Strategic Investment Company (BBKSIC), Pilanesberg Platinum Mines (PPM) and Managing Transformation Solutions (MTS).

PPM, BBKTA and BBKSIC are working closely on the relocation initiative to ensure that the BBKTA Master Plan for Agriculture can be implemented to enable sustainable farming.

A formal request for consent to secure the availability of farming portions for relocation purposes was made to the BBKTA on 29 July 2014. After that, consultations with the affected community representatives (Dikgosana) – as well as a Farmers’ Kgotha Kgothe on 9 August – were completed.

At the Kgotha Kgothe, which was attended by well over 200 farmers from the BBK farming portions, the BBKTA leadership outlined the Master Plan, inclusive of the agricultural development plan.

Farmers also raised issues such as the availability of grazing land, water and the development of farmers. The Master Plan received overwhelming support and the leadership made a commitment to put in place support mechanisms for the farming community.

The Relocation Task Team completed baseline surveys and an asset register for the majority of affected land-users. The Traditional Authority identifi ed seven alternative farms as potential relocation sites. Surveys were conducted with the affected land-users to determine their willingness to be relocated to these sites, as well as their preferences in respect of each identifi ed site. The relocation process will start with the relocation of those land-users who have indicated their willingness to relocate to WBL.

The mine, in conjunction with the BBKTA, is in the process of providing suitable infrastructure to the affected land-users - aligned to the relocation legislation and best practice guidelines.

The mine will fence off the farming areas and provide communal infrastructure (such as access to water and dipping facilities), aligned to the land use plan developed by the BBKTA. An additional portion of land has been identifi ed and will be cleared for crop cultivation purposes.

In conclusion, the benefi ts to be derived through the relocation of the Wilgespruit land-users will be the development of appropriate infrastructure, technical support for livestock farmers, as well alignment to the long-term economic development strategy of the BBKTA through the enactment of the BBKTA Master Plan for Agriculture.

Communities enjoy cross country successPilanesberg Platinum Mines, in conjunction with the Bakgatla Resort, hosted a cross-country marathon on 2 August at Bakgatla Gate. Bakgatla Gate sponsored the venue.

The event was attended by more than 600 athletes from and across the North West Province. Fifteen offi cials of Athletics North West and eight guests attended the event.

A total of 17 marshalls and seven volunteers ensured that the day was a success and everything ran smoothly. The visitors were also entertained by local traditional dancers.

Sedibelo Runners Club raised R15,000 from the registration of athletes. The proceeds were used to cover expenses and Sedibelo Runners Club benefi ted to the tune of R5,000. This will be used to fund the club’s future activities.

Bakgatla Resort also profi ted by selling refreshments to the athletes and their families. The event is a run-off for the 2015 road running event that will involve PPM and the community at large.

Sedibelo Runners Club thanks PPM management and the community for supporting the event.

At PPM we work to keep our employees and contractors safe by focusing on compliance and tackling unsafe behaviour. Our Goal Zero programme, supported by other company-wide initiatives, is helping to strengthen our safety culture. Goal Zero is a commitment – underscored by a belief – that it is possible to operate without fatalities or signifi cant incidents despite the often diffi cult conditions in which we operate. To support the programme, we continue to roll out initiatives to strengthen our safety culture. These include improving the safety leadership skills of our staff and simplifying our requirements.

The company has accumulated three million fatality-free shifts in the year to date, but regrettably fi ve lost-time injuries (LTI) were recorded. Although the LTIs are disappointing, and we accept that more focus is required, management feels that good progress is being made.

Our mandatory HSEQ Toolkit to support Goal Zero reinforces what employees and contractors must know and do to prevent serious injury or fatality. Some of the requirements are simple (wear a seat belt when travelling in a car; avoid speeding). Employees face disciplinary action if rules are broken, and in severe circumstances this can lead to termination of employment. Contractors who fail to follow the rules can be removed from the site and barred from future work at PPM.

Various wellness campaigns are organised during the year to address the health issues that affect both the business and the surrounding communities. Cancer, drug dependency, HIV/AIDS and TB are realities that face many people, and we assist wherever possible. We also facilitate discussions, education and refer the parties to external counsellors as needed.

Environmental management – in the mining sense – involves assessing the company’s impact and environmental performance continuously and for the life-cycle of any mining project. This means that environmental management begins when the feasibility of a project is being assessed and continues during construction and operation, right through to decommissioning and fi nal closure.

In its environmental policy, PPM considers water as a scarce resource and water management as a key strategic sustainability factor which may impact on the company’s economic viability and reputation.

The National Water Act clearly states that water is a scarce, primary resource and, despite its multiple social, environmental and economic uses, needs to be shared by all. In line with water legislation, PPM has made a commitment to go beyond compliance by reducing its water footprint to achieve sustainability and maintain social equity.

In November 2013 PPM set itself the goal of reducing water consumption by 10% in 2017. PPM therefore continually evaluates its water management systems and monitors water use effi ciency and overall performance. The installation of 17 internal water fl ow meters since 2013 has facilitated the mine’s understanding of its internal distribution, water demand and consumption.

The established mining and process operational water management committees and the Water Steering Committee are seen as key to the fl ow of information, engagement and decision-making in managing water risks, compliance and performance improvement.

Based on the current quarterly average water intake of 402Ml, it is estimated that PPM will use approximately 1,540Ml from the Magalies water supply in 2014. This represents a 21% (403Ml) improvement in water consumption compared to the 1,943ML water intake in 2013. As a result, more water is likely to be available to other users and the environment.

Malebo Kolobe, who started the company as a 50% black female-owned enterprise, has secured a R1 million annual contract with PPM.Another strong woman, Julia Madela, has 100% ownership of African Valley Mining. The company manufactures conveyor belt mats. African Valley Mining was awarded an opportunity to the value of R120,000 and provides temporary employment for four locals. Additionally, extensive training was provided through the Umtali Business Incubation and SMME Mentorship for 2013/2014.Motaung Project Management, a Level One BEE company headed by Paul Motlhomi, has done an outstanding job servicing PPM’s air conditioners since 2012. The value of PPM’s contract is worth approximately R400,000 annually, and four local people are employed as technicians and assistants.RSM Civil and Construction is one of the largest employers of local people. Some 23 locals are employed to provide cleaning services to PPM. Stephen Matuba is a driven man, who is focused on providing good service and promoting employment in the local community. This has secured RSM Civil and Construction a contract for R1.2 million annually.

Celebrating Arbor Week“The best time to plant a tree is twenty years ago. The second best time is now” - AnonymousArbor Week is one of the most recognised and well-loved events in the environmental calendar because the more trees that are planted, the more carbon dioxide can be turned into oxygen, and the more sources of future shade become available.

PPM participated in Arbor Week, held in September, by planting a combination of rare and common trees at PPM and local schools. Although the idea is to plant any indigenous tree, or trees, each year a local tree is nominated as the common tree of the year, and another as the rare tree of the year. The lavender tree has been named as 2014’s common tree, while the white ironwood, or witysterhout, is the rare tree.

Members of the management team as well as employees from the operations spent time with the community planting trees and discussing their importance – not only to the natural environment – but also to the economic and social fabric of communities. This is the fi rst of many environmental celebrations planned by PPM.

A well-co-ordinated programme was held at Sedibelo and Nthete Schools and attended by Unisa, PPM and the North West Parks and Tourism Board.

PPM makes use of local SMMEs

Pilanesberg Platinum Mine (PPM) is committed to local procurement from small, medium and micro enterprises (SMMEs) within the Moses Kotane municipal area, and is sourcing goods and services from local SMMEs wherever possible.

According to Chief Operating Offi cer Casper Badenhorst, this is not without its complexities. Despite some challenges, the mine has made signifi cant progress in raising its local spend over the past three-year period.

The PPM spend data is analysed regularly and tender opportunities are identifi ed wherever possible. Those tenders already advertised this year include maintenance of the air conditioning units, cleaning services and external site maintenance. Several additional requirements will be advertised later in the year. To date, the mine has procured services for construction, mining supplies, fencing, stationery supplies, and personal protective equipment (PPE) from local SMMEs.

Casper says that, in order to be successful, local suppliers need to remain competitive.

“The mine is operating with a tight budget so, while we attempt to place as much business with SMMEs as we can we must also ensure we get the best deal possible,” he explained.

In an effort to facilitate SMME procurement, PPM provided training for local suppliers on how to correctly cost and price goods and services. Those who attended the training commented that the information provided was very useful.

PPM also initiated an internal campaign to educate its own staff on the requirements of the Mining Charter as well as the importance of SMMEs adhering to pricing and standards.

“We hope that, by taking these measures, we will assist both the SMMEs in their attempts to get contracts from us, as well as our employees who need to understand the importance of the process and why we have certain measures in place,” said Casper.

PPM looks forward to increased participation by SMMEs in meeting the mine’s supply and service needs in the year ahead.

PPM’s vision and mission is to deliver value from mining and to leave a lasting legacy of sustainable benefi ts for all its stakeholders.

This value proposition focuses initially on the mine’s key stakeholders; the investors, employees, government and communities in and around the mining operations.

The importance of creating a responsible and sustainable approach to mining has never been clearer than it is now, as mines feel mounting pressure from some of the stakeholders.

While the role of mining in socio-economic development is increasingly recognised, debates continue on how mining should be done. The festering discontent indicates the general lack of trust between stakeholders.

Mining is a key driver of global economic growth, capable of creating long-term positive impacts on lives, societies and nations. There are clear signs that mining is beginning to have a positive impact on the BBK communities.

Although mineral exploitation has the potential to transform economic prospects, government and sections of the community continue to question the role of this sector. Debates on proper allocation of costs and benefi ts, on resource nationalisation and on confl icts over new projects refl ect the waning trust between stakeholders and insuffi cient effective engagement mechanisms.

Among other things, the slow pace of transformation has contributed to anger and frustration in the dynamics of industrial and community relations.

The PPM stakeholder division was established in 2014 as part of the company’s effort to develop a better understanding of the challenges and complexities in making mining development responsible and sustainable. Another reason was to identify and pilot potential solutions to bring about industrial peace. Trust and collaboration between various stakeholders form the launch pad of our

future engagement initiatives. Therefore open and constructive dialogue will form the basis of our stakeholder engagement in future.

It will adopt the approach of mineral value management. This approach is geared to enhance mutual understanding of the holistic drivers of value from our mining activities, and to provide ways of communicating the needs and expectations of the various stakeholders. Co

Our approach adopts a broad view that:• considers the full range of impacts that are of cultural, environmental, economic and business

character;• considers both direct and indirect impacts – multiplier and diversifi cation impacts that go beyond

the life of a mine; and• acknowledges that value from mining can take both the form of benefi ts and costs.

Effective dialogue will make for a better understanding of stakeholder groups and their drivers of value. It will address stakeholders’ initial perceptions and expectations, and investment in the education of stakeholders about the nature of the resources and timing of benefi ts, costs and risks of mining. We will identify areas where stakeholder priorities align and differ, and explore ways to increase collaboration within and between stakeholder groups.

STAKEHOLDER ENGAGEMENT FORUM For development to take place, there should be engagement. At this stage, PPM considers the affected stakeholders to be the mine itself, the community and various government institutions and departments.

Stakeholder relations are therefore a core element of the PPM strategy.

Stakeholder engagement strategy is a process by which PPM engages in dialogue with internal and external parties about operations and projects and the consequences of these. Key stakeholders are employees, suppliers, service providers, municipalities and government, traditional authorities, communities, partners and other interested parties such as community-based organisations and non-governmental organisations.

The relationship between the mine and its communities requires guided engagement at both the strategic and operational levels so that communities in the mine neighbourhood derive positive benefi ts during and beyond the life of mine. The legislative and regulatory provisions for mining operations were crafted to enable benefi ts to be sustained after the expiry of the mine licence. The reality is that engagements are often piecemeal, non-strategic and often not sustainable.

PPM regards the issue of consultation with relevant stakeholders in terms of its Social and Labour Plan as a matter of great importance.

As part of the commitment to engage with affected communities, a committee has been formed in partnership with the BBKTA. This committee will be responsible for ensuring community engagement. Members of the BBKTA, its subsidiaries and PPM sit on the committee. The committee will ensure that issues from the community and other stakeholders are streamlined and responded to expeditiously.

At another level, the BBKTA has formed a mining collaboration forum. The aim of this forum is to ensure relationships between all mining partners in the BBK area are streamlined. It will also act as a repository for and fi lter community requests thereby reducing some of the tensions that can develop due to delayed responses by mining partners.

We will engage in dialogue to build sustainable, viable communities with projects (economic and entrepreneurial) that go beyond mining activities. PPM will nurture sustainable relationships built on trust and strategic partnerships with our stakeholders.

TEACHERS, LEARNERS APPLAUD SCHOOL NEWSPAPER CAMP

The much anticipated School Newspaper Camp fi nally took place at the Machaba Community Hall, Manamakgotheng on 19 and 20 May 2014, amid much energy and enthusiasm from learners and teachers alike.

The newspaper is based on a programme from Poynter News University in the USA and trains high school learners on the dynamics of print media and how school-based newspapers should be produced.

This is a joint initiative by PPM, the North West Department of Education and Joseph Makua, a consultant trainer at PPM.

Sixty three students from fi ve schools surrounding the mine were bussed to the hall each morning for the two-day course. The students were selected by their respective teachers who had attended the same school newspaper production workshop in April at Manamakgotha High School.

Over the two days, students learned what news is; how to report news objectively; the effective structuring of news; and how to lay out and design a newsletter.

The students worked co-operatively and attentively throughout the workshop and impressed both their teachers and the facilitator. They were not shy to ask questions and to put into practice what they had learned.

On the last day, when they produced their own newsletters based on what they had learned, the budding journalists absorbed deadline pressure, shared responsibility and showed mutual respect for each other’s talent and ability.

Finally, each school produced an amazing newsletter, well laid-out and beautifully designed. The schools took turns in presenting their newsletters on stage, each presentation accompanied by melodious, at times rhythmic songs.

At the end, Face To Face newsletter by Manamakgotha High School came fi rst (best design), followed by Kgamanyane high School. The winning team received R150 cash prize money, courtesy of Joseph Makua. Eight schools will be invited to the next newspaper camp.

The head of the programme in the USA has promised to visit soon, together with a group of students. Funds are also being raised to purchase newspaper production equipment for all participating schools.

LOTTERY ADDS VALUE TO LOCAL COMMUNITY PPM AGRI-SETA LEARNERSHIP 2014

LOTTERY E OKETSA BOLENG GO MORAFE WA SELEGAE PPM AGRI-SETA LEARNERSHIP 2014

The Agri-Seta learnership, sponsored by the National Lottery, is a huge success and a real benefi t for the community. The learnership provides for eight learners from the villages surrounding PPM to acquire accredited agricultural skills. This six-month development programme has theoretical and practical components and the total value of the learnership is approximately R400,000.

PPM’S AGRI-FARM EXPANDS IN 2014The small scale commercial agri-farm has obtained its Department of Trade and Industry grant funding of R2.5 million. The co-operative cluster (project benefi ciaries) will extend the current farm to address capacity and capability. The extension will include 18 fully-fl edged farming tunnels equipped with automated irrigation and ‘fertigation’ units. The grant also includes suitable cold room storage.

PPM CRUSHER / BRICKWORKS PRODUCTION 2014Benefi ciaries have successfully completed their training in brick-making techniques at the crusher plant, which is another PPM local economic development initiative. Production has already begun and is being supervised to ensure minimum-quality requirements. In time, it is expected that production will align with market uptake and related off-take agreements. The facility will produce cement stick bricks, maxi blocks and interlocking paving bricks.

HUMAN R E S O U R C E S DEVELOPMENT ROUND-UP

ADULT BASIC EDUCATION AND TRAINING (ABET)ABET continues to be a success. Approximately 84 community learners enrolled for the ABET programme in FY2014.

BURSARIESPPM has awarded full bursaries to fi ve community learners at various recognised institutions of higher learning.

INTERNSHIPSTwo candidates were awarded 24 month engineering internships in mechanical and electrical engineering.

LEARNERSHIPSEleven learners from PPM’s surrounding communities received full two-year learnerships in various engineering trades.

OPERATOR SKILLS TRAININGThe mine has selected 35 community members to be trained as operators on earth-moving machinery. The selected learners will be sent to a Benoni training centre where they will undergo an intensive training for a period of 45 days.

RALELE COMMUNITY CLEANING PROJECTPPM supports the Ralele community cleaning project as part of the initiative to create employment opportunities outside mining.

The project employs 32 young people from Ramoga, Lesetlheng and Legkraal.

The project is aimed at promoting environmental awareness within communities. Project members are responsible for cleaning heritage sites near the three villages.

During the period of the project, participants will be afforded portable skills in various disciplines.
